Conditions in the South African market relating to atmospheric emission control has changed dramatically over the last 10 years. Companies have become more responsible, environmentally aware, and have to comply to more stringent environmental limits set by legislation. This paper describes briefly the current best available atmospheric pollution abatement technologies relating to particulates, acid gases, NOx, acid mists, aerosols, mercury, dioxins and furans. Mention is also made as to the best practices for product work-up and waste product disposal.

Cyanidation processes for the extraction of gold or silver frequently involve the processing of sulfur-containing solids which react with cyanide to form thiocyanate. The formation of thiocyanate is an undesired side-reaction, and in many cases thiocyanate formation results in a prohibitively high cyanide consumption. With the increasing number of gold and silver mining projects which involve the processing of sulfide ores or concentrates or which utilize a biological sulfur oxidation process, more attention has been focused on minimizing thiocyanate formation and in treating solutions to eliminate toxicity associated with thiocyanate. Though not yet commercially applied, there are several technologies available to recover cyanide from thiocyanate to both reduce tailings toxicity and allow the reuse of cyanide otherwise lost to thiocyanate formation. This paper presents an overview of technologies available for recovering cyanide from thiocyanate along with estimated operating costs for the technologies. Pilot testing data suggests that in some cases, cyanide can be recovered from thiocyanate for approximately the same cost as newly purchased cyanide.

For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. Measured in Btu terms, the industry is the country’s leading energy producer and an important exporter. Foreign coal sales yield annual proceeds of about $4 billion. Coal’s one-fifth share of the nation’s energy consumption is nearly as high as that of natural gas. Coal is the electric utility sector’s principal fuel supplier. It accounts for about55% of the electricity generated at power stations.

Recent developments in circulating fluidized bed (CFB) once-through supercritical technology (OTSC) have enabled this technology to be offered as a utility-scale alternative competing head-to-head with pulverized fuel (PF) OTSC offerings. One clear example is the CFB supercritical unit at the Lagisza Power Plant in Poland, owned by PoludniowyKoncernEnergetyczny SA (PKE). This unit has now been in commercial operation for three full years, exhibiting very good performance, and has validated Foster Wheeler's performance model at this utility scale as well as for units in the 600 MWe and 800 MWe size ranges offering net efficiency of -43 per cent (LHV basis). This operating unit has also proven the use of the world's first FW/BENSONTM vertical-tube OTSC low mass flux technology. Since the Lagisza original international tender specified OTSC PF technology, it is important to note that the alternative selection of CFB OTSC technology over conventional PF technology is of historic significance, not only for the validation of the CFB supercritical platform as a viable alternative to conventional PF technology, but it also positions the CFB OTSC with fuel flexibility for offering of sizes up to and including 800 MWe units. This paper explores the differences between CFB OTSC technology and standard PF OTSC in utility power generation. Selection criteria, fuel burning range in both technologies, and other selection drivers are discussed. Economic analysis of both technologies, based on existing cases, is also provided. Also discussed are the technical advantages and uses of each technology. Foster Wheeler has recently been awarded a contract for four units of CFB OTSC technology, which utilizes a 2 on 1 configuration of two 550 MWe CFB OTSC boilers on two single 1000 MWe turbines. Essentially this provides a fuel-flexible low-emissions alternative to a 2 x 1000 MWe solid fuel power block.

Phosphorus is a problematic impurity that has challenged steelmakers for decades. Steel producers have developed specific technologies to eliminate phosphorus prior to and during steelmaking. These process technologies reduce phosphorus to various degrees and increase the cost of making steel. The state-of-the art dephosphorization technologies are described and operating costs compared for each of the established technologies. Costs are discussed in terms of price penalties for high P iron ore and selling premiums for low P steel. From this, strategies to control P in a cost effective manner are described.

Underground mining has yet to see an industry wide solution for control of their ventilation systems due to the complexity and sensitivity of the underground environment. Complexity arises from multi-level, multi-zone operations and sensitivity is associated with the impact that changes in equipment status and output have on air flows and quality throughout the mine. Our approach to solving this challenge incorporates system modeling and industrial control systems in a unified architecture. Although this approach can be applied to other processes and industries, this paper will cover the theoretical and practical aspects of an integrated model-control system (MCS) as it applies to underground mining ventilation.

President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

Editor’s note: Mining companies doing business in Central Asia, and parts of the developing world, should look for ways to promote community development through the introduction of appropriate technology. This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. Joint Development Associates International (JDA) began humanitarian relief and community development in Central Asia in 1992, following the collapse of the former Soviet Union. Appropriate technology has played an important role in the company’s efforts to assist those segments of society that are most vulnerable to poverty and disease.

