[SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

One of the greatest factors in our industrial development is cheap and convenient power. Long-distance electrical transmission has now reached such a stage that it is feasible, and practicable, to utilize the water-power of the country which was heretofore too remote for consideration. In all of the changes of energy from its various sources to its electrical applications, water-power stands pre-eminent in point of economy. Power-users the world over have endeavored to utilize this force in preference to any other, and until long-distance transmission was found practicable it seemed that every available water-power in this section of the country was doing its full share for the benefit of mankind. The success of each great industrial development has been clue in a greater part to some one man one who is just a step in advance of the rest in his particular field; one who is able to grasp a situation and foresee possibilities; and, above all, one who has that indomitable pluck and perseverance which sees in each obstacle one more step toward success. Such a mail is Eugene L. Ashley, for it was through his efforts that the development of the greatest power on the Hudson river was made possible. For several years prior to 1897 the various properties along the river between Glens Falls and Palmer Falls were in the hands of speculators. These men knew the value of waterrights, but they had not the ability to assemble the properties and finance such an undertaking. In 1897 Mr. Ashley began buying these water-rights, and, after two years of litigation, title mas secured to all of the properties along each side of the river, and the Hudson River Water-Power Company was organized to construct a dam and transmit power to the surrounding cities and villages. This paper shares the experience of the Alberta Energy and Utilities Board (EUB) Field Surveillance Branch over the past few years in building relationships with Aboriginal communities. Our goal is to provide and encourage best practices that may benefit you and your organization and result in strong, mutually beneficial relationships with a focus on Aboriginal communities. Historical information provides insight that aids in establishing effective working relationships with Aboriginal communities. An important component is appreciation of the perspective of these communities, which is achieved through awareness training. The use of local Aboriginal resource people as part of the training is recommended. A plan that is supported by management and staff is essential and lays the foundation for successful relationships. However, the plan must be flexible enough to change as circumstances warrant. The concept of having local people in communities address local issues is essential. This ?grass roots? approach, combined with the goal of exceeding a community?s expectations with respect to addressing issues, will go a long way to establish trust and credibility. Measuring the effectiveness of this work is the final building block to complete the picture.

During ore body modeling normally additional samples are required to improve resources evaluation and mining planning. At this stage one rises the question about where additional samples should be located. Regular sampling pattern seems to be a reasonable choice, since all the regions within the deposit receive the same number of samples without a clear clustering. Nevertheless, values for certain attributes (grades for instance) from a mineral deposits may behave more erratic in some regions than others. Consequently, by adding samples to these regions could bring more benefit for reducing the uncertainty related to a transfer function such as Net Present Value (NPV), instead of adding samples to location of low grade uncertainty. Thus, for a given number of additional data, the test of a regular pattern and a pattern which add samples on areas of high uncertainty of the attribute of interest is worth. This paper presents an algorithm that allows the construction of these two patterns, automatically, on a software commonly used in the mining industry. The algorithm leads to a fast analysis on the efficiency of the two patterns in reducing the uncertainty associated with a transfer function.

Blast optimization in open-pit operations is a task that often remains at a theoretical stage. Indeed, when it comes to operational blast design and onsite implementation, time restrictions and field conditions make it difficult to execute a planned pattern accurately and optimization according to local conditions is even more difficult. For example, adjusting a drill pattern to a complex face geometry is not something that can be easily undertaken on site. Blasters and engineers will do their best trying to distribute boreholes over the bench and even then, it can take them hours to achieve an acceptable layout. Similar situations occur with delay sequences, when trying to adjust them to address selectivity or vibration issues. For these reasons, operational blast design will often remain at a very basic level and the required adjustments are laid aside due to the difficulty of implementing them on site.

The Alimak mining method was introduced at the David Bell mine in 1998 to extract an otherwise uneconomic and inaccessible reserve. The success associated with the extraction of these reserves led to major expansion of the method. To date, results have been extremely positive in terms of grade control, reduced dilution, stope recoveries, productivities and mining costs. It is hoped that through further development of the method at David Bell mine we will continue to see positive results in these areas and be able to increase mineable reserves to include proven resources that do not currently meet the criteria of our current stoping plan.

