Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. In June, Azrock Industries was purchased by the R L. White Co. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); by Ziegler Chemical and Mineral Corp.; and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds.

"The Bui/moose Mine is in the northeast coal area of British Columbia, and less than $300 million was spent to bring this 2.3 million-tonnes-per-year metallurgical and thermal coal mine into production by November 1, 1983, one month ahead of schedule. The project is an unincorporated joint venture undertaking, with Teck-Bullmoose Coal Inc., a wholly-owned subsidiary of Teck Corporation, holding 51%, Lornex Mining Corporation holding 39%, and Nissho-lwai (Canada) Ltd. holding 10%. Bullmoose Operating Corporation will be the manager and operator of the project. This paper will broadly cover the history and exploration work on the property, the geology, open-pit mining plans and equipment, the preparation plant flowsheet from breaker station to clean coal silo, the 35 km highway truck haul, the railroad loadout system, manpower requirements, approvals and permits, and general financial arrangements. Introduction The Bullmoose Mine Project is located about 87 km by road south of Chetwynd, B.C. and consists of an open-pit coal mine, a plant facility in the Bullmoose Creek valley below the mine, and a separate rail loadout facility on the British Columbia Railway Branchline near the new town of Tumbler Ridge some 35 km by road to the east. The plant will be capable of producing a total of 2.3 million tonnes per year (mty) of washed metallurgical and thermal coal. Long-term metallurgical coal contracts for high-quality, medium-volatile, bituminous coal have been signed with nine Japanese buyers for 1.7 mty, and the balance of0.6 mty will be for thermal coal production. Plant construction began in the spring of 1982, and in May 1983, preproduction waste and overburden removal in the mine was started. The plant began tuning up in October and was fully operational by December 1983. Metallurgical coal began moving to the coast in unit trains during November, and first vessel loading at the Ridley Island port began in late December 1983."

Traditionally, the gravity cleaning of coal has been evaluated in pilot plant tests. Attention is now turning to the development of empirical models of gravity cleaning equipment that can be used for the design and evaluation of circuits. This paper presents some preliminary information for spirals and water-only cyclones treating fine coals. Also discussed is how such information gives a better understanding of the operating and performance characteristics of this equipment, how realistic comparisons can be made between different types of equipment, and how small mobile plants could be designed for treating the fine coals 'stockpiled' at many NZ mines.

The Bureau of Mines is testing a dewatering technique for phosphatic clay waste that will recover a portion of the water lost using conventional waste disposal methods and produce solids suitable for land reclamation. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong, stable flocs that can be dewatered on a static screen followed by further dewatering on a rotary screen. In field tests conducted in northern Florida, clay wastes containing a nominal 2.5 pct solids have been consolidated to greater than 20 pct solids. The rate at which PEO-treated material continues to dewater in a mine cut also was monitored. Preliminary results indicate that PEO--treated material will dewater to 30 pct solids in 140 days. Pretreatment of phosphatic clay waste with lime and H202 was shown to improve the dewatering technique for problem clay wastes.

