Fatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States, or practically one-half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal-mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.

Bentonite represents one of the main players in the stability of the drilling mud. Its particle size and particle size distribution affect the physical properties of the drilling mud especially the rheological properties. Therefore, a specific particle size distribution was recommended by American Petroleum Institute (API) for use in drilling mud. To clarify the effect of individual size and size distribution, in this study, the bentonite sample was classified into different size fractions. Each size fraction was tested separately in terms of controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness, and packing density. The effect of each size fraction on the rheological properties of the suspension was correlated to the behavior of the whole particle size distribution in the bentonite sample. The results indicate that the coarser the particles, the higher the rheological properties; in this case, the API mixture is the highest. The filtration loss and cake thickness for the API mixture are lower than that of the individual size fractions due to its wider size distribution due to the filling of voids between larger particles with smaller ones, which lead to bed compaction and consequently lower fluid loss and cake thickness.

The Maritimes Carboniferous Basin is the largest intermontane basin in the Appalachian Mountain System, occupying a total area of 57,200 square miles and containing up to 30,000 feet of late Devonian through Permian .sediments. Deposition began with continental elastics in late Devonian and early Mississippian. Marine deposition is represented by a limestone-evaporite sequence of late Mississippian age. Pennsylvanian and Permian continental rocks deposited largely in flood-plain and swamp environments complete the succession. Marine seismic data disclose several varieties of structure, both halokinetic and tectonic in origin. Recent exploratory drilling in the offshore part of the Basin encountered good reservoir rocks in the Riversdale sandstones, which also provided encouraging shows. The most likely source rocks of hydro~ arbons in the Maritimes Basin are shales in the Horton and Riversdale groups. Potential recoverable reserves of the Maritimes Basin are estimated to be 400 million barrels of oil or 7.8 trillion cubic feet of gas, based on the volume-of-sediment method of calculation.

The Metallurgical Branch of the Bureau of Mines, as a part of its duties under the Organic Act, works to prevent wastes in industry and to disuse inmate information on the fundamentals of metallurgical processes. During the war, the necessity of large production was increasingly emphasized. Such duties necessitate from time to time the study of units of full commercial size, the operation of which is beyond the facilities of the Branch. When developments have reached this stage; work has been continued in cooperative agreements with operating companies that have been willing to contribute the use of their plants and staffs and to allow the publication of the results obtained for the common good of the industry.

To provide technology that can help decrease the dependence of the U.S. aluminum industry on imported bauxite, the main ore of aluminum, the Bureau of Mines is investigating the extraction of aluminum from abundant domestic reserves of kaolinitic clay. Miniplant studies of the continuous leaching of calcined kaolin with boiling 25-pct HC1 acid resulted in a 93- to 99-pct extraction of the acid-soluble alumina in the calcined kaolin feed. Data are presented for an acid leaching study carried out in three or four continuously stirred tank reactors (CSTR) in series, feed rates of 100 to 250 lb/hr of calcined kaolin, and total nominal residence times of 0.7 to 2.3 hr. A material balance for a 176-lb/hr calcined kaolin feed rate in a circuit consisting of three reactors, four classifiers, and five thickeners is given. Data provide detailed compositional and physical information for calcined kaolin, process liquors, and acid-leached residue solids.

"Minnesota has robust reclamation standards and have proven results in the taconite mining industry. Reclamation of overburden spoils, lean ore spoils and fine tailings from taconite production has generally been successful on the Iron Range, using a low input standard reclamation practice. Success at reestablishing vegetation on these landscapes is likely due to fairly favorable chemical and physical properties (e.g., few limitations due to acidic generating materials, metal toxicities and water and nutrient holding capacities). However, coarse tailings reclamation has proven more difficult, presumably due to lower nutrients and challenges with moisture holding capacities. Research efforts conducted since 1990 have struggled to develop a reclamation strategy for coarse tailings that meets the Minnesota Mineland Reclamation Rules, Chapter 6130. However, new breakthroughs in scram mining technologies are producing fine and coarse tailings that have not been encountered nor reclaimed in northern Minnesota. Scram mining in Minnesota is defined as those mining operations that produce natural iron ore concentrates. Innovative research is underway to investigate and determine successful reclamation strategies to reclaim scram mining tailings from these scram mining operations. The research program is conducted through collaboration with SEH, Prairie Restorations, Inc. (PRI) and Mining Resources, LLC with funding support from the Iron Range Resources and Rehabilitation Laurentian Vision Partnership minescapes grant program.The research program was divided into three phases:Phase I. Bench-scale testing to identify successful treatments to reclaim and restore scram tailings through evaluating surface soils amendments, viable seed mixes and plant germination, growth and densities. Phase I was completed in early 2015.Phase II. Field-scale pilot trial to test larger scale effectiveness of the treatments deemed successful in Phase I and test various vegetative assemblages and planting techniques focused on the unique challenges with scram tailing basins. Phase II was completed in late 2016 with a summary monitoring report.Phase III. Produce a technical report of results for the research undertaken in this study, as well as compile prior reclamation results used during previous Minnesota iron mining reclamation projects on tailings basin applications. Phase III was completed in 2017 with a summary monitoring report and recommendations."

