Strata management is a critical and now necessary requirement in the New South Wales underground coal mining industry. As a formal and structured process, strata management allows ground support and mining methods to be tailored to the anticipated and encountered geotechnical environment in a controlled manner. In its application, strata management therefore enables operators to identify and control geotechnical hazards and the risks they pose to the mining operation, including risks to personnel safety and mine production. The paper considers recent developments in strata management in the New South Wales underground coal mining industry. Points covered include the statutory requirements stipulated in the Coal Mine Health and Safety Regulations, Geotechnical Hazard Plans, tiered support plans, the Authority to Mine concept, Trigger Action Response Plans and monitoring. Several successful and unsuccessful case studies are included which make specific reference to roadway development and longwall retreat and in doing so, the unique demands imposed by these two different aspects of the mining operation on strata management.

"INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

Safety is the most important aspect of haul road design. Although other aspects of road installation enter decisions on design, the safety of persons using the road has to be foremost for the duration of haul road usage. Other aspects of mad design focus on minimizing truck cycle time and fitting haul roads to the long-term configuration of the mine/quarry or construction project. Roads are often installed at high gradients for a short-term goal, but the long-term benefits are easily shown with lower gradient haul roads which provide better cycle times and lower operating costs.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Recent exploration efforts in Eastern Interior, Alaska have discovered significant ca 72 Ma Au-Cu-Ag sulfide-amphibole skarn mineralisation within metamorphic rocks of the Yukon Tanana Terrane, 20 km SE of Tok, Alaska. Contango ORE, Inc’s 1.1 Moz Au-equivalent Peak deposit skarn discovery is hosted by an argillaceous marble layer in quartzite and micaceous quartz schist. This skarn mineralisation is both younger and much more Cu-rich than the typical ca 90 Ma Au intrusive-related gold deposits in the Tintina Gold Belt (eg Ft Knox and Pogo). Silicates at the Peak skarn are predominantly high Cl-, randomly oriented, Fe-rich amphibole, lesser chlorite and minor (<1 per cent) residual clinopyroxene (Hd80–90). Amphibole is ferroedenite to hastingsite and contains up to 4.2 wt per cent Cl-. Pb-Zn-Sb veins are most distal and cut schist wall rocks and amphibole skarn. The predominant sulfide mineral is pyrrhotite, with subordinate arsenopyrite and lesser chalcopyrite, native gold, minor pyrargyrite (Ag3SbS3), trace Jonassonite (AuBi5S4) and maldonite (Au2Bi). Native bismuth, galena, hedlyite (Bi7Te3) and Joseite-A (Bi4TeS2) are also present.Unmineralised garnet (Ad38–43) + pyroxene (Hd60–63) and pyroxene-rich (Hd76–80) skarn occurs in different fault blocks from the Peak skarn and represent proximal skarn related to different intrusive centres. Amphibolites in the region are true metabasites, display metamorphic fabrics and lack the high Fe-Cl compositions of the amphiboles in mineralised skarn. Residual clinopyroxene in the Peak skarn is rare, and most of the hornblende is coarse radial splays that shows no evidence for replacement of pyroxene. Consequently, we propose that the sulfides and hornblende were mostly direct replacements of argillaceous marble and not formed by retrograde alteration of pyroxene-rich skarn. The high-Cl amphiboles indicate that the fluids were Cl-rich and presumably carried Cu via Cl complexing, unlike the Cl-poor fluids associated with ca 90 Ma Cu-poor deposits of the region.CITATION:Illig, P and Newberry, R, 2015. Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. A discussion is offered to describe the benefits of using a system for individualizing instruction. An introduction; is offered showing how one can recognize' individual differences, with an explanation of how the strengths of a computer are used to deliver and manage the training. Simulations of hazardous processes are shown to be one of the most effective uses of the computer for training.