INTRODUCTION Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. One of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. (See Tables 1 and 2) Project finance techniques, analytical methods, and information requirements are covered elsewhere in this Chapter and Chapter 10. Some comments on equity finance aspects follow. EQUITY AMOUNT The amount of equity in a financing transaction provides a cushion to the lender in case the project runs into trouble. Generally speaking, the greater the amount of risk in a project, the more equity a lender will require. The amount of cash equity in a project financing transaction is between 25 and 40 percent. The amount of leverage (debt/equity) is negotiable based on such factors as the strength and extent of the sponsor's undertakings, of the project's economics, and the term of a strong sales contract. Naturally, a borrower seeks to obtain d loan with as little equity required as can be negotiated. Zero percent equity is usually associated with a take-or-pay contract (a hell-or-high- water unconditional commitment under which the purchaser must pay for the commodity as though it were shipped regardless of whether it is actually mined or shipped) with a financially strong corporate entity i.e., the parent company or an end user. As a take-or-pay contract is tantamount to a guarantee of payment, the banker views the credit basis of the loan as being other than the borrower's mining operation and therefore will analyze the creditworthiness of the institution purchasing the commodity on the basis of its corporate balance sheet. Do not confuse a take-or-pay contract with a take-if- tendered or take-and-pay contract. Another means in the United States of obtaining zero percent equity is the carved out production payment financing, typical of coal mine financing. This involves the sale, or conveyance, by the owner of the mineral property of a production payment to a nominally capitalized company. The nominally capitalized company is formed solely to buy the production payment and usually borrows 100 percent of the purchase price from a lender. Equity amounts of 10 to 20 percent generally are found in transactions which employ techniques such as an advance sale or a subordinated lease/loan. These agreements are viewed as quasi equity by most banks for several reasons. First, the proceeds represent a cash infusion early in the project's life - usually prior to the bank lending any funds. Thus, the repayment schedule is "behind" that of the bank debt. In the case of an advance sale, repayment is in the form of a long-term supply contract with favorable terms, usually priced close to the mining operation's costs. There is also usually a requirement that all costs of the project be paid for by the loan or equity, often making the sponsors financially responsible for any cost overruns. Cost overruns are a major risk in any project, large or small, and are often due to unforeseen factors such as wildcat strikes, a piece of faulty equipment, or any event which delays completion, e.g., remote location, weather, etc.. . The question of how overruns are covered can be negotiated. For example, in addition to the original debt/equity ratio of the project, there can also be a cost overrun ratio that will

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

INTRODUCTION Companies in the mining industry are subjected at times to currency exchange rate risks and interest rate risks. The former occurs any time a firm deals in more than one currency. The latter occurs anytime a firm is financing itself with borrowings that have a floating interest rate (although a fixed rate can be a problem at times). FOREIGN EXCHANGE RISKS There are two general reasons why exchange rate risks (FX risk) can occur: First, a firm may be building a mine or plant in another country where financing for the plan is denominated in funds other than the country hosting the plant. For example, if a Canadian firm is building a smelter in another country which is being financed with Canadian dollars, the C$100 million for labor, which must be paid in the local currency, has subjected the firm to a C$100 million FX exposure risk. If after the cost estimates were made the local currency appreciates 30% against the Canadian dollar, the cost of labor has increased to C$130 million. (Of course, the local currency could also devalue during this period making the labor cost component less than estimated.) The other reason exchange rate risk arises is due to the fact that the costs of production in one country producing minerals may be incurred in one currency while the production is sold in another currency, such as coal being exported from Canada to Japan under contracts denominated in Yen. In this example, the Canadian firm is exporting coal to Japan and being paid in yen in 30 days at a contract price of 100 Y per ton. Furthermore, assume that the mining firm anticipates a depreciation of the yen against the Canadian dollar of 5% in the next 30 days. Therefore, the mining firm stands to lose 5% of the value of its shipment in a month's time not including carrying costs. In both cases, the mining company risks an adverse change in the exchange rate, that is, the currency the company holds may decrease in value relative to the other currency. There are a number of ways to mitigate the exposure to foreign exchange which can be utilized by the mining company. Optimally, a company should try to match all their inflows and all their outflows in the same currency. For example, if a Canadian firm has mining costs and debt service costs both denominated in Canadian dollars then 100% of their receipts would need to be in Canadian dollars. If a Canadian firm has 70% of its cash outflows in Canadian dollars and 30% of its cash outflow in American dollars in the form of a loan amortization then their receipts would need to be 70% in Canadian dollars and 30% in U.S. dollars. This general principle of matching cash receipts and cash costs in the same currency works fine in a perfect world but what of the real world when these cannot be matched? In actual practice, however, the financial markets have developed a number of ways in which foreign exchange risks can he managed or reduced. FORWARD MARKETS One method is to use the forward markets which are made on a world-wide basis by the commerical banks for foreign exchange. If a firm wanted to lock in the current exchange rate for the receipt of a foreign currency at some point in the future, they could do so by contracting on the forward market with a bank selling that foreign currency at the current rate at the future date. For example, assume that a Canadian firm is exporting coal to Japan which would pay yen in 90 days. If a firm wanted to lock in today's exchange rate they could contract with a bank to sell on the forward market yen in 90 days. When the yen was received the contract would be executed by selling the yen to the bank and receiving the previously agreed upon number of Canadian dollars. The Bureau of Mines performed tests to compare the effectiveness of steam and of water sprays to reduce respirable dust levels at mineral processing plants. By applying 0.22 wt pct water vapor as steam to product material, a 64-pct respirable dust reduction was recorded. By applying the same amount of moisture with water sprays, only a 25-pct dust reduction was recorded. By increasing the moisture content up to0.5 pct using water sprays, the dust reduction was increased to 55 pet, which was still less than the dust reduction achieved by adding less than half that amount of water in the form of steam.

