Underpinning of a structure has been traditionally expensive, time consuming, and, in many cases, caused as much settlement to the existing structure as it was trying to prevent. As underpinning is normally one of the initial tasks and on the critical path on a construction project, there is immense pressure on the subcontractor to speed up his operation so the new structure can proceed; this can cause an adversarial relationship to develop between the owner, engineers, general contractor and subcontractor. Since its introduction to the North American market in the late 1980's, Jet Grouting has not solved all these problems, but where utilized, has shown economical benefits, a faster and safer installation, and a minimal movement of the structures being underpinned. A history of the development of jet grouting is presented; a comparison of this technique versus other grouting methods, a description of the jet grouting system with emphasis on the triple rod systems; case histories of jet grouting used for underpinning and conclusions and references are included to follow the program's themes of: - Recognizing Solutions to Today's Problems - Defining Tomorrows Challenges - Putting America on a Solid Foundation

Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

The title of my talk, "What Happened to the Uranium Boom?" is old news. Certainly it is for this group. All of us that make our living in uranium know that the boom of the last half of the 1970's is over. U.S. production has been exceeding consumption by more than two to one. Mines and mills are closing and yellowcake prices have been dropping for over 20 months. The gloomy outlook for the industry in the near term has been well documented by soothsayers of various descriptions, your daily newspapers, and in the Nuexco Monthly Reports. I'd like to attempt to describe the next upturn in the market (speculate, really) based upon the clues we're seeing now. In order to do that, I'd first like to go over briefly, some of the market factors that contributed to the recent price drop and resultant production cutbacks, and then hypothesize on the way these factors are changing and will change. Market prices are greatly affected (maybe even entirely determined) by buyer perceptions. This is particularly true with uranium, because of the long lead times associated with nuclear plant construction and also with conventional mine/mill development. Before the price rise (say, 1975) utility uranium buyers believed that: 1) U.S. producers would have difficulty expanding to meet U.S. demand. 2) Australian and Canadian production was essential to avoid shortages in the early 1980's. 3) Uranlum prices would continue to rise as demand exceeded supply. 4) Enrichment capacity would become inadequate. It was thought necessary, therefore, to build enriched inventory in the early 1980's for use in the late 1980's. Artificially accelerated expansion of the uranium producer industry was necessary to accommodate anticipated enrichment demand. Current perceptions are largely the opposite. These are the beliefs that were held most of this year and late last year as prices dropped. 1) U.S. production is far in excess of domestic need. Contraction of the U.S. production lndustry is necessary. 2) Canadian and Australian supply is optional and not essential. Producers in those countries are expanding mainly by displacing higher cost production and not because they fill a void, 3) Prices may be essentially stable for some time. 4) Enriched uranium is in excess supply. That is 1981. 1982 is shaping up to look like this: 1) Prices will have bottomed out. (That is not Nuexco's opinion necessarily, by the way, but it is my opinion.) 2) There will still be substantial utility inventories, but fewer spot sales. 3) Canadian and perhaps Australian sellers will have made substantial sales in the U.S. and will be aggressively seeking more. 4) U.S. production will have been dramatically curtailed. U.S. utilities that wish to con- tract long term will have difficulty in finding domestic sellers. Concern will develop about the availability of U.S. production capability. Virtually all long term con- tracts signed will be with non-U.S. sellers. 5) An awareness will begin to develop among U.S. buyers that we are approaching a period of dependence upon foreign uranium (which will be true). The history of the uranium market has been one of dramatic changes and overreaction to those changes. The rapid price rise of a few years ago generated excess U.S. production capacity and the rapid price drop of the last two years will almost certainly result in too little capacity. It will soon be difficult for U.S. buyers to buy domestic material except on the spot market. The question is, "will they care?" The lack of demand, of course, is the underlying reason for the current poor health of the uranium industry. In 1972, 1973 and 1974 collectively, there were 105 nuclear reactors ordered in the U.S. That ordering rate was expected to continue and accelerate throughout this century. In 1975, 1976, 1977, 1978, 1979, and 1980 altogether, there were 56 more reactors cancelled than ordered. The net growth of our only customer since 1974 has been a negative 56. TO put this in perspective, if these 56 reactors were operating now it would more than double present U.S. uranium consumption. Underlying lack of demand is something that is simply not going to change in this decade. Time is going to be required. The NRC indicates that the maximum feasible number of new reactors that can be licensed each year is six. That would increase uranium consumption by only 10% per year. New reactors, if ordered tomorrow, would not generate new uranium demand until after 1990. Two great revolutions in mining occurred during the 20th century. The first took place almost 100 years ago (1903-1905) with Daniel Jackling’s experiment in the economies of scale for large-scale mining at Bingham Canyon. Jackling’s ideas changed the focus of base metal exploration toward lower-grade, high-tonnage deposits. The second revolution was the impact of environmental and social concerns on mining. It started near the end of the 20th century and is still under way. This article speculates on the effects of this second revolution on the future of mineral exploration.

