"By the time the latest expansion of the Washington Metropolitan Area Transit Authority (WMATA) system, known locally as Metro and which opened in 1976, is completed in 2020, the system will serve 97 stations and operate on 188 km (117 miles) of track on six interconnecting lines. Metro provides a critical transportation link to a population of approximately six million people within a 3,900-km2 (1,500-sq-mile) Washington Metropolitan area and has allowed job growth to expand to all corners of the region. In the 1950s and 1960s, when the system was first conceived and construction began, most jobs were centered in downtown Washington, and most of the workforce commuted by bus or car. Today, transit-oriented development has increased residential, commercial and government facilities near most of the existing 91 stations increasing the importance of the Metro system as a critical transportation link for the region. According to recent American Public Transportation Association (APTA) data, Metro is the second busiest transit system in the United States (after New York City’s transit system).During the nearly 50 years of construction on the Washington Metro system, technology improvements and lessons learned from the global tunneling industry were implemented. Portions of this background and history have been adapted from other work by the authors Roach et al. (2017) and expanded for use herein. For soil tunnels, these improvements included the change from a “two-pass” tunnel lining with a typical initial lining of steel ribs with wood lagging or segmental precast lining erected within the tunnel shield followed by a final lining of cast-in-place concrete to a one-pass lining system of pre-cast concrete gasketed segmental lining. Soil tunnels were originally excavated using open-face tunnel shields, but changed over time. By the late 1980s, tunneling using closed, pressurizedface tunnel boring machines (TBMs) using a one-pass tunnel lining consisting of segmental precast concrete permitted tunneling in a wider range of soil conditions with much less risk of damaging overlying utilities or structures, greater safety for tunnel construction personnel and without the need to dewater the soils. However, due to concerns about conditioning clays with earth pressure balance (EPB) TBMs, open face machines were still favored by contractors for their better advance rates, lower cost and ability to deal with boulders that were occasionally encountered in the Coastal Plain Terrace Deposits."

A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico's South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

The chemistry of waters processed by Acid Rock Drainage water treatment plants can affect the Total Suspended Solids quality of the plant effluents. The sulfate ions in the ARD water will combine with the calcium ions from the lime that is used to adjust pH to form calcium sulfate. When the sulfate content of the waters to be treated is greater than about 1400 parts per mil­lion, the resulting calcium sulfate concentration will be approx­imately 2100 parts per million. This concentration is above the saturation point for calcium sulfate, and the salt will drop out of solution until the concentration falls below the saturation point. This "salting" phenomenon affects the total suspended solids of the treatment plant effluents by virtue of the fact that the salts will report to the filtration apparatus used for the analy­sis. This scenario is exacerbated as an effluent sample ages. Zortman Mining's water treatment plant effluent was being affected by "salting" during the spring and summer of 1995, and it seemed as though the effluents were exceeding the TSS lim­its; for no obvious reason. A testing program was initiated to verify an observation that "salting' was taking place. Treatment plant samples were collected and allowed to age, with TSS analyses being performed every day that the samples aged. Synthetic solutions were also prepared to study the "salting" phenomenon.

The objectives of this paper are: to review the current status of chloride leach processes for sulfide concentrates, to make an evaluation as to the applicability of chloride leaching for replacing pyrometallurgical processes and to comment on recent advances in construction materials. The paper does not delve in detail on process chemistry. Sufficient references are presented on each process to allow the interested researcher to obtain process chemistry details. GENERAL The fact that chloride oxidates can solubilize base metals from sulfide concentrates has been known since the 1880's. The work of Hoepfner in 1902 was particularly accurate for its time with regard to the chemistry of chloride solutions. Recent work has dealt with the understanding of chloride extraction thermodynamics by modelling the behavior of metal chloride complexes. In the last several years several excellent review articles and symposiums have been issued covering chloride chemistry (1 thru 6).