Introduction In situ leaching (ISL) is an alternative method of mining uranium from deposits that are low-grade, deeplying, and water-saturated. ISL recovers uranium by transporting fluids through rock rather than by moving rock, a concept the Chinese developed over 2000 years ago for water production. This technique eventually evolved into production systems for oil, gas, sulfur, and salt. More recently, in situ methods have been developed to produce shale oil, gasified coal, geothermal energy, uranium, and copper. ISL uranium operations began in the early 1960s with Sabine Production Co. in south Texas. About the same time, Utah Construction and Mining Co. (Anderson and Richie, 1968) started similar operations in Wyoming's Shirley Basin. During the 1970s, six commercial operations were started in south Texas, (USBM, 1978) and a number of pilot operations were in various stages of development in Colorado, Wyoming, and New Mexico. This paper reviews some of the technical and economic aspects of the ISL process and briefly discusses key subsurface engineering functions as¬sociated with well pattern design and operation. While flow characteristics of a deposit are of prime importance, the following information is also needed: Depth, ore grade, total contained metal, ore thickness, flow conductivity (permeability), void space in rock (porosity), mineral type and distribution, natural groundwater flow, and structural features. Solvent selection, which is important to the economic success of the operation, takes these factors into account: Composition, rate of metal solubilization, interaction with gangue minerals, impact on rock permeability, impact on materials of construction, trace metal solubilization, cost, availability, and handling problems. Overview of ISL An ISL operation consists of these functions (Fig. 1): 1. Chemicals to dissolve and maintain uranium in solution are prepared at the surface extraction facility. 2. A set of injection wells forces the solvent into rock pores of fractures using pressure in excess of the deposit's hydrostatic pressure. 3. Solvent travels through the rock and reacts with uranium minerals to dissolve them. The solvent usually consists of an oxidant and a complexing agent in an acidic or alkaline medium. 4. A set of production wells creates a low-pressure sump where metal-enriched solution is collected for transport to the surface. 5. The enriched solution is processed to recover uranium and to separate the leaching solution for recycling through the system. The economic performance of an in situ operation may be estimated by integrating these related factors: (1) the flow rate of solution processed through the system, (2) rates of fluid injection and production from wells, (3) the rate of mineral solubilization in the liquid phase, and (4) the volume of rock swept by the fluid. As these factors reveal, ISL involves the technical disciplines of petroleum engineering, ore deposit geology, and hydrometallurgical processing. Wellfield Design Just as mineral engineers use drillhole information to plan a conventional mine, in situ engineers use similar information to design a well field. Several years ago, Hudco Industrial Products began experimenting with the idea of levitating a conveyor belt with a film of air, much like the puck on an air-hockey table. While conducting its research, the company found out that some Russian and Dutch companies attempted the concept during the 1970s. After studying those conveyors, Hudco determined that its design was better. The Hudco advanced air-supported conveyor consists of an air-tight plenum, or chamber, that runs the length of the belt. The topside of the plenum has a formed trough. It corresponds to the profile of conventional troughing rollers. Low-pressure air is provided to the sealed plenum from a low horsepower blower. This pressurized air is metered and released through the central portion of the trough and reacts against the underside of the belt. The differential pressure between the top and bottom surfaces creates the lift to support the loaded belt. Airtight covers are installed to seal the transported materials in the plenum trough.

GE Industrial Systems has received a multimillion dollar contract from Bucyrus International to supply complete electrical systems for three new draglines. These machines will be installed at Coal India’s Northern Coalfields’ Dudhichua and Nigahi open cast mines. The Dudhichua and Nigahi mines are located south of Varanasi. They produce Type C and Type E coal for use in the region’s super-thermal power stations. The GE systems will power and control the drag, hoist and swing motions of one Bucyrus W2000 walking dragline at Dudhichua and two a Nigahi.