"A computer simulation model of a dragline has beer developed for the study of alternative dragline deployment schemes for varying geological and mining conditions. In this paper, the mathematical aspects of the model, the input data and output results are discussed. An application of the model to a coal mine in eastern Kentucky is presented.IntroductionDraglines are very productive machines. To extend their operating ranges, they are operated in several modes such as advance benching, key cut, extended benching and pullback. Unfortunately, these variations result in low machine productivities. Appropriate methods to operate these machines must be developed on the basis of detailed analyses of dragline performance under varying geological and mining conditions. There are several standard engineering procedures for the selection of dragline, and design of a dragline pit (Ramani, Iroegbu and Manula, 1976). However, the complex interrelationship which exists among equipment, methods and natural conditions can be quantified only through orderly and systematic experiments.Computer simulation is well suited to studying these types of equipment selection and method layout problems. Several alternatives can be analyzed in a relatively short time by the modification of input variables. Also, the application of computer simulation models can significantly reduce the manpower and cost required for such analysis."

The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

"General *The mining experiences of the coal mining industry in Western Canada have been extremely varied, with the mining companies having to adjust their operations or fail due to the harsh economy of the country in the first part of the century. The bituminous or mountain mines had the railways as main consumers with, at times, optimism that potential steel producers would require metallurgical coal. The prairie and foothills mines mainly provided household fuels, with the fine coal sold to local thermal power plants at discounted prices. In practically all cases fuel competition was very keen, and the less successful mines ceased operations in short-time spans. Knowledge of the parameters that governed the success or failures of the past coal operations should be of value to the present and future mining companies. The initial coal mines were small and were started to supply local demand. These mines had little in the way of capital machinery, engineering, or transportation equipment; therefore the mining methods and mine plans were very simple. The first industrial-sized mines imported most of their management and mining methods from other mining areas, mainly Great Britain. It took time to change the bias of management and mining methods to the requirements of strata characteristics, with rapid closure to those mines that were slow to adapt working methods. The main markets for coal were for household fuel, thermal power plants and railways, with very few other industrial markets developed. The economy of the period was harsh and cyclic and the coal mines were affected more than most industries by these boom and bust periods. It led to the survival of the fittest or the most efficient. Due to the economy, mechanization was introduced to the mines very slowly, with the inability to sell coal fines at a profit being another reason for the delay. Manual labour with hand tools was the main means of production. The work was heavy and arduous, and the pay was based on contract coal tonnage; therefore both men and management paid close attention to details so that nonessential work could be eliminated. Mine openings were dimensioned so that coal could be loaded easily by hand and support requirements were kept to the minimum. Transporting and handling the timber supports required heavy labour; thus the most efficient dimensions were chosen to suit the strata. On the other hand, during the main production seasons the mines tried to make the strata stress work for them so that the pressure was kept on the coal face to keep the coal loose while the strata, a short distance back, was induced to cave to minimize the abutment stresses. This caused mining to be an art, using skills developed by experience with the strata. This led to the development of efficient mine layouts with the openings dimensioned to the strength of the strata and the type of support available. The lack of capital and mechanization, and the manual labour, induced the mines to correlate their service and haulage systems with their mining methods. This caused many innovations that proved very practical."

