The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. Because of the importance of oil-shale reserves the Bureau or Mines resumed research investigations in this field beginning in 1944. The Bureau early decided to build a Large-scale demonstration plant to accomplish the dual purpose of obtaining design data and to produce crude shale oil for refining studies. Two 40-ton-Capacity batch N-T-U (Nevada-Texas-Utah) retorts were completed for this purpose in 1947. After a preliminary operation, the plant was used to investigate process variables of air rate, recycle gas rate, and shale particle size and crude. Correlations obtained from these variables are presented in this report. Researchers concluded that recycle gas was not necessary for efficient operation of the process. Short comings of the batch method of processing the oil shale are pointed out in the report. Several periods of prolonged production operations were carried out. During these periods, the retorts were operated to produce as much crude oil per day as possible. The lifetime operation of the N-T-U retorts was divides into three periods, namely, preliminary operation, process variable study, and production operation. During the preliminary operation, 187 runs were made with a total of 7,596 tons of raw shale used to produce 3,688 barrels of crude shale oil. During the process variable study, 179 runs were made with a consumption of 7,494 tons of raw shale and a production of 4,218 barrels of crude shale oil. The production operation consisted of 554 runs in which 22,457 tons of raw shale was used to produce 12,359 barrels of crude shale ail. The overall total for the lifetime operation of the retorts consisted of 920 runs with a total consumption of 37,547 tons of raw shale and a production if 20,265 barrels of crude shale oil.

Pipelines are subject to multiple threats often requiring quantification of pipeline risk and engineering evaluation of in-line inspection and other data to effect discovery of conditions defined by the regulation. Public concern and pressure from regulatory bodies are accelerating the need for pipeline operators to formalize and intensify their approach to integrity management. Most operators need a phased approach to progressively adopt the most relevant and needed assessments. The organized and relevant assessment steps need to be introduced according to data available and maturity of the integrity management program. Each refinement to the quantification offers distinct advantages to the user. In this paper, the progressive integrity assessment solutions using quantitative methods are presented. Methodologies for engineering evaluation of integrity in-line inspection data for immediate and future integrity are summarized. Corrosion is used as an example, but the approach is applicable to any time-dependent defect based hazard. Strategies for pipeline integrity management are discussed.

Box-shaped pile and diaphragm wall foundations have proved suitable for transferring heavy loads of bridges, power plants, tanks, towers or other buildings in a concentrated form into the ground. The bearing-deformation behaviour and the earthquake resistance of such "box-foundations" are superior to those of conventional pile groups. The reason lies in the reduction of lateral soil displacement and in the composite effect between concrete elements and the enclosed soil. The paper describes results of comprehensive model tests and in situ measurements, theoretical aspects and case histories.

The East Bay Municipal Utility District’s Claremont Tunnel is an 18,000-foot long water tunnel that crosses the Hayward Fault zone near Oakland, California. It was originally completed in 1929. This project involved the construction of a bypass tunnel through the fault zone, including an enlarged vault section designed to accommodate up to 8.5 feet of horizontal offset. Ground conditions encountered included sheared and crushed serpentinite and clayey fault gouge, and presented specific challenges for construction. A special excavation and support sequence used concrete-backfilled side drifts as foundations for the vault steel sets. It also allowed for a 20-foot-wide top heading and bench excavation in soft and squeezing ground conditions.

The Thompson smelter has three unique features which form the basis ~f its design: fluid bed roasters which treat nickel concentrate filter cake from the mill, as well as the flux, in order to achieve partial desulphurization; the use of electric furnaces for the smelting of the partially desulphurized, preheated roaster product; and the disposal of slag by water granulation and slag slurry pumping. The installation consists of three fluid bed roasters, each feeding an electric furnace. Nickel concentrate is received at the smelter via pipe line. It is thickened and filtered, and the filter cake, together with siliceous flux, is fed through rotary bin feeders and reciprocating double-gate seals into the fluid bed roasters. Air injected into the roasters through club-head tuyeres oxidizes part of the sulphur and associated iron in the concentrate. The heat of reaction dries and heats the charge. Roaster product is recovered from the gas stream in cyclones and from the roaster bed through automatic valves.

The Bureau of Mines drilled and sampled the more important magnesite deposits in the Currant Creek Mining District, White Pine County, Nev. The properties of the Ala-Mar Magnesium Co., Inc., and the Nevada Magnesite Co. were examined in August 1942 by D. W. Butner, engineer of the Bureau of Mines, to determine the advisability of investigating the deposits under the strategic minerals program. Development involving diamond drilling, trenching, and sampling was started September 1, 1942, and was completed in the latter part of November 1942. The deposits are on unsurveyed public land in T. 12N., B. 59 E., M.D.B.&M., in an area of high relief ranging from 7,300 to 8,100 feet in altitude. Both properties are situated northwest of the Tonopah-Ely Highway, U.S. Highway 6, from which a dirt road extends about 4.6 miles northwesterly, about 35 miles southwest of Ely, to the Ala-Mar property, and another dirt road extends about 10 miles westerly, about 26 miles southwest of Ely, to the Nevada Magnesite property. The magnesite occurs as irregular nodules, veins, and lenses in a bedded calcareous tuff formation, which overlies a group of volcanic rocks, and which is capped by remnants of rhyolite flows.

