This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. Ilmenite smelting practices are proposed as a suitable alternative to achieve the goal, namely sustainable processing. Growing global concern over the impacts of climate change, attributable largely to fossil fuel energy sources, has led to the widely shared goal for a ‘just transition’ to cleaner energy and reduced dependence on carbon-based fuels. As the world’s 14th biggest CO2 emitter and being particularly vulnerable to the impacts of climate change, South Africa must embark on a just transition pathway. This paper reviews expected coal mine closures and associated community vulnerabilities and local governance challenges in South Africa. Decommissioning schedules for all coal-fired power stations and operating coal mines are plotted, and 69 mining host communities and 21 municipalities are mapped, classified, and described. Community socio-economic profiles are measured using a set of SDG indicators and census data and municipalities assessed through financial audits. Our research shows that five coal-fired power plants (8.9 GW) and 15 coal mines (29.5 Mt/a) will probably close by 2030, and a further four plants (14 GW) and 23 mines (106 Mt/a) by 2040. Thus, the shift to cleaner energy will likely occur without the premature closures implied by the just transition. The impact of mine closure on the 2.5 million residents of host communities will be significant, particularly as levels of income, employment, and education are already very low and many municipalities are in financial distress. The South African approach to the just transition needs to take local realities into account and the narrative must support an effective transition that does not undermine energy security and economic growth.

Artisanal and small-scale miners in Nigeria struggle to attract formal financing to upgrade their operations to a more sustainable form of small-scale mining operation. Literature shows that for an investment to attract formal sources of financing; the business must be considered creditworthy by potential lenders. This means that the credit risks associated with the investment must be bearable for the potential lender. This study looks at how artisanal and small-scale miners can attract formal funding, which will help them take the leap from artisanal state to a form of sustainable small-scale mining operation. This study evaluates the creditworthiness of artisanal and small-scale mining operators using key credit risk parameters identified in the literature and through primary investigation. A quantitative study is conducted on a sample of 100 artisanal and small-scale miner establishments in Nigeria to evaluate the effect of these identified credit risk parameters on creditworthiness. It is shown in this study that being a member of a mining cooperative society, which is a form of social collateral, best improves the chances of access to formal financing for miners within the sample group. This underpins the role of social collateral, in both the formal and informal economy, and its influence in improving the creditworthiness of a typical artisanal and small-scale miner.

ABSTRACT: The paper describes the characterisation studies of Tectonised Clay Shales at laboratory and in situ scale. The interest relates to tunnelling under squeezing and swelling conditions, in Italy, along the Apennines. The results of monitoring during full face excavation are presented in conjunction with numerical modelling. RESUME: Cet article présente la caractérisation, à l'échelle du laboratoire et in situ, des Argiles Chaotiques. L'attention est portée sur le creusement, dans ces milieux gonflants, des tunnels, dans les zones montagneuses des Appennini, en Italie. Enfin, on présentera les résultats de la modélisation numérique et la comparaison de ces derniers avec les mesures effectuées in situ. KURZFASSUNG: Die Arbeit beschreibt die Charakterisierungsstudien von tektonisierten Schiefertonen, sowohl im Labor als auch vor Ort. Das Interesse gilt dem Tunnelbau unter Quetsch- und Schwellbedingungen in Italien entlang der Apenninen. Die Überwachungsergebnisse des ganzflächigen Ausbruchs werden mit numerischen Modellen präsentiert.

A voluntary comprehensive environmental Risk Assessment was launched at the end of 2004 by the International Chromium Development Association. The completion is scheduled for mid 2006.EURAS, a leading environmental consultancy, was commissioned for this project, as this firm wrote in particular the Metals Environmental Risk Assessment Guidelines, the reference document for the metals and metals compounds, in particular for the forthcoming European new Chemical Policy and the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS). This project follows a stepwise approach, comprising 3 distinct steps: - Initial Risk Assessment: compilation, evaluation of the existing effects and exposure data for chromium III compounds and chromium metal. This information will be used for the compilation of an initial Risk Assessment Report. - Data gap analysis: which type of additional effects data should be collected and/or which exposure scenarios merit a more detailed targeted risk assessment? Recommendations and/or suggestions for further research will be formulated. - Road map: prioritization and ranking of the different proposed research programs. The presentation will mainly focus on the results and recommendations of the initial environmental Risk Assessment from an International perspective and not from an European point of view. - Hazard assessment ? definition of the Predicted Non effect Concentration (PNEC) for each environmental compartment (water, sediment, soil) - Exposure assessment ? definition of the Predicted Environmental Concentrations (PEC) for each environ-mental compartment - Comparison of the local PEC with PNEC for the chromium III compounds and chromium metal EU industry sectors covered in the project: mining of chromite, metallurgical production of chromium metal, chromium containing alloys production, production of trivalent chromium chemicals and the main applications (pigments, leather tanning, etc..). The current status on the environmental Classification and Ranking for chromium III compounds, Chromium metal and its alloys in the GHS will also be covered.