[The present study has investigated the extraction of copper from a chalcopyrite flotation concentrate using an adapted strain of Thiobacillus ferrooxidans and shake flasks, tank leaching and Warburg respirometer techniques. From the shake flask experiments, the activation energy and the frequency factor have been determined to be ?ka = 59.4 kJ and A = 3.3 x 105 S-1, respectively. The temperature coefficient was found to be Q10 = 2.2 in the range of 20 to 35°C. It was suggested that the reaction mechanism of chalcopyrite leaching by T. ferrooxidans involves the formation of an activated complex. whose thermodynamic values have been calculated to be ?G? = 92.1 kJ, ?S? -148.8 J K-1 and ?H$ = 47.8 kJ. The maximum volumetric oxygen mass transfer coefficient for the reactor leaching was found to be achieved by using an optimum air flow rate of 1970 cm min l at a rotational frequency of 1000 min-1. The highest copper extraction in tank (reactor) leaching experiment was 86.8% after 17 days of leaching, while in the sterile runs the corresponding copper extraction was only 40.1%. The copper extraction was suggested to be diffusion controlled. The power requirement of the aerated reactor was calculated to be Pg = 2.02 watts. During leaching, the oxygen saturation concentration was found to be C* = 6.70 mg dm-3. Using the gassing out method the critical oxygen concentration was assessed to be CCrit 0.05 mg dm 3. From the Warburg experiments, the kinetic parameters of the Monad equation were derived with a new evaluation technique to be Vmsp = 9.0 µm3 02 min-1 mg protein-1 and K = 7.4% pulp density for the effect of substrate concentration. The order of reaction and the overall reaction rate constant were determined from the modified van't Hoff plot to be n = 0.0 and k = 1.49 p dm3 02 min-1 mg Protein -1 for the chalcopyrite concentrate oxidation by T. ferrooxidans. On the basis of this experimental work, a preliminary flow sheet has been proposed for the bioextraction of copper from flotation concentrates.]

New Mexico is the leading domestic producer of perlite, a hydrated volcanic glass that can be expanded thermally to form a white, very porous, lightweight material. The United States is the leading consumer and producer of perlite in the world (Pettifer 1981). New Mexico produced, at five mines (Fig. 1), about 86% of all domestic crude ore mined in 1984 (Meisinger, 1985). Perlite is mined in 6 other western states, ore is expanded in 33 states, and the expanded ore is consumed in all states (Meisinger, 1985). Gross value of domestic ore mined in 1984 was about $16,500,000 (FOB mine; Meisinger, 1985) with much value added by expansion and processing prior to sale to end users. In contrast to the ubiquitous nature of perlite products in the U.S. economy, facilities for testing perlite ore, expanded perlite, and perlite products are notably lacking on a commercial, cost-effective, or readily accessible basis. The New Mexico Bureau of Mines and Min¬eral Resources (NMBM&MR) established a perlite¬testing facility in 1984 to mitigate this lack and to further the mining of perlite in the state.

"To properly evaluate bioleaching as a commercial alternative for sulphide concentrate oxidation, to enhance cyanidation response, it was necessary to define and optimize critical operating variables outside of the laboratory under less than ideal conditions. A complete bioleach testing laboratory was installed at Equity Silver Mines to aid in pilot plant flowsheet development.A continuous pilot scale bioleach circuit was constructed to provide data for meaningful valuation of biotechnology on a plant scale. The important operating and design parameters for pilot plant testing are described. Plant scale feasibility and design considerations, to treat a refractory pyrite/arsenopyrite concentrate produced from flotation tailing, are discussed. 1.0 BACKGROUNDEquity Silver Mines Limited is located 37 km southeast of Houston in central British Columbia. A 70% owned subsidiary of Placer Development Limited, Equity is Canada's largest open pit silver producer. Ore reserves were estimated at 28 million tonnes grading 106 g Ag/t, 0.96 g Au/t, and 0.38% Cu from two pits, the Southern Tail and the Main Zone. Detailed geology and mineralogy has been described previously(1,2).The concentrator flowsheet consists of conventional crushing, grinding, flotation, and dewatering circuits processing 5 300 tonnes per day of new mill feed. The resultant Cu/Ag/Au concentrate is trucked to Prince Rupert for shipment to market. Mill tailing reports to a closed circuit pond from which mill process water is recycled. Details of the concentrator process have been reported( 2,3).Production in the Southern Tail pit, from July 1980 to March 1984, resulted in mill tailing averaging 0.9 g Au/t and slightly more than 20 g Ag/t. Historic data indicate that unrecovered gold is associated with arsenopyrite and silver losses with unliberated tetrahedrite or minor silve,, bearing sulphosalts. Main Zone mill tailing, which commenced production in March 1984, contains approximately 0.5 g Au/t which is probably associated by majority with silver bearing minerals and pyrite while silver losses, 30-40 g Ag/t, are associated with unliberated silver and antimony bearing minerals."

