John Birkinbine was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now, continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philidelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or im-provements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several Eukopean corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango,,before railroads were established in that. portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and . reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

Energy Incorporated has prepared this final report presenting the results obtained from the program for extracting alumina from anthracite culm along with the recovery of energy. This work has been accomplished under the auspices of the U.S. Bureau of Mines with technical coordination through the bureau's Reno, Nevada facility. The objective of this program was to develop a process to recover alumina and energy from Northeastern Pennsylvania anthracite mining waste. The program included Identification of sufficient resources to support a commercial facility, identification of the operating parameters which maximize alumina and energy recovery, the development of a conceptual process design, preparation of material and energy balance(s), and the performance of a system economical analysis. The program was conducted in three major phases. In the first phase the program concentrated on selecting several anthracite culm banks capable of supporting a commercial alumina producing facility. The chosen banks were then sampled and analyzed leading to the selection of two banks which were chosen far testing. The Harry E. and Eckley culm banks were the ones selected. Material from these banks was tested in Energy Incorporated?s Idaho Falls, Idaho testing facility. Parametric testing was accomplished in an eight-inch-diameter fluidized bed test facility. The test program consisted of twelve separate tests. After critical operating parameters were determined, the second phase started: process development in EI's 18-inch fluidized bed test facility. Three material and energy balance tests were completed in this facility. Following these tests a 72-hour demonstration test was performed. The data acquired from these tests were used in the last phase: the process conceptual design and economic analysis. The design basis was a commercial scale facility capable of producing 500,000 tons of alumina per year for 15 years. Based on the test program, It is technically feasible to build and operate such a plant today. The facility would produce, along with the alumina, 81.5 MWe of electricity for outside consumption. A preliminary rate of return indicates that the plant is not feasible with today's economic conditions. An increase in the market price of either the alumina or the electricity is required to provide an attractive rate of return for the facility.

Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

By the use of flotation tests it was confirmed that there are two functions of oxygen in sulphide mineral flotation. Sized samples of galena and chalcopyrite were sulphidized, washed free of excess sulphide ion, and then contacted with air-saturated water for certain lengths of time. The mineral was then transferred to a sealed laboratory flotation cell containing water with a known concentration of dissolved oxygen. Xanthate and frother were added and flotation continued for 1 min.Both the extent of mineral oxidation and the concentration of dissolved oxygen markedly affected the flotation of galena and chalcopyrite. The response to a change in either variable is dependent on the level of the other, but generally best flotation occurs with the maximum degree of air saturation of the pulp. Galena flotation is hindered by oxidation of the mineral beyond a small threshold amount but a similar effect for chalcopyrite was not observed...

About six years ago the writer had occasion to visit a large magnetic iron-ore concentrating-plant, and then saw for the first time rubber belts employed for conveying-purposes. These belts were from 20 inches to 30 inches in width, and some of them were as long as 500 feet between centers. When I spoke of the enormous amount of material they handled with a small expenditure of power, the superintendent assented, but at the same time complained that although he bought the best quality of belts, the abrasion of the ore wore them out very rapidly, causing continually very large bills for repairs and renewals. The presence of copper-bearing rocks in the Coppermine River area of Arctic Canada has long been known. Word of this was probably circulated along the Arctic and Hudson Bay coasts by the Eskimo, who no doubt traded articles made from native copper among themselves. It is not known whether any of these ever reached the southern shores of Hudson bay. The Indians, also, knew of the occurrence of copper here, as they served as guides to Hearne when he made a successful trip over land from Hudson bay to the Coppermine river. The possible commercial importance of these copper deposits was early appreciated by the Hudson's Bay Company, who on December 7th, 1770, despatched Samuel Hearne from Fort Prince of Wales, now Fort Churchill, to investigate them. He reached the then unnamed river at a point forty miles from its mouth on July 14th, 1771, and after surveying the river to its mouth and naming it the Coppermine, he retraced his steps to Fort Churchill by an overland route. Hearne's expedition was probably the most remarkable and arduous ever attempted in Arctic exploration, but the actual value derived from the trip was entirely out of proportion with the hardships he must have suffered. He verified the occurrence of native copper, but his astronomical and other observations were of little value. Until 1912 no concerted effort was made to obtain any definite information as to the geology and economic value of the Copper-mine deposits.