Longwall extraction in the Phalen Scam in the Sydney Coalfield of Nova Scotia is carried out under flooded abandoned workings in the Harbour Seam 140 m above, and at depth of up to 700 m beneath the Atlantic Ocean. Careful planning of panel and pillar dimensions is necessary to prevent inflows from the overlying workings and to prevent the development of excessive subsidence strains at the seabed. This paper briefly summarises the research undertaken over the past five years by CBDC and CBCRL into the problems associated with mining under water, and then describes the development and application of a design/planning code of practice developed jointly by CBDC, CBCRL and mine regulatory agencies. The design method employed in the Code of Practise is based on empirical data from the coalfield and parameters developed from subsidence modelling and previous water inflow experience. It includes precautionary measures to be adopted during development and mining, and monitoring procedures to be followed. It is flexible enough to allow future developments in the understanding of inflow mechanisms to be incoporated without major modifications, and represents a major step forward in reducing the potential hazards associated with coal extraction in the coalfield.

The portal, which is the near-horizontal, surface point of entry to an underground excavation, can often be an exceedingly difficult area in terms of ground control. Surface and subsurface failures at portals, as discerned during a study involving over 300 case histories, are unfortunately, common. To aid in the engineering evaluation of portals, the Geomechanics Classification System was appended with discontinuity orientation assessment values and support/excavation guidelines. Also, a design model utilizing RMR predicted rock loads in conjunction with half-dome theory is proposed for the most common type of portal failure. Other pertinent comments and recommendations relating to portal stability are included.

"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the pact 32 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued to emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced. American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. The Homer Tunnel is located in a remote area of the South Island of New Zealand and carries large numbers of tourists to Milford Sound through an avalanche prone area. The tunnel is 1280 m long with a steep ten per cent unidirectional grade descending to the west. Construction of the tunnel began in the 1930s and was completed to a nominal 6 m width in 1954. In 1996, two passing bays were stripped-out to accommodate bi-directional flow of tourist coaches. During all phases of construction and widening there have been episodes of strain bursting.The condition of the tunnel and standard of internal services is below current international practice, principally in terms of; in-tunnel air quality, fire life safety, ground support, and road safety. A number of near-miss events have occurred involving coach fires on the approaches and inside the tunnel. The national road authority, NZTA, is considering a substantial investment to improve amenity and safety of the tunnel.This paper describes the rationale for the proposed upgrade works and the investigations undertaken to enable that design. A holistic approach to road tunnel safety has been adopted that balances the key interrelated safety drivers, namely; tunnel lining, traffic operations, ventilation, power supply and egress while ensuring continuity of safe access to Milford Sound.

The Bagdad solvent extraction plant was commissioned in 1969 and was the second solvent extraction-electrowinning (SX-EW) operation to be built following the Ranchers Bluebird SX-EW plant near Miami, AZ. The current operation still resembles its original form, with four independent sections that run in parallel with each consisting of many long and narrow settlers. Through its 40-year history, the Bagdad SX circuit has experienced a range of pregnant leach solution flows and grades. The unique design of the Bagdad circuit has allowed for numerous configuration changes to accommodate the changing operational conditions, while maintaining an extraction recognized in the industry as excellent.