The U.S. Bureau of Mines conducted a mineral resource survey of the Cinder Cones Wilderness Study Area (WSA) (CDCA-239), 10 miles east of Baker, CA, in 1983. The 44,299-acre WSA is underlain by Precambrian granite gneiss, Upper Cretaceous or lower Tertiary Teutonia quartz monzonite, and Quaternary basalt flows and alluvium. This mineral survey included an examination of two volcanic cinder mines, five lode prospects, two volcanic cinder prospects, and reconnaissance sampling in and near the WSA. The seven prospects are in the WSA; the two volcanic cinder mines are adjacent. No mines are in the WSA. In 1981, there were 61 placer and 3 lode mining claims in the WSA. Sample results from two prospects within the WSA contained significant gold and silver values; however, the mineralized rock is of limited extent and no resources were apparent. Alluvial samples taken throughout the WSA contained only traces of gold. Two volcanic cinder cones within the WSA contain an estimated 30 million tons of cinders. There are sufficient cinders outside the WSA to satisfy demand in the foreseeable future. Stone, sand, and gravel deposits are not resources because similar material is closer to markets. No evidence of energy minerals or geothermal resources was found.

"MINING operations at the Star Key Mine provided an example of a small-scale prairie-type coal mine that employed several interesting procedures and achieved good productivity with low capital expenditures. The mine was located about 11 miles north of the city of Edmonton, on the north side of the Sturgeon River valley. It opened in 1945 and operated until 1979. Output in the winters reached about 500 tons a day in the late 1940s, but in the spring and summer periods activity was usually limited to only servicing and development work. In the later years of the mine's life sales fell to less than 100 tons per day. Most of its output was bought for domestic use in furnaces and stoves so production of large sizes was desired. A modest market for stoker coal did exist for a time. Screenings (-5 / 8 in.) were sold to the city's power plant until it converted to natural gas and were also used for thawing frozen ground for work on pipelines. These markets were comparatively small and the small sizes did not command as high a price as did the larger sizes. However the extension of natural gas services to rural markets cut into the domestic heating market and finally led to closure of the mine. The coal was strong when freshly mined, but because of its high inherent moisture content, about 25%, it did not store well on surface but tended to disintegrate. It was of subbituminous Crank with a heating value of about 8000 Btu per pound and burned with a clean flame. The seam mined was in the Edmonton Formation, of Upper Cretaceous age, at a depth of 60 to 80 ft below the surface. The seam in the mine area was about 11 feet in thickness but thinned gradually to the north and south and split to the west (1). It was approximately horizontal but gentle rolls in the floor of several feet in height necessitated brushing in places to produce suitable haulage grades. The floor material was of bone and clay, overlying a thin layer of coal. Above the seam there were only a few feet of mudstones and weak sandy shales while the remainder of the overburden was clay and unconsolidated glacial till and surface soil. Because of the soft floor and weak roof material the miners usually left about a foot of coal in the floor to provide a firm working surface and about a foot of coal above the rooms and two feet of coal above the entries to provide a competent roof."

Interlocking H sections with deep webs and high section modulus are being used for cofferdams and shore enclosures where pressures are excessive. The H sections can be as much as a meter deep; they can be used as continuous interlocked wall. A steel saving alternate is spacing the H and driving deep for stability then filling between with shorter interlocking sheet piles. Templates provide for exact positioning.

