As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. Spokane Meeting and Excursions. Further details of the 97th meeting of the Institute have been sent to members in the Circular of May 8, 1909. The list of those intending to go on the excursion is filling up, and since preference in position of state-room or berth is given in the order of application, members and guests who expect to accompany the party and have not yet communicated with Mr.. Theodore Dwight, 29 West 39th St., New York, N. Y., are earnestly requested to do so without delay. For convenience of the members a summary of the additional information is here presented. A special train of Pullman cars will leave Chicago about September 15. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals during the entire trip, except during the Yellowstone Park tour. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through. (Chattanooga Meeting, October, 1M.) THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the Institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will be: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. A supplementary session of this meeting will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the further discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. The XCVIIth meeting will be held on the Pacific Coast, including a visit to the Exposition at Seattle, and various other points en route going or coming, depending upon the route and program finally adopted. More definite information will be announced at the New Haven Meeting, or at the earliest possible date thereafter.

AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. Also a large indicating glow lamp is installed at each compartment in the various levels, in proximity to the levers for operating the "chairs." A GREAT deal of attention has lately been given to the discussion as to the education required for engineers, and especially for mining engineers. The Institute of Civil Engineers has had a committee's report on it which has come to some interesting and valuable conclusions.The Institute of Mining and Metallurgy had a few years back a very long discussion on the subject, and the subject appears to be one of perennial interest to similar societies. Two recent addresses by Prof. Kernot, as president of the Victorian Instituteof Civil Engineers, are among the most interesting and practical of the contributions to the discussion. Engineers seem to feel either that the coming generation has not the same capacity to benefit by the training that has made themselves what they are, or that such training has turned out in themselves inefficient men, and that they must consequently struggle to obtain a better one for their successors. For not only is there a desire to extend existing instruction to cover the advances of science, but there seems to be a general desire also to make a completely radical change in the methods.It is not necessary to observe that education does not mean the imparting and acquiring of information, but rather the cultivation of the faculties so that the best use can be made of them and of any information acquired. For instance, a man is not educated who has by heart his lectures and the contents of his text-books, but that man is who remembers little of the actual wording of his text-books, but is able to find anything required in them...

IN December, 1905, a Forwood down-wheeler grinding pan (5 ft dialmter), and similar in design to those in use on the Kalgoorlie goldfields, was installed for experimental work in connection with fine grinding jig tailings.The galena remaining in this product is very finely (closely) mechanically disseminated throughout the blende and gangue, rendering fine crushing imperative for its liberation. THE art of mine surveying has made very great progress in recent years, and is still advancing, perhaps faster than any other branch of surveying. The scope of the mine surveyor's duties has greatly increased, his instruments and methods have improved, the responsibility of his position is greater, and the end is not yet in sight.It might be supposed that such a steadily growing subject would have an adequate literature, but this is by no means the case and outsiders commonly judge mine surveyors by their text-books. Hardly any condemnation can be too strong for most of these books. The English books truckle to the antiquated and crude methods apparently still in use in England, and thereby largely aid in perpetuating them; they commonly in illustrative examples give the distances in fathoms, feet, and inches; they spend page after page discoursing on instruments that should have been forgotten long ago; they try to antagonize theory and practice by detailing such calculations as that a certain vein will contain 2,003.907 pounds of galena per square fathom, and then reduce this amazing quantity to hundredweights, quarters, and pounds. Nothing can be more unscientific, or, for that matter, less businesslike, than unwarranted assumptions of accuracy; it is, perhaps, the greatest curse of applied science. Here we have a calculation to thethousandth part of a pound, when there is probably an unavoidable error of two hundred pounds. What shall we say of a man who explains how to measure the depths of shafts to the hundredth part of an inch by means of short brass rods screwed together...

THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. THE method depends upon:--1. The position of the mill.2. The space available for stacking the residue.3. The nature of the residue as discharged from the mill.4. The value of the residue for re-treatment.5. The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. I. OBJECTIONS TO A LOCK-CANAL. 1. Earthquakes. Two centuries ago Panama is said to have been destroyed by an earthquake. THE history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development ?of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers ill the mines which the white men started. The Kaffirs of South. Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed. them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent-have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribe's in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country, are much finer workmen than the degenerates from less favorable sections: It is universal in South Africa to speak. of the .Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a " boy," and in this paper the word " boy " is synonymous with Kaffir.

This is an era of " expansion; and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confreres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary, relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. In like manner, the engineer, whose report was, as I have said, formerly confined to the determination of the geological and other cognate features of a mining enterprise, is now expected, not. only to embody information on these subjects in his report, but also to give his opinion whether the property offered for sale in pursuance of such an enterprise is worth the price asked for it. Change of Meeting from Birmingham to Chattanooga. In consequence of the disturbed conditions attending a long¬continued labor strike in Alabama, the meeting of the Institute was changed from Birmingham, Ala., to Chattanooga, Tenn., where it will. begin on Thursday evening, Oct. 1, 1908. Information. of this change bad been sent to the newspapers through the Associated Press, and by circular to all members, when news was received of the sudden and unexpected termination of the strike referred to. It was, unfortunately, too late to change once more the arrangements for the meeting. But it is hoped that the cordial invitation of the citizens of ,Birmingham may be renewed and accepted at a future time, not too remote. Office Facilities for Visiting Members. A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. Members of the Institute visiting New York for a short time, who need office facilities during their stay, or members residing in the city. who need temporary office accommodation, can arrange to have set apart for their exclusive use a room, equipped with office furniture, telephone, etc.,. in the suite of the Institute. It is not the intention to give possession of the room to any individual for an indefinite time, but to offer to members of the Institute an opportunity to acquire a well-located, well-equipped business headquarters to carry on transactions which