"Alkali/alumina and MgO/alumina molar ratio plots graphically portray both chemical and mineralogical changes accompanying potassic, phyllic, argillic, chloritic, and alunitic alteration of quartz monzonites and granodiorites hosting porphyry (as well as lode and greisen) ore deposits. The molar ratio plots can be used to identify different types of alteration. In most cases, the identification based on molar ratios coincides with petrographic data. In those instances where the molar ratio and petrographic identifications do not agree, the mineralogy might need to be re-examined. Hydrothermal alteration studies using trace elements could benefit from the application of complementary alkali/alumina molar ratio plots.Le diagramme des rapports molaires alkali/alumine et MgO/alumine illustre clairement les changements chimiques et minéralogiques qui accompagnent les altérations potassique, phyllique, argillique, chloritique, and alunitique des monzonites à quartz et des granodiorites encaissant les gîtes de type porphyrique, ainsi que des veines et des greisens qui leur sont associés. "INTRODUCTION Wright Engineers Limited is active and has extensive experience in the design of pressure oxidation plants for the treatment of refractory gold ore and concentrate. In addition to the Mercur oxidation facility, similar projects undertaken during the last few years include the 3000 ton per day acid oxidation plant for the Getchell Mine, Nevada, a concentrate treatment autoclave for Asamera in 1984 and a feasibility study of a 50-tons per day autoclave plant for Consolidated Professor's Duport property in Ontario. The Equity Silver antimony and arsenic precipitation autoclaves, and the low pressure autoclaves at Key Lake Uranium in Northern Saskatchewan were also engineered by Wright in recent years.In August 1986, Wright was retained by Barrick Resources (U.S.A.) Inc. to add a 750 tpd pressure oxidation circuit to the existing mill at their Mercur Gold Mine, Utah. This paper describes this facility and outlines the start up in the spring of 1988 and subsequent successful operation. MERCUR OPERATION The Barrick Mercur Gold Mine is located at the south end of the Oquirrh Mountains in Tooele County, Utah. The carbon-in-leach (CIL) process plant camnenced operation in 1983 with a design throughput of 3000 tpd and has since been expanded to handle rrore than 5000 tpd. 'IWo ore types are mined, an oxide ore and a refractory ore, which is by Barrick's definition ""an ore from which less than 60% gold extraction is achieved by a standard CIL amenability test."" Typical of many sulphidic/carbonaceous ores, the refractory gold does not respond well to the cyanidation process. As a result, refractory ore has been stockpiled since the start of mining. As of June 1987, Mercur had about 570,000 tons of refractory ore stockpiled and 5.7 million tons of proven and probable reserves, grading 0.06 oz/t including approximately 3.5 million tons of tailings from the previous operation grading 0.55 oz/t. In 1986, Barrick decided to build a 750 ton per day pressure oxidation plant to process these ores. The process, for which a patent was granted, comprises pressure oxidation of the sulphides in an alkaline environment. It was developed in 1981 but was set aside in preference of a CIL plant treating only oxide ores by the previous owner of the property, Getty Oil. This process is capable of increasing gold recovery from the refractory ore from as low as 35% by conventional CIL processing to more than 85%. In 1986 Wright Engineers was engaged to undertake a feasibility study based on batch testing. This lead to a decision by Barrick Mercur later that year to build the commercial pressure oxidation plant. Wright was awarded the contract for engineering, procurement, construction managernent and commissioning in March 1987. The plant was mechanically complete in January 28, 1988, and was in operation by February 1988."

