The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

This report describes the feasibility of mining the oil-shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt, at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." Many firms in the minerals industry are facing enormous capital-equipment requirements for existing operations, planned expansion programs, pollution control systems, etc. Yet, because of existing economic conditions, mining companies find it increasingly difficult to obtain reasonable financing for the acquisition of large, high-cost capital equipment. One way of obtaining the use of mining and other major pieces of high-cost capital equipment is through leasing. The popularity of this approach is evidenced by the growing number of leasing companies, equipment manufacturers, and financial institutions now offering this service to their customers. Indeed, leasing has become a billion-dollar industry, and many commercial banks have developed sizeable portfolios in this area. "Should we buy or lease?" Neutralization with lime is a simple, cheap, and effective means of treating acid raffinates from uranium processing to' raise the pH, reduce the concentrations of dissolved salts (including heavy metal impurities), and remove amine by adsorption. Two-stage neutralization, using limestone in the first stage at approximately pH 4 and lime in the second, lIlay be advantageous.Lime neutralization of mffinates in the pH range 7 to 8· 5 generally reduced the radium ·concentration to 10 to 200 pCi 1-1, but ·there was considerable scatter in the experimental data. The radium concentration was further reduced to less than 3 pCi 1-1 by co-precipitation of barium (radium) sulphate with 10 mg Ba (as barium chloride) per litre of raffinate. Adsorption of radium on barytes was -also effective in reducing the radium concentration in neutralized raffinate to less than 3 pCi 1-1.The radium concentration of pit water was readily reduced to less than 3 pCi 1-1 when pit water containing 0·01 M sulphate as ammonium, calcium, or sodium sulphate was treated with 20 mg Ba per litre of pit water.Adsorption on barytes was also effective in removing radium from pit water containing 0·03 M sulphate.

This report is volume 10 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Ventilation subsystem of the Master Design Simulator. The Ventilation subsystem has the capabilities to handle: (1) branches in parallel or series, (2) fans in parallel or series, (3) multiple fans, (4) methane, compressed air, or other injections into the system, (5) leakages and fixed quantities, and (6) calculations of absolute pressure at nodes. The program uses the Kirchoff's Junction and mesh laws, and the Hardy-Cross iterative technique to converge to the desired accuracy in solving fox the head quantity. A case study is included in the report illustrating the use of the model. The appendices of the report constitute a user's manual for the Ventilation subsystem, and include a program listing.

The dynamic response of holdup in a continuous ball mill has a direct influence on the rate function of grinding kinetics and is useful for predicting the variation in the size distribution of the finished product with time.A model was proposed involving three interacting, completely mixed chambers and this was used to derive analytically the transfer function of the system, from which the unit impulse response and the unit step response of the holdup with feed rate were obtained.The theory was confirmed by comparing it with previously published experimental data for the residence time distribution of particles passing through a ball mill.

Construction materials indeed face a dilemma...as does the building industry as a whole. A stop & go economy; a severe drop; in housing starts; lingering indecision over just what corrective steps are to be taken or to their degree of commitment; no less basic disagreement in regard to which of the, Nation's problems is really the most pressing -- inflation or recession? Optimism has become a rare quality these days. At moat the cautious view is that this new year will see a long, hard struggle back, with hopes that 1976 at least can truly mark a dual anniversary celebration for the United States and its economic health. Yet the paradox is that once recovery does return, those very construction minerals and materials --which in recent years have experienced the ups and downs of overcapacity, shortage, and now declining demand again-- will once more face the spectre of mass inability to service revived and growing needs for its product. Mounting costs, present marginal expansion investment, and substantial lead times required for new facilities to come into production, could well form a bottleneck to economic upswing. The result again can be another cycle of shortage-induced inflation, and with it continued gyrations within the demand supply relationships of the country's building industries.

