"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

The subject of my paper is one which, I am certain, has exercised the mind of every man on whom depends the safe and economical conduct of mining operations; particularly in this district where the enormous size of the ore body has necessitated the mine workings assuming a scale that was hitherto unknown in the history of Australian mining. I, therefore, approach the subject with the feeling that I am displaying considerable t.emerity, knowing as I do that the subject has engaged the earnest attention and thought of everybody immediately concerned in the extraction of the ore of this district, and particularly of the Broken Hill lode.I think I shall not be contradicted in asserting that a very large proportion of eur accidents are distinctly traiceable to inexperience on the part of the miner, and records at the mines and verdicts of coroners' juries in many instances uphold this assertion by showing that the accident under notice was the direct result of lack of knowledge of the conditions of the work, or, at any rate, of an error of judgment hardly conceivable in the experienced miner. That this assertion is correct may also be proved by visiting any of the mines of the district.To the experienced eye it will be evident at once that a very large number are not in way skilful in the use of their tools and, therefore, lack the experience which of necessity must be coincident with the acquirement of skill. "This paper describes the recent pilot-plant work carried out on two alternative processes capable of producing an effluent containing less than 10 pCi/L total radium-226 activity and very close to 3 pCi/L dissolved radium-226. The processes incorporate coprecipitation of radium with barium sulphate by the addition of barium chloride in continuously stirred tank reactors followed by either chemical coagulation with ferric chloride, flocculation and clarification, or polymer-aided dual-media filtration. IntroductionUranium mines in Canada have practiced radium removal from tailings basin effluents since 1965. Treatment consists of addition of barium chloride to precipitate radium as barium- radium sulphate and provision of natural or constructed settling ponds for sedimentation. This process, however, has been identified as being deficient in that it allows particulate or suspended radium-226 releases which are higher than the regulated dissolved values». Also, the large size of some of the settling ponds is believed to represent a real limitation of the present technology because of inferred difficulty in recovery of barium-radium sulphate precipitates.The Federal Government Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical/chemical treatment systems as an alternative to settling ponds. In response to the SubGroup recommendations, a bench-scale study began in March 1976at the Wastewater Technology Centre (WTC) of Environment Canada . The results of this study indicated that coagulation and flocculation of the precipitate from barium chloride addition is a viable alternative to sedimentation in settling ponds(3). The bench work was expanded and accelerated in 1977, with financial assistance provided by the Atomic Energy Control Board. Subsequently, a research program with a larger scope was developed; this program is jointly managed and funded by government and industry, as shown in Table I.One of the goals of the joint program is to develop, at pilot scale, a physicalI chemical process to reduce the radium-226 content of uranium mining and milling effluents. Target radium-226 activities for treated tailings basin effluents were set: namely, 10 pCil L total and 3 pCil L dissolved radium 226. Extensive bench-scale and pilot-scale work was conducted through 1978 and 1979 and has culminated in the development of two physical/chemical processes. This paper describes work carried out at a pilot plant which led to the selection of the two physical I chemical processes for demonstration. In short-term tests, the processes produced effluents meeting the radium-226 target activities."

Microorganisms are finding more use in the mineral industry, with extensive research efforts being reported in 1991. Most of these research efforts were presented in two major meetings, the SME Annual Meeting in Denver (February, 1991) and the Engineering Foundation Conference about Mineral Bioprocessing in Santa Barbara (June 1991). In addition, several articles were published in the IMM Transactions, Minerals and Metallurgical Processing and Water, Air. and Solid Pollution Journal. The literature can be categorized as: • Review articles presenting an overview of the activities in the use of biotechnology in mineral processing. • Research efforts into genetic manipulation of microorganisms to perform a specified job. • Studies in bioleaching of metals from different types of ores. • Biotreatment of wastes from the mineral industry including acidic mine waters, uranium tailings, cyanide destruction, etc. • Investigations into the role of microorganisms in the energy materials, such as oil, coal, tar sands, oil shales, etc. Smith (Mineral Bioprocessing Conference) presented a review of research efforts as well as practical applications of biotechnology in the mineral industry. In another article, Smith et al. (Minerals Engineering) emphasized that extensive fundamentals and applied research work should be pursued to explore the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering.

