The basic mining law of Cuba is contained in the basic Spanish mining decree having the effect of law December 29 , 1868. This legislation has remained substantially unchanged , with the exception of a few minor administrative changes made by the present Government . These changes provide for the register of mines , oil wells , and operations of such nature , and also provide for the keeping of records showing the value of minerals taken out . By Royal decree of April 17 , 1883 , the law of mines enacted for the Peninsula ( Spain ) on July 6 , 1859 , and the General Bases of December 29 , 1868 , were declared in force in Cuba . In order to encourage the mining of iron org , in 1883 the Crow of Spain issued a royal decree to the following effect.

Zirconium, formerly distinctly a rare element, is rapidly becom- ing of rather extensive commercial importance. Economic features of the zirconium industry, together with general information regarding the metal and its compounds, are discussed in a separate paper, to which this paper is a supplement. In addition to giving a brief discussion of the four or five de- posits that so far have proved to be commercial sources of the element, this circular summarizes available data (including some hitherto unpub lished material from the files of the Bureau of Mines) upon other occur- rences, including many of scientific interest only, of the two commercial. minerals, zircon and baddeleyite, and also data upon some of the minor minerals, such as eudyalite and cyrtolite, which have attracted addition- al interest in recent years because they are frequently richer in hafnium than the more common zirconium minerals.

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. Magnesite is of importance primarily as a refractory material for lining steel furnaces , although substantial amounts are used in the production of flooring compositions and other building materials and for certain chemicals , notably epsom salts . Since consumption for all of these purposes is largely in the eastern United States and domestic deposits are situated in California and Washington , this country's magnesite mining industry , which was created largely by war- time conditions , has subsequently been sustained by tariff protection .

"This repot continues the series of papers being prepared at the Southwest Experiment Station of the Bureau of Mines in cooperation with the department of mining and metallurgy, University of Arizona, on factors involved in the leaching of ores. A list of previous publications is given in the bibliography at the end of this paper.Four factors are essential to the leaching of any copper-bearing ore: (1) A solution that will attack the copper minerals must get into the body of the ore particles; (2) the copper minerals must be dissolved by the solution; (3) the solution containing the dissolved copper must find its way out of the voids of the rocks into the main solution; and (4) the copper in solution must be recovered by some means of precipitation.This paper considers the third step -- the extraction of the water-soluble copper. From leached ores. The usual commercial practice in leaching copper ores consists of: (1) Crushing the ore to pass through a screen with approximately one-quarter or one-third inch openings; (2) charging the crushed ore into a fat; (3) adding, usually by upward percolation, a solution that will attack the copper minerals; and (4) washing the copper-laden solutions out of the ore with solutions weaker in copper than the pregnant solution, and finally with water. A countercurrent system of leaching and washing is usually employed. In some plants the solutions are circulated during leaching and washing, and in others they are not. In some plants the wash solutions are added by upward percolation, while at Chuquicamata the so-called ""piston-displacement"" method of washing is employed.The following condensed resume of the leaching cycle of the plant of the Inspiration Consolidated Copper Co. is given to present to the reader a picture of the steps involved in a typical leaching cycle. This plant was recently described in detail.4 The ore, crushed to pass openings 11/2 inches in diameter, passes over a screen with ¼-inch openings. The undersize from the screen goes to a Dorr howl classifier that removes the primary slime from the circuit. The overflow from the classifier is treated in a slime-leaching plant. The oversize of the ¼-inch screen passes through rolls, where it is crushed to pass a 3/8-inchscreen. The undersize from the 3/8-inch screen join with the coarse material from the classifier, and the combined products become the feed to the leaching vats. There are 13 concrete lead-lined leaching vats. The complete leaching cycle is 13 days. Eight tanks are under acid-iron content at all times; three are being washed, one tank is being filled, and the one is being excavated. The electrolyzed solution from the tank house, to which amount of new acid has been added, is put on the oldest tank of ore under need This solution travels from tank to tank and finally emerges from the newest ore"