The ferroalloys industry has generated historically substantial solid waste. The accumulated waste causes serious problems to the environment. However, it is possible to transform the solid waste into an environment-friendly resource to serve the human being. Consequently, the construction of plants that are ?environment-friendly? and that accommodate ?recycling? has become a target of most ferroalloy producers in the world to ensure sustainable development. This paper introduces the practice of Shanxi Jiaocheng Yiwang Ferroalloys Works, the biggest manganese metal producer in China, in the development of an ?environment-friendly and recycling? process. The process includes power generation using coal gangue, waste from local coal mines; hollow bricks manufacture using slag and fly ash from the power station; cement production using slag from ferroalloy smelting; recovery of ferrous and non-ferrous elements in the dust from the furnace gas cleaning system; application of silica dust in construction and so on. The final objective of the plant is to realize zero discharge of solid waste. The profit of the ?environment-friendly and recycling? process compensates in part for the operational expense of the environment facilities.

The REP experiment is part of the research programme conducted by Andra to investigate the possibility of reversible radwaste disposal in a Jurassic (Callovo-Oxfordian) argillite formation at the Meuse/Haute-Marne underground laboratory site in northeastern France. The experiment focuses on the hydromechanical response of the formation to sinking the laboratory access shaft. Modelling of boreholes and shaft sinking operations has helped to optimise measurement point locations based on initial stress tensor anisotropy, while minimising interaction between instrument boreholes. Analyses were made of model sensitivity to intrinsic rock characteristics, hydromechanical coupling properties and sensor installation procedures. L’expérimentation REP fait partie du programme de recherche pluridisciplinaire engagé par l’Andra pour étudier la possibilité d’un stockage réversible des déchets radioactifs dans la formation Callovo-Oxfordienne des argilites du site de Meuse/Haute-Marne (Commune de Bure - France). Cette expérimentation permettra d’étudier la REponse hydromécanique de la formation aux sollicitations engendrées par le fonçage du Puits d’accès du laboratoire souterrain de recherche. Afin d’optimiser le positionnement des points de mesures, compte tenu de l’anisotropie du tenseur des contraintes initiales, et de minimiser les interactions entre les forages d’instrumentation, des modélisations des forages et du creusement du puits ont été conduites. Des analyses de sensibilité aux caractéristiques intrinsèques de la roche, aux propriétés de couplage HM et aux protocoles d’installation des capteurs ont été faites. Die REP-Untersuchung ist Teil des multidisziplinären Forschungsprogramms, das die ANDRA im Callovo-Oxfordian-Tonstein in situ am Standort Meuse/Haute Marne (Gemeinde Bure – Frankreich) im Hinblick auf eine Eignung zur reversiblen Lagerung radioaktiver Abfälle durchführt. Dabei soll das hydro-mechanische Verhalten der Formation auf die Beanspruchungen, die durch das Abteufen des Zugangsschachts zum Untertage-Forschungslabor erzeugt werden, untersucht werden. Zur optimalen Positionierung der Messpunkte unter Berücksichtigung der Anisotropie des Tensors der Ausgangsspannungen und zur Minimierung der gegenseitigen Beeinflussung der Instrumentierbohrungen wurden ein Schachtabteuf- und Bohrmodelle entwickelt. Zur Untersuchung der inhärenten Eigenschaften des Gesteins, des gekoppelten HM-Verhaltens und der Installationsprotokolle der Messsonden wurden Sensibilitätsanalysen durchgeführt.

