A total of 17 mine gallery fire tests (23 including sub-tests) were completed during this report period (10/1/76 - 11/30/77), directed at identifying a hazardous timber-set fuel-loading in a mine passageway that is otherwise free of combustibles. Results of these initial tests show that the capability of a particular fuel loading for propagating a fire is dependent upon the imposed ventilation air velocity and the ignition intensity, although this dependency needs to be better defined. It is also apparent that care must be taken when relating gallery test fire behavior to actual mine fire behavior, because of the restrictive length of the gallery. Present data indicate that some modification to the instrumentation scheme may be advantageous before proceeding with future tests.

The low production rates associated with the underground metal mining industry have received considerable attention during the last decade. A number of significant technological advancements, in the form of new equipment, have taken place to improve the economics of ore production. Unfortunately, an extremely important factor in the equation -- the operator protection and safety -- continues to receive a low priority. The underground metal mining industry has one of the poorest industrial safety records in the United States. Equipment operators are constantly being placed in hazardous situations. Even one fatality is one too many. All of us bear the responsibility to eliminate it. This project is one of the important steps currently being undertaken by the U.S. Bureau of Mines to improve the operational safety of seven major pieces of ore handling equipment commonly used in underground metal and non-metal mines. The objectives of this study are; (a) to identify the existing hazards associated with the operation of the specific equipment, and (b) to recommend practical solutions that will minimize these hazards and reduce operator injuries. These recommendations are to be in the areas of equipment design improvements, additional operator protection and warning devices, equipment operating procedures and any modifications to the existing safety regulations.

This study relates to continuous face haulage systems in underground coal mines, and was performed by Joy Manufacturing Company for the U. S. Bureau of Mines under the Bureau of Mines Contract No. HO 242025. The effective starting date for this work was June 14, 1974. There were two main reasons for making this study, the first being to find a safer system to move coal away from the face than the currently predominant shuttle car system, and the second being to seek ways to advance the state-of-the-art of continuous face haulage as a means of increasing coal production.

An investigation was conducted of the use of a mechanical rock splitter as the primary means for rock fragmentation in underground hard rock mining systems. Analyses and scale model tests showed that reasonably sized splitters that could be mounted on the booms of conventional drill jumbos were capable of fragmenting over a ton of rock per cycle. Detailed drill-split mining systems were developed for entry development, room and pillar, bench mining, and cut and fill mining. Economic analyses of these systems showed them to be generally competitive with conventional drill-blast methods. Except for bench mining, drill-split offered substantial cost savings over drill-blast. The investigation also included a technical evaluation of the mechanical splitter, an analysis of health and safety, and a determination of the potential applicability of drilling and splitting.

This report summarizes the work performed under the USBM Contract No. J0245001. The purpose of this work was to expand and improve the scope and accuracy of the method developed under USBM Contract No. J0113056 for the prediction of the number of overexposed workers in the mining industry. A significant portion of the noise data were acquired during mine visits-that took place in the-course of this contract. These data were obtained with time-resolved dosimeters which among other things store a time history of the sampled noise for an eight hour work period. The remainder of the noise data have been obtained from MSHA files and from other BoM-sponsored projects. The report reviews the prediction model, discusses the model's assumptions and approximations, describes the function of the developed software, offers typical examples on the use of the software and includes plots of the newly acquired noise data records.

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. This report describes a study of the factors which affect medium voltage (661 - 1000 volts) and high voltage (1001 - 7500 volts) trailing cable couplers for use in underground coal mines to connect trailing rabies. Improvements in quality, dependability, and safety of medium and high voltage couplers are presented in the form of requirements for couplers. The results of an investigation of high voltage trailing cable coupler design and of whether trailing cable couplers must have a metallic shell as required by CFR 30 part 75.805 are presented. Conclusions and recommended research programs are included that describe the present situation and future development approaches.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

Southeast Alaska's mining industry has come to life after nearly 50 years of relative dormancy. Commencement of operations of the Greens Creek Mine in 1989 marked a turning point in the industry as the first large scale mining operation in the region since closure of the Alaska-Juneau Mine in 1944. The Greens Creek Mine is now the nation's largest silver producer. Other large scale mining projects are now on the drawing board, including development of the Kensington Mine and reopening the Alaska-Juneau Mine, which could become North America's largest underground gold mine. The region's mining industry includes more than these large scale projects, however. For example, a significant level of mineral exploration occurs each summer in Southeast Alaska. In addition, mining operations in British Columbia and Yukon Territory are generating jobs and income in Southeast Alaska.