The Groote Eylandt manganese ore deposits contain mainly pyrolusite and cryptomelane with lesser amounts of the manganese minerals lithiophorite, todorokite, psilomelane, and nsutite. The major non-manganese minerals which occur are quartz, kaolinite, and goethite.Determination of the mineralogy relies mainly on x-ray diffraction analysis. Quantitative methods for the determination of pymlusite and cryptomelane in Groote Eylandt manganese ores have been developed, A large amount of isomorphous substitution may occur in the manganese minerals and a number of minor and trace element associations have been noted. A correlation has been established between the potassium and cryptomelane contents for a wide range of ore types. Anomalous calcium, magnesium, and sodium values occur in samples containing todorokite, and barium is associated with psilomelane. Groote Eylandt lithiophorite appears to contain negligible amounts of lithium (<O· 05 per cent).A relationship between the H20+ and the Al203, K20, and Fe203 contents has been estahlished indicating that much of the combined water content is due to the presence of kaolinite and goethite, and cap be removed by beneficiation of the ore.

To allow routine measuring of the exposure of underground workers to N02 from diesel engines and residual gases from blasting. The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). The waters used to waterflood the Wilmington oilfield were studied by the Bureau of Mines, in cooperation with the city of Long Beach, Calif. Increases in the pressure of the injection wells indicated that they were being plugged by materials suspended in the waters. This study was made to identify the suspended materials, determine their origin, and find methods of preventing their formation. The suspended oil-coated materials were iron sulfide, barium sulfate, calcium carbonate, clay, and sand (or silica). Results indicated that the sulfide, which was as high as 90 milligrams per liter, was the product of sulfate-reducing bacteria. The injection of ocean water increased the sulfate content of the waters in the petroleum reservoirs from 3 to 250 milligrams per liter, thereby furnishing sulfate for growth of the bacteria. The waters were supersaturated with barium sulfate. Laboratory tests showed that sulfide could be removed from the waters by adding iron at a cost of 1 to 2 mills per barrel. The solubility of iron sulfide and calcium orthophosphate in the injection waters was also determined.

A continuous on-line particle-size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 µ) to 20 w are discussed in detail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from both a practical and a theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

A demonstration project has been completed to reduce the operator sound level of an underground service vehicle, a personnel dispatch wagon, to go dB(A) or less. The program objective was to implement quieting recommendations made on an earlier study for the USBM n diesel-powered mine equipment. The manufacturer and mine to which the vehicle was going actively participated in the program to ensure a product that was not only quiet, but useful. The key element of the quieting package is an engine part a1 enclosure, which, with several complementary noise control components, reduced the operator sound level 14 dB, from 101 dB(A) to 87 dB(A). The vehicle underwent a 4-month trial period, with no degradation in the quieting package. Mine personnel reported no maintenance difficulties, and were enthusiastic about the dispatch.

The Bureau of Mines, through research and development contracts with the FMC Corp., has developed and tested two automatic fire sensing and suppression systems for large haulage vehicles. This work was undertaken to enhance driver safety, to lessen substantial property damage from fires on large trucks, and to increase the vehicle operator's productivity. One automatic truck fire protection system protects both the engine compartment and brake rid areas, while the second system is used in the engine compartment and fuel tank area. Both systems have redundant fire-sensing capabilities and manual override controls. Upon sensing flames and/or heat, the systems suppress the fire with pressurized, E-C class dry chemical. Both fire protection systems are flexible in design and can be modified for use on other mobile minim' equipment. Prototypes of both systems have been subjected to long-term, in-mine validation testing and actual Eire tests on 100-ton-capacity trucks at the Puma mine near Tucson, Ariz., and the Erie mine at Hoyt Lakes, Minn. During the 4-month endurance test of the first system at Pima, an accidental flash fire occurred in the test truck while it was working in the pit. The system successfully sensed and automatically extinguished the fire with no injury to the driver and little damage to the truck.

Many types of explosives have made their contribution as technology has moved forward. One of the best known was dynamite, which for many years was the mainstay of explosives users.
