TO all Mineral Dressers, but particularly to those in the Coal and Industrial Minerals Divisions: Ted Counselman, retiring after two years at the helm of the Milling Committee, pointed with pride to the continued growth of that committee, and sang the swan song "Why ain't we a Division of Mineral Dressing?" Our genial Secretary pointed out, handily, that, you see, the way the Institute is divided there are several blocks running across this way here, and one running all the way down here, and another running part way down here, and they all cut across each other like this, and anyway the miners want to be a Division now, so why not you Mineral Dressers be good and not upset the big Institute organizational chart? And anyway again, Divisions have vested interests, and a Division of Mineral Dressing would take something away from Coal and something from Industrial Minerals, and any good institutional man can see that a Division would never give anything up. It was all quite confusing, and apparently not too convincing, because then the Milling Committee went ahead and voted unanimously it is a good idea, let's see what the other fellows think about it as well.

For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.

Johnson, who presented his illustrated paper on "Prospecting for Iron Ore in New Jersey in 1943." This "wartime" brief was discussed by Lucien Eaton, P. W. Henry, and Chairman Crockett. H. E. BEFORE entering into the statistical part of this article, some general comments may be ln order. Each important war seems to introduce a new atmosphere and a new epoch. The Civil War led to the period of great interior development in North America, of the transcontinental railroads, and of large-scale manufactures. The first World War introduced the general use of the automobile, the building of a huge network of highways, the radio, and household engineering. Now I expect World War II also to introduce some new ways of living. Transocean aviation will become a commonplace; we shall probably have much more of an eye to our military and naval establishments and be more conscious of Eastern Hemisphere affairs instead of thinking so exclusively of the Western. Each war has also multiplied government expenditures and taxes; and to this rule the present one will certainly be no exception.

The oil man, like the miner, is an American business man in which this special characteristic is even more pronounced. MOST spectacular of Nature's contributions to the making of the postwar world is the Paricutin volcano, in Mexico, which I described in the July issue of this magazine last year, a few months after it was born. Now, after more than a year of continuous eruption, it is still and perhaps will remain a comparatively small though no less interesting volcano. The cone on April 1 had an altitude of nearly 1200 ft. above the level of the small flat field from which it began to grow on Feb. 20, 1943. THE 1944 Chairman of the Institute of Metals Division might be classed as metallurgically ambidextrous ; he is teacher of theory and practice of both nonferrous and ferrous metallurgy, and he is consultant on brass and on highspred steel. Arthur Phillips was born in Troy N.Y. and attended the New Haven Connecticut high school. Upon graduation he entered Yale, receiving a degree in metallurgy in 1913. At that time Professor Mathewson was starting his plan of '"co-operation with the metal industries in metallographic work at the Hammond Laboratory of the Sheffield Scientific School, Yale University, and Arthur Phillip, became the first co-operative graduate student, working in the laboratory of the Bridgeport Brass Co., and receiving his Masters of Science degree in 1915. A little later, when the department of metallurgy at Yale was expanded. Me. Phillips was appointed assistant professor. In 1928 he was made associate professor, and in 1934 he was promoted to full professor.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

"INTRODUCTION The highly mechanized character of modern warfare makes steel the most vital raw material. The shortage of steel scrap in the United States is forcing the use of increased quantities of pig iron in steel manufacture, so that the rate of pig-iron output will continue to be the controlling factor in steel production. 5/ At the same time, the construction of new blast furnaces is limited both by time and the amount of strategic material available. Under such circumstances, every effort must be made to attain and then maintain maximum pig-iron output from the equipment now in use.When forcing a blast furnace to the ultimate in production the highest standards for quality and uniformity of the coke must be maintained. In view of these facts, the Bureau of Mines, in cooperation with the Office of the Solid Fuels Coordinator for War, is surveying the coke industry to study the various steps in producing coke of higher quality and greater uniformity. 6/ The engineers conducting the survey are visiting key men in coke-oven and blast-furnace organizations to determine, first, the major and most common problems in coke production and use; and, second, the best and quickest method for solving them. Various operators have made good progress in solving individual problems, and a Nation-wide exchange of information among them will make possible widespread adoption of the best practices. It is the purpose, of the survey and reports such as this preliminary one to facilitate such exchange of information. As an outgrowth of the survey, it was soon revealed that many operators could be helped by cooperation with various Government agencies, particularly to procure suitable coals, minor additions to equipment facilities, and tests on certain properties of coal or coke, or specific advice concerning the operation of various types of equipment. The machinery and organization necessary for securing this cooperation have been set up as a part of this work."