Portfolio theory and the Capital Asset Pricing Model (Modigliani and Pogue, 1974) provides an investment decision rationale which takes account of the benefits of diversification in reducing effective risk, but this theory does not consider the financial capability of the firm to survive large losses if they should occur. The LL-curve theory (Wells, 1976) takes the latter consideration into account, but it does not provide for the effects of diversification. This paper pro- poses a general theory to account for both diversification and the financial capacity of the firm to underwrite the investment risks.

With the passage of recent national and state legislation aimed at tighter regulation of air pollution and smoke control, attention has been focused on a problem which has long confronted the coal industry--the disposal of coal waste with its inadvertent ignition. Even as recent as 1935, a decision from the Allegheny County Court of Common Pleas confirms the stand taken on control of burning coal refuse disposal areas. "The uncontroverted testimony is that there is no feasible method of operating a coal mine without a gob pile on the surface, as no use has ever been found for this troublesome by-product of mining; that every large coal mine has a large gob pile close to its tipple; that sooner or later these piles all ignite through spontaneous combustion; that practically every large mine in Western Pennsylvania has a burning gob pile, and that there is no known means of averting such a fire." 19* As a result of the past "no regulation policy," there are presently on the order of 500 burning refuse banks, of which 213, 142, and 49 are found in West Virginia, Pennsylvania, and Kentucky, respective¬ly. 18 Many of these refuse banks have burned for 40 years or more; many others may continue burning for a like period. It is estimated that the annual emission from these smoldering piles approaches 183,000 tons of pollutents which may produce many deleterious effects on the populace, property and vegetation in the proximity to the sources.16 To date, little progress has been made in alleviating the pollution from the currently burning refuse banks; however, numerous investigators who are researching the causes of ignition, as well as preventative disposal techniques (refuse compaction, layering and crushing to finer sizes) have met with some success in handling the newly discarded coal refuse.

The development of pelletizing during the last ten years has continued, however, self-fluxing pellets have not been regularly and commercially produced for use in blast furnaces, except as Kobe Steel, Ltd., Japan. This paper tells about unique developments for self-fluxing pellets, and their effects when used in Kobe Steel's No. 3 blast furnace at the Nadahama Works (inner volume 1845 Nm3, hearth diameter 9.5 m)., Several phases of the pelletizing process are discussed individually, and also their relation to performance in blast furnace operation. Special emphasis is placed on proper preparation of the limestone added to the raw materials, and indurating at optimum conditions. Means of improving pellet quality by correct control of size distribution of the raw materials used in pelletizing, and indurating temperatures, are also discussed. As basicity (CaO/SiO2) of pellets increased 0. 1, coke consumption decreased 3. 8 to 4. 2 kg per ton of hot metal, when using 70% pellets in the iron burden.

Cemented tungsten carbides are a sintered powder - metallurgical product essential to modern industry. Because of their moderate unit price and our dependence upon foreign sources for the component raw materials, a growing recycling industry has developed in the United States. There are two basic approaches taken to recycling cemented carbides; those which leave constituting materials unaltered or direct-reuse and those which separate the constitutes back to the raw components. To separate the carbides back to their raw components usually requires expensive chemical processing and is thus confined to the lower value materials such as grinding sludges. The direct-reuse methods recycle cemented carbides back to an intermediate level, a powder capable of being recompacted and resintered into a functional end-product. The three most commonly used methods of direct-reuse recycling, the coldstream process, bloaching and the Bernard or zinc process, are reviewed,

Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. Selected voltammograms in tetraborate buffer solutions in the presence of ethyl xanthate or isopropyl xanthate at pH 9.3, for chalcocite, covellite, chalcopyrite, and enargite mineral electrodes, are presented. The concept of critical Eh of dixanthogen condensation (Ehc) is introduced, and the line of Ehc is thermodynamically defined in plots of log [X i] vs Eh, for methyl, ethyl, propyl, and butyl xanthates. A reaction scheme of xanthate oxidation in four steps, involving the dixanthogen condensation step, is proposed. A first attempt to interpret mineral flotation from a more general point of view is made. The electrochemical mechanism of dixanthogen formation and condensation is considered as a particular case of a more general and relevant phenomenon, which is the decomposition of the collector giving hydrophobic colloidal forms, whose associative behavior in bulk solution and at the mineral/solution interface is governed by colloid chemistry.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

A primary goal of Ground Control Research, Bureau of Mines, U.S. Department of the Interior, is to develop information that can be used by the mining industry to reduce accidents and fatalities due to failure of mine roof. A specific research objective is to determine methods to detect hazardous coal mine roof. This paper reviews the existing and experimental techniques, and describes a recent Bureau of Mines contract research project that resulted in a simple technique and prototype instrument for evaluating mine roof competence.