Soda roasting of concentrates from Mouat, Montana, was performed in a temperature range of 450 to 650 degrees C and chromium was solubilised by water leaching at room temperature. It was found that high extraction yields of chromium were primarily dependent on the conversion of Cr3+ to Cr6+ during the roasting step, and this was enhanced significantly by simple attrition of chromite particles during this step. Gangue impurities (mainly Si) were more detrimental to Cr extraction than lattice impurities such as Al or Mg. It appears that oxidation proceeds into grains along a preferred crystallographic plane in the cubic lattice of the chromite. The health of the industrial minerals industry appears to be improving year by year. In fact, preliminary information suggests that only three commodities (asbestos, bromine, and sulfur-other) failed to show a production gain in 1984 over 1983. In 1983, 10 commodities failed to post gains and six remained constant. The total value of industrial mineral production in 1984 was $16.7 billion, up $1.4 billion from 1983. Cement, clays, gypsum, and crushed stone production increased. Since these are used in housing and construction, this suggests these industries are moving out of their recent doldrums. Barite and clay production also improved in 1984. Local US barite production, however, still has a long way to go to attain the 1981 high of 2.6 Mt (2.9 million st). Barite imports remain high. But they are not as high as the 1982 importation of 2 Mt (2.3 million st). Bentonite production in 1984 increased 20% in volume and 25% in value over the previous year. This suggests improvement in the drilling industry and an increase in demand for iron ore pelletizing grades. All in all, the industrial mineral industry is alive and well. And it shows signs of great improvement in the next few years. Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. On October 16, 1978, the Harnback open cut of Rheinische Braunkohlenwerke, the largest open cut ever planned, was officially put into operation. It will outperform all of the large open cuts known at present, both in its dimensions and in its annual output of overburden and coal. Present plans are to commence coal mining in 1983, although target production will only be achieved in 1995when the annual output will be 50 million tons of coal. Considering an overburden: coal ratio of 6: 1, this will involve the removal of approximately 300 million bank cubic metres of overburden. For overburden removal and coal mining, this open cut will use bucket-wheel excavators exclusively. It is planned to employ eight excavators with a daily output of 240,000 bank cubic metres each (Fig. 1). The transport of the overburden and coal to the dump and the power station, respectively, will be effected by 30Q0-mm-wide conveyors, running at a speed of 6 m/sec. The overburden will be dumped by spreaders having a boom length of 100 m, capable of dumping 240,000 bank cubic metres per day (Fig. 2). Such giants, of course, can only be used for extreme conditions . Their employment indicates that huge quantities of material can be handled economically for long periods. However, the use of bucket-wheel excavators is economic when daily outputs of 5,000 bank cubic metres are involved, in particular if direct backcasting of the overburden is not possible.

A substantial proportion of current and historic West Coast gold production comes from deposits situated around the margins of æice ageÆ glaciers. Gold has been eroded and transported by glacial ice then deposited in till and outwash gravel. The interplay between fluvial and glacial processes, climate, basement geology, tectonic uplift, sediment supply and sea level dictates many aspects of the development of the West Coast landscape. The way in which the external forcing factors interact is crucial in determining the gold content of placer deposits in this region. The following is an outline of some of the factors that influence the gold distribution in vicinity of glacial margins.

Detailed characteristics of gold from Pliocene auriferous quartz gravels from Waimumu (Southland) have been studied using a combination of optical microscopy, energy dispersive microprobe analysis and scanning electron microscopy techniques. The gold at Waimumu is classified as either: 1. detrital gold, or 2. irregular gold. A number of different morphologies a recognisable within each 'gold type'. Evidence is given for an predominently authigenic origin for some of the gold at Waimumu.

The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

A floating gold dredge operating in coarse alluvial gravels of the Grey River on the west coast of the South Island, New Zealand, generated high concentrations of clay and colloidal particles in the dredge pond, which entered the groundwater system. Sampling was carried out at depths down to 20 m and it was found that variation of the length of the flow path occurred because of the movement of the dredge towards the piezometers. The alluvial gravels, the suspended sediments, the groundwater system and the water chemistry were all studied. Sediment concentrations were found to be highly variable with depth, but the relative concentrations in the depth profile were generally consistent as the flow distance shortened. The sediments were extremely fine and travelled further through the gravels than predicted. Comparison of field results with the available theory of deep filtration in clean beds of porous media gives some basis for estimating the behaviour of fine sediments in other alluvial systems