This publication describes development by the Bureau of Mines of a quality evaluation procedure for certifying the adequacy of production lots of Kroll process zirconium sponge the Bureau had produced for reactor applications. After the procedure was devised, the next step was to apply it in controlling the quality of one-half million pounds of zirconium sponge com-prising 259 production lots, called blends, originating at the Metallurgy Research Center of the Bureau at Albany, Oreg. The Bureau concluded that the evaluation method developed was adequate and that by this method the zirconium blends having impurity levels or other property values outside specification limits were differentiated and thus were diverted from nuclear energy end uses. The research was performed under contract for the Bureau of Ships, Department of the Navy, and for the Atomic Energy Commission (AEC).

This solves in a general way the major north and south transportation problem for the coast section, and offers comparatively cheap rates for the shipping of all commodities. The principal cities and centres of distribution will naturally grow up on the coast. These cities, however, must have methods of communication with the hinterland, and it is the necessity of supplying these, as feeders to the principal ports, which presents problems of considerable magnitude.

There are many factors affecting the strength of pillar, including width-to-height (W/H) ratio, mechanical properties of coal and surrounding rocks, property of partings in the coal, and the interface property between coal seam and the roof/floor. In this paper, the effect of varying pillar?s width-to-height ratio (W/H=3, 5, 7, and 10) and coal/rock interface cohesion (Cj =50 psi, 150 psi, and 300 psi) on pillar strength has been studied. The confinement effect of W/H ratio and interface shear strength is investigated by studying their effects on the average minimum principal stress developed in the pillar. The deformation behavior of the coal pillar is investigated. It is found that the pillar?s transition from strain softening to strain hardening behavior depends on its W/H ratio and the interface shear strength.

Titanium is not yet being produced on a commercial scale despite the facts that it has some impressive properties, and that it occurs very abundantly in easily-mined, highgrade oxide ores. One important reason for this is that the excellent mechanical properties of the metal were not widely recognised and appreciated until about twenty years ago.Another factor which has tended to retard progress in titanium metallurgy has been the realization that the oxide minerals of titanium are very stable; in other words, considerable energy has to be expended to reduce the oxide to metal. Table 1 presents the minimum energies which would have to be expended to produce one ton of each of the metals, aluminium, magnesium, titanium and iron from their respective oxides under theoretically ideal conditions at normal temperature and pressure. At higher temperatures, the minimum energy requirements are different, but the values for the various metals still fall in the same order as indicated in Table 1.In actual fact, the energy consumption in the case of any particular metal is higher than the ideal value by an amount which can be determined only by' the results of plant practice. This report summarizes the work done by the Koppers Company, Incorporated, in cooperation with the Bureau of Mines on the commercial evaluation of the primary low-temperature tars produced from Texas lignite in the Rockdale, Tex., plant of the Aluminum Company of America in conjunction with the Texas Power and Light Company. The interest of the Bureau of Mines in this project is twofold. First, through its cooperative agreement with the Texas Power and Light Company the Bureau has assisted in the technical design and practical operation of the prototype, externally heated, entrained-state carbonizer for producing char for electric-power production and for primary low-temperature tar. Second, the first successful operation of the prototype carbonizers employing the Bureau of Mines-Parry process on lignitic coal in 1953-54 led to the production of large quantities of primary lignitic tar, concerning which too little was known or had heretofore been published in this country.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

