A mineral survey of the Sill Hill RARE II area (No. 5304), covering 5,200 acres (2,100 ha) of the Cleveland National Forest, San Diego County, California, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey. This survey was in conformance with the Resource Planning Act (RPA) of 1974, as amended by the National Forest Management Act of 1976, to provide mineral resource information for study area classification. Bureau of Mines personnel made an economic appraisal of mineral deposits by searching pertinent geological and mining publications as well as U.S. Bureau of Land Management, U.S. Forest Service, and U.S. Bureau of Mines files and records. Known mines, prospects, and mineralized localities were examined during 1981, and sampling and mapping were done where warranted. The Geological Survey 'did geologic mapping, geochemical sampling, and geophysical surveys to aid this study.

Washability analysis determines the maximum separation efficiency that can be achieved in the operation of coal preparation plants. Unfortunately, there are no on-line techniques for determining this most fundamental information. It now appears possible to determine coal washability on-line through the use of x-ray computed tomography (CT) analysis. This paper presents the results for the development of a CT-based, on-line coal washability analyzer. The development of appropriate hardware and software necessary to adapt a CT analyzer for use in determining coal washability is discussed. Testing of the analyzer using well-characterized coal samples is presented.

The Bureau has published much data on sulfur (4, 15, 23)3, most of it dealing with national or international aspects of the sulfur industry. Little information, however, is available on sulfur marketing in specific States or areas, Therefore, the Bureau has conducted a survey of the resources, production, consumption, and economic future of the sulfur and sulfuric acid industry in States of the Central and Southern Rocky Mountain area - Wyoming, Colorado, Utah, Arizona, and New Mexico - and in the Northern Plains States - North Dakota, South Dakota, and Nebraska, even though these States do not represent an economic or marketing unit. The purpose of this survey is to review the demand for sulfur and primary sulfur compounds that draws upon the natural resources of the region, to discover opportunities for better use of these resources, and also to analyze and evaluate the patterns of consumption, sources of supply, and other factors that affect the demand for these mineral products. While this survey stresses the economic and marketing phases of the industry, a complementary report (32) emphasizes the resources of sulfur in Wyoming, Colorado, Utah, New Mexico, and Arizona.

As part of a $3.5 billion program to improve the antiquated waste water system in the city of Atlanta, the Nancy Creek Tunnel is being constructed across the northwest portion of the city. This tunnel is over eight miles long and is being constructed using Tunnel Boring Machines (TBM) for the majority of the tunnel and conventional drilling and blasting for three shafts, starter and tail tunnels and four connecting tunnels, totaling 2400 feet in length. An extensive public relations program was developed for this project. A group effort by the owner, engineer and contractor produced a public relations program that both informed and educated the public of the anticipated perceptions and effects of the blasting and TBM activities.

During the measurement of contact angle, a misty band was observed near the substrate. Hsien-Nan Ho and Shinn-Tyan Wu thought this was because the oxygen atoms on the interface migrate to the droplet surface to form an oxide band near the substrate. But from our experiments misty band appeared before the drop reach to the substrate. Theoretically speaking, the oxygen partial was the same everywhere in the vacuum furnace. So there was no condition to provide enough oxygen forming oxide. This appearance would be explained more reasonably with the optics principle. Most reflected light would be absorbed by the substrate and the light cannot reach the observation area, so the misty band formed.

Real economic growth for 1988 may fall short of the 3.3% projected by the U.S. Department of Commerce in August 1988 be-cause the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up com-pared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. [ ] Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those for the corresponding period in 1987.

"The geology of the Ore Fault Ni-Cu deposit has been reinterpreted in the light of recent studies of the geology of the Neoarchean Bird River Sill Complex and the occurrence of economic Ni-Cu and Zn-Cu-Ag mineralization. The Ni-Cu sulfides are hosted by the lower of two parallel NNW-trending and moderately W-dipping mafic-ultramafic intrusions related to the Bird River Sill Complex. The bod¬ies intruded a bimodal volcanic suite consisting of weakly deformed mafic flows and felsic pyroclastic rocks. The mafic volcanic rocks are geochemically related to the MORB-type rocks of the Lamprey Falls Formation, and the felsic volcanic rocks are related to arc-type rocks of the Peterson Creek Formation. The original pyroxene- and olivine-dominated mineralogy of the sills has been replaced by variable ser¬pentine-amphibole-talc-carbonate assemblages.The Ni-Cu sulfide assemblage exhibits textures and geochemical signatures typical of orthomagmatic sulfide mineralization. The sulfide minerals are associated with cumulate layers of magnetic ferrochromite that range in thickness from a few to tens of centimeters. A later event of Zn-Cu-Ag sulfide mineralization associated with quartz veining and garnet-chlorite alteration along a fault that strikes north, dips vertically, and cuts all rock types. The mineralized fault is cut by the NE-trending Peterson Creek shear zone. Where the Ni-Cu and Zn-Cu-Ag mineralized zones intersect, remnant magmatic features such as amphibolite or cumulate ferrochromite bands occur within quartz veins or local chlorite alteration. The mixed zones contain a very unusual polymetallic assemblage of Ni, Cu, Zn, Ag, and platinum group elements (PGE)."

