"This paper reviews the Falconbridge- SMRQ’s Raglan project in northern Quebec and the process that was used in developing its current long-term mine plan. Challenges were many and not only limited to the longevity of the project, numerous ore deposits (both underground and open pit), and a 40 km property strike length. As a result of its remote northern location, other factors such as progressive reclamation, leachable mine waste, water treatment, and waste management were also part of the plan. A combination of modern planning tools were used to formulate the plan including DataMine, Mine 2-4D, AutoMod Simulation, and an Excel-based financial spreadsheet to bring the total plan together. The focus of the paper is to show the complexity of modern mine planning and associated economic modelling of mine processes. IntroductionThe Raglan project is located 1660 km directly north of Quebec at the northern tip of the Quebec Peninsula in Nunavik. The main property is 40 km in length stretching from the Donaldson airport area at the eastern edge of the property to East Lake at the western edge. The Deception Bay port is 90 km north of the main complex/mill situated at Katinniq which lies approximately in the middle of the property (Fig. 1). The mine processes 1 000 000 tpy of ore from both open pit and underground sources. The mill is forecasted this year to produce more than 150 000 t of concentrate grading more than 18% nickel. All personnel and critical cargo are transported to the site via a company-leased 737 jet from Rouyn-Noranda where the main administration office is located. The majority of cargo is shipped to the site via Deception Bay from Quebec and on the return trip, nickel concentrate is shipped back. From Quebec, the nickel concentrate is sent by rail to the Falconbridge smelter in Sudbury and on the reverse rail haul, nickel matte from the smelter is sent to Norway via Quebec."

"Conservation of slateWaste slate is a problem of outstanding importance in the slate industry, for a very large proportion of all slate quarried is thrown on the waste heap. While many uses for waste slate have been found, the demand calls for merely a fraction of the present supply of unused material. If the slate industry is to increase in prosperity, the producer's energy must be directed toward the development of ways and means of reducing waste to the lowest possible point. The Bureau of Mines of the Department of the Interior has devoted much study to this problem and a recent bulletin ** contains a detailed discussion of the waste problem.Attention has recently been directed toward an improved method of cutting slate in quarries, a method that promises to reduce greatly the percentage of waste material. The method has been introduced since that bulletin was published, and this supplementary paper covers the details of the process.A reversion in method,In connection with this new mode of operation history is repeating itself in a very interesting way, for the old quarry bar used years ago with steam drills, and later discarded in favor of the channeling machine .and the hammer drill, has been salvaged from the scrap heap, and again put to active use. The occasion for its employment is an attempt to improve quarry methods by the substitution of drilling for channeling or blasting."

FLSmidth-Summit Valley Technologies has been a leader in gold processing equipment for nearly two decades. Over the past several years an extensive research and development effort has led to improvements in Mercury Abatement systems and process efficiency in Adsorption Desorption and Regeneration (ADR) or "Carbon" plant operations. Two technologies will be discussed that are focused on efficiency improvements followed by an explanation of Mercury Abatement systems. Gold and silver can be desorbed from carbon in several ways. FLSmidth has made significant improvements to the Pressure ZADRA process allowing for lower energy consumption and lower capital costs. This patented process is known as the Split-ZADRA Strip method. Split-ZADRA allows a plant to elute loaded carbon in a semi-continuous fashion. This increases the grade of the Pregnant Strip Solution, improves electrowinning efficiency, reduces capital equipment costs, and reduces energy requirements. During desorption and electrowinning for the Pressure ZADRA process, the pressure and temperature of the circulating strip solution is changed multiple times. A self-contained heating and cooling system has been developed which decreases the energy requirements for elution. Mercury Abatement technology has become increasingly important in recent years. Along with FLSmidth Summit Valley Technologies' complete Mercury Retorting Systems, FLS-SVT has developed systems for the capture and removal of mercury from electrowinning cell and strip solution exhaust, Carbon Regeneration exhaust, and the dore furnace exhaust. This paper describes each of the technologies introduced above and their success in operational gold and silver mines. "INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