This paper's aim is to demonstrate, by reviewing findings and conclusions of earlier authors and through recording and interpreting the outcome of recent laboratory study of the ores, that the ores around the Gem stocks are metamorphosed equivalents of common siderite-sulfide ores far from the stocks, as was first proposed by Hershey (1912, 1913). That is, all the ores probably have the Precambrian age of 1250 million years reported by Long et al. (1960). Those near the Gem stocks, however, were extensively metamorphosed in Cretaceous time during the emplacement of stocks so their resemblance and relation to other veins in the district are camouflaged.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. In this study, a computer program to design tunnel blasting pattern has been developed. The program consists of two parts; one is for tunnel blasting pattern design and the other is for blasting modeling to estimate the peak particle velocity, the distribution of fragmentation and the excavation damage zone. We modified the design method of tunnel blasting pattern suggested by Langefors because it provided undesirable pattern in blasting practices such as considerably large center cut and too large burden for Vcut as drilling length increased. As a result, the burden and spacing were reduced to practically appropriate amounts. In addition, the correlation between rock mass rate, RMR, and rock constant in blasting, c, was analyzed based on the data collected from twenty three tests of tunnel blasting. It was concluded that the correlation between them was fairly good enough to be applied in cut design. In order to check the validity of the modified methods and their practical applicability, test blasting was carried out at two different tunnel construction sites in Korea. The results were satisfactory in that the average rate of advance was 90% and the overbreak did not cause additional support. Futhermore, the developed program is capable of estimating peak particle velocity by using (a) the existing vibration equations, (b) the vibration equation obtained by test blasting to check out the practical applicability of the designed blasting pattern. Feedback is implemented into the program to adjust the designed blasting pattern and control the vibration.

Researchers at the U.S. Bureau of Mines have developed a FORTRAN computer program that can calculate stress states from overcoring measurements obtained from hollow inclusion cells, triaxial cells, strain gauges installed on the wall of a bored raise, doorstopper gauges, borehole deformation gauges, or a combination of any of these gauges. Such stress states are calculated with reference to global and principal coordinate systems. The background of the development of the program, its capabilities, and its special features, as well as the input required, are described in this report. Sample output is also shown in appendix C. Difficulties associated with numerical calculations of principal stresses and directions are pointed out. Threshold values for detecting these problems are reported; these values may be changed by the user as desired. Several test problems were set up to verify the computer program and were successfully solved.

Obviously, the paramount advantages of contract mining have been recognised by mine developers throughout Australia, as evidenced by surface gold mining operations of significant output almost exclusively being performed under contract. These paramount advantages of using an experienced professionally managed contractor result from the mine developer being freed from financing the required relatively large capital expenditure at current relatively high interest rates or in a capital scarce stock market, and from the need to recruit and sustain a large operating work force in a competitive labour market.

The Morning Star Gold Mine has operated over a 101-year period, producing gold from narrow quartz veins and sulfide stockworks hosted mainly within a dioritic-gabbroic dyke. The deposit has been developed over a vertical depth of 980 m with drilling extending the vertical depth to greater than 1200 m. Currently there is a total Inferred Resource of 4.6 million tonnes at a grade of 6 g/t for 910 000 ounces of contained gold resources, which comprises an underground project and a surface project. Significant variation exists between the grade of drill core intersections and that observed in face sampling and subsequent production reconciliation (250 - 650 per cent). Studies were carried out on ten major production reefs, where the grades of drill intercepts were compared with face samples collected during development and mining. The implications of this study have been used as justification to assign production or stope/development grades where applicable to resources that are direct extensions of the historical development headings. Grade assignment and its impact on sensitivity for gold resources are detailed and show a 40 per cent variation in the gold resource, depending upon whether a production or calculated stope grade is used in grade assignment for the major reef deposits. Recent diamond drilling has intersected approximately 40 new gold bearing quartz reefs and sulfide zones that contain all the key mineralogical and structural indicators, and traditional large variations in gold grades similar to the historical major production zones. The implications of grade factoring and grade assignment are the greatest challenges confronting the resource estimation team in defining grade for these new zones. Grade assignment is seen as a method of balancing known historical production observations with the irregular grade distribution inferred from drill core assay results. Ongoing mine development and bulk sampling works are planned to validate the grade assignment process. The first stage of this process is the trial mining of the newly discovered Maxwell Reef (MR). The stope drawpoints were completed in August 2008 and the MRS1 stope is scheduled for completion in September. The stope reconciliation results will be presented at the October 2008 conference.