To improve mine safety, the Bureau of Mines has conducted a search for better materials and systems to anchor roof bolts. This report describes a study on the ability of a gypsum-based anchoring medium to withstand short- and long-term loads. Results showed that 2-ft-long bolts anchored with gypsum that was injected as plaster slurry at a 0.370 water-cement ratio and cured for 10 min sustained pull test loads equal to the ultimate strength of the bolt steel (about 37,000 lb). For comparison, the minimum required capacity is 17,600 lb. Long-term loads of 15,500 lb were sustained with estimated 10-yr movement of less than 1/2 in. Two-foot-long bolts anchored with gypsum installed in a cartridge in which the water was contained in tiny capsules sustained a pull test load of about 30,300 lb at a 0.319 water-cement ratio and 10-min cure time. At a 0.288 water-cement ratio, load capacity was about 37,000 lb. The lower load capacities of cartridge-installed bolts resulted primarily from the remnants of the water-wax capsules. Above 10,000 lb, creep movement of cartridge-grouted bolts appears excessive, but longer bolts may be capable of resisting creep better.

INTRODUCTION Created in 1944 to help rebuild those economies, principally in Europe, which were seriously damaged or destroyed during the Second World War, the World Bank--or to use its correct name, the International Bank for Reconstruction and Development-began its operational phase by making a loan to the Government of France to accomplish two tasks: (i) to import coal for space heating purposes; and (ii) to buy new machinery and equipment to help rehabilitate its coal mines. Once the thrust of reconstruction in postwar Europe was largely accomplished, the World Bank Group (for today the World Bank has three separate lending windows) turned to mobilizing funds to improve living standards in developing countries, which remains its primary goal today. Over this period of time, the World Bank Group has continued to assist the world mining industry in various ways and, since 1955 the World Bank Group has financed mining or mineral processing projects with loans/credits totalling $1.5 billion. The World Bank Group consists of two institutions--the World Bank itself and the International Finance Corporation (IFC), which was founded as a separate institution in 1956 and three separate lending windows--the World Bank, the International Development Association (IDA), and IFC. The World Bank loans are provided at commercially-related interest rates but have grace periods usually of up to 3 to 5 years and repayment periods ranging from around 15 to 20 years. Since the World Bank raises its operating funds on the international capital markets in varying currencies and in varying interest rates, it relends a basket of currencies at floating interest rates which are fixed every six months to reflect the Bank's own borrowing cost. At the present time, the interest rate is just below 10% per year and in addition, a one-time front-end fee of 1/4 of 1% is charged. Also, a commitment fee of 3/4% per year is charged on the undisbursed amount of the loan itself. For loans to industrial and mining projects, it is normal to charge an additional guarantee fee of 1 to 1.5% in addition to the annual interest rate. This guarantee fee is payable to the government of the country in which the project is carried out since, by its charter, the World Bank is required to have the guarantee of the host government for each loan made in a specific country. By far the greatest source of lending funds within the World Bank Group is that of the World Bank itself and for the fiscal year ending June 30, 1984, the World Bank approved loans totalling $12 billion. The second lending window within the World Bank Group is IDA which performs the same functions as the Bank itself and has the same staff. Nevertheless, its loans (called credits) are made on much softer terms and are made to the poorest nations only. IDA funds are subscribed by the wealthier countries, usually as grants, and these are relent as credits to those countries with the lowest per capita income. IDA credits are made for 50 year periods, including 10 years of grace, to the government itself. The credits are interest free, but there is a service charge of 3/4% per year on the amount withdrawn and outstanding to defray the administrative costs of IDA. Credits approved during fiscal 1984 totalled $3.5 billion. The third lending window is IFC. While IFC is a separate corporation and operates quite separately from the World Bank and has its own staff and regulations, it works very closely with the World Bank on its overall approach to the mining sector and to a particular country. IFC's mission is essentially to supply venture capital and to stimulate development of the local private sector in capital markets as well as to promote the international flow of private capital to developing countries. This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).