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F. Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

LARGE-SCALE production of zirconium by the Northwest Electrodevelopment Laboratory of the Bureau of Mines at Albany, Oreg., is an anomaly that justifies some explanation. The reduction of titanium tetrachloride with magnesium in an inert atmosphere, as perfected by Dr. W. J. Kroll before 1940, aroused renewed interest in zirconium, and in 1945 development work on this metal was initiated at Albany under Dr. Kroll's technical direction. Preliminary results were promising, and in February 1947 a pilot plant with a weekly capacity of 60 pounds of zirconium-metal sponge was put in operation. Shortly thereafter the Oak Ridge National Laboratory of the Atomic Energy Commission requested production of 1 ton of zirconium-metal sheet, with the provision that it have a low hafnium content. The Bureau of Mines was furnished with a. supply of Brazilian baddeleyite ore, containing less than 1 percent hafnium with respect to zirconium, from which was made about. 2,700 pounds of relatively low hafnium zirconium sheet of 0.080-inch thickness for test purposes. This was accomplished by melting zirconium sponge in a graphite crucible, hot-rolling the ingot in an iron sheath, and finishing by cold rolling. Concomitantly the Oak Ridge Laboratory developed a method for separating hafnium from zirconium; and, in cooperation with the Atomic Energy Commission and the Bureau of Ships of the Department of the Navy, a, larger pilot plant was erected to produce zirconium from very low hafnium zirconium tetrachloride furnished by the Commission. Pilot-plant work on producing zirconium tetrachloride from zircon sand and baddeleyite was discontinued. Production of zirconium sponge in the larger pilot plant of 500 pounds per week capacity was begun in June 1949.

"Various methods of leaching are being used by Denison Mines Ltd. Uranium Operations. This study was designed to investigate the flood leaching operation of two parallel inter-connected stopes contained by pressure bulkheads. The teaching muck piles, created from large scale uppers production blasts, are aerated by compressed air lines laid beneath the pile prior to blasting.A SFr, tracer gas, injection technique has been employed to determine the post-blast integrity of the single-ended air distribution system. SF6 was injected into the compressed air line feed to the stopes and collected at borehole exhausts from the stopes in grab-sampling bags. Analyses of the air samples were performed with a gas chromatograph.The system was designed to give a sufficiency of oxygen to sustain bacterial activities used to enhance the leaching recovery in the muck piles. The results obtained indicated that there is a minor anomaly in the distribution system that may not be critical to the operation. Compared to an idealized case, the over-all efficiency of aeration throughout the muck is estimated at over 85%."

Those in the explosives industry know that such a task can be next to impossible as the regulatory environment faced by those in the hazardous materials community continues to undergo a major overhaul following the events of September 11th, 2001. This paper will attempt to clarify today’s regulatory picture by identifying some of the regulatory “hotspots” and “pitfalls” that affect individuals and companies involved in the sale, transportation, distribution and use of explosives.

In this talk I will report on an effort to reassess the risk of pile driving to juvenile salmonids migrating through Puget Sound. The study was motivated by the concern of the construction industry that provisions restricting pile driving during the spring migration is resulting in an unbalanced burden to the industry. In simple terms the industry wants to know if some construction can be conducted in the spring without harming the juvenile fish. Fisheries agencies have agreed to reconsider their regulations in the context of additional studies. So, in this talk I will present some thoughts on risk assessment in general and the results of our study to assess the impact of pile driving on Snohomish River juvenile pink and chum salmon that migrate through the Navy Homeport construction site at Everett. The research, which is being carried out by the Fisheries Research Institute at the University of Washington, was planned and is supported in a joint effort including: the Washington Department Fisheries, National Marine Fisheries Services, U.S. Fish and Wildlife Service; General, Manson, and Hurlen construction companies, the Department of Transportation and a number of Puget Sound ports authorities. I will first briefly discuss the early life history of the juvenile salmon the regulations are designed to protect Second, I will outline the legal criteria required for risk regulation and some specific thoughts on how a reassessment of pile driving risk might be approached. With this basis I will report on our research and how it can be applied to a new risk assessment.

This paper describes a type of ammonium nitrate (AN) produced in a patented experimental atomization/aerodynamic process. This AN exhibits outstanding properties for use as a main ingredient to a new family of AN-based commercial explosives. Micro-particle ammonium nitrate (MP-AN) is produced by atomizing either an 83% or 85% AN solution which has been doped with a two component surfactant NSol 1000 (NSol). NSol imparts some water-resistance as well as provides a means of increasing density and bulk strength. Increased detonation velocities, well in the range of emulsion explosives, can be achieved. The maximum manufacturing temperature is less than 100°C. The methodology has the potential of being environmentally friendly since any effluent can be recycled back into a make-up tank to be re-used by the closed loop method. The process has a small footprint.

The methane gas emitted from coal samples collected from the conveyor belts dumping into silos was measured by the Bureau of Mines. Approximately 50 pct of the total gas desorbed into a sealed can within 1 week was released during the first 24 hours. No simple correlation between the gassiness of the coal stored and the methane concentration in the silo open space above the coal was found. This was probably because the gassier coals were stored in open-top Silos, which were better ventilated. Although the methane concentration in the open space above the coal pile was less than 1 pct for all 34 silos investigated, a methane measurement in the coal pile showed that high methane concentrations can exist. The methane released in the pile appears to accumulate and not liberate freely into the open space above the coal pile. Probably this gas is released during reclaiming operations, but further research is required to substantiate this claim.
