The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

The Boddington Gold Mine (BGM) is located 120 km south east of Perth, Western Australia. The operation is managed by Worsley Alumina Pty Ltd and mined by contractor Henry Walker Eltin (HWE). The mine has been operating since 1987 with ore extracted from a series of pits along strike. Ore is contained within the basement rock, which is overlain by a cap rock layer and transition zone. Cap rock and basement zones require blasting.As the mine neared completion, a high-grade deposit was discovered within 50 m of an existing Western Power substation and 100 m from the processing mill. The substation provides power to the Boddington area and is a back-up power supply to the city of Perth. Due to the delicate nature of the transformers located at the power station, overhead power lines and the mill, blasting in the area was considered very high risk. As such blasting needed to be controlled for flyrock, airblast and most importantly peak vibration and frequency limits which had the potential to damage the transformers.The mine was due for closure in March 2001. The decision to mine the pit was based on its high grade, ability to be blended with lowering grades from other pits and changing of the processing technique with the expansion. This decision extended the life for a further six months.Due to the high potential risks a detailed risk assessment was conducted by Orica, Worsley and Henry Walker Eltin. The completed assessment and the major design parameters were presented to Western Power for approval. The ability to reduce the blasting risk was focused on limiting of vibration through controlling maximum charge initiated per delay, blast timing and firing direction, and other innovative control measures. OricaÆs SHOTPlan« and Sabrex« computer modelling packages were used to predict the outcome of blasts.The success of this project has opened the doors for other high risk blasting projects, which otherwise may be left unmined.

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

Today, it can be said that the majority of mines utilise communications equipment in one form or another. Either for communications between staff making their day-to-day operations more efficient, or for emergency communications, as well as linking computer based mine management systems, and providing remote control over complex mobile and fixed machinery. With the advances in technology now available, we are moving into the next generation of mine communications equipment, using digital communications in the underground mine environment. It is a proven fact that an efficient underground mine communications system can help maximise production, by providing major gains in areas such as equipment and manpower utilisation, staff and vehicle tracking, reaction times to break downs and emergencies. In this paper we will describe some of the facilities that are currently available, as well as what will soon be available to mining and tunnelling companies around the world.

The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. Minerals and Metals Group (MMG) Century mine (Century) is a large open-cut mine in northwest Queensland approximately 2.5 km long, 1.5 km wide and 240 m deep, with an ultimate pit depth of 320 m. In 2009, the mine experienced three failures which began as small failures, and progressively developed into significant multi-batter failures. The incidents were managed by a combination of analysis, redesign and practical management to achieve positive outcomes for the mine. On the south wall of the mine, a series of batter-scale wedge failures occurred in December 2007. Analysis of structure orientations and design changes aimed to minimise the risk of failure extending over multiple batters, while accepting a risk of further small-scale failures. Design changes were constrained by a culturally sensitive area (CSA) located south of the wall. As mining progressed, shallow wedge failures developed over multiple batters and cracks were observed 60m back from the pit crest, indicating that a large-scale wedge failure was developing. Movement increased in January 2009 as a result of significant rainfall. After considering several design options, the area was stabilised by a cut-back of the wall. Two multi-batter failures also occurred on the north wall as mining progressed through a structurally complex area. Both north wall failures began as small failures that progressively developed, and required a redesign of the wall below as well as practical management of safety aspects. The complex structural geology was difficult to predict ahead of mining, and required geotechnical input into design changes as mining progressed. All three failures potentially had significant impact for ore recovery, and were managed by a combination of analysis, redesign and operational management have resulted to achieve positive outcomes in a challenging mining environment.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

During the life of a mining project in Papua New Guinea (PNG), the greatest impact is on the people of the project area and the most intense, day-to-day contact is between these people and the project's field staff. Yet formal structures at present emphasise contact between much higher levels of national government and company personnel. Whilst understandable, this is unfortunate particularly since, given the nature of PNG politics, villagers do have a powerful influence on project success, as recent dramatic events on Bougainville have indicated. A greater role for local views and greater attention to such views by other parties is clearly required. But to achieve a successful marriage between informal village politics and the formal structures of investment procedures will require considerable patience and adjustment. This should be reflected in the cost of project development and be regarded as being as of a significance equal to that currently accorded to the technical aspects of project development.