Introduction The mining industry has been using computers since the late 1950s. Despite this early start, the use of mine planning software is not a common practice in many operations. But the trend might be changing because of the availability of relatively inexpensive personal computers (PC). The introduction of these machines has generated unprecedented interest by mine managers to computerize their planning operations. However, some managers have become disappointed with the PC's lack of adequate software and the inability to handle the massive amounts of information required for modeling. This paper is an attempt to shed some light on the future of computers in the mining industry. It will examine: • historical progress in the computer industry, • future advances in the computer industry, • historical usage of computers in mining, and • future alternatives available to mining. Historical Progress The computer industry has come a long way since the first full-fledged electronic digital computer Electronic Numerical Integrator And Calculator (ENIAC) was built in 1946. This machine weighed more than 27 t (30 st). It contained 19,000 vacuum tubes, occupied 139 m2 (1500 sq ft), and could perform 5000 additions per second. By contrast, today's fastest, commercially available computer is the CRAY-X. It weighs less than 5 t (6 st), has no vacuum tubes, occupies less than 9 m2 (100 sq ft), and performs over 100 million operations per second. This is an incredible advancement in less than 40 years. One person commented on the rate of advancement in the computer industry. He suggested that if the auto industry had advanced at the same rate as the electronics industry, we could buy a Rolls Royce for $2.75 and it would run

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The area encompassed by the political entities included in this study com-prises 11 million square miles or about 15 percent of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest is-land or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The region is noted for its great rivers. The Chang, Huang, Amur, and Mekong are respectively the fifth, sixth, eighth, and eleventh longest rivers in the world. The Ganges-Brahmaputra has created the world's largest delta, which covers 30,000 square miles. Abutting East Asia are the Sea of Japan, Dong Hai, Nan Hai, Bay of Ben-gal, and Arabian Sea. In the Southern Hemisphere, there is the Indian Ocean and the South Pacific Ocean. The Continental Shelf adjacent to the region constitutes a large proportion of the world's readily accessible shelf area. On the other hand, the Philippine and Java trenches and, further out, the Mariana Trench reach to formidable, abyssal depths, downward to 6,000 fathoms. Contrasting to this is Mount Everest, which reaches a lofty height of 29,028 feet. And then there is Xizang, whose high plateaus have been called the roof of the world.

Multiple seam mining is prevalent in Southern Appalachia because economically mineable coal seams are numerous and frequently occur in close vertical proximity. West Virginia, Kentucky, and Virginia have 117, 55, and 40 mineable coal seams respectively. It is extremely rare to have an underground mine that has not been undermined, overmined, or has mining adjacent to it. In many cases the multiple seam mining is concurrent with extraction sequenced in superjacent seams. Because underground mining is focused on recovering the most valuable reserves, mining is rarely practiced from the top seam down, which is the practice most conducive to stability. The combination of room-and-pillar mining methods that include development only, small block, partial retreat, full retreat, and longwall mining produce a wide range of mining geometries and complexity in underlying and overlying seams. In the future, the number of multiple seam operations will increase as reserves are depleted and future mines are, by default, located closer to abandoned mine workings. The improved coal market has transformed many formerally uneconomically mineable seams into attractive reserves. The approaches and methodologies used for multiple seam stability analysis are dictated by the site conditions, including overburden/interburden thickness and lithology, mining geometry, and the mining methods in both the active and abandoned mines. Multiple seam stability analysis using analytical and numerical methods is illustrated by two case histories that reflect close proximity room-and-pillar mining and mining in bump prone situations.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. The fluorescence of many minerals, when excited by different wave lengths, of ultraviolet radiation, has long been recognized as a spectacular laboratory phenomenon. Since the original display in the British Museum, the phenomenon has been used frequently for educational purposes and public demonstrations. Its practical application for the rapid detection of certain minerals in ores and mill products at the zinc mine at Franklin, N. J., has been described.3 Due to technical improvements in ultraviolet-radiation apparatus, fluorescence has found a new field of application in the tungsten-minim; industry. Although fluorescence of scheelite (calcium tungstate) has been known for a number of years, the practical application of the phenomenon is the outgrowth of a program of cooperative research conducted by Ott F. Heizer, manager of the Nevada-Massachusetts Co., Inc. , Mill City, Nev., and Dr. Paul F. Kerr of Columbia University. Special portable lights for fluorescing scheelite have been developed and utilized in underground geological work. Thanks are due Ott F. Heizer for permission to publish data included in this paper.

Variations in delay timing can have a marked influence on blasting effectiveness and, hence, on total production costs. In single-row bench blasts, delay firing is invariably more effective than simultaneous initiation. In single-row delayed blasts, there is an optimum inter-hole delay above and below which inferior blasting results are obtained. This optimum delay is equal to the time required for each charge to just effectively detach its quota of the burden. The inter-hole delay should seldom be less than 4 ms.m-l of burden.In multi-row blasts in which holes in a given effective row are fired on the same delay, the entire burden on any effective row should be detached from the rock mass just before charges in the next effeotive row detonate. Delays shorter than this give inferior blasting results and an increased likelihood of environmental and slope stability problems. If the inter-row delay is too long, cut-offs can occur, especially where the delay unit is located outside the blasthole. For a surface delay system, the optimum inter-row delay usually varies between 4 ms.m-l and 8 ms.m-l of effective burden. The number of rows that can be fired effectively with surface delay systems (in a single blast) is limited by the threat of cut-offs. Greater interrow delays and a larger number of rows per blast can be fired to advantage with down-the-hole delay systems.There are practical limits to the timing accuracy of all available delay systems. The existence of delay time variability should be recognized and duly considered in the design of blasts.The relationship between delay timing and blasting vibrations is not discussed.