Oriel Resources has with the support of SRK (Cardiff) and DRA and Mintek (South Africa) carried our a Definitive Feasibility Study (DFS) to recover high grade chrome ore from its Voskhod deposit very close to Chromtau that is near to Aktobe in Kazakhstan. Voskhod is a large podiform ore body that contains nearly 20million tons of chromite grading about 48% Cr2O3 and with a Cr/Fe ratio of over 3/1. Selected bore hole core samples were obtained from the confirmation drilling programme during the DFS phase of the project in 2005 for pilot plant test work to design the mineral beneficiation plant. The chrome ore is characterised by four main types, namely high grade lumpy and chip sized ore, high-grade fine ore, lower grade (subordinate) lumpy ore and lower grade fine ore. Gravity separation tests carried out by Mintek showed that the large density difference between the high grade (at over 3.7t/m3) and lower grade ore (at less than 2.97t/m3 ) should ensure very good separation in the DMS drum and DMS cyclone stages resulting in high recoveries of Cr2O3 - rich chromite ore products. Very high chrome ore grades of up to 64% Cr2O3 and Cr/Fe ratios of 4 to 1 were obtained at an 80% mass yield from selected samples of lumpy and chip ore size fractions. The overall predicted recovery from the design work on the mine and plant is expected to be closer to about 70% of the ROM (Run of Mine) feed. DRA has completed the design of the mineral processing plant to recover about 900 kt/a of chrome ore from the 1.3 Mt/a of ROM feed. The plant has been sized to handle up to 1.5 Mt/a and will also be able to address the variability in ore feed as different regions in the deposit are mined. The lumpy high-grade product and the chips size fraction is expected to grade around 48% Cr2O3 and the fine concentrate between 56 and 58%Cr2O3 The ratio of products is expected to be about 70, 15 and 15 percent respectively but will vary to some extent during the expected 20 year life of the mining operation based on including the associated adjacent Karaagash deposit together with the Voskhod deposit. The prediction of the product split from the processing plant depends on many factors such as the geology, mineralogy, mining, handling and metallurgical processing. An overall process flow model has been developed that covers the ROM ore, the various types of chrome ore feed to the mineral beneficiation plant, the projected products and the subsequent smelting of the chromite ores to produce High Carbon Ferrochromium. The model allows the optimisation of the quality of the chrome ore in terms of Cr2O3 content, Cr/Fe ratio and recovery to be studied. This information can also be evaluated in terms of the economic requirements for smelting High Carbon Ferrochromium (HCFeCr) at a given location. Oriel is planning to supply chrome ore to Ferrochrome plants mostly in China and Russia. The use of the model will assist to maximise the value of the Voskhod project to its owners and also assist the users of the chrome ore in selecting the appropriate supply quality to meet their needs for a given smelter operation. The smelting of high grade Voskhod ore requires a limited addition of about 5 to 7% quartz to flux the MgO and Al2O3 and about 25% coke as a reducing agent to produce an alloy containing from about 65 to 74%chromium depending on the Cr/Fe ratio.

Anglo Platinum?s Waterval smelting complex based in South Africa operates the Anglo Converting Process (ACP) that produces SO2 offgas. This SO2 offgas is treated in a double-contact, double-absorption acid plant allowing for conversion efficiencies higher than 99.90 %. The catalytic converter used in the acid plant to convert the SO2 to SO3 is a 4-bed reactor loaded with a combination of cesium-promoted and conventional vanadium pentoxide catalysts. In June 2008 there was a shutdown, in which one of the main activities was to screen the catalyst. Before this shutdown, the operator would control the converter pass temperatures manually, via the SCADA, especially during plant start-ups after which some of the automatic temperature controllers were used. After the shutdown, the control philosophy was revisited and all temperature controllers were put on auto mode during plant start up. Furthermore the set points of the pass inlet temperatures were reduced to maximize conversion in the first two passes. The result has been a reduction of SO2 emissions, from a daily average of 50 ? 70 ppm to as low as 20 ppm for similar sulphur dioxide and oxygen concentrations. Further work has been done to maintain high bed temperatures in the third and fourth passes at low SO2 strengths by splitting the gas stream between pass 1 and 2 thus increasing the SO2 content in the gas to pass 2. This increases the temperature of the gas exiting the second pass, which results in higher temperatures in passes 3 and 4. Comparison of the converter performance prior to and after the changes is made. The benefits of partially bypassing the first pass to increase the SO2 content in the gas to the second pass are shown. Conclusions and scope for further work have been drawn from the comparisons.

Silicomanganese is widely used as a complex reducer and an alloying addition in the production of various grades of steel due to its economic and metallurgical advantages. It is also used as a semi-product in the manufacture of medium- and low-carbon ferromanganese and metallic manganese. Manganese-rich slag, resulting from high carbon ferromanganese production, has the advantages of high manganese content, high Mn/Fe ratio, low excess oxygen, low phosphorus content, low fine content and low cost. Such slag seems to be very attractive to use as raw materials for the production of silicomanganese alloys. In the present study, experimental heats were designed and carried out to optimise the factors affecting the production process of silicomanganese using manganese rich slag in the charge. The results of pilot plant experimental heats showed that the optimum metallic yield and recoveries of manganese and silicon are obtained with initial slag basicity,(CaO + MgO) / (Al2O3), equals 1.8 by using dolomite as fluxing material and charging quartzite and fluorspar in percentage of 25% and 4% of the blend, respectively. The results showed also that an amount of 30% of coke in excess of the stoichiometric amount should be added. These result are relative for the specific high Al2O3 ores used.