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. The properties and warning intensity of acrolein have been described in a previous report. 5 ACKNOWLEDGMENTSThis investigation was made at the combined request-of Several Inc., Manufacturers of refrigerating, appliances, and the Roeasler Hasslacher Chemical Co., manufacturers of methyl chloride. The coking time has considerable influence on the throughput of a coke oven, and for this reason a large number of papers dealing with the relationship between coking time and the different operating variables have been published. Although all factors known to influence the coking time have been studied, agreement has not been reached on several questions.2/3 Therefore, it appears worthwhile to evaluate any data that become available during investigations of the carbonizing properties of various coals and coal blends. Because it is expected that reports covering several different phases of this problem will be forthcoming as additional data-become available, the following study of the relationship between coking time and bulk density represents a report of progress on the overall investigation of factors influencing the coking time in slot-type ovens. The practice of including coarse coal in the blend going to the ovens to obtain increased bulk densities is well known. Similar increases have been realized by adding small quantities of oil to the coal mix. Although it would appear that such procedures provide inexpensive methods for increasing the capacity of existing coke-oven installations, Ramsburg and McGurl4/ point out that this increase is possible only if the additional coal can be carbonized in the same coking time as regularly employed without using abnormally high flue temperatures. This statement is in substantial-agreement with the position of Auvil and others5/ and implies that any change in bulk density may be accompanied by a corresponding change in coking time. On the other hand, a recent review of proposed methods for calculating the time required for carbonization6/ includes a number of equations that completely ignore the effects of variations in bulk density.

As a preventive action, the geotechnical department at the mine analyzed the original topography overlying a conveyor tunnel at the mine. Several dewatering drains were installed to intercept water collecting from an old lakebed. Subsequently, 20 steel arches were installed to provide additional support in an area of tunnel where original geological mapping indicated Type IV rock. This project was completed ontime with no loss to production. Construction schedules had to be developed to half hour precision, to accommodate the installation.

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends. If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the “full resistance zone” of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. In recent years variations of this test have become international standards. v

O estudo do comportamento de membranas trocadoras de íons em um sistema específico permite verificar a interação de um eletrólito com suas propriedades. No presente trabalho, foram utilizadas soluções de cobre à base de HEDP, proveniente de um banho galvânico isento de cianeto. A membrana utilizada foi a HDX 200 (aniônica) fornecida pela empresa Hidrodex. Amostras da membrana foram submetidas a um ensaio de envelhecimento durante 13, 26, 60 e 90 dias, imersas em uma solução a 5% v/v do banho de cobre. Após o envelhecimento essas foram preparadas para a realização de análises estruturais por FTIR, MEV e TGA. Os resultados obtidos pelo MEV e FTIR mostram que a membrana possui morfologia heterogênea. Além disso, verificou-se pelos resultados da análise térmica que o complexo presente no banho eletrolítico influi no comportamento térmico da membrana.

Augered cast-in-place piles are one of the most cost effective deep foundation options available to designers but have been largely underutilized due to skepticism associated with quality assurance and hence capacity. When installed correctly, unit friction values can rival any other competing foundation system. To this end, many means have been implemented to increase confidence in the competence of the foundation. One such method is load testing via the Statnamic test method. This paper presents an overview of the Statnamic test method, advantages and disadvantages of its use, and several case studies where Statnamic testing of augered cast-in-place piles confirmed quality construction, brought about design changes, or proof tested problematic installations.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

Y., having been" nominated by a large number of leading members, and recommended by unammous vote of the Council, was unanimously elected an Honorary Member, in recognition of his distinguished services to the practice and the literature of mining and metallurgy, his zealous and loyal devotion to this Institute, his fraternal generosity towards professional colleagues, and his effective advocacy, by public utterance and private example, of the free communication of technical knowledge and experience. At the same meeting, By-Law IV., which now authorizes the Secretary to appoint an '1 Assistant Editor," was amended by substituting the words, " Assistant with the title of Editor." At the same meeting, the resignation of Mr. Theodore Dwight, as Assistant Secretary and Assistant Treasurer of the Institute, was presented and accepted, and the Secretary was instructed to express to Mr. Dwight the thanks of the Board for his loyal and efficient services, and its regret that he could not continue in that position. . Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

Limestone is a sedimentary rock composed primarily of calcite (calcium carbonate). In the presence of an aqueous solution of carbon dioxide (carbonic acid) bicarbonate radicals (2HCO3)- are produced that are highly soluble. The same type of reactions occur in terrains where dolomite (calcium magnesium bicarbonate) reacts with carbonic acid to produce highly soluble bicarbonates (4HCO3)-. The source of carbon dioxide is the small content in rainfall but to a large extent from the organics in the soil. The solution activity depends on many factors including the content of carbon in the rock, acidity of soil water, groundwater velocity and other factors. The resulting features are referred to in literature as sinkholes, solution channels, caves, karstic topography, and cavernous limestone. The presence of solution features affect the shafts in several ways: (a) the shaft resistance is affected by voids along the shaft, (b) concreting of the shaft should consider the presence of voids along the shaft, and (c) the shaft base may be in close proximity to a solution feature that may cause future collapse under structural loads. Methods to mitigate such effects include verification of rock to below the base (vertically and laterally). Cavities are stable by virtue of arching in the rock. Under the action of end bearing from a shaft, the arch may collapse depending on its proximity to the base of the shaft and the strength of the rock. This paper focuses on this issue. Finite Element analyses are conducted to relate shaft end load and bearing area that will produce failure based on given rock properties, size and location of cavity. Failure is defined as settlement of the base equivalent to 5% of shaft socket diameter. The software Plaxis is used for analysis. The rock is considered as c-f material derived based on Hoek-Brown failure criteria (2002 edition) that is based on Geological Strength Index (GSI).
