The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Active regulation adds pressure sources in the form of underground booster fans. Ventilation engineers are increasingly turning to analytical tools to assist them in the design and operation of ventilation systems. The requirements of today's and tomorrow's markets led to a new generation of facilities which handles large tonnages annually, loading them into larger vessels, at higher rates, efficiently and reliably, with minimum labor input, and significantly greater attention to the environment. A great variety of products are handled, including various grades of metallurgical and steaming coal, coke, iron ore in its many forms, shapes and moisture content, phosphates and fertilizer products, bauxite and alumina ores, limestone, sugar and grains, cement and many other products. When we examine the annual tonnages involved in these movements the economic value of handling these products on a bulk basis can be readily seen. Although nearly all these products have been handled by continuous bulk conveyors for many years, recent governmental response to environmental concerns require a re-evaluation of previous procedures. Most air pollution and emission control regulations and ordinances have recognized several specific sources of pollution. Detailed regulations and requirements have been developed concerning smoke emissions, emissions of visible air contaminants and particulate matter from power plants, heating plants, refuse burning equipment, coke ovens, steel furnaces, kilns, and other industrial installations. Although fugitive dust is also an environmental pollutant it is governed by regulations that are more general and therefore, more difficult to apply. A general definition of a "fugitive particle" is any matter which escapes or becomes airborne from an operation or which is emitted into the atmosphere without passing or being conducted through a flue, pipe, stack or other structure designed for the purpose of emitting air pollutants into the atmosphere. This paper deals with the aspects of fugitive dust emissions as they apply to shiploading. Fugitive dust emissions control is important not only because of environmental regulations but also to prevent the loss of valuable product, reduce housekeeping, and reduce breakdown and maintenance problems to land and vessel equipment. The utilization of blast furnace and BOF slags has long traditions and well-known applications in the building and road construction industries and in soil conditioning. The starting point for product development has been the basic physico-chemical properties of slags. This development has led to the almost 100% utilization of blast furnace slags and also considerable amounts of steel slags. While new methods and applications are continuously being looked for and developed in order to recycle and utilize all types of slag, there is at the same time an increasing debate over the exact nature of the slags, whether they are products or waste material, and whether they should be considered substances or preparations. These questions have emerged as a consequence of the environmental effects of the slags and current environmental legislation. The environmental effects of slags can be seen to be both beneficial and less beneficial. There is no doubt about their benefits in the road construction industry, as they allow significant savings in terms of natural materials and in transportation. It is also a known fact that using slags as fertilizers and in the cement industry leads to reduction in CO2emissions. The less favourable effects are the possible harmful emissions into the soil and groundwater. In this paper we describe the properties of slag products and their environmental effects according to investigations carried out in Finland. Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.

"A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

Several types of drainage structure providecost-effective environmental controls for water supply to Charters Towers and its mining industry. Drainage groves maintain bank-levee, channel, pool, and spring structures. Failure of drainage structures leads to anoxic fermentation of channel fill releasing residues, such as arsenic, which would otherwise pass harmlesly by fixed on sedimentary particles.Experiments along drainage structures indicate that productive agroforestry could be integrated with expeditious development of groves to cope with environmental change.

This paper outlines the results of a study of opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the sixty-seven responses received, about half were from mining engineers and half from environmental engineers. The results of the survey are outlined in detail. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

Sulphur-rich minerals such as authigenic pyrite (FeS2) are commonly associated with coal mine workings. Metallic elements such as arsenic (As), copper (Cu) and zinc (Zn) are enriched in the pyrite relative to their concentrations in the surrounding environment. Exposure of pyrite and coal to air and water results in a series of oxidation and hydrolysis reactions that are commonly catalysed by species of Thiobacillus bacteria. These reactions lead to a lowering of the pH in the drainage waters (acid mine drainage, AMD) and subsequent mobilisation of trace metals in environmentally significant concentrations. This study assesses the spatial distribution of As, Zn and Cu concentration in water in relation to pH and Eh (redox potential) downstream from the tailings at the Wangaloa opencast lignite mine in southeast Otago. This mine was abandoned in the late 1980s due to a decrease in the economic viability of mining the lignite. The area is showing the characteristic symptoms of AMD, which is detrimental to the health of several Pinus radiate growing on some of the tailings. The pH of the drainage waters can get as low as 2, and in some instances, lower, but it returns to near neutral (pH 6.5) up to 200 metres down stream from the base of mine waste piles. It is well documented that the atmospheric oxidation of pyrite is catalysed microbially, causing a substantial decrease in the pH of the drainage waters. Acidification is then counteracted predominantly by natural abiotic remediation processes occurring downstream.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