This paper describes the U. S. Energy Research and Development Administration's (ERDA) program to develop in situ coal conversion processes, especially gasification, he potential of this technology, the technical directions being explored, and the program strategy to carry the process concepts toward commercialization are emphasized. The geographic location of the U. S. coal resources and a market analysis are described. Commercially successful in situ coal processes could add over a trillion tons of coal to the U. S. coal reserves. The economics of these processes is compared with surface gasification independent studies show this process to be 25Z cheaper than surface gasification for Western coals. The major projects are briefly described. The Linked Vertical Well process is in the lost advanced stage and shows great promise. The last test produced a low-Btu gas averaging 171 Btu per standard cubic foot for average pro¬duction rates of 5.5 million standard cubic feet per day. The other projects are Packed Bed, Longwall Generator, and Steeply Dipping Beds.

After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o'clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Before resuming his position as general manager of Calumet and Arizona and New Cornelia, Greenway must recover from the effects of the gas he had suffered in the war. Dr. Ricketts

The transportation of solids by slurry pipeline is a rapidly growing field. Although early patents date from the latter part of the nineteenth century, it has only been within the last twenty years that successful long distance slurry transport lines have come into their own. The pioneering efforts in this country include the gilsonite slurry pipeline from Bonanza, Utah, to Grand Junction, Colorado, and the coal slurry pipeline from Cadiz to Cleveland, Ohio. Both of these lines were constructed in 1957 and had a combined annual capacity of about 360 million ton miles. Although the Cadiz pipeline was mothballed in the early 1960's, the interest in slurry transport systems continues to increase and one engineering and construction company is predicting that by 1980 an annual slurry system rate of more than eight billion ton miles will be achieved. The design and construction of cross-country pipelines for fluids such as crude oil appears relatively simple when contrasted against the complex problems encountered in slurry systems. Considerable effort has been expended in hydraulic research laboratories in an attempt to improve our understanding of slurry behavior. This effort has been rewarded with considerable success and is best illustrated by the large number of slurry systems now planned or under construction. However, slurry transport in pipelines is still, in many instance more of an art than a science. The study of ultrasonic-wave propagation in substances has been remarkably advanced in recent years in most engineering and science fields. The main object in studying the velocity of ultrasonic-wave propagation in solids, is to determine dynamic properties of these materials. The present paper, however, presents some other possible applications of ultrasonic-wave propagation in the study of rock mechanics as follows: Investigation of the mechanism of microseismic activites of geologic materials, (a) at initial or low stress level, (b) at final or fracture stress level, and (c) under fatigue loading condition. Also, correlations among stress level, density, and the velocity of ultrasonic-wave propagation in rocks are discussed in this paper.

Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

Further development of the Nitric-Sulfuric Leach (NSL) process has led to an improved design of the leach and nitric acid recovery steps. NO produced in the leach step is reacted with oxygen, regenerating N02, which is sparged directly into the leach reactor. Leaching is simplified to two steps and the nitric acid plant is replaced with an oxidation recycle gas sys-tem. Laboratory work substantiated the concept and led to selection of operating conditions. The lab work also pointed to improved process control compared to use of nitric acid as the sole oxidant. Recovery of copper from purified pregnant liquor is modified to use air agitation electrowinning improving cathode quality and lowering tankhouse costs. Economic evaluation shows reduction of capital requirements from $2400/AT to $2000/AT in 1978 dollars for 50,000 TPY of copper production.