The use of belt air as an intake source at longwall operations has changed greatly over the past decades. The practical considerations for the use of belt air are controlled by a variety of factors, including airflow quantity and velocity, coal methane content, methane desorption rates, coal mining rate, belt length, stopping leakage and the number of gateroad entries. At longwall operations, the advantages and disadvantages of belt air are different than for gateroad development and longwall panel extraction. During gateroad development, the use of belt air to ventilate the working section will reduce the leakage from the intake to the belt compared to the belt air being ventilated outby the working sections because of lower pressure differentials. A greater quantity of airflow will reach the last open crosscut with the belt on intake than outby, given the same amount of pressure and airflow available at the mouth of the section. This paper will investigate the current ventilation practices regarding the use of belt air during gateroad development and longwall panel extraction. Operating considerations regarding air quantities and pressures to deliver the required airflow will be investigated using ventilation network modeling.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. The Bureau of Mines evaluated equipment and procedures for drop-weight testing of explosive liquids as prescribed by Test 4) a widely used method. It was demonstrated that partial ignitions, originally designated as negative results, should be designated positives; it was also shown that wear or erosion of the sample cups and the type of mount used for the apparatus had important effects on the results. Relative sensitivity as measured by Test 4 was found to vary slightly with temperature. The Bureau also designed a fixed 2-kg weight and associated electromagnetic release, which subsequently were incorporated as standard in a revision of Test 4. The original concept that the test involves only adiabatic compression was found to be an oversimplification; an alternate mechanism for the initiation process is proposed in which due consideration is given to the effects of cavitation and microjets.

This report deals with the changing behavior of mine roof bolt and roof rock as a result of repetitious production blasting . Observations were made in the upper shale production headings at the White Pine Copper Co. room and pillar mine , White Pine , Mich . Roof bolt compression pads and a stratascope were used in the investigations , which were carried out in three separate test sites in which nearly identical procedure produced comparative , repetitive , and anomalous observations . Results indicate roof bolt tension change and roof quality deterioration anomalies were coincident with blasting . The hypothesized cause of the anomalies is a seismic shock generated by the blasts .

Dynamics of collision and kinetics of the bubble attachment to hydrophobic solid plates (Teflon) of different surface roughness were investigated. The experiments were carried out in such a way that probability of the collision and probability that the detachment will not occur were equal always 100%. Thus, it was possible to determine effect of the surface roughness on the bubble attachment (three phase contact formation, TPC) only. A high-speed camera (1182 Hz) was used to record the velocity variations, bouncing and time of attachment of the bubble colliding with Teflon plates having different surface roughness (5 different plates). Roughness of the plate surfaces was modified in a mechanical way using different abrasive papers. It was found that the roughness had a crucial influence on the time-scale of the TPC formation and attachment of the bubble colliding with the Teflon plates. Despite high hydrophobicity of all plates (contact angles 1100 -115º) it was observed that at the smoothest surfaces (called "Teflon I" and "Teflon II" and having surface roughness below 1 um) there was no attachment during the bubble first collisions. Prior to the attachment four or more "approach?bouncing" cycles of the colliding bubble were observed there and simultaneously the bubble shape varied rapidly within time intervals below 0.85 ms. Time of contact of the colliding bubble with the Teflon plates was very short; 2-3 ms. These results indicate that during that short time of the collision the liquid layer separating the colliding bubble and the solid surface did not reach a critical thickness of its rupture.

To facilitate the installation of the longwall equipment for each extraction panel, West Elk mine develops set-up room roadways that are between 26.5 and 30.5 feet wide. Historically at the mine, the set-up room roadways have been driven in a single 20-foot-wide pass, then incrementally widened to the required width during installation of the longwall shields. The first pass roof is supported with a generic roof support plan consisting of partially encapsulated roof bolts and point-anchored cables. This ground support plan was utilized regardless of the geotechnical conditions encountered in the roadways or consideration of the required stand-up time of the roadway before the longwall shields were installed. This "blanket" approach tends to result in over-conservative or inappropriate roof support designs, particularly in changing geotechnical environments. Guided by the desire to optimize the ground support plans and increase mining efficiency for future set-up rooms, the West Elk mine and Agapito Associates, Inc. have developed and implemented a strata management program. Strata management, as a formal and structured process, allows ground support and mining methods to be tailored to the anticipated and encountered geotechnical environment in a con- trolled manner (Thomas 2007). To arrive at adequate site-specific ground support plans for the set-up rooms at the mine, several struc- tured processes were utilized. Firstly, the geotechnical environment was characterized by examining the roof lithology and geomechanical properties from nearby rock core obtained from exploration boreholes. To increase both mining efficiency and continuity, and to achieve longer stand-up times before the longwall shields are installed, a multi-pass approach was implemented into the design. During mining, the geotechnical conditions of the roadway are mapped, and the roof is strategically surveyed with a borescope. This process was used to ensure that the encountered ground behavior was in alignment with the design standards used for the roof support design. To support this process with measured data, roof extensometers were strategically installed throughout the roadway. This data was used to monitor the magnitude of roof displacement at various horizons and record displacement rates up until the longwall shields were installed. Lastly, a Trigger Action Response Plan (TARP) was used during mining to cater for any unforeseen changes in ground conditions that would warrant additional con- trols such as increased monitoring or the installation of additional ground support. This paper presents two case histories at the mine where the above strata management approach was implemented to arrive at a site-specific ground support plan. The main changes to the mine's ground control plan included a multi-pass mining approach, the utilization of fully encapsulated roof bolts, and the transition to a stiffer roof support system. The geotechnical mapping, the roof borescope results, and the roof extensometer data will be presented to demonstrate the effectiveness of the ground support system up until the longwall shields were installed in both presented cases.