Environmental considerations are of increasing importance in determining the acceptability, schedule and cost of expansion ofCanada's uranium processing industry. Environmental considerations must be addressed in the early stages of facility planning. This results in a dilemma, as the process data needed to predict physical environmental impacts are not yet available from process design activities. Hence, a business risk is incurred if plant design is carried forward to meet these requirements prior to project (or site) approval. On the other hand, project scheduling normally mitigates against leaving process design engineering until such time as project approval is obtained. This paper examines the experience gained in Eldorado Nuclear's proposed expansion of refining capacity as viewed by an environmental engineering consultant. The history of the project and the relationship to process design functions in the two-year period prior to the Port Granby environmental hearings are reviewed. During the Port Granby public hearing, there was a consensus that normal operation of the proposed refinery could be successfully integrated with the site's natural environmental constraints. Moreover, the radiological impact from plant operations was demonstrated to be inconsequential. However, concerns were raised relating to plant upset and accident situations. These concerns are summarized. Process data requirements identified during the environmental hearings are discussed. Finally, the concerns for on-site burial of radioactive waste are reviewed. These concerns focussed on long-term stability of the waste in the presence ofgroundwater transport, erosion and glaciers. The AECB's position on waste management with regard to this project is reviewed in light ofthe implications for design.

Massive sulphide ZnPbCuAg deposits in the Halls Peak district of north-eastern NSW are of the submarine volcanogenic type. They occur as a number of small lenses enclosed in shale and epiclastic rocks, in association with felsic volcanics of early Permian age. The deposits crop out in steep terrain near the eastern edge of the New England plateau. Local relief of 700 m and slopes up to 50¦, coupled with an average annual rainfall of about 1000 mm has led to local severe land sliding in previously mined areas. Mining from the 1890s to the 1960s has also resulted in unconstrained drainage of heavy metal-bearing acid waters and physical dispersion of finer grained metalliferous sediments into the Chandler River. Waters emanating from the main landslide area, from underground workings and draining scattered unconfined stockpiles of massive sulphide ore have pH values of 3 to 4 and contain elevated contents of Zn, Cu, Pb, Cd and Fe. Chemical mobility of heavy metals into streams occurs under low pH conditions with Zn exhibiting the greatest dispersion. Increasing pH conditions downstream cause precipitation of Fe phases and coprecipitation of heavy metals. Physical dispersion of secondary metal-bearing minerals into the surrounding creeks results in wt% levels of Cu, Pb and Zn in the stream sediments thereby exceeding the regional background values by one to three orders of magnitude. Areas disturbed by mining are characterised by lack of vegetation, biomagnification of heavy metals into algae and lower plants, and partial recolonisation by metal-tolerant grass species (Snow Grass, Poa sieberana; Blady Grass, Lomandra longifolia). Rehabilitation measures will have to include landslide stabilisation, impervious sealing or removal of sulphidic materials, import of topsoil and revegetation by metal-tolerant, slow-growing native grass and shrub species.

In all the industries that require blasting operations using explosives, there exists numerous unwanted side effects of the blast which may pose as environmental hazards. These hazards face prominence, especially in India, where there are very stringent rules and regulations governing the use of explosives. The environmental hazards associated with blasting operations as a whole can be tacked successfully to a certain extent depending upon the ultimate expectations of ,the post-blast effects and the limitations of the environmental obligations as specified by the authorities from time to time and from place to place. The main parameters which require attention to limit the post-blast results to the optimum level are ground vibrations, dust pollution, gas pollution, air blast effects, noise pollution & fly rocks etc.
