Dr R. E. Robinson, Pr. Eng., obtained a B.sc. (Chem. Eng.) cum laude from the University of the Witwatersrand in 1950 and a Ph.D. (Eng.) from the same University in 1953, where he was awarded the Haikes Memorial Medal for Industrial Chemistry. Professor G. G. Garrett was appointed Professor of Physical and :Fabrication Metallurgy in the Department of Metallurgy at the University of the Witwatersrand in June 1980, and in January 1984 he became Head of the Department. Mr P. A. van Wielligh, Pr. Eng., climbed the mining ladder in the hard way, starting as a Mine Surveyor in 1936 and working his way up as Chief Surveyor, Underground Manager, Mine Manager, and Consulting Engineer, to Executive Director, including the intermediate steps. Mr H. E. James, Pr. Eng., is a graduate in Chemical Engineering from the University of the Witwatersrand. Both his B.sc. degree (1961) and his M.sc. degree (1964) were obtained on bursaries, the former from Gold Fields of South Africa and the latter from the Atomic Energy Board. Mr G. Pienaar, Pr. Eng., obtained a B.Eng. (Met) in 1967 and an M.Eng. in 1973, both from the University of Pretoria. Dr A. K. Haines, Pr. Eng., obtained all his degrees from the University of Natal, finishing with a. Ph.D. in 1971. Mr B. C. Alberts, Pr. Eng., obtained his academic training at the University of Pretoria, where he was awarded B.sc. degrees in both agricultural engineering (1963) and mining engineering (1965). Mr H. C. van Zyl, Pr. Eng., holds B.sc. degrees in mining engineering (1968) and civil engineering (1972), both from the University of Pretoria.

White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance. Process control applications to the unit operations in both the Lead and Copper Smelters are reviewed. The basic aim of this control is to smooth plant inputs to produce an output of consistent quality in terms of chemical composition, temperature and physical properties. Most effort has been put into the process bottlenecks, namely in the process baghouse of the Lead Smelter and in the Copper Smelter reverberatory furnaces. The method of approach is discussed, firstly extensive plant measurement and data logging plus identification of factors which most affect the unit operation and secondly control of these factors to smooth out variations. This has been possible due to the development in-house of on-line instruments to measure the critical variables and the external use of computers for plant control. Some of these instrument developments are also briefly discussed.

The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

" -Charles Kettering INTRODUCTION Since the early 1970s, there has been no economic phenomenon that has been more widely discussed or experienced in the United States than inflation. Al- though its precise definition and measurement are elusive, inflation has had pro- found and extensive impacts on the manner in which nearly everyone lives. It is painfully obvious to consumers that inflation is characterized by a continuing up- ward spiral of prices. In a capital-intensive industry like mining, those increases can be positively breathtaking. An interesting example is shown in Table 1. Table I shows that on a unit basis, the equivalent 1980 capital cost of Cuajone was over six times the cost of the adjacent and quite similar Toquepala operation completed in 1959. Such sobering statistics weigh heavily on the minds of executives who are contemplating major investments in new mining facilities. In spite of its monumental presence, inflation has usually been either inadequately covered or totally ignored in textbooks on engineering economy. The reasons for this are not entirely clear, but a contributing factor is the inherent difficulty in accurately predicting inflation. However, under certain conditions, inflation may become the most important factor in a mining investment, and it can rarely be safely ignored in capital investment analyses. DEFINING AND MEASURING INFLATION Defining inflation and related terms is relatively easy. Its measurement, how- ever, is the source of almost endless debate in economic and political circles. How- ever, much of that debate is not relevant to the scope of this book, so that only those issues which impact directly on the capital investment decision are covered in this section. Inflation is the general decline in the value of money as measured by what it will buy. It is clear, then, that the rate of inflation varies with the particular currency under consideration as well as the type of goods and services being purchased. "SYNOPSISA discussion of the importance of flotation rate in the analysis of mineral flotation is presented. In particular, the highly interactive nature of the flotation ""system"" is emphasized where there are components of chemistry, equipment, and operating conditions simultaneously involved. It is further shown that: 1) flotation rate must be measured in order to economically optimize the performance of an industrial flotation circuit, 2) that consistent patterns exist in both flotation rate and equilibrium recovery when changing various settings of the system components, 3) that knowledge of these patterns is necessary in order to avoid making system changes that are either self-compensating or dramatically re-enforcing in some particular aspect of performance, and 4) the rate related role of the chemistry component (e.g.frothers and collectors) is often much bigger than is sometimes realized (especially in a negative sense involving overdosing of reagents). INTRODUCTIONFroth flotation is widely usedl-6 in mineral beneficiation processes as a method for separating different types of finely divided solids present in a liquid (usually aqueous) suspension. The approach is based on the contacting of solids with upward moving air bubbles in an agitated vessel where the solids are exposed to chemicals (collectors) which create a condition favoring the attachment of a certain portion of the solids to the air bubbles. This selected portion is then removed in a froth stabilized by chemicals (frothers) and subsequently recovered from the flotation vessel. Depending on the settings of the various components of the flotation ""system"" (see Figure 1) it is possible to achieve a wide range of flotation performance."