The U.S. Department of the Interior, Bureau of Mines, investigated recovery of concentrates containing tin, tantalum, and niobium from the Kougarok deposit on the Seward Peninsula, AK. To date, 25 million lb of tin has been delineated in occurrences containing 0.36 to 1.32 pct Sn, and the resource potential is estimated to be as high as 25 million short tons at average grades of 0.75 pct Sn, 0.025 pct Ta, and 0,025 pct Nb. Deslimed ore was concentrated to 54 pct Sn, 0.3 pct Ta, and 0.3 pct Nb, with recoveries of 74 pct Sn and 44 pct Ta/Nb using a Humphrey's* spiral followed by a Deister shaking table. Tin values in the slimes were upgraded to a 5-pct-Sn concentrate using a Bartles-Mozley separator followed by flotation. The 5- pct-Sn was further upgraded by fuming to give a concentrate containing approximately 60 pct Sn. The recovery of the two products combined was 80 pct Sn and 46 pct Ta/Nb, A flowsheet with mill-design parameters resulted from the metallurgical testing. An economic analysis was made based on the proposed process.

Electro recovery by amalgam methods was investigated to determine the feasibility of recovering pure cadmium from cadmium sponge produced during purification of zinc electrolyte at electrolytic zinc plants . Actual material used in this work was air- oxidized cadmium sponge . An acid rinse and zinc displacement technique was developed to amalgamate this oxidized cadmium . ( In - plant use of the recovery process would probably not require this step because of the fresh state of the sponge . ) Zinc was completely removed from amalgamated sponge by selective oxidation with air . Zinc - free cadmium amalgam was circulated by an electromagnetic pump through an electrolytic cell where cadmium of 99.9+ percent purity was electrodeposited onto a rotating aluminum cathode . Polarographic methods were developed for determining cadmium and zinc in mercury and in sulfuric acid solution .

OF the forty or more excursions provided for the delegates to the World Engineering Congress at Tokyo, the trip to the Ashio copper mine stands out as one of the most enjoyable. In every detail looking to our comfort and pleasure the Furukawa company, our hosts, were admirable. This company operates five other copper mines, also gold and coal mines. Ashio is the largest with an annual production of about 14,000 tons of copper. It has been continuously worked since 1620, and doubtless was one of the sources of copper used in the gigantic statues of Buddha of many hundred years earlier date.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

"HistoryThe Nanisivik mine began operation in October 1976 as the world's most northerly metal mine and the first permanent industrial project in the Canadian High Arctic. Located 700 km north of the Arctic Circle on Baffin Island's Strathcona Sound, exploration by Texasgulf Inc. between 1957 and 1970 had outlined the ore deposit. In 1974, Nanisivik Mines Ltd. was formed with Mineral Resources International, the Government of Canada, Metallgesellschaft and Billiton being shareholders, and Strathcona Mineral Services Ltd. providing project management. In 1996, Breakwater Resources purchased the mine from Alberta Energy Corporation Limited which had recently acquired the assets of then owners Conwest Exploration Ltd.Ore DepositThe main ore deposit is very flat, approximately 80 m in width and varying in thickness from 3 m to 16 m. The length of the deposit is approximately 3000 m with satellite zones located on the perimeter of the main zone. The economic mineralization is sphalerite with minor galena and silver. The sphalerite and galena are coarse grained and associated with pyrite as the main gangue component with minor inclusions pf dolomite and calcite within the deposit. The deposit being hosted in a permafi·ost environment creates a number of challenges. Dry drilling is employed in room and pillar production drilling. The permafrost aids in the stability of both the pillars and the back."

Oceana Gold (New Zealand) Limited operates the Macraes Gold Mine near Dunedin on the South Island of New Zealand. The orebody is mineralogically complex and comparatively low grade requiring a series of unit processes and resulting in a relatively complex plant. As part of Oceana GoldÆs ongoing Business Improvement program, a concerted effort has been made to focus on operational efficiency. One aspect of this has been the efficient use of energy in the gold recovery process. A benchmarking process has been developed for the Macraes operation that includes comparison with other operating mines and theoretical design. Criteria for determining operational efficiency have been developed. While benchmarking is, in theory, a simple process, this paper looks at putting benchmarking into practice by catering for variability in ore and associate processing methods. The unit processes discussed include the comminution circuit, flotation plant, pressure oxidation plant and gold recovery circuits.