The objectives of this contract were to determine the amount, size, and deposition of float coal dust (74 x 10 microns) generated during the mining and transporting of coal in underground U.S. mining operations. Rock dust distributed by trickle dusters was also sampled. In addition to four belt-transfer points, two continuous and two conventional mining sections were sampled at five mines located in Pennsylvania, West Virginia, Kentucky, and Illinois. Float-dust samples were collected on deposition pans; total airborne dust was collected with MSA Model C personal samplers equipped with Unico filter casettes; Andersen cascade impactors provided relative size distributions of the samples. Production, airflow, and water flow were monitored to examine their effect on dust levels.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. "Although known since 1902, the Capitan iron deposits have not been mined, mainly because of the low grade of the ore. Only a small amount of exploratory work has been done since the discovery. C. H. Johnson, district engineer of the Bureau of Mines in New Mexico in 1942-45, visited the property; as a result, preliminary sampling of the property was done in 1943.3/ Owing to the results of this preliminary work, an extensive development program by wagon drilling was planned and executed early in 1944.4/ Equipment available at that time was limited in the depths that could be reached; and, as geologic studies indicated the possibility that other limestone beds below the surface might have been replaced by iron minerals, a supplementary development program by churn drilling to reach greater depths was prosecuted in late 1947 and early 1948, with the author as project engineer.The following sections note the location and accessibility of the deposits and mention the physical features, climate, labor and living conditions. Property and ownership are outlined, the history and production of the property stated briefly, and the ore deposits are described. The work done by the Bureau of Mines is explained and supported with maps, sections, and assay logs.From March 1, 1944, to June 1, 1944, 179 wagon-drill holes totaling 3,490 feet and 4 test pits totaling 75 feet were completed, and from November 1947 to February 1948 seven churn-drill holes totaling 2,488 feet were drilled and sampled. Metallurgical tests are summarized and referenced.With respect to this report, special acknowledgment is due to J. H. Hedges, chief, Tuscon, Ariz., Branch, Mining Division, and to W. R. Storms, engineer in-charge of the Silver City, N. Mex., field office. Acknowledgment also is due to J. Bruce Clemmer, chief, Tuscon Branch, Metallurgical Division, for analyses done in the last phase of this project, and to Dr. Vincent Kelley of the Federal Geological Survey for his cooperation during this work.The Capitan iron deposits are in secs. 10, 11, 13, 14, and 15, T. 8 S., R. 14 E., central Lincoln County, N. Mex., as shown on figures 1 and 2. The only known large deposit upon which the Bureau did development work lies around the common corner of secs. 10, 11, 14, and 15, as shown in figures 2 and 3, and just southwest of and in the foothills of the Capitan Mountains. This range of mountains trends east and west. The elevation of the highest peak is 10,205 feet.The deposits are reached by traveling on State Highway 48 from Capitan north for 4 miles, to a point just inside the Lincoln National Forest fence and thence due east over a poor dirt road for 1.2 miles. Just over a small wooden bridge, the left-fork is taken, and the poor road is followed to the deposits, a further distance of 1.1 miles (see fig. 1). This road follows the fence to and through the Davis ranch. All the roads from Capitan to the deposits are dirt roads but are impassable only for short periods during and after heavy rain or snow."

Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

"A brief review of the Australian mining industry is given followed by a more detailed treatment of a study of the influence of primer Size on explosive performance. This is based on a joint research programme conducted by BHP Central Research Laboratories and Dyno Wesfarmers Ltd and examined the effect of the size of cast primers on the run up and steady state detonation velocitiesof ammonium nitrate based explosives as a function of blasthole diameter. The field trials examined a numter of the Dynamo 'Westfarmers HDF series of primers in conjunction with ANFO, emulsion and watergel explosives. Results indicate that the iun up velocity of 187 mm diameter ANFO charges is negligible using cast primers as small as 150g. However, emulsion and watergel explosives did exhibit run up in both 187 and 3:1mm diameter blastholes, independent of the size of primer. This could last from 7 to 10 blashole diameters"

INTRODUCTION MANY different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. DESCRIPTION OF BITS TESTED The 4-point bits were the usual shaped bits commonly made on the Leyner sharpener with 14° taper on the wings and a 90° angle between cutting edges. Some tests were run at 85 lb. pressure with a 4-point bit made with a 5° taper on the wings. This was made by using the Carr bit die. The 6-point bits were the usual shaped hits made on, the Leyner sharpener. The Carr bits were made with a 5° taper and an angle of 100° between cutting edges.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.