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. "The Hull mine of the De'Bardeleben Coal Corporation is located in the Warrior field, in Walker County, Ala., about 25 miles northwest of Birmingham. The Mary Lee bed at this point is coking coal and has been used in the manufacture of by-product coke, but at present it is sold exclusively as a domestic and locomotive fuel.The data in this paper, which is the third in a series on the washability of Alabama coals,5 have been obtained in connection with an exhaustive study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal operators. The paper contains screen-sizing and float-and.-sink tests of a representative sample of run-of-mine coal, and flakiness tests and crushing tests of certain sizes.In addition, complete analyses of the ¾-inch to 3/16-inch size, raw coal, together with ash fusibility tests of the float-and-sink fractions have been made; those results are given in Tables 1 and 2. Since they indicate that the pr ration problem, like that at Lewisburg, Ala., is one of ash reduction, the further tests and the discussion have been restricted to that subject."

Lime is used extensively in the various industries. The National Lime Association in an excellent and recent bulletin lists 23 important in- dustries in which lime plays a vital role; and it thereby justifies the statement that "Lime is one of the most versatile and widely used reagents in the chemical and industrial world." There is, however, one application of this "universal" reagent which has not been mentioned. It is the use of lime in the flotation of ores. An appreciable percentage of the lime produc- tion is consumed by ore-dressing plants. The uses of lime throughout all the industries are more or less re- lated, but "lime" is a broad term; the varieties of lime are more mumerous than the limestones from which it is made, and its use involves a complicated technique. The interrelated application and growing importance of lime in flotation warrant this additional publication on the various "limes," with emphasis on those uses related to the function of lime in flotation. ཁྐྲ་ Lime in water treatment, cyaniding, and amalgamating will be men- tioned, after which its use in flotation will be taken up. The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. "Decline of the Beehive Coke OvenTwenty years ago a favorite theme of the crusader for fuel conservation was the enormous waste of valuable by-products incurred in the manufacture of blast-furnace coke in beehive ovens. Indeed, there was good reason for arousing the national conscience to this needless' loss of an irreplaceable mineral resource. In 1910, 83 per cent of the coke production was made in beehive ovens, from which surplus gas, tar, light oil, and ammonia, aggregating in value (at 1910 prices) 40 million dollars annually, were discharged into the atmosphere.In 1929, proportions were reversed and 90 per cent of the production was made in by-product ovens. The average value of by-products obtained in the production of 1 ton of coke in 1929 was $3.60, as compared with $1.16 in 1910, although the value of a ton of coke had increased only from $3.47 to $4.80. As shown in Figure 1,1 the production of by-product coke progressed rather slowly until 1915. War needs suddenly expanded the demand for coke and the by-products benzol and toluol for the manufacture of explosives. Except during the depression of 1921, this accelerating rate of production was maintained up to 1929, largely at the expense of beehive plants. The 1929 production of 60 million tons of coke will probably remain a record-breaking figure for several years. The developments which are now in progress in long-distance transmission of rural gas and in the utilization of volatile petroleum products and refinery gases for augmenting, city gas supplies may retard an other- wise accelerating demand for coke and coke-oven gas for domestic and industrial heating, Trends in Value of By-ProductsThe increasing value of by-products in comparison to the value of coke is shown in Figure 2. In 1913, the average value of by-product coke was $3.38, the value of the by-products per ton of coke was $1.41, and the cost of coal per ton of coke was $3,27, In 1929 not shown in figure) the value of the coke had risen to $4.80 per ton, the value of the by-products to $3.60, and the cost of coal per ton of coke to $5.07. The by-product values in were 155 per cent higher than in 1913, although the coke value had increased only 25 per And the cost of the coal 55 per cent. Actually the increase or the total value of coke plus by-products in this period was very little more than the increase in the coat of the coal, being 55per cent for coal and 60 per cent for coke plus by-products."

