On Feb. 11, 2005, more than 20 mining professionals gathered in Elko, NV for a day-long round-table discussion on heap leaching. Attendees included project managers, operators and environmental professionals. They represented 10 mining organizations. Knight Piésold sponsored the special event. Its seven representatives included three staff members from the company’s Elko Operation, and one each from its Denver, Cajamarca (Peru) and Vancouver offices. The roundtable format was chosen to allow people from the mining industry to share ideas and experiences in an open forum. Rather than presenting prepared talks, spontaneity was encouraged. This resulted in a lively and enjoyable discussion.

Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).

In April 1997, Kiewit/Parsons Brinckerhoff (K/PB) completed the 7,600-m (25,000-ft) primary access tunnel for the Yucca Mountain, NV proposed high-level nuclear waste site. K/PB then began boring an exploratory east-west cross drift tunnel at the site. The 2,681-m (8,796-linear ft)East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a rebuilt Robbins 5-m (16.4-ft)hard-rock tunnel boring machine(TBM) with a special arrangement of supporting equipment. This portion of the Yucca Mountain project was completed in eight months.

As part of the City of Portland, Oregon?s East Side Combined Sewer Overflow Tunnel Project, nine separate 2,130 mm (84-inch) diameter reinforced concrete pipe microtunnel drives totaling approximately 2,380 m (7,808 ft) are being constructed to divert flows from several of the existing outfalls to the main tunnel. The drives were constructed in challenging ground conditions that include soft soils under the ground-water table, large amounts of wood and metal debris, and close proximity to sensitive structures. While all of the drives will be addressed, the focus of the paper will be on the 931 m (3,055 ft) continuous drive connecting Outfall 46, currently the longest microtunnel driven in North America.

There has been a continuous interest in chemical aids for processing Canadian oil sands by hot water extraction process since the first commercial industry operation in 1967. Several inorganic and organic chemical systems have been introduced, of which sodium hydroxide is the most widely used extraction process aid by major producers. Use of NaOH, however, results in accumulation of sodium ions in recycled water, causing higher clays dispersion and producing tailings with poor geotechnical properties that turn into mature fine tailings. This is especially true for low grade and oxidized ores, which present the greatest challenges in bitumen recovery and produce the major portion of fine tailings. In this paper, we are presenting a novel method based on use of inorganic polymers as process aids for various low grade oil sands ores. Denver flotation cell and a laboratory scale hydrotransport loop were utilized to evaluate the effect of chemical dosage and operating parameters on the processability of oil sands samples from Athabasca region. Process tailings were examined for properties such as water chemistry, suspended solids, settling rate and the ease of tailing treatments. Our results demonstrate that the use of inorganic polymers during the froth process lead to a significant improvement in bitumen recovery from low grade oil sands and can improve further tailing treatments. This offers a viable solution that can be easily incorporated into current processing facilities and deliver several operational and economical benefits. Advantages in use of inorganic polymers versus sodium hydroxide are presented in details.

The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant project, with verifiable circuit processing performance improvements, requires a significant number of accompanying steps beyond the equation alone. In order to identify and articulate all these steps, a study with plant staff from two milling operations and a grinding media supplier was undertaken. ?Task analysis? of improving plant grinding performance was carried out. This analysis called for the development of a number of system components, and ultimately yielded a ?Plant Grinding Circuit Processing Performance Management/Improvement System.?

The PT Freeport Indonesia‘s Deep Ore Zone(DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start in year 2000 and to ramp up to25,000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarizes the technical aspects related to the installation and commissioning of one of these fans. The fan was installed on the surface in a parallel arrangement with two others. It has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

The field demonstration portion of the course was conducted June 10 at wlh Construction Co.?s yard in Denver, CO. One way of cost reduction is attained when using materials with improved erosion ? corrosion resistance. For many years hard irons successfully answered the Mining Operation needs however application ranges were limited due to the low chemical resistance of such alloys. Corrosion resistance of any hard iron increases when microscopically homogenizing chromium and generating passivation conditions throughout and between all metallographic phases. Chromium distribution of the new material called Max10 was analyzed with EDS ? energy dispersive spectroscopy. At critical depleted chromium carbide ? matrix interfaces chromium increased to 31.72% which is well within passivation levels. Generally the corrosion resistance of high chromium hard irons provided by Metal Casting Industry is limited to 0.5% sulfuric acid and 28 PPM ionic chlorides. Such restrains increased when using Max10 to 2.0% sulfuric acid and 100 PPM ionic chlorides. Max10 contains 35% carbide volume fraction, has excellent corrosion resistance within pH = 1.15 ? 13.6 while fracture toughness under plain - strain conditions and Mode I opening is KIC = 20 KSI.(inch)1/2. Wear rate was calculated with the pin-on-disk apparatus using a diamond indenter per ASTM G99 recommendation. After years of research, experimentation and implementation the Max10 castings were service installed in slurry pumps and mixing equipment. In some applications the life time of slurry pumps manufactured in Max10 tripled versus previously used materials.