Determination of optimal blast parameters have been the priority act for blasters on the field due to financial and technical properties of the operation. Therefore many researchs were done to establish a general formula for many years. These intends could reach some empirical and numerical design frames consisting the rock, geology and explosives properties. Blasting parameters have to be adjusted according to the desired fragmentation rate especially on the mines where particle size distrubition after blasting has a great importance. Therefore the blast designs have to be evaluated considering the particle size distribution after the blasts. The Kuz-Ram model which was modified by Cunningham is one of the tools for estimating the particle size. Although it doesn’t give an accurate result, it can be very succesful on modifying the blasting design parameters by establishing a back correlation between the blasting parameters and the exact particle size distribution results which can be easily achieved by digital image processing system. Within the scope of this study, the particle size distribution after blasting was assessed by Split-Desktop digital image processing system and bench blasting parameters were studied considering the desired particle size distribution at Espey colemanite mine using Kuz-Ram and digital image processing system combination to determine the specific blasting parameters for this site.

19 papers were allocated to this session by the paper classification committee, 8 related to bored piles, 5 to continuous flight auger piles (CFA piles), 3 to slurry trenches, 2 to both bored piles and slurry trenches, one of them also dealing with root piles. There were no papers dealing with root piles only, as root filling is a different technique. One paper concerns sheet piling (Table 1). Table 1. Although the technology involved in removing material from below the earth's surface has a long history, communication systems in underground workings are relatively new to the industry. Communication equipment did not begin appearing in underground mines until the early 1900's. Figure 1-1 shows a miner using a Western Electric standard telephone set for underground mines in 1913. These early phones were essentially the same as those used aboveground, except that they were enclosed in cast-iron boxes as protection against moisture, acid fumes, and gases.

It is just over 100 years since the practice of blowing small bubbles into a mixture of ground ore and water revolutionized the mining industry, resulting in uneconomic deposits becoming highlyprofitable mines, along with the inevitable lawsuits over this new technology called froth flotation. To this day, the viability of many mining projects rests largely with the ability of flotation to effectively capture the valuable minerals and reject wastes. Remarkably, bubble behaviour in flotation has not been well understood until very recently with the advent of new sensor technologies that can be brought directly into the operating plants. This presentation will review the importance to the mining industry of understanding bubbles, highlight these new technologies and illustrate, with examples, how paying attention to your bubbles will pay off.

1.1 The parties agree to submit all claims, disputes or controversies arising out of, or in relation to, the interpretation, application or enforcement of this agreement, including dispute resolution procedures, to sequential mandatory discussion, mediation and arbitration for resolution of all disputes before, and as a condition precedent, to self-help, arbitration, judicial action or other remedies. This mandatory procedure will resolve each dispute within one-hundred (100) calendar days. Any deadline falling on a federal holiday or weekend will be the next working day. Breach of this disputes process shall constitute a material breach of contract for which the aggrieved party may recover all costs, including attorneys fees, interest and other expenses necessary to resolve the dispute through litigation. "The number of High Pressure Grinding Rolls (“HPGRs”, also called Roller Press) installations instead of tertiary crushers is rapidly increasing. The technology has been largely accepted in the minerals industry and benefits, such as superior energy efficiency and a lower overall operating cost compared to alternative technologies, have been demonstrated at a number of operations throughout the world.This paper focuses on coarse hard ore operations and reviews the successful installation of the first Roller Press installed instead of a tertiary crusher at the Los Colorados Plant of CMH (Chile) in 1998. It details the experience obtained over the past ten years of operation from commissioning to the present day. It highlights examples of further developments made in the design to improve machine maintainability and availability as well as wear life of the grinding surfaces.A second focus lies on procedures to derive from small scale testing material properties such as wear life, flake formation and strength and their application to industrial size machines to optimize circuit design, especially when Roller Presses are used in closed circuit with screening.INTRODUCTIONRoller Presses (also known as HPGR, High Pressure Grinding Rolls) are considered today state of the art for the preparation of pellet feed. They are also gaining wide acceptance in coarse ore operations. One of the first successful operations in which a roller press was used to replace a conventional tertiary and quaternary crusher is the Los Colorados plant of CMH in Chile.When the Roller Press at Los Colorados was commissioned in 1988, there were 169 Humboldt Wedag roller presses in operation throughout the world. Of these, 14 were installed in the minerals industry. However, these were installed mainly for grinding pellet feed to increase the Blaine value. Up to that time, only three KHD roller presses had been applied for crushing coarse ore in specialized circuits. Moreover, the installation at Los Colorados was the first Roller Press ever to replace a conventional tertiary and quaternary crusher in a hard ore application."