Common offset seismic data collected over two active longwall panels at different stages of mining reveal that significant arrival time delays are produced in reflections from different levels within the mine cover. Mining-induced arrival time delays are also observed beyond the edges of the mine over unmined areas. Reflection arrival time delays increase with reflector depth and are laterally variable. The arrival time delays are produced by reductions of seismic velocity within the overburden. Reflection arrival time delays from a major strong unit located neutrally within the cover are proportional to subsidence, however, delays in other events are not.

Since zinc was first deposited at Risdon in February, 1917, provision of the most economical cathode assembly has been a subject of extensive research, the major problems being corrosion and efficient use of power.From the corrosion viewpoint, a perfect cathode is one in which the life of the headbar and the deposition sheet are the same. However, corrosion usually concentrates in a narrow zone across the face- of the sheet, resulting in breakages which, before the advent of argon arc welding, meant a loss of a 'complete assembly.Attempts to extend sheet life included use of thicker sheets, multitudinous protective coatings applied with varying degrees of success, re-rolling, and for a time, aluminium consumption was reduced when broken sheets found re-use as protecting strips. This latter economy became impracticable when electrode spacing was reduced for greater efficiency in power utilization.As an integral part of the electrode, the headbar was modified accordingly. Copper headbars, although more corrosion resistant, were replaced by aluminium due to a possibility of dissolved, copper promoting deterioration.Thicker electrodes and regulated spacing reduced internal shorting, whilst provision of knife-edge type supports on both contact and insulator ends of headbars aided in electrode centralising and continuous electrical conduction.After much experimeIitation, an assembly has been evolved which, with the aid of argon arc welding and tbe use of minimum additional aluminium, permits comparable headbar and sheet lives, combined with good electrical conduction throughout the life of the cathode.INTRODUCTION Over 300 tons of zinc are produced daily at Risdon from a purified zinc sulphate solution by electrolysis, the zinc being deposited upon all-aluminium (except for copper contact) cathodes. It is stripped in 72-hour cycles from the cathodes, melted and cast into the customary rectangular slabs.

This Bureau of Mines report reviews the mineral industry of the Black Hills area, including Butte, Custer, Fall River, Lawrence, Meade, and Penning- ton Counties, S. Dak.; and Crook, Niobrara, and Weston Counties, Wyo. It includes discussion of geological occurrence, processing, and potential of 27 commodities that have been produced from the nine-county area. The value of mineral production exceeds $70 million annually. Gold and petroleum account for two-thirds of the total, followed by clays, cement, sand and gravel, and rock. The combined mineral industries annually consume 268 million kilowatts of electrical energy, 933 million Mcf of gas, and 2 million barrels of fuel oil. Water consumption is about 10,000 gallons per minute. About 2,700 persons are employed on a year-round or significant part-time basis.

In November 2009 Mintek installed the FloatStar? advanced flotation stabilization system on Vale's Cauê iron ore beneficiation plant in Brazil. In September 2010 the system was upgraded to include flotation optimization. The circuit consisted of two parallel cleaner circuits producing final concentrate. The tailings from the cleaner section passed through a scavenger circuit. Large, well-instrumented feed sumps played an important role in circuit stability, presenting a good opportunity for advanced control. Previously the plant was controlled using distributed control system (DCS) level control only. The flotation circuit processes roughly 30kt/day. The FloatStar system provided advanced control of the flotation circuit as well as of the sumps feeding the circuit. The system underwent a lengthy trial to assess the benefit that it provided. Two data sets were analysed, showing performance under advanced stabilization and optimization respectively. Several validation and consistency criteria were employed to ensure the quality of the analysis. Iron recovery and iron tailings grade were used to measure system performance. The analysis showed that the system increased recovery by up to 2.7%. In addition, the system decreased the iron tailings grade by between 1.2% (from 23.5% to 22.3%) and 4.3% (from 31.3% to 27.0%) during different test campaigns. The analysis also showed that the entire FloatStar stabilization system was active for 72.7% of the time from first activation to the end of the first data set (approximately 200 days). From the analysis it was concluded that under similar conditions for 'ON' and 'OFF' tests, the system provides a clear benefit. It was also found that over the longer term, the system continues to provide a benefit. This finding suggests that the results were not simply due to a short-term advantage. The size of the data set, as well as the magnitude of the recovery improvements, lends considerable confidence to these results. Therefore, it can be concluded that the FloatStar control system provides substantial benefit to operations at this site.