The objective of this contract was to conduct characterization, evaluation and/or calibration studies of instrumentation used for measuring the quantity of respirable dust in mining atmospheres. Initially, this work involved the upgrading and detailed evaluation of the aerosol test chamber and the development of impactors with respirable classification characteristics. These were used as standards in the chamber for measuring the quantity of respirable dust based on either the ACGIH or BMRC respirable dust criteria. A program was then conducted to calibrate several photometers. In addition, the mass sensitivity of the GCA RAM-1 photometer to water droplets in the respirable size range was determined. Three additional studies were also made in this program. First, an experimental study was performed to ascertain the effect of crosswind, cyclone orientation and particle size on particle sampling and penetration through the 10 mm Dorr-Oliver cyclone. Second, a theoretical study was conducted to refine the theory used to predict the particle collection characteristics of impactors. Third, filter samples with known quantities of diesel and coal particles were produced and delivered to the B. of Mines for testing a Raman scattering analysis technique to discriminate diesel particles in the presence of coal dust.

This work, conducted under Bureau of Mines contract, deals with the development of a computer graphics software package that will: 1. display mine ventilation schematics and other representative Illustrations for a real-time data acquisition system under development by the Bureau, and, 2. utilize the Bureau-owned Minefire and Ventilation Code for display of ventilation on and contamination predictions. The software package has been written try operate on a 64K, Z-80 based microprocessor-computer. The project has been divided into two phases. The first phase dealt with the development of the graphics software The sec rind phase dealt with the retrofit of the Minefire and Ventilation Code to the Z-80 microprocessor-computer.

A prototype borehole probe for ore grade determinations by means of in-situ neutron activation analysis was designed, built, and tested in a two-phase program. Phase I dealt with the design and fabrication of a borehole logging system for operation in 7.6 cm (3 in.) diameter or larger boreholes. It consisted of a 5.06 cm (2 in.) diameter borehole probe containing an intrinsic germanium detector, a canister-type solid cryogen cooling system, cooled FET preamplifier, linear amplifier, high voltage supply, analog-to-digital converter, microprocessor-based multichannel analyzer, buffer memory, bi-directional cable link, power supplies, and a Californium-252 neutron source. A surface support vehicle was designed and outfitted. A minicomputer system was constructed and software developed and tested. In Phase II the system was field tested at several mine sites. The system was calibrated, tested, improved, and demonstrated in a variety of applications. Tests were performed at sites pertinent to uranium, iron, coal, copper, silver and gold. Technical feasibility was demonstrated for all these applications except gold; the gold results were inconclusive. In-situ neutron activation analysis using high resolution gamma ray spectrometry was found to be a potentially viable logging method for are grade analysis under certain conditions.

Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

A leaching column technique that produces effluent similar in quality to coal mine drainage in the Eastern Interior Basin has been developed. The columns are charged with 1000 grams of crushed overburden and cycled through the leaching process once a week for twelve weeks. Inter-relationships among the important chemical constituents are very similar to those present in actual mine drainage waters, but the overall concentrations of ion are more dilute in the leachates. Multiplying the leachate concentrations by a factor of 4.5 gives values similar to mine waters. Available data suggests that each of the leaching cycles represents about three years of natural weathering, so that the leaching technique can predict the evolution of the mire drainage water over a time span of nearly 40 years. Use of the leaching technique with drill core samples should provide a method of approximating mine drainage quality in advance of mining and should be quite useful in identifying potentially toxic units in the overburden. However, the results should he considered to be a 'worst case' situation because the technique' does not consider the effects of reclamation.

It is possible to divide industrial minerals into four general categories: 1. fuels, 2. construction materials, 4. agricultural minerals, and 4. industrial minerals. It is proposed to ignore the fuels in the context of this paper and deal in general terms with the others. Mining companies have often considered getting into the industrial mineral business because they can see a resource development with good growth and consistent profits. However, many mining companies being conversant with the metallic side of the industry have spent sleepless nights determining which industrial minerals are most suited for their particular situation. Some have got into the business for the wrong reasons and wished they had never heard of it. Others have successfully adapted to the industrial minerals philosophy and now operate in both metallic and industrial mineral arenas. There is a large difference between firstly, the philosophy and secondly, the functions of being in the industrial minerals business as opposed to metallicÆs. The philosophies can be considered in parallel but it is necessary to clearly have an appreciation of the dominant influences that affect industrial minerals.

The field tests involved ten coal mines in which transients were initiated on the dc system from which the parameters of the dc mine electrical power system could be determined. The data processing involved the use of a Fourier Analyzer to filter noise and fit an exponential curve to the field waveforms. From this data analysis it was possible to find the dc system resistance, inductance and time constant. The survey of nationally recognized laboratories was conducted to establish that the recommended test criteria were practical. The development of test criteria for dc fuses used in mines was based on the measurement of parameters in the field, the survey of testing laboratories, literature searches, laboratory test, etc. A computer program was written to analytically predict the parameters measured in the field. This approach has limitations but reasonable agreement with field results was obtained. A brief laboratory testing program was carried out to verify the practicality of the recommended criteria and establish the accuracy of the conclusions concerning dc fuse performance.

Many oil-producing formations contain significant amounts of clay. Because of the large surface area and reactivity of such surfaces, the response of the formations to various recovery processes may be dominated by the reactions of fine-grained minerals, including clay minerals, in the formations. Thus, the success or failure of enhanced oil recovery (EOR) methods may be controlled to a large extent by the amount and nature of these minerals in the formations to which the methods are being applied. One of the deterrents to the successful application of chemical EOR methods is the loss of chemicals injected into the formation, to non-oil recovery processes. These chemical loss processes include adsorption onto mineral surfaces, chemical reactions with rock and fluids in the formations, possibly leading to precipitation and plugging of the formation, and trapping of chemicals in parts of the rock structure so that they become unavailable for displacing oil. Chemicals that may be injected include surfactants, polymers and caustic solutions which react with organic acids in the crude oil to produce surfactants in-situ. These losses are most pronounced in fine-grained reservoir rocks containing substantial amounts of clays.

Numerous studies conducted in the 1960's and 1970's concluded or implied (1) that a high accident rate in terms of severity and frequency exists among new (first year) operators of mine machinery equipment, and (2) that lack of experience and training is a major cause of this high accident rate. Further studies refined this premise to show that the major causes of accidents among first year operators are: (1) lack of manipulative skills; (2) failure to follow/adhere to routine procedures; and (3) failure to recognize and respond properly to hazards. This report describes the design, development, and manufacture of a shuttle car operator training system, including a program of instruction which: ? Is economically feasible. ? Addresses accident data and specific causes of accidents. ? Includes an aerospace quality simulator of sufficient fidelity to teach and develop manipulative skills, recognition of and response to hazards, and routine and emergency procedures. ? Is designed to significantly reduce the severity and frequency of accidents especially during the operator's first year. ? Is designed to significantly improve the performance of the trainee as compared to the standard learning curve. Development of the simulator produced several valuable by-products including a major state-of-the-art technological advance in visual systems for simulators, and a first-time application of (certain) advanced filming techniques to underground filming.
