In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In with this request a preliminary review has been made of trends in the production and uses of block granite.. Some unfavorable conditions were thus brought to light, and certain suggestions regarding a more orderly and consistent growth in the industry are herein discussed. The results of the study are, presented in this report for the earnest consideration of. the industry, and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of Mines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable assistance through her wide knowledge of granite statistics. The block granite industry has shown little expansion during recent years. While the value of the annual production has grown from about $14,000,000 in 1904 to nearly $25,000,000 in 1928, the increment in value is caused mainly by mounting prices rather than by increased production. Even granite for memorials shows a very small advance in production volume, although the value has increased from about $3,500,060 in 1904 to more than $11,000,000 in 1928, which is the most consistent growth of any branch of the industry. The value of building granite has fallen for a number of years much below the figure for 1904, and in 1928 was very little in advance of the value attained 24 years previously. The use of granite paving blocks and rubble has shown a gradual decline.

Changes in world mine and smelter supply sources of zinc have led to changes in zinc supply patterns in the United States during the past 3 years, 1970-72. The result has been a growing reliance on foreign sources of zinc metal to furnish an ever-increasing portion of expending domestic requirements. This review of fundamentals and historical developments is intended to provide background in order to place the future of the U.S. zinc industry fn perspective. The properties and uses of zinc are described. A new study on U.S. reserves is presented with description by geographical region and comparisons with older reserve data. The technology of the zinc industry from prospecting through refining is described with emphasis on the metallurgy involved in the various methods of smelting. Production, consumption, and imports are discussed and illustrated with graphs and tables to review the past and present patterns. Government actions affecting the industry are shown.

The investigation to evaluate the reserves of coking coal is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and, (3) to study the carbonizing properties of coal and coal blends not now widely used for metallurgical coke. This is the third of a series of reports giving results of studies by counties under part (1) of the investigation. This report covers Pike County, Ky., which comprises parts of the Harold, Williamson, Matewan, Gilbert, Pikeville, Regina, Hurley, Pound, and Clintwood quadrangles. (See fig. 1.) A base map for each bed in each quadrangle was made to the scale of 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds 0 to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate but which may contain reserves based only on geologic inference, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

The mechanization of the coal industry in New South Wales involved the introduction of large face and transport machines. The trend is towards still higher capacity units with .greater horsepower and it became apparent that a potential risk of damage to the hearing of workmen existed. In order to assess whether the sound levels were SUfficiently high to impair the hearing of workmen a sound level survey of all major operations in the industry was carried out by the Mining Engineering Division of the Joint Coal Board.The results indicated ·that the operations could be classified into three categories of risk, probably hazardous, of doubtful hazard due to the intermittency of the operations, and of low hazard.Legislation has subsequently been enacted requiring the wearing of hearing preservation aids in some of the probable risk operations.

Introduction Today, geophysical exploration is recognized as a special science wedged between geology and mining. Universities and technical institutes have special professors teaching geophysics applied to oil and ore prospecting. The list of literature on geophysical exploration has grown from practically nothing at all some twenty-five years ago to ~ several thousands of books, some of them very imposing volumes. Most of the methods now used have been developed since the first World War, and very large systematic exploration campaigns have been carried out in many places, in many countries. It has been rather difficult to obtain enough information as to what is going on in Canada. However, since the Associate Committee on Geodesy and Geophysics of the National Research Council became more actively engaged in promoting geophysical research, it may be easier to obtain information and, in the future, the quarterly issued Canadian Geophysical Bulletin may throw considerable light on the current geophysical activities in Canada. Some twenty crews have been engaged the last few years in geophysical prospecting for ore. In the United States, between 500 and 600 crews are employed exclusively in geophysical prospecting. Most of these, however, are engaged in oil exploration. During the winter 1942-1943, the German Government employed some fifty crews on geophysical exploration, and some ten crews were working for private enterprises.