This research resulted in the development of chemical formulations , spraying equipment , and application procedures that permit safe and effective use of urethane foams for improving mine ventilation , for reducing weathering of mine rock and steel , for constructing seals in fire areas , and for thermal insulation .

"SUMMARYThe J. D. Price property is in Crittenden County, Ky., about 5-1/2 miles west of Marion. The Levias-Crittenden Springs fault system traverses the property. Mines on 3 miles of the same fault system immediately northeast have produced about 250,000 tons of fluorspar ore. The Keystone property, adjacent on the northeast, has produced about 150,000 tons of ore. 3/About 1934, lessees, sank a shaft upon the Price property to a depth of 111.5 feet and crosscut from the bottom of the shaft to the principal fault. No ore was found. Later, in 1942-43, they explored the same fault by core-drilling, but this project also was unsuccessful in finding ore.The author visited the property in September 1944, and subsequently the Bureau further explored the property by core-drilling three holes. No ore was found.ACKNOWLEGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life.A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the National Pollutant Discharge Elemenation System (NPDES) permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L.The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis (RO) reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a zero liquid waste (ZLW) facility.The advanced water treatment system was built to meet a new 218 mg/L regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 795 m3/h (5 million gpd) of mine water. The treatment process utilizes RO membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A water impact index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an onsite landfill. Currently, the plant is treating at an average flow of 490 m3/h (3.1 million gpd) of mine water with an average influent chloride concentration of 1,530 mg/L and an average effluent chloride concentration of 11 mg/L."

The increasing demands for petroleum and its products and the steadily increasing cost of discovering and developing new oil fields are factors that emphasize the importance of increasing the recovery of oil from known petroleum reserves. Water flooding is a valuable conservation measure, not only preventing premature abandonment of stripper leases but also reviving interest in many areas previously abandoned. The use of water flooding as a means for recovering additional oil from partly depleted oil-bearing formations was first tried in Oklahoma in 1931. Early water-flooding operations were confined to the area of shallow Bartlesville-sand formations in Nowata and Rogers Counties, where many of the projects were outstandingly successful. The results of these operations stimulated activities in other pools in Oklahoma, and by the end of 1949 water flooding had been tried in 25 of the 49 oil-producing counties in the State (fig. 1). Approximately 33 million barrels of oil, or 1,806 barrels per acre, had been recovered by December 31, 1949, from 18,221 productive acres included in the 162 active and abandoned projects in Oklahoma by injection of approximately 449 million barrels of water.

In 1962, minerals beneficiation showed definite signs of coming out of the doldrums into which it has drifted after the uranium boom. Demand by steelmakers for high-grade iron pellets has created the need for concentrating plants to upgrade specular hematite by spiral concentration or flotation and magnetites by magnetic means and flotation. According to a paper given at the AMC annual meeting by C. S. Arms of Pickands Mather, "the shipment of pellets, started in the mid-1950's, has increased to 17.6 million tons in 1961 from North American operations. Many plants already underway will raise this production to about 42 million tons by 1965. This will be a very sizeable percentage of the total iron ore production contemplated by that date." Iron ore concentration methods are gradually raising the assay of pellets into the 65 to 69% Fe range and lowering silica to the 4 to 7% range. Quebec Cartier's Lac Jeannine concentrator went into operation in late 1961 and all grinding units were running by 1962. The Iron Ore Co. of Canada's new Carol Lake plant was started in mid-1962.