"The Bureau of Mines recently has issued a general information circular covering briefly the origin and occurrence, properties, uses, exploitation, and marketing of diatomite. Since this publication was prepared, additional information has become available regarding one of the newer uses of diatomite — that as a filler in battery boxes. As this market is rapidly becoming one of the important outlets, a brief discussion of such use may be of interest.Diatomite is a mineral substance composed principally of the skeletal remains of diatoms. The skeletons of these microscopic flowerless water plants are made from silica present in the water in which these tiny plants live. The minute shells or ""casts"" accumu¬late in the bottom of lakes, ponds, or inland seas, and eventually become more or less consolidated into beds of diatomite.The uses of diatomite depend largely upon its peculiar properties. Diatomite is a highly porous substance and possesses marked absorptive powers. The large percentage of pore space makes the material very light in weight. It is relatively insoluble in most solutions.The largest deposits in the world are found in California, but diatomite occurs in many other Western States and also is found in a number of places along the Atlantic seaboard. Outside of the United States diatomite occurs in many countries; Algeria and Germany are among the largest producers.Usually diatomite is mined either by underground or open—cut methods. In some instances it may be dredged from lake and swamp bottoms. It must be dried prior to grinding or other preparation for market, and for many purposes must undergo a complex sizing and grading system for removal of such impurities as sand and clay and for classification of the material to the various sizes desired,"

"In the process of smelting copper ores and secondaries in the reverberatory furnace to produce a copper matte and a slag low enough in copper content to be discarded on the dump, it is essential to the best functioning of the process that most of the iron in the material charged into the furnace be at the end in the form of sulphide in the matte or ferrous oxide in the slag. Ferric oxide and magnetite present in the charged material should be reduced to ferrous sulphide or oxide. Ferric oxide offers no difficulty in reduction, at least to the magnetite stage, because it reacts very readily with sulphides at quite low temperatures. Magnetite is less reactive and consequently more resistant to slagging, so that the furnace man must take advantage of all factors favoring its reduction in order to prevent accumulations in the furnace.In order to determine these factors more definitely, the Bureau of Mines in cooperation with the Department of Metallurgy, University of Arizona, has undertaken at the Southwest Experiment Station an investigation of the effect of various factors upon the rate of reduction of magnetite by ferrous sulphide. A previous paper's reported the nature of the reactions taking place and the effect of various physical factors when only pure sulphide and oxide were present. Since in the actual smelting operation, many other substances are also present, it seemed desirable to make a study of the effect of their presence upon the rate of reduction of magnetite by ferrous sulphide. Such a study has been made; the work done and the results obtained are described herewith.As will be shown later, it has been found that of the substances usually present in the smelting charge, silica and magnesia accelerate, whereas lime, alumina, and cuprous sulphide hinder the reduction of magnetite by ferrous sulphide.No report of a previous laboratory investigation of this subject has been found. Almost all furnace operators have made at one time or another at least qualitative ccmparisons of the effect of various changes in operating oonditions upon the behavior of magnetite in the furnace, but the conclusions derived from the experiments have never been published."

"Interest in the nitrogen content of steel has increased sharply in the last few years. Investigations have indicated that its presence in steel has an important bearing on high temperature brittleness3, magnetic properties4, room temperature hardening5, and shock resistance. The steel producer may therefore look forward with certaintly to the necessity of controlling this element in a considerable proportion of his product. The literature, however, reveals a great many contradictory statements concerning the percentage of nitrogen which must be present to produce given effects on the properties of iron and steel. Most of these arise from a misunderstanding of the nature of the iron-nitrogen diagram near the iron end and a lack of recognition of the effect of state of aggregation on physical properties although both have been fairly well worked out.My thanks are due to Mr. J. L. Gregg, Prof. R. H. Dowdell, Mr, R. F. Mehl and Mr. H. C. Vacher for suggestions in connection with the preparation of this paper, and to Mr. C. H. Hefty and Mr. G. T. Motok for furnishing a valuable bibliography and translations of articles by Must and Duhr.The iron-nitrogen diagram in the solid state, so far as it concerns the nitrogen content of commercial iron and steel, consists simply in a solubility curve increasing with temperature. The important thing about this solubility curve is that without cold wore the iron nitride when precipitated does not go into solution on heating for long periods below 300°C. This slowness of solution is probably due to the fact that iron nitride when present as a separate phase has at these temperatures an equilibrium pressure of several thousand atmospheres7 and that therefore each particle of iron nitride surrounds itself with a layer of nitrogen. The precipitation of such an unstable crystal presents points of interest thermodynamically but we can not go into these here. It is quite well established that it precipitate. It can not diffuse then unless this layer is broken through or the temperature and pressure are increased to a point where the nitrogen is absorbed at an appreciable rate in the surrounding iron. This rate will depend on the degree of unsaturation of the iron and the excess pressure of the nitrogen above equilibrium pressure. The degree of unsaturation is determined by the temperature alone so that the temperature at which the rate of solution of the nitride becomes appreciable will depend on the pressure of nitrogen developed. This, in turn, will depend on the balance between rate of decomposition of the nitride and the rate o: flow of the iron. In annealed iron, this temperature of appreciable solution rate is between 300 and 350°C.8 By cold work, however, the elastic limit of the iron is increased, and conditions for the nitride to go into solution are reached at a much lower temperature, giving rise to the so-called blue brittleness. This brittleness and hardening is due to iron nitride going into solid solution and is not precipitation hardening."

