The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

"In January 1983, Gibraltar Mines Ltd. started an exploratory program on Column Flotation with hopes of improving performance of the Molybdenum Cleaning circuit. The encouraging results led to a column test trial in the Bulk Copper Cleaner circuit where the test unit has per¬formed well. A program was undertaken to understand the mechanics of column operation. A year and a half later, Gibraltar is considering the replacement of existing Bulk Copper and Moly Cleaning flotation cells with a fully computer con¬trolled Column Flotation circuit.BRIEF SUMMARY OF TESTWORKInitial testwork was done with a home made 20 inch diameter x 31 foot high column, equipped with a doppler flow-meter at the tail line and automatic level conrol. This loop maintained constant level in the column by throttling the tail valve. This column was placed in a variety of locations around the Moly circuit as shown on Figure 1 a, b. Test re¬sults indicated that the column could achieve much higher grades than the conventional cells, but recovery wise, the performance was low. Spillages from overloaded pump boxes were a common frustration during this time.Column control strategy was reviewed; and, in light of information received from McGill University, changed to conform with the methods that had been employed by D. Wheeler, of the Column Co. of Canada4 and Gaspe Copper Mines3.The column was tested replacing a portion of the bank, figure lc. The results obtained were more or less equal to the circuit. However, as we had Nitrogen gas connected to the column and not the regular cells, the column was kept in service. With the use of Nitrogen in the column, the usual copper depressant, Sodium Cyanide could be replaced with Sodium Hydrosulphide, hence lower operating cost.As time went on, a 10 inch diameter column was added in series to re-treat the concentrate of the 20 inch diameter column with hopes that the copper content would decrease from 0.6% down to 0.3% in order to save on subsequent leach¬ing costs. So far, results indicate there has been some im-provement, hut we are not achieving 0.3% copper. (See figure 1d)."

"A test surface Pulse EM(PEM) survey over a plunging massive sulphide lens, located in the Snow Lake area of Manitoba, has shown that it is possible to detect the body to a depth of 300 metres. Another surface survey in the Athabasca basin of Saskatchewan, clearly outlined a large, basement graphitic zone below 450 metres of sandstone cover. Deep detection of these conductive bodies was achieved by energizing large volumes of ground with a strong transmitted EM field. Such large fields also energize all other conductors present in the exploration area. Both of the above survey results indicate that more than one conductor is present. In such cases, detailed field coverage is required for accurate interpretation, and interpretational procedures that assume simple geometrical shapes should be applied with caution. In all cases geological and geophysical information should be coordinated in detail. The first test drill hole still has a high risk of missing the deep conductive body and two or three holes should be budgeted per target.Borehole Pulse EM surveys are now routinely used to help zero in on deep conductive targets. They are also proving effective in development drilling programs by outlining the edges of conductive bodies. The results of surveys from northern Quebec illustrate how they may provide more accurate shape and tonnage estimates."

"The Phase I Mill at Cluff Lake in northern Saskatchewan was designed to accommodate a very specific high grade uranium ore. As this high grade ore was depleted, construction was undertaken on a new mill circuit (Phase 2) to process a more conventional lower grade ore deposit.The Phase 2 Mill expanded the ore throughput to 800 tonnes per day. The new process employs crushing, grinding, leaching, counter—current decantation, solvent extraction and magnesia yellowcake precipitation and drying to produce a yellowcake concentrate.This paper discusses the process decisions required for this expansion and outlines the new mill circuit. Included is a review of the start up in August, 1984.1.,INTRODUCTION The Cluff Lake Uranium deposit is located 720 kilometers north of Saskatoon in northern Saskatchewan. A high grade deposit was discovered in 1970 with the first production taking place in 1980 after lengthy hearings. The original mill (or Phase 1 Mill) was specifically designed to accommodate this very high grade ore for a very limited plant life.Pilot plant work was carried out in 1981 on the other lower grade ores found in the immediate Cluff Lake area. Feasibility and process selection studies were then undertaken as the Phase 1 mill was nearing its end of life. These studies were completed in March 1983 when approval was given to construct the new Phase 2 mill."

When Dr. David Gully solicited this paper last spring a few questions basic to commodity trade between the U.S. and world markets appeared perplexing. Why, for example, when the demand for aluminum was at a peak and when little expansion of capacity had taken place, was the dollar price half of what it had been at the previous peak? Or, why in 1984 when imports surged by 50% as the U.S. economy pulled out of its recession did the dollar not fall, but rather rose by 35%? And, why when the experts all seemed to agree that the dollar was grossly overvalued did the price of gold continue to decline? Surely these were extraordinary times for the mineral economist. When this paper was written in late July, 1985 the answers seemed clearer. The prices of many commodities were not low - the dollar in which they were denominated was too high. In other currencies many commodity prices were indeed high. The dollar was overvalued in trade terms by some 40% caused by an influx of short term coupon investments made by foreign money managers to take advantage of the higher short term interest rates in the U.S. relative to other international banking centers. With a decline in the relative difference in interest rates, an unhealthy buildup of foreign bank accounts and a perception that the dollar would fall, the dollar did start to decline rapidly.