A shortage of anthracite for home heating indicates the necessity of using other fuels for this purpose; low-volatile bituminous, or "soft" coal is the most feasible supplementary fuel, either burned alone or when mixed with anthracite. Comparison of Bituminous Coal and Anthracite Whereas anthracite is clean, burns without smoke, and requires little attention, bituminous coal is dusty, tends to burn with a smoky flame, and forms coke in the fire pot that must be broken up to maintain a continuous high output of heat. When properly fired, however, bituminous coal responds more quickly than anthracite to changes in damper settings and consequently can supply more heat in a short time. It is generally less expensive and usually contains less ash than anthracite.

It was with humility that I accepted the invitation of the Board of Directors of our Institute to deliver the Twentieth Howe Memorial Lecture. Many previous lecturers could speak from personal experience of the great work done by Professor Howe. It was not my privilege to be one of his students but, indirectly, I came under the influence of his work many years ago. My mentor in Metallurgy at Carnegie Institute of Technology, Prof. Fred Crab tree, was an ardent admirer of Professor Howe and his work. Professor Crabtree taught me early to appreciate Professor Howe's love of truth and keen desire to find a scientific reason for every metallurgical phenomenon. In this early search, Professor Howe encountered many unexplainable facts. Nevertheless, in the classic text, "The Metallurgy of Steel," published in 1891, he indicated that he believed Research could light the way. Under the heading of "The Treachery of Steel" he said: "In the early use of Bessemer and Open Hearth Steel, many then unexplained and hence mysterious failures occurred. With our present knowledge, an easy explanation of most of them would probably have been seen. But even today certain unexplained and apparently inexpli- cable failures occur in steel; inexplicable in spite of full and intelligent investigation." Then Professor Howe continued to talk about "the trustworthiness of steel" in the following manner: First, the steel-maker has learned by experience. He knows today far better the effects of a high percentage of carbon or of phosphorus; of cracks, pipes and blow-holes; of segregation and imperfect mixing; of over-heating; of finishing too hot or too cold. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

The difficulties inherent in table concentration operations as applied to gold, silver, lead and zinc ores, are accentuated in the scheelite mill, which has a flowsheet that is similar in general principles. The narrow "spread" in the specific gravity between scheelite and the usual gangue in which it occurs often makes its clean separation extremely difficult and in some cases impracticable. The problem is further complicated by the extreme friability of the mineral and its inordinate tendency to "slime," particularly where fine grinding is necessary and wet grinding methods are employed. The physical aspect of the occurrence of scheelite in the ores, the kind and character of the rock in which the mineral is present, its hardness, friability and the specific gravity of its constituents, as well as like characteristics of the associated minerals— pyrite, pyrrhotite, sphalerite, and others, all have a bearing on the successful milling of crude ores and the production of a concentrate that is marketable with minimum price penalty or none at all. Most tungsten deposits are considered low grade when the limiting factor of low percentage recovery by gravity methods is borne in mind. The great majority of deposits developed or in process of development carry from 0.4 to 1.0 per cent tungstic oxide. Ore carrying I per cent is considered good grade; 0.7 to 0.8 per cent, fair, and below that figure, low grade. Steady mill feed averaging upward of I .o per cent WO3 is exceptional. Inasmuch as buying specifications demand a 60 per cent W03 content, the mineral content of the ores as mined must be concentrated to at least that degree. A few companies have constructed chemical plants for the treatment of their complex concentrates and low-grade flotation product, but the smaller operator must rely on table concentration, borrowing the tools and to a large extent the methods of his predecessors in the gold, silver, lead and zinc mills. Whether these are the best tools and methods that can be devised is an open question. Except in rare instances, table concentration, however carefully conducted, does not yield a satisfactory final recovery of the mineral content in headings as indicated by chemical determinations of tungstic oxide content. A saving of 60 to 65 per cent is considered fair, and an average 80 per cent recovery, exceptional. Each scheelite ore body is a separate problem. Details of handling that give best results in one case may not be successfully operative at a property on the same contact zone and but a short distance removed. Supplementary treatment of tailings by flotation may be successful in producing a low-grade concentrate of around 15 per cent W03, which is adapted to further treatment chemically at a given property and entirely unsuccessful at another. This problem constitutes another of the unanswered questions. The following paragraphs relate solely to the beneficiation of scheelite ores by table concentration and supplementary methods.