A demonstration project investigated the feasibility and effectiveness of two management interventions, Management Training and Organization Development, for improving productivity and safety in metal/non-metal mines. The management training intervention was conducted at Texasgulf Company's trona mine, using three nearby trona mines as controls. The Organization Development intervention took place in Hecla Mining Company's Lucky Friday mine, using the highly similar Star Mine as control. The two management interventions seemed about equally effective in reducing accidents and injuries, as well as MSHA citations, and the management intervention at the Texasgulf mine also appeared to have led to substantial improvement in mine productivity.

Methylene blue dye adsorbs on chalcopyrite concentrates slurried in aqueous solution. Saturation adsorption can be achieved within about 24 hours for dye equilibrium concentrations greater than about 10-5 M. The dsorption coverage is obtained from a measurement of the' colour change of the solution. Comparison with BET measurement of the concentrate surface area shows that 2.4 ± 0.1 µmol of methylene blue are adsorbed per square metre of surface accessible to the dye cation. The procedure described can be used as a single-point measurement and values for the surface area can be otained to within about 10 per cent with inexpensive instrumentation.

The New Almaden mine was discovered in 1824, and since that date production of quicksilver has exceeded 1,000,000 flasks. Because of this high production record, the New Almaden area was, upon passage. by Congress of the Strategic Minerals Act of 1939, immediately considered by the Bureau of Mines as a promising location for exploration. In 1941, the Federal Geological Survey undertook a survey of the entire district. R. R. Trengove, an engineer of the Bureau of Mines, made a preliminary study for a project in 1942, and in August 1943 the Bureau, in close cooperation with the U. S. Geological Survey, began the development project described herein. The Bureau of Mines drilled 36 holes, totaling 6,807 feet of diamond drilling, along the contact between the serpentine and Franciscan, sandstones and other sedimentary formations. The ore bodies are found along this contact and occur in the carbonate-silica rock. This report briefly describes the location, history, and ore deposits of the property. The recent operations are outlined, and the work performed by the Bureau is explained in detail.

"Dating back to 1934, Con Mine is located directly south to the city of Yellowknife in the NWT, Canada. With mill operations ceasing in 2004, a challenging surface remediation situation resulted which required the treatment of close to 40,000 m3 of Arsenic impacted material.Through much of the period of 1941 to 1970, Con Mine treated their refractory arsenopyrite ore through the use of an Edwards Heath roaster. With mounting environmental pressure and through Canadian governmental studies during 1950 to 1970, attention was directed to the Arsenic Trioxide material being collected by two Doyle scrubbers on the Con’s roaster stack. In 1970, the roaster was decommissioned leaving the resulting Arsenic material in two containment areas on surface.As a result of Con Mine entering into remediation in 2004, the Con’s autoclave, commissioned in 1992, was dedicated to the immobilization of high impacted Arsenic material through the combination of excess Iron under high temperature and oxygen overpressure. Examined, herein, is the history and chemistry of the Con Mine autoclave as well as the two stages of chemistry for the Water Treatment Plant used to remove arsenic, heavy metals and WAD cyanide from tailings water. Simplified capping plans of the tailing containment areas and a high arsenic impacted area are also presented.INTRODUCTION TO CON MINECon Mine (Con) is situated just south of the City of Yellowknife in the North West Territories (NWT) Canada and is bounded locally by Yellowknife Bay (North Extension of Great Slave Lake) to the east and Kam Lake to the west (Figure 6). The discovery of gold at Con was made in 1934 and mineral rights were acquired by Consolidated Mining and Smelting Limited (Cominco) and Falconbridge soon thereafter. Nerco Minerals Limited (Nerco) took control in 1986 and in 1993, was subsequently sold to, Miramar Mining Corporation which in turn was purchased by friendly takeover involving Newmont Mining in November 2007 as a result of acquiring the Miramar’s Hope Bay project. Con’s underground operations ceased in September 2003 and have since entered into the remediation of the site. The current surface lease holdings are about 340 Hectares (Table 1) which sits on top of the Archean-aged Yellowknife Greenstone Belt."