"In copper percolation-leaching plants the ore is usually crushed to a maximum size of about three-eighths inch. Ordinarily an ore is crushed as finely as feasible since the rate of extraction of copper is increased with decreasing size of particles owing to the greater surface exposed and. the shorter path required for solutions to come into contact with the minerals to be dissolved. However, greater degree of crushing also increases the amount of fines. When ores are charged into leaching vats the coarse and fine material tend to segregate, resulting in channeling of solutions and leaving the areas where fines predominate only partly leached. An improvement in the method of charging the ore into vats that would minimize the deleterious effects of the segregations of fines would increase the percentage extraction of copper.The Inspiration Consolidated Copper Co.4 recently installed classifiers to remove the primary slimes from the ore, before charging it into the leaching vats. This necessitates a separate agitation treatment for the slimes.Recent publications5 of the bureau have shown the advantages of agglomeration followed by trickle leaching to extract copper from concentrator tailings. It was shown that when equal parts of ore crushed to about 1/4-inch size and concentrator tailings were agglomerated with approximately 10 per cent of moisture, either in the form of water or leaching solution, and the mass was charred into a leaching vat the ore could be treated successfully by open-drainage trickle leaching. Even with 30 or 35 per cent of minus 200-mesh material present the ore could be leached, if it was not flooded with solution.The results obtained in agglomerating ores and slimes suggested the possible advantages to be gained by wetting the crushed ore for standard percolation-leaching plants before charging it into the vats. Wetting the ore whould make the fine material and slime cohere to the larger pieces of ore thus tend to prevent segregation when the ore is charged into the vats. The bureau, at its southwest Experiment Station and in cooperation with the Department of Mining and University of Arizona, Tucson Ariz., therefore made a study to work: out A way in which slimes could be handled in percolation leaching. The study showed that the method of charging ore into the leaching vats governed the distribution the fines and consequently the rate extraction of copper. The results of the study reported in this paper."

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

This paper is one of a series dealing with special mining problems and forming part of a general study of mining, methods and costs being conducted under direction of the Bureau of Mines. A considerable part of the material assembled and discussed in this paper has been gathered from articles on individual mines written by consulting engineers to the bureau who are engaged in active mine operation at the properties described, while other data have been taken from the technical press or gathered from personal observations. OBJECT AND SCOPE OF PAPER C. F. Jackson4 ha[-] pointed out that underground transportation (tramming, haulage, and hoisting) absorbs an appreciable percentage of the total underground cost of most mines, averaging for different methods of mining 12.9 to 28.4 per cent of the total underground cost. In general the percentage of cost accounted for by transportation was shown to be highest for the low-cost mining methods.

"The chief aim in style ought to be absolute precision", said Flaubert. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: "' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe "-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be\ proportioned to your accuracy. You should not try to be precise in matters that do not admit of

It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue.