The mechanism by which the supersaturated solid solution of 20 per cent silver in aluminum decomposes has been reported in two previous publications.1'2 The analysis of streaks in Laue photograms showed that thin platelike particles (the so-called Guinier-Preston aggregates) form upon matrix planes in the early state of decomposition.1 The size of these particles is larger, the higher the temperature at which they form in accordance with nucleation theory;³ at all temperatures they increase in size with aging.2 When they have grown thick enough to afford three-dimensional diffraction, powder X-ray photograms show that the structure is not that of the equilibrium precipitate but that of a transition lattice . Sincc this is also platelike in shape and also lies upon the (III) matrix planes with the [IIO] direction in the matrix parallel to the [II.O] direction in it seems likely that the original platelet particles are merely in an early stage of formation, and thus finely dispersed. The atomic spacing and pattern on the (00.1) plane in y' are identical with those on the (111) matrix plane to which it lies parallel, and since comparable directions in the two planes are parallel, the lattices are thus coherent at the interface; an analogous coherence has been found in aluminum-copper alloys.3 The structures y' and y are both close-packed hexagonal and are oriented alike; they differ only in interatomic distances. Consequently, y' is regarded as y strained from its ordinary dimensions by the lattice coherency between it and the matrix.2 The lattice movements that transform the matrix to the equilibrium precipitate appear to be very simple.2 The mechanism of precipitation in this system is simpler and is more precisely known than that in any other system hence the system should be a profitable one for the difficult task of correlating property changes with structural alterations. The present report provides additional studies on powder X-ray diffraction from alloys of 10 per cent, 20 per cent and 30 per cent Ag, and presents the correlation of crystallographic changes with changes in microstructurc, Brinell hardness and electrical resistivity of the three alloys. Preparation of Samples and Experimental Procedure The preparation of the 20.2 per cent Ag alloy has been described2 Alloys containing 9.9 and 29.7 per cent Ag were prepared from 99.97 per cent A1 and 99.99+ per cent Ag using a similar procedure. ORDINARILY age-hardening is thought of as being associated with a limited solubility of one metal in another. Much less has been written about the type of age-hardening that attends the formation of superstructures. Solid solutions generally have a disordered or random arrangement of atoms; that is to say, in a unit cell, such as that of the face-centered cubic lattice, there is no distinction between atomic sites. Atoms of a given metal may occupy cube corners or face centers. Under certain conditions, however, some alloys develop what is known as an ordered structure. In this case, cube corners would be occupied by only one type of atom and face centers by another type, Associated with this ordering process are many interesting changes in physical and electrical properties. Moreover, in many instances the alloys become susceptible to age-hardening. From the evidence now to be described, it appears that age-hardening in 14-carat gold alloys is due to the formation of both a super-structure and a precipitate. Alloys of the metals gold, silver and copper were known in antiquity. The available knowledge regarding their constitution has been ably summarized and extended by Sterner-Rainer,1 Janecke,2 Carter,3 Wise,4 and Coleman.5 Despite the long familiarity with these alloys and the numerous investigations of their properties that have been made, there is still much that remains unexplained. It has been known for a long time that the hardness of these alloys is closely related to the rate of cooling, Similar changes have been observed in the binary gold-copper system,6 one alloy of which corresponding to the formula Cu3Au, has been the subject of a careful and competent report by the English investigators, Sykes and Evans.7 They have established the fact that the shift of atoms from the ordered to the disordered condition takes place in some critical temperature range. At temperatures above the critical range the structure is random, and at temperatures below it the structure is ordered. No difference between these two structures is revealed by the microscope. Both have a face-centered cubic lattice and complete solubility, so that there is no evidence to suggest that the changes in properties are associated with a phase change, The more slowly the alloy is cooled, the higher is the degree to which the ordering process proceeds and the more marked is the increase in hardness. As experimental data were accumulated on 14-carat gold alloys, several contradictions arose. Certain observations tended to confirm the existence of a superstructure, while other observations seemed to be inconsistent with such a transformation. Six years ago, I addressed the annual meeting of the American Society for Testing Materials on "Fuels of Today and Tomorrow."3/ Since then, our country has been drawn into another great war of veritably global extent, with unprecedented demands on fuels, foods, and materials in general. My purpose in this address is to review the changes in fuel supply and demand since 1937 and to give you my views on the outlook for the future. CONDITIONS IN. 1237 Daring 1936 the United States produced and consumed one-third of the world production of coal, two-thirds of the petroleum, and about 95 percent of the natural gas. Two-thirds of the oil produced in all countries since the discovery well was drilled in 1859 had come from American wells. With the exception of the three depression years 1931, 1932, and 1933, new oil reserves were being discovered since 1924 well in excess of our increasing rate of consumption. Discoveries of natural gas, likewise, were tremendous in volume, and this fuel was being transported to most parts of the country by pipe lines; some of them more than 1,000 miles long. We had all kinds of mineral fuels in abundance and at prices that did not stint anyone in the maximum utilization of the mechanical devices that were being developed on every hand. No one suspected that the time might come in a few years when, gasoline would be doled out to some of us at the rate of 1-1/2 gallons a week or that many of our fuel-oil furnaces would have to be converted to burn coal. Of course, these restrictions are due to unusual war conditions, such as lack of coastwise tanker transportation, unprecedented demand for aviation gasoline, and the shortage of rubber for automotive tires. However, these shortages do call our attention to the vital part of petroleum reserves in our country's future position among nations. Therefore, it is of special interest to review briefly the relations of recent supply and demand with respect to our various mineral fuels.