The point estimation method can be applied to the safety factor (SF) equation for any specified rock slope failure mode (such as plane shear, step path, or wedge) to obtain reliable estimates of the mean and standard deviation of the SF probability distribution. A gamma probability density function is recommended for modeling this probability distribution, because it allows only for positive values and is flexible enough to provide symmetrical shapes and right-skewed, exponential-type shapes for the SF distribution. The mean and standard deviation define this distribution, which then can be integrated numerically from 0 to 1 to obtain the probability of sliding, PS (portion of the SF distribution where SF < 1.0). The overall probability of failure, PF, for the potential slope failure mass is the joint probability that the rock discontinuities are long enough to allow kinematic failure (PL) and that sliding occurs along the rock discontinuities (PS); that is, PF = PSPL. This method for estimating the probability of sliding is extremely efficient computationally, and thus, expedites slope stability simulation routines used by NIOSH software to stochastically describe rock slope behavior and assist the engineer in designing catch benches for large rock slopes. Enhanced bench design translates into increased operational efficiency and safer working conditions in open pit mines and quarries.

Drilled shafts for many situations offer an economical alternative to driven piles. The Federal Highway Administration (FHWA) has spent considerable time and money in research and developing design and construction guidelines for drilled shafts. However, the full potential of the technology may not be realized because of the uncertainty of the effects of construction on the actual service behavior and the lack of either reliable quality control tests to check for or evaluate defects, or inexpensive load test procedures. Static load testing is very expensive and it is not feasible to load test each shaft on a project. Therefore, other means are necessary to confirm or evaluate the integrity of the completed drilled shaft or to determine the capacity of the completed shaft.

The early records of hydraulic elevator and bucket ladder dredging in the Clutha River system indicate the success of that era of alluvial gold mining in Otago. This paper briefly reviews parameters of depth and gold grade for alluvial operations. The application of dragline technology is proposed for the economic removal of overburden to target the deeper alluvial gold areas which remain in the Otago region.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were under- taken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau&apos;s Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.

This report contains a summary of analytical research on electromagnetic methods of nondestructive testing of cylindrical conductors. The principal objective is to provide theoretical insight to the operation of electromagnetic sensing of the internal properties of wire ropes that are used extensively in mine hoists. An overall review of past work is also included.

Stratiform lead-zinc mineralization at the Pegmont prospect occurs as a 4-6 m thick body interbedded within arkose, schist, amphibolite, and pegmatite of the Kuridala Formation in the Eastern Belt of the Lower Proterozoic of northwest Queensland.The overall structure of the body is that of a strongly crumpled east-dipping sheet. In detail it is subjected to complex and irregular deformation.Gossaneous outcrops of the mineralised body are anomalous in Pb-Zn-Ag content and have been traced, discontinuously, over about 36 km2 in a NNE-trending belt.Below the zone of oxidation, which reaches 25-40 m below the surface, the primary sulphides are galena, sphalerite, and pyrite.Drilling on a 2 km2 area near the discovery outcrops indicates fairly uniform grades of lead and zinc.Changes in thickness of the mineralised body are gradual.

The classical metal-slag-gas equilibrium technique was used to study the thermodynamic activity of cobalt, iron and their oxides in iron silicate based slags containing under controlled oxygen potential (3.70 x 10-8 to 2.95 x 10-7 atm) at 1573 K. The measured activity of cobalt oxide in FeOx-25 wt per cent SiO2 slags showed positive deviation from ideal behaviour for melts with up to ten wt per cent CoO. At higher silica contents, the behaviour became closer to ideal and in accord with previous studies on silica saturated slags. The activity coefficient of FeO in these slags had virtually no dependence on the CoO content. Partial substitution of silica by lime resulted in an increase of the activities and activity coefficients of CoO, FeO, Fe2O3 and Fe3O4. The results indicate that saturation of the slag with a magnetite phase occurs at CaO contents of five wt per cent and higher. Phase equilibria studies SiO2-FeO-Fe2O3-CaO slags containing cobalt were also carried out using the drop-quench technique. Results from these experiments confirmed the formation of a magnetite solid solution containing about three wt per cent CoO at lime contents of five wt per cent and higher at 1573 K and 2.9 x 10-7 atm of oxygen.