Methane gas caused an eight-month shutdown of mining operations at the Mill Creek, Phase 3, Tunnel. The gas-related shutdown occurred as the tunnel was advanced to an approximate distance of 2,700 feet, which constitutes approximately18% of the total tunnel length. The construction of an emergency ventilation shaft, a comprehensive program of de-gassing wells and an expanded gas monitoring system were used to mitigate the gas condition. When complete, this tunnel will be utilized to convey and store combined storm and sanitary sewage collected from a portion of Cleveland, Ohio and ten suburbs. This paper will provide an overview of gas related remedial measures and explain how these measures were integrated into the project to ensure safe tunneling conditions.

ABSTRACT A methodology based on a two-stage approach was developed for process technology selection. The first stage includes evaluation of available technologies, followed by shortlisting the best technologies based on mass and energy balance modelling, financial analysis, and risk analysis. The second stage involves detailed analysis using refined input data, mass and energy balance modelling, and capital and operating cost estimation, as well as a more detailed financial analysis. A case study covering the selection of ironmaking technologies for a company in the Russian Federation is presented to illustrate the critical elements of the methodology and the analysis process.

The paper designs an extraction flow for the total recovery of nickel and cobalt and removing magnesium simultaneously from the cadthodic materials of the spent hydrogen-nickel and cadmium-nickel batteries. The separation of Co, Ni and Mg though P507 extraction .The extraction equilibrium pH is 4.5~5.0, ßNi/Co is 140~180, and ß Ni/Mg is 20~25; nickel and magnesium are scrubbed in two steps, in which the equilibrium pH of nickel and magnesium scrubbing is controlled at 5.0±0.1 and 4.4±0.1 respectively. The stepwise scrubbing technique is adopted to remove 94.5% of magnesium and to recover 99.45% of nickel and 95.35% of cobalt. During the integrated extraction and precipitation process the total recovery fraction of nickel and cobalt are 99.99% and 99.95%, and the recovery fraction of magnesium is 94.02%.The recovered NiSO4 and CoSO4 solution are enriched and crystallized.

A project is underway to convert a validated methodology to a system that will permit the near real time interpretation of loading data from longwall powered supports, allowing rapid adaptation of mining strategies, maintenance scheduling and set pressures for optimal roof control. Such a system has the potential to significantly reduce roof control problems and is a pre-requisite to successfully fully automating a longwall face. The development depended upon a robust methodology for interpreting the pressure sensor data coming from the face in the context of support strata interaction using a novel characteristic load cycle analysis concept. New software was developed capable of handling the large quantity of data emanating from a modern longwall with the current level of signal corruption and loss, accurately delineating load cycles and extracting the critical load cycle features essential for interpreting how the support and strata are interacting. Existing software being used to access the pressure data were found either to be incapable of delineating load cycles at all or, where they could, the accuracy was low, making it impractical to use them in combination with the new advances in load cycle analysis. The software is currently being extended from ?off line? to ?on line? in order to provide a real time response to changing strata conditions.

From March to May of 1963, the Bureau of Mineral Resources carried out an experimental aeromagnetic survey at Cobar, New South Wales, to field test a proton-precession magnetometer installation in the Cessna aircraft VH-GEO. The Cobar area was chosen as considerable information was already held on the Earth's magnetic field there, which was known to provide a range of anomalous areas that are not excessively disturbed.A procedure for survey flying and methods for processing data were developed during the survey. Contour maps of the aeromagnetic results were produced in the field. The experimental survey was successful in outlining magnetic anomalies in detail.INTRODUCTIONSince 1951 the Bureau of Mineral Resources, Geology and Geophysics (B.M.R.) has carried out an airborne magnetometer exploration programme with DC.3 aircraft carrying fluxgate magnetometer equipment. Recently a proton-precession magnetometer was developed by the Design and Development Group of the B.M.R. for observatory use. One unit modified for airborne use was installed in the Cessna light aircraft, VH-GEO. The Cessna was modified structurally to take the magnetometer, associated bird, and winch gear.The proton-precession magnetometer has many good features.1. It utilises the transistor and associated solid-state devices in its electronics, and hence is light and small.This is the basic feature allowing its installation in a light aircraft. WHEN the Ironton blast furnace of the Columbia Steel , Co. was first put into operation the iron ore was mined frol11 the deposit near Iron Springs, Utah. This is principally a hematite with 12 to 20 per cent of magnetite finely disseminated throughout the ore. It varies from a fairly soft broken rock structure to that which is hard and compact. In the broken form it will weigh about 150 lb. per cu. ft., and in place the density is approximately 250 lb. per cu. ft. The first ore received for the blast furnace was crushed so as to pass through approximately a 4-in. square opening screen. A typical screen test of this ore is shown in Table 1.