Cementation Foundations Skanska Ltd encountered many significant challenges in designing and constructing the foundations for the LNG (Liquefied Natural Gas) tanks and associated structures at the Isle of Grain, Kent, UK. With LNG cargo ship levels fixed by the adjacent English Channel, the platform could not exceed critical thickness in order to achieve final grade level, so a safe and efficient working platform for construction equipment on extremely poor alluvial soils was designed and installed. The detailed pile design also required particular analysis of the pile group behaviour and considered seismic load cases not usually associated with UK pile design. Continuous flight auger (CFA) piles were the chosen foundation solution and design was verified through preliminary and working pile tests both axially and horizontally. Contaminated land and existing foundations from a previous oil terminal meant that removal of spoil was extremely costly so specific measures were taken to minimise the off-site disposal. The management of a package of general Civil Engineering in addition to the piling scope, coupled with an unrelenting production program has forced a raising of the bar for this foundation technique.

The 11th Annual Mineral Economics and Management Society (MEMS) conference was held April10-12, 2002, in Montreal, Quebec. It consisted of a series of technical sessions. Each paper addressed the economic issues that are related to the changes that many people believe are now required in the mining industry. Some of the papers were directed at how the mining industry will handle the changes that will be required in its philosophy and operations management. Of equal importance was whether the industry possesses the toolkit necessary to effect these changes and emerge stronger from its challenges.

More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

APPROXIMATELY 3500 people thronged the Hotel Statler from February 18 to 24 for the 173rd general meeting of AIME. It was a technical extravaganza in that 82 technical sessions were held, at which 500 authors presented some 350 papers. Fortunately, Jerry Peirce, outgoing President, didn't have, to preside at all the events although after his year's stint as President, he has more than a nodding acquaintance with some of the latest problems in the mining, metals, and petroleum industries. Although the Welcoming Luncheon on Monday noon was the official opening of the meeting, Local Section Delegates and the Board of Directors convened on Saturday and Sunday, respectively. The large attendance and business like demeanor of these two groups was in accord with the energetic and competent service they have rendered the Institute through the year. To the applause of engineers and their wives who thronged the grand ballroom of the Statler for the Welcoming Luncheon, President Peirce introduced Oliver B. Hopkins, president of the Canadian Institute of Mining and Metallurgy and C. Gerow, secretary of CIM. Dr. Hopkins brought greetings from the CIM and expressed his satisfaction in the splendid spirit of cooperation that exists between the two Institutes. Dr. Hopkins is president, Interprovincial Pipe Line Co., Toronto, and counts as a close personal friend M. L. Haider, who is the 1952 President of AIME and lately of Toronto where he was a director and general manager of Imperial Oil Ltd. Mr. Haider will be known shortly as Mike to thousands of AIME members as he makes his Local Sections presidential tour. There was a pause in luncheon proceedings when Judge Harold R. Medina arrived amid the applause of the audience and somewhat breathless from his trip via motorcade from an antitrust trial against investment bankers at the courthouse downtown. With the Judge at his elbow, President Peirce took the opportunity in his introduction to good humoredly chide the Judge for the vixenish habits of public servants in their treatment of astute businessmen. The successful inventor who patents his inventions is a monopoly; the copper manufacturer who buys his competitors a drink is in collusion; but the business failure need only look to the government for a subsidy, Mr. Peirce pointed out. In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

In the spring of 1977, Revenue Canada announced its intention to proceed in 1978 with a plan to impute a taxable benefit on interest-free and low-interest loans provided to employees. Such loan arrangements are often an important aspect of the compensation packages provided by many companies to their employees. Since the original announcement, there have been many submissions to Revenue Canada opposing this change, and the Finance Minister has now brought down a compromise solution with the introduction of a proposed amendment to the Income Tax Act. The amendment, which would not take effect until the 1979 taxation year, would require an employee, a shareholder or a related person to include a benefit in income measured as the difference between the interest on any such loan computed at bank prime rate and any interest actually paid. Only the amount of such a benefit in excess of $500 in a particular year would be required to be included in income. Of particular interest is the exclusion from these benefit rules of loans up to $50,000 in respect of the purchase of a house on the relocation of an employee and loans provided for the purchase of shares of an employer corporation.