Today, North American Coal is one of the 10largest coal producers in America, mining about 32Mt/a (35 million stpy). The company mines primarily lignite for electric utilities. Its current operations are in North Dakota, Texas, Louisiana, and Mississippi. In addition, North American Coal’s Florida operation provides dragline mining services for quarries that produce more than 18Mt/a (20 million stpy) of limerock. With more than 1.8 Gt (2 billion st)of bituminous and lignite coal re-serves in the United States, North American Coal constantly seeks new technologies to keep its operations modern, productive and cost competitive.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. To improve the ventilation of large-opening under-ground stone mines by using stoppings made from stone left in place. Background Underground stone mines typically use large room-and-pillar openings with little ventilation control. Stone miners may be exposed to contaminants that include silica dust, diesel particulate matter (DPM), exhaust gases, nuisance dust, and face shot (blasting) fume gases. The health risks from breathing these fine particles and toxic organic materials are well documented. Although contaminants such as dust or diesel exhaust can be some-what controlled at the source, the escaping contaminants are often diluted and removed from work areas using ventilation with minimal controls. In many cases, current mine ventilation practices use trial-and-error techniques to improve ventilation. The growing realization of the importance of a healthy work environment along with increased regulations will require many stone mines to implement new ways to improve ventilation. In-place stone stoppings are one option. Mine air flows from one point to another because of a pressure differential between those points. This pressure differential is established using a mechanical fan in conjunction with separations (stoppings) between high-pressure (intake) and low-pressure (return) airways. The separation of intakes and returns is an important concept that is used in most other types of mines. Normally, air moves through underground stone mines with minimal control technology. Fans are placed in locations where they are thought to be most beneficial, and intakes are not separated from returns. In a few smaller underground stone mines, proper ventilation can be achieved with a few strategically placed fans. However, as these mines increase in size, moving adequate quantities of air through-out the mine becomes harder, and separation of intakes and returns becomes a problem. Building traditional mine stoppings to separate the intake and return airways in entries with a cross-section area often exceeding 800 ft2 is difficult. The stoppings must be able to withstand both the dynamic pressure from face shots and the static pressures created by the fans. Construction and maintenance difficulties, as well as high costs, are the main factors preventing these traditional mine stoppings from gaining wide acceptance by the stone mining industry.

Objective To develop safety training tools for mine safety and health trainers that can be used for both new-miner training and annual refresher training. Background For the past 3 years, NIOSH has been developing training materials for mine safety trainers in response to gaps identified during stakeholder meetings. Most materials have been directed to the hazards of underground mines, but the recent passage of Part 46 of CFR 30 required new-miner and annual refresher training in aggregate operations. One result was the identification of another audience needing basic information about safety in mining. Trainers characterized trainees in this segment of the industry primarily as young males, many of whom had little work experience. Approach Training specialists from the Arizona State Mine Inspector’s Office approached NIOSH researchers early in2002 about the possibility of a collaborative project to develop safety training materials for new trainees in aggregate operations. A preliminary search of MSHA accident statistics identified over a dozen common hazards that could be targeted in a training video. A storyline was developed for review by safety specialists in the aggregate industry, and a script was written to cover the selected hazards. Although the target audience was primarily new hires, the finished video was also to be relevant to more experienced workers.

Introduction Research has shown that when an emergency occurs, work-ers often do not get the information they need to take appropriate action. Important information about incidents is either not com-municated effectively or not at all to those affected by the event. The "Emergency Communication Triangle" safety talk focuses on the content of emergency warning messages. It presents a procedure using mental cues that can be used by senders and receivers of emergency warnings. The talk includes graphics for use during the presentation, as well as references for more information. Background Interviews with 48 miners who had escaped one of three different underground mine fires revealed that warning information provided to them was inadequate. Either insufficient information was provided to miners inby the fire areas or they failed to ask the questions needed to let them plan and execute an effective escape. Most of the miners who evacuated from these three mines did not have information that would allow them to make decisions about efficient escapes. The communication breakdown came from two directions: (1) the individuals providing the warning did not offer details about the situations even though some were known and (2) the individuals who received the warnings did not ask for clarification of the situation. The lack of information allowed miners to continue attempting to place cues into normal frameworks after they should have evaluated the situation as abnormal and threatening. The uncertainty created by the lack of information influenced their decision-making and therefore their actions. Approach Researchers at the NIOSH Pittsburgh Research Laboratory have developed a training intervention that can be used by senders and receivers of warnings during a mine emergency. This material was developed for use in short safety training sessions such as start-of-shift safety talks. The information can be presented in about 15 minutes. Although the illustrations were taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. How It Works During the safety talk, miners learn about the six categories of critical information that should be provided during emergency communications: Who, Where, What, Miners, Event, and Response. • Who: When reporting an emergency or receiving a warning, the first thing a miner must do is identify himself or herself. This is important because people react differently based on who gives them information. • Where: Giving or finding out the location of the problem is important. Of the 48 miners interviewed about their escape, only 2 knew where the fire was located. However, this information was known by either the dispatcher or the person who discovered the fire. • What: Miners must tell or ask exactly what is happening. At one mine fire, miners near the phone heard the message to evacuate and went to gather the others on their crew. One worker shouted to a machine operator: "Come on down to the mantrip. We're going out." Because it was close to quitting time, the machine operator thought they were just leaving the section a little early and went through his normal end-of-shift routine, wasting valuable time. After giving or obtaining the three initial pieces of critical information, miners can then give or obtain details about the response in progress. • Miners: Is anyone hurt? Has everyone been accounted for? When and where was a missing person last seen?

The result of this research partnership is the development of a partial cab.