The following observations on the mineral composition of the lead-zinc ores at Captain's Flat, New South Wales, are based upon the examination of a collection of specimens made during a brief visit to the mine in January, 1942, in conjunction with earlier studies of specimens and mill products, which have 'been the subject of various Mineragraphic Reports, Captain's Flat is about 35 miles south of Canberra, and is connected with the main line from Goulburn to Bombala by a branch line to Bungendore, 23 miles away from the mine.The geology of the mine has been described by Kenny and Mulholland2 and by Harper.3 The country consists of Silurian sediments, which have been invaded by a composite sill of quartz-felspar-porphyry. Both sediments and sill have been folded gently, the axial lines of the folds trending north and south. In the vicinity of the orebodies the folds are steeper, and thru,st faults are associated with the anticlines. The intense compression and shearing that accompanied the faulting has converted the adjacent porphyry to schist. The Captain's Flat orebodies occur along such a zone of shearing and faulting, on the eastern limb of a steep, north-pitching anticline. At their southern end the orebodies are enclosed in the slates underlying the porphyry, but the northerly pitch of the fold carries the slate to greater depth in the northern part of the mine, where the orebody lies beween schistose porphyry on the hanging wall and massive porphyry in the footwall.THE OREBODIESThe orebodies occur along a N.-S. strike length of 4,200 ft., and from the point of view of mining, fall into three sections: the Elliot's Section to the north, the Central Section, and the Keating's Section to the south. The Keating's Section is separated from the Central Section by 500-600 ft. of mineralised ground of so low a grade as' to be called barren, and is offset about 125 ft. to the 'east of the Central body by an oblique fault striking N.300E. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.