There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential tobe higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and a lack of collector interaction with the mineral is not the reason for low PGM recoveries experienced. Several methods exist by which the capacity of a dense media separation (DMS) plant can be improved: 1) Increase the feed rate in spite of efficiency 2) Replace with bigger equipment 3) Add whole new module 4) Replace total plant 5) Change over to four shift/ seven days per week roster 6) Replace with alternative process 7) Increase the availability and utilization Options 1 ? 6 have varying degrees of cost implications. The seventh option would seem to be the easiest. Normally it is also the function of the plant operating and maintenance team to maximize this. Usually higher operating and maintenance cost are associated with an increase in these parameters. A general principle that is applicable to plants and systems is that as the complexity increases, the total availability decreases. By simplifying the flow line it may be possible to reduce cost while at the same time increase the availability and utilization. The typical standard DMS flow line contains components that compensate for the variance in pump performance or for the inefficient recovery of ferrosilicon with additional equipment. The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. "This article describes the re-engineering principles applied in the design of a personnel transportation system for the Bafokeng Rasimone Platinum Mine in the Rustenburg area of South Africa. It incorporates conveyor belt travelling, chairlift operation, and also includes consideration of proposed changes/modifications to the existing conveyor belt infrastructure.The purpose of the project was to identify, through a process of evaluation, the appropriate option and/or combination of transportation options that would be safe in terms of personnel transportation as well as cost-effective. Alternative measures for transporting personnel (not using belt riding) would have a significant positive spin-off, increasing the availability of the belt and thereby increasing production. This paper explores the feasibility of interventions that would improve safety through eliminating risk associated with personnel transportation as well as contributing towards improving the mine’s position on the cost curve.The design in consideration at the Bafokeng Rasimone Platinum Mine consists of two shaft systems, namely the North Shaft and South Shaft, each comprising twin decline shafts. One of the decline shafts is equipped with a conveyor belt for rock and personnel transportation, and the other with a winder for trackbound material transport. The conveyor belt has been used for personnel transportation since the commissioning of the shafts. The conveyor belt is equipped with platforms for personnel getting off and on the belt and a number of safety devices designed to ensure safety while travelling on the belt. Intensive training in the practical aspects of belt riding is given to every person, and unsupervised riding on the belt is permitted only once belt riding competence is demonstrated. Despite this, the safety results were poor, with 106 injuries between 2006 and May 2013. Fortunately, no fatalities were reported during this period.An investigation of alternative means for personnel transportation or engineered solutions to the current conveyor belt infrastructure in the safest, most effective, and most economical way was therefore needed. There was a major risk of safety-related stoppages being imposed following another belt accident/incident. This would prevent the mine from transporting personnel underground by belt and result in major production losses. From the commissioning of the Phase 2 shaft deepening project on both shafts, dedicated chairlifts have been used for personnel transportation as opposed to the conveyor belt installed in the Phase 1 area. The chairlifts have been in operation since 2004 and no chairlift-related incidents have been recorded thus far. According to safety statistics, it is clear that the chairlift is the safer method for the transportation of people in the shaft.To fulfil the objectives/scope of this study, it was recommended that both primary (new chairlift decline with infrastructure) and secondary options (modifications to the current conveyor belt infrastructure) be considered for implementation on both the North Shaft and South Shaft to reduce or eliminate accidents/incidents as a result of belt transportation. The associated capital expenditure would be approximately R200 million. Considering the future impact on the business as a whole, this would definitely be capital well spent."

Most Australian longwall coal mines are currently working coal faces up to nine kilometres from the surface. In the event of a mine emergency walking this sort of distance wearing breathing apparatus becomes very difficult if not impossible. Self-rescue continues to remain the focus of mines rescue in Australian coal mines and this paper describes a vehicle modification which will improve the chances of a miner rescuing himself. Existing mine personnel transport vehicles are not designed to operate in some types of atmospheres that may be present following a mine fire or explosion event. An Australian Coal Association Research program (ACARP) funded research project recently completed in Australia has developed a specification for a vehicle that is able to operate safely in some types of post emergency atmospheres. During the course of this investigation, diesel and electric vehicles were examined prior to making a final decision on vehicle suitability. Based on the fact that there are already some 1500 diesel vehicles in use in underground coal mines in Australia it was decided that modifications to existing diesel engines would be the best option. This presentation will outline the proposed specification for the vehicle and the reasons behind the decisions that were made with respect to the specification.