This report summarizes the results of nearly 8 years research on and production of synthetic mica at the Electrotechnical Experiment Station of the Federal Bureau of Mines, Norris, Tenn. This program was undertaken at the request of the United States Department of the Navy and was financed mostly by the Army Signal Corps and the Navy Bureau of Ships through a contract with the Office of Naval Research, The original objectives included fundamental studies of fluor-phlogupite and other fluorine-micas and production of synthetic mica sheets on a pilot-plant scale. The first 3 years of this project were devoted mainly to a search for practical solutions of the many problems involved in designing and constructing a pilot plant for crystallizing fluor-phlogopite mica. The first and most urgent need was a suitable container for the corrosive mica melt. After extensive study, it was concluded that platinum, graphite, high-silica fire clay, and silicon carbide were the most promising refractories for crucibles; but none was perfect. Silicon car¬bide seemed to have the better combination of qualities, combining good corrosion resistance with oxidation resistance.

An analytical procedure is presented for evaluating the stresses in linings of bored tunnels caused by kinematic soil-lining interaction. Three cases of interaction as produced by the following conditions are treated: (1) relaxation of in situ soil stresses near a lining following its installation; (2) overburden pressure at the soil surface; and (3) free-field soil response resulting from an earthquake. Non-dimensional formulas and graphs resulting from parametric studies are presented for practical tunnel design applications. The procedure is applied separately to a steel lining and a concrete lining for a site located at the lower end of Market Street in San Francisco through which a BART (Bay Area Rapid Transit)tunnel passes.

1. Reserves are estimated in the Nemo, Sewanee, Wilder, and White Oak beds of Fentress County, Tenn. The Wilder is the only bed being mined commercially and contains the largest known reserves. Eleven lesser known beds are present in the county, but not enough information on them was available for estimating the reserves. 2. Known measured and indicated reserves, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 102 million tons as of January 1, 1955. This total includes 66 million tons in beds 28 inches and more thick.

During Phase IV of our Landfill Mine Stabilization project at a coal burning power generating station, it was determined that a coal barrier pillar separating two abandoned areas of the deep mine had to be breached prior to expansion of the ash disposal area. The proposed plan by the landfill design engineers involved using a high pressure jet cutting tool to cut a slot to allow water flow to an existing industrial waste water treatment facility. Our plan proposed using explosives to breach the pillar from the surface reducing earth disturbance in a high quality watershed while reducing the project cost and accelerating the project time schedule. Many issues surfaced with the proposed change of using explosives. There were a number of lessons learned from this case history and is the primary basis of this paper.

Red Dog is a Mississippian to Permian aged sulfide deposit located in the western Brooks Range north of Kotzebue, Alaska. It belongs in the family of black Shale hosted sedimentary exhalite deposits but lacks classic sulfide sedimentary textures. Pervasive silicification, and a significant portion of the mineralization, is replacement in nature. An extensive feeder vein system cuts the footwall and the exhalite package. A Jurassic to cretaceous age compressional event has repeated the ore section through thrust faulting and folding. The orebody contains 77,000,000 metric tons averaging 17.1% Zn, 5.0% Pb and 82 g per metric ton of Ag. Weathering has locally altered the sulfides to sulfates and formed elemental sulfur.