The bagging of dry pulverized products using fluidized air packers creates severe respirable dust problems in many surface mining operations. During bag filling, excess air and product blows by the bag valve/nozzle interface. After bag ejection, dust blows out of the bag valve. During conveying and handling dust is released from the bag valve and dirty bag surface. Overexposure of the bagging machine operator and bag handlers is common. This report describes the development and testing of a new dust control system for bagging machines. The system features a new bag clamp design to reduce product blowby during filling. A controlled vacuum system removes excess air from the bag before ejection, eliminating the problems after bag ejection and during conveying and handling. The system has shown significant reductions in dust exposure for both bag machine operators and bag handlers. These reductions are achieved with no significant effect on total mill productivity.

The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.

A 1981 U.S. Bureau of Mines investigation indicates the Panamint Dunes Wilderness Study Area (WSA) has one active (intermittent) mine,--borrow pit MS 242 owned by the California Department of Transportation (Cal Trans). This mine produces cinders for road base and traction grit. It contains about 900,000 tons of inferred reserves. Examination and sample analyses indicate the Panamint Dunes deposit, covering about 480 acres of the WSA, may have silica resources and the Green Quartz Claim may have copper resources. Carbonate rocks occur in the WSA, but stone resources have not been identified. Adjacent to the WSA, the Big Four Mine contains 35,000 tons of inferred subeconomic zinc-lead-silver resources, and may have additional resources. Sample analyses indicate the Apple 1 Claim, also adjacent to the WSA, may have silver-lead-zinc resources.

INTRODUCTION This introductory paper presents a description and definition of what the finance function is and what it specifically means for the mining industry. In its simplest terms, finance is, "management of money matters". As an area within the discipline of business administration it draws heavily on the related fields of economics and accounting, and to a lesser extent on marketing and production. MINING FINANCE DEFINED In preparing to write about what finance means to the mining industry, I asked a number of mining people the question, "What does mining finance mean to you?" Most responded that mining finance was "How a company borrowed money for mine development", and perhaps half those questioned included "raising equity" in the definition. It is not surprising that the mining industry concept of finance is the providing of funds needed for the objectives of the business, for that was once a view shared by authorities in the field of business administration. Further, it is certainly the area where much of the emphasis has been placed in the past ten to fifteen years as the industry struggled with the development of more remote and more refractory or lower-grade orebodies while profitability and internal cash flow were below expectations. No wonder project finance became such a popular topic. Twenty years ago it is probable that the emphasis would have been on mine valuation, for that subject was the area of finance then most often examined in industry publications. Papers concerning the pros and cons of payback, internal rate of return, and discounted cash flow appeared regularly. Let's examine the following situations, each the result of a financial decision: - Funding the exploration program in a developing country was accomplished by buying the next six-months budget needs in local currency. One week later the currency devalued 30 percent. If the purchase had been delayed or the local currency borrowed short term, a substantial saving would have been made in funding the program. - A major mining company borrows heavily to finance both expansion of its primary mining business and its entry into several new industry segments. When markets for all of the commodities it produces turn down for a prolonged period, there is concern over the adequacy of cashflow to cover debt service in addition to other company needs. The company's financial officers, however, had arranged very large committed credit facilities from numerous financial institutions which assured the availability of funds for several years. This enabled the company to implement a strategy to conserve cash, sell assets and survive until conditions improved. Further, short term suppliers of credit also were comfortable with the assurance that longer term credit was there to support them. -A medium size mining company financed several mines independently with limited obligations on the part of the parent company. The company decided to refinance the operations under one agreement. More flexible terms, lower interest cost and a longer tenor financing were achieved in return for assuming the risk as a direct obligor. - The exploration and development group of a large mining company proposes to develop a new mine in a country in which the company does not presently operate. When the investment is rejected they are advised that one reason was that the reinvestment assumption inherent in the discounted

The purpose of the present study was to develop and test improved Type V workvests for use on dredge operations. The goal was to design workvests that would be more comfortable to wear, would interfere less with task performance, and would better meet the needs of dredge workers. It was hypothesized that by attaining these goals, the resulting vests would be worn more often and would be kept buckled more of the time than traditional vests. The study involved three major phases. In Phase I, visits were made to dredge operations and a definition of the problem was developed. Problems with current vests were identified and working conditions and tasks surveyed In Phase II, prototype vests were developed and laboratory tests were per-formed to assess comfort and interference. In Phase III, the prototypes were modified and field tested with actual dredge operators and workers.