This report describes the results of a survey of current blast area guarding procedures at surface and underground metal/nonmetal mines. It features five case histories (two surface and three underground mines) of blast guarding methods considered to represent the best systems in use in the U.S. Mining Industry. Elements of an effective blast guarding system are presented along with recommendations for improvements in current blast guarding practices. Industrial and military surveillance and detection technology was reviewed to determine if parallel technology exists for immediate application to blasting site security. While it is concluded that immediate transfer of industrial security technology will be limited, a number of recommendations are advanced for new research to adapt some of that technology for application to the mining environment. Two research areas considered to offer the most potential for improved blast guarding are presented. They are, computerized personnel tracking and blast area intrusion detection using infrared, microwave or E-field type detection systems.

The workshop on "Cyanide Effluents from Mineral Processing' was held on February 2-3, 1982, at the U.S. Bureau of Mines, Salt Lake City Research Center, Salt Lake City, Utah. The workshop was sponsored by the minerals industry, supporting industries, the National Science Foundation, and the U.S. Bureau of Mines through the Utah Mining and Mineral Resources Research Institute, College of Mines, University of Utah Prior to the workshop, a Working Paper was prepared and delivered to the participants. This paper was used as a guide during panel discussions and forms the basis for this proceedings document. The workshop focused on use of cyanide as it relates to the gold and silver mining industry and the froth flotation processes employed by mineral mining companies. Its intent was to discuss "state of the art" technology and provide information pertinent to cyanide use in the minerals industry. No attempt was made to advocate regulatory limits or set policy governing the use of cyanide. The principal topics of discussion included- (1) the chemistry and use of cyanides; (2) control and treatment of cyanide mining wastes; (3) toxicity of mining wastes; (4) fate of cyanide in the environment; and (5) the analytical chemistry of cyanide.

The electromagnetic noise that exists in a mining environment is quite severe and was shown to have been reasonably well documented by a number of researchers in the Phase I Report. The noise levels are such that prudent communication design requires the careful use of all the electromagnetic noise data available. A comprehensive survey was undertaken to determine techniques used in various industrial environments to achieve secure communications in the presence of electromagnetic interference. The techniques were given in the Phase I Report and are rudimentary, but have produced reasonably good results. A number of these techniques could be applied to the mining environment.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

This program was a four phase program with experimental dual frequency equipment resulting from Phase I, emergency single frequency equipment developed under Phase II, and equipment documentation required under Phase III. A technical and economic study was made of the feasibility of establishing an underground hydraulic coal mine in the Wilkeson-Carbonado coal field approximately 25 miles southeast of Tacoma, Washington. The deposit contains reserves of more than 200 million tons of generally high quality metallurgical coal. It is located in nine seams of minable thickness in a complex, folded and tectonically disturbed set of anticlines and synclines. Typical dip angles are up to 60°, with minable seam thicknesses of 6 to 17 feet. A mine plan was made for a 2 million TPY mine (clean) using two shafts to access the deposit to a depth of 2500 ft. The mining method uses monitor jets to break coal by sublevel retreat mining, fluming to a sump and pumping the minus 0.25 inch coal to the surface and to a preparation plant. The plus 0.25 inch coal is hoisted by skip. Cleaned met coal would be shipped by rail for export. A middlings product would be sold as thermal coal. Assuming a coal price of $48 per short ton (FOB the mine) for the met coal and $35 for the middlings, the return on investment is estimated at 20% after taxes. The many uncertainties about the geological conditions and the specific mine design parameters make the economic analysis and conclusions somewhat tentative. A second mine could also be developed in the eastern section of the reserves to produce 1 million TPY of clean coal and is expected to have similar economics. Recommendations are made for a Test Mine and a Pilot Mine leading to a production mine.

This report describes a 4-inch diameter borehole probe which contains a low light level TV camera, magnetic compass, light illumination source, bottom/water detector sensor and a pointing angle sensor. The camera viewing angle is at a right angle to the probe's body. All data from the sensor is multiplexed into the closed circuit camera video for transmission on a single 50 ohm coaxial cable to a surface control unit. Likewise control of the probe's power, zoom lens, focus, panning and aperture is accomplished via a down-link multiplexed on the same cable.

Marine disposal of mill tailings has been practiced worldwide for over a century. However, only recently have the environmental effects of marine disposal been systematically studied. Some early attempts at marine disposal of tailings resulted in adverse impacts to marine life. However, recent advances in tailings disposal methods have included the introduction of engineered submarine tailings discharge systems, advanced environmental assessment and monitoring methods, and oceanographic modeling systems. Successful submarine tailings disposal (STD) has occurred at several mines. The U.S. Bureau of Mines (BOM) has undertaken studies of the disposal of mining and milling wastes in the marine environment. The BOM Alaska Field Operations Center, Juneau, initiated a review of the technology, regulations, and economic aspects of STD. The review illuminated the need for organization of literature on the subject, therefore the Bureau compiled this extensive bibliography on marine disposal of mill tailings. The bibliography presented here contains 1483 references and is also available through diskette in the Word Perfects format. A review of the references indicates that literature on submarine disposal inadequately covers the subject. The majority of the references listed only peripherally relate to the subject. Published literature on the engineering and environmental aspects of STD is severely limited.