Train services through the Channel Tunnel linking Britain and France where scheduled to be fully restored in February 2009 following several months of repairs after a major fire in the tunnel on Sept. 11, 2008. A lorry caught fire on a shuttle train carrying heavy goods vehicles bound for France through the 50-km- (31-mile-) long northern tunnel. The fire, that spread to other vehicles, raged for about 16 hours. The extreme temperatures of up to 1,000º C (1,832° F) caused extensive damage to about 600 m (2,000 ft) of the 7.6-m- (25-ft-) diameter tunnel?s concrete lining, approximately 11 km (7 miles) in from the French entrance. The Channel Tunnel operator, Eurotunnel, awarded the repair con-tract, estimated to be between ?50 to 60 million, to a consortium of Freyssinet, Eurovia Travaux Ferroviaires (ETF) and Vinci Energies. Freyssinet was appointed to look after the civil engineering works, while ETF would be responsible for track and overhead wire restoration and Vinci Energies responsible for other equipment. The technique of hydrodemolition, which uses high-pressure water jets to remove concrete from various structures, was specified as the method to remove the fire damaged concrete. Freyssinet subcontracted the concrete removal to the specialist hydrodemolition and industrial cleaning contractor Philip Lasserat.

In underground mining operations, the over- riding issue has to be protection of worker health and safety. The employees underground, making a living in a dangerous occupation, know these are major issues. These men bargain their lives and health on the presumption that the operating management knows its business, and they, the underground employees, can pursue their occupation with the assurance that management has provided a safe and healthy ambient underground environment. When management assumes the mantle of protection of underground workers, it has to be positive that qualified engineers have designed the project, and that capable operating personnel are in charge and always available. Those persons with these responsibilities must be knowledgeable in the engineering and occupational health aspects of sine ventilation. The ultimate function of a mine ventilation system is to provide a comfortable, healthy and safe ambient environment for the underground workers. The attainment of these objectives has been complicated with the increased application of electrical equipment and diesel-powered mechanized mining equipment underground (discharging toxic diesel emissions); increased production rates with the attendant increased production of airborne dust; and mine development in increasingly hostile mineral formations containing combustible strata gases, radon gas emissions, along with high heat and humidity. In general, the modern mechanization of present mining operations has resulted in a sore complex set of problems for the engineer planning the underground ambient environment.

Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

During 1975, the Reclasource Corporation constructed and commissioned a plant for the recovery of mill scale, coke breeze, blast furnace dust, blast furnace sludge and basic oxygen furnace dust at the site of Crucible Alloy Division, Midland, Pennsylvania. The Reclaform Process was employed as the criteria for plant design. This Process takes the solid in-plant fines as listed above, commonly found in integrated steel mills, sizes and forms them through the use of a carbonaceous binder briquetting system and cures the binder through a final heat-treating step. 15,000 tons of Reclaform briquets have been tested in the Crucible blast furnace in several campaigns structured to assess material handling properties, burden feasibility and finally culminating in an iron and carbon assessment campaign. Data are presented from the records of the blast furnace operation and conclusions are drawn that both iron and carbon utilization have been demonstrated.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. This paper describes major technical developments in rod mill design and operating practice since its introduction into the North American minerals industry over fifty years ago. The basic operating characteristics of the wet, overflow rod mill are described, and significant operating variables are reviewed in terms of their effects on mill power draw, power efficiency, and practical aspects of circuit operation. Key factors for improving the economic performance of rod milling circuits are identified.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices which minimize soil compaction will produce better results when forestland is the intended post-mining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees, and since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal, and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree survival rate. It is believed that the two soil compaction parameters may ultimately be used to predict tree survival rates on reclaimed surface mined lands.

Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

Several industrial-scale HydroFloat separators have recently been installed at Mosaic’s South Fort Meade beneficiation plant for the purpose of improving phosphate recovery and throughput capacity. This technology was implemented after numerous laboratory, bench-scale, and on-site, pilot-scale test campaigns. The results from this detailed test work provided sufficient justification for the complete retrofit of the existing coarse and ultra-coarse flotation cells. Data indicate that the metallurgical results obtained with the full-scale separators are consistent with that obtained during both the bench- and pilot-scale evaluations. The apparent benefits, theory of operation, and commissioning of the equipment are also discussed.