The Saskatchewan industry has the advantages of an ore body of a size and consistency unmatched anywhere else in the world, and large, efficient mines with production costs that compare favourably with those in other countries. On the minus side, Saskatchewan is remote from most major markets, and producers face a distribution challenge to reach the offshore markets which is the main focus of this presentation. One of the characteristics of the world potash business is that all of the major sources of production are located in the developed areas of the world, while there is no significant production in any of the highly populated developing countries. The major potash producers are located in Canada and the United States, in West Germany, France, Spain and the U.K., in Russia and East Germany, and in Israel and Jordan. There is currently no significant production in any of the countries in Asia (with the exception of Jordan where a plant is currently in the start-up phase), Africa, Latin America or Oceania, and all of these areas must, therefore, import a11 of their potash requirements from the producing countries.

The small-scale surface mining operation in northern regions is typically located in a remote, ungaged basin. With the recent increase in the economic potential of mining, the number of small operations is increasing. The year-to-year variability in precipitation in this region under study is of great concern to mine operators. Some years may yield only 5 to 6 inches of precipitation, while others may yield in excess of 15 inches. Such variability makes placer mining operations difficult to plan, since low water years may result in too little run-off for gravel washing and high water years may result in flooding of mining developments. There are no official streamfloaw records in many watersheds in the northern region containing placer mining claims. However, information from other streams permits calculation of an estimated discharge for a watershed under consideration using average flows per square mile of drainage. It is to be emphasized that these are average or expected figures in reality, one water year may be significantly wetter or drier than another. This high variability of annual precipitation is significant in relation to placer operations because of the large quantities of water required for this type of mining. Some operations can not operate in low water years. In the larger watersheds, operations may continue in low water years but at a slower pace because of longer water collecting times. The high variability of available run-off rakes placer mining in many parts of Alaska difficult to plan on a long range because of the unpredictability of water supplies.

INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. This Bureau of Mines report describes a shaft closure demonstration project in which 11 inverted pyramid-shaped plugs were used to plug abandoned open mine shafts in Galena, KS, The inverted pyramid-shaped forms, fabricated from steelplate, were designed so that the inverted base would be larger, by 4 ft on a side, than the approximate size of the shaft opening at the surface residuum-solid rock interface. After the surface openings of the shafts were trimmed with a backhoe, the steel forms, complete with reinforcing, were lowered into the openings and filled with concrete; the remaining portions of the openings above the plugs were backfilled to slightly above the surrounding surface level with waste rock and soil. Location and elevation monuments were installed for long-tern evaluation of the success of the project.

"Micron or sub-micron size gold inclusions in sulphide minerals cannot be extracted by conventional cyanidation. The gold surfaces must first be exposed by decomposition of the sulphides. As an alternative to roasting, pressure oxidation was found to be a most satisfactory method to decompose the sulphides and expose the gold particles. For cyanidation the pressure oxidation pulp has to be neutralized and stabilized with lime. It was found that thiourea can extract the gold directly from the pressure oxidation pulp without pH adjustment and oxidant addition. The main obstacles against the common use of thiourea are circumvented by a recently described control method of the emf during leaching.INTRODUCTION Amalgamation and cyanidation are the most conventional processes for gold extraction. The prerequisite for gold extraction is the possibility of gold surface to be contacted by mercury or by the cyanide solution. Encapsulated gold has little chance of contact and this leads to poor extractions.The reasons why a gold ore may be refractory are: micron or sub-micron size gold particles included in the sulphide minerals, such as pyrite and arsenopyrite; presence of and association with antimony, arsenic, tellurium and carbonaceous minerals. Some alternative processes, such as double oxidation(1,2), pretreatment with lime , H202, chlorine and Caro's acid, roasting and thiourea leach, have solved some of the problems of ""refractory"", but the sub-micron gold in sulphide minerals still shows little response. Roasting and the cyanidation of the calcine was one of the most successful approaches for this type of gold ore.There are two disadvantages to the roasting process: (1) the generation of sulphur, arsenic, antimony and mercury containing gases is undesirable and the control is extremely expensive; (2) gold particles might be fused in the roasted product and the oxidized base metals in the calcine might reduce the cyanidation efficiency. In recent years the pressure oxidation process has been considered as one of the more effective and satisfactory methods to decompose the sulphide minerals and expose the gold surface to the cyanide leach solution. The pollution problem could be better controlled and the gold extraction is more amenable."

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.