Following the recent tailings tragedy in Brumadinho, the Investor Mining and Tailings Safety Initiative was formed representing institutional investors in the mining industry. This Initiative, led by The Church of England (CoE), requested data from 726 mining companies on each of their Tailings Storage Facilities (TSFs). What this exercise confirmed was that there was no public database of TSFs, and that there was a clear gap in tailings management systems within the disclosing companies. We present an approach using technology to support best practice TSF management, governance and disclosure which was originally submitted as part of University of Cambridge Post-graduate studies in Sustainability Leadership in January 2020. The aim of the paper is to discuss how technology could be used to deliver a Tailings Management Solution (TMS) that is aligned with the Global Industry Standard on Tailings Management (GISTM), and supports rigorous governance leading to disclosure. Subsequently the goals of the plan are aligned with that of the co-conveners of the GISTM (the International Council on Mining and Metals (ICMM), Principles for Responsible Investment (PRI) and United Nations Environment Program (UNEP)) which is to facilitate operators’ trajectory towards zero harm to people and the environment. Most of the focus to date around tailings management post Brumadinho has been on monitoring technologies, of which there are many. It is obviously important to acknowledge the critical role of monitoring technologies; however, our approach is agnostic to monitoring technologies and assumes that all of them are relevant. Our focus is on the data management, reporting and governance leading to disclosure of the information. Critical components of developing the TMS include adapting existing software products and solutions, recognising a system thinking approach is needed, strategic partnerships to deliver an accessible solution faster and more cost effectively, and, new ways of collaborating. The TMS should also accommodate relevant regional geotechnical codes and standards. The industry need for a TMS is well established and urgent, with significant pressure from regulators and civil society for the industry to address this significant issue.

A procedure was required for the rapid determination of silicon in low-alloy irons and a suitable method used the formation and reduction of silicomolybdic acid at 50°C. The procedure gives results for elemental silicon and this enables the correct computation of oxidation requirements in basic oxygen steelmaking. The method could be useful in iron foundries which have not installed direct reading spectrometers.INTRODUCTIONOxygen steelmaking experiments required rapid determinations of 0,5-1,6 per cent silicon in iron (3-4 per cent C) within 10 min of sampling; a reproducibility better than ±0.03 per cent Si was desired. Only elemental silicon (Si°) is of interest as a fuel in basic oxygen steelmaking technology, and the proposed procedure determines exclusively this form of silicon. The method is described as it may prove useful to other workers although the interference study would be incomplete for some applications.The analysis of silicon in iron is frequently obtained using direct reading spectrometers, but for the proposed experiments the spectrometers could not be used because of the prohibitive distance from the furnace. It should be noted that spectrometers determine both the elemental silicon and that present as silicon dioxide in occluded slag and inclusions.The silicon content of iron and steel is determined in this laboratory by spectrophotometric measurement of a "molybdenum blue" colour. Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. At New Zealand Steel MiningÆs Waikato North Head operation a Bucket Wheel Excavator û shiftable conveyor mining system is used to excavate titanomagnetite bearing sand and clay. The system utilises two Bucket Wheel Excavators and two Beltwagons with a two shiftable bench conveyors and two common trunk conveyors to deliver material to a processing plant. The original system was commissioned in 1984 as a high capacity, low cost method of excavating. In 1996 a second Beltwagon was purchased, increasing the flexibility of the mining system.

This paper proceeds from the premise that process improvement is a key part of the mineral engineer’s role, and one in which he/she can make a significant contribution to shareholder value. It presents four tools to help with process improvement projects. Two are designed for process monitoring, to determine as soon as possible whether there has been a true change in performance: the cumulative sum (cusum) control chart plot with V-mask, and the control chart using a process model. The other two are used for process optimisation: simplex self-directing evolutionary operation (SSDEVOP), and a response surface model developed using a central composite rotatable experimental design (CCRD). These methods are robust, have a rigorous theoretical basis and are easy to implement. They also promote project continuity which increases the chances of success, particularly in fly-in/fly-out (FIFO) operations. Variants are used in other industries, but they are rarely if ever applied in mineral processing to-day for reasons which are unclear. The paper gives examples of the application of each method in concentrators which demonstrate that they have the potential to be useful additions to the mineral engineer’s professional toolbox.CITATION:Napier-Munn, T J, 2014. With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. Implementation of a well planned and executed Management Operating System (MOS) can result in widespread improvements to operational performance but its success relies heavily on the investment by and engagement of the larger workforce with the project. Over the seven month period of the Telfer MOS project, significant improvements were achieved; a 20% increase in monthly hoisted tonnes from the open stope and sublevel cave operations and a 45% increase in square metres of ore extracted from the narrow vein operation. The Telfer MOS was undertaken with the intention that the project wasn’t solely about producing new tools, it hinged on the investment and behaviours of the personnel affected by these tools and alterations. To ensure that the project ran smoothly, the Byrnecut senior leadership team and their operators were heavily involved in the project’s development. In the initial stage, Telfer’s MOS project determined that the quality and accuracy of the information received in the form of radio calls to mine control and completed operator plods was questionable. This required an overhaul of the data collection and verification process in the form of altered operator plods, which was then cross referenced with the operator’s radio calls to mine control. Once the data collection and verification process was implemented, the Telfer team was then able to produce several tools with the aim of providing visibility to the data being captured and its implications. These tools allowed the mine foremen to determine whether equipment was being under-utilised and where they should focus their production efforts to meet monthly targets. Whilst the initial underground project is now complete, the implementation of MOS across the entire site is ongoing with significant operating improvements occurring.
