A basic precept in mineral exploration is that the best places to prospect are where minerals have already been found. The California desert has many old mining districts once thought to be "played out" that are currently producing more mineral wealth than at any time in the past. Because no "crystal ball" exists that will enable us to predict the Nation's future mineral needs, land management plans must be flexible enough to respond to these often unforeseen needs. MANAGEMENT ISSUES The California Desert Conservation Area (CDCA) (figure 1) encompasses 25 minion acres, nearly one-quarter of the total area of California. Passage of the Federal Land Policy and Management Act of 1976 (FLPMA) launched an intensive program by the Bureau of Land Management (BLM) to study this vast area. Painstaking scientific investigations were made of wildlife and plant populations, soil, air, and mineral resources, range use, and wilderness characteristics, among other environmental concerns.

Early detection of spontaneous combustion is of utmost importance in underground coal mining to prevent major disruptions of production and to ensure a safer working environment. This paper presents the work done in developing a suitable system for the early detection of heating in a hydraulic coal mine. Laboratory studies on the products of oxidation for Balmer 10 seam coal showed that a significant amount of carbon monoxide is produced during the early stages of heating and that detection methods based on the analysis of other gases, such as hydrogen, ethane or ethylene, are not a better alternative for this coal. The four-point carbon monoxide monitoring system recently installed at the hydraulic mine is discussed in this paper. It is believed that by studying the trend of carbon monoxide concentration in the mine air, it will be possible to detect heating at an early stage. Field tests carried out so far have indicated that infra-red technology will prove to be a powerful tool in the hydraulic mine, particularly for locating hidden oxidation or fire in cracks, fissures, underground workings and coal outcrop areas before it spreads extensively. The project is jointly sponsored by EMR, CANMET, Mining Research Laboratories and Kaiser Resources Ltd.

"This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. It is generally accepted, that oxygen is a necessary reagent for the flotation of galena with xanthate. Recent measurements have shown (1) that under plant conditions oxygen may be in a short supply to the extent that it limits the rate of flotation. Thus, it becomes important to define the exact role of oxygen and establish a model for the rational design and control of flotation separations, involving oxygen as a reagent. All theories or, the flotation of galena assign oxygen the role of an oxidant. However, they disagree on a number of questions: 1) Is the galena or the xanthate being oxidized? 2) Is a lead dixanthate or dixanthogen the actual collector? 3) Is the oxidation process in which oxygen participates of a chemical or an electrochemical nature? The last question arises from the observation (2) that an anodic bias as well as oxygen will make a galena surface hydrophobic in the presence of xanthate. Theories which are based an the premise that the influence of oxygen is of an electrochemical nature offer elegant models of galena flotation. However, full advantage has not been taken of available electrochemical techniques to discriminate between theories and this is the area towards which this research has been directed (3).

The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

"Philosophy" addresses the definition and assigning of importance to the marketing of by-products. Two examples, one in metals and the other in industrial minerals, explore prime product to by-product relationships. Relative revenues from all products illustrate the importance of by-products to economic feasibility. "Mechanics" takes a broad view of the types of marketing organizations that are applicable to individual circumstances in the marketplace. In-house marketing as well as agents, merchants and trading companies are outlined and discussed. Philosophy Definition Of Terms Philosophy Definition Of Terms The definition of terns for a paper such as this is generally a necessary but not-very-interesting exercise. However, in simply trying to clearly define the term "by-product" some interesting relationships between products arise and the line of demarcation between "product" and "by-product" often becomes obscure. The search for that distinction represents the philosophy portion of the title. A couple of definitions of philosophy can even help to set the tone for what follows. According to Webster, philosophy is : 1 Pursuit of wisdom. 2. A search for a general understanding of values and reality.

Simulation of coal preparation circuits is becoming a widely practiced technique used for the design of coal preparation plants. On a much more limited basis, simulators are finding application in off-line process control. A typical application in the latter category involves inputting projected coal washability data for a shift into the simulator and using the software to optimize product quality and recovery within a range of predefined specifications. The plant is then operated at SG?s of separation determined from the simulation exercise for the one shift time period. This procedure is useful in that it incorporates some form of advanced planning into preparation plant operations. There is an attempt made to reflect changes in feed coal quality on a shift by shift basis rather than continually running the plant near design specifications with changes in SG?s of separation being made in response to an inadequate sampling program which only provides a spot measurement of material that has already passed through the plant. Instead of instituting changes on a shift by shift basis, NHI has proposed a method whereby monitoring three major operating parameters, * Feedrate to jig * Flowrate from hydrocyclone overflow * Density from cyclone overflow the ongoing plant operating performance can be accurately predicted on a continual basis, i.e., updated hourly. Using a distribution curve to predict the split between the clean coal and refuse from a given separator does not account for variations in efficiency that occur as a result of variations in operating parameters. NHI and Arch have studied the effect of both jig loading and solids content in the recirculating load to the jig on product quality. As a result, relatively simple measurements can be made on-line in a preparation plant which will provide input data to the simulation program that enables the prediction of jig/hydrocyclone circuit performance on a real time basis.

Dr. Ft: L. Handy of Iowa State University's Engineering Experiment Station very handily reduced the relatively complex cement making process to ultimate simplicity: "Take two cups of crushed limestone; add one-half cup of clay or pulverized shale (plus perhaps some sandstone or iron ore; depending); mix thoroughly and grind up fine. Bake in white-hot oven at about 2,600 F. Cool. Add a tablespoon of gypsum: and, again, grind very fine. If you can do this for about a penny a pound, you can almost compete.' Before Dr. Handy's time, is the early days of the U. S. Cement Industry, from 1817 when the Erie Canal was started to 1895 when the first rotary kiln was built, this was the recipe, more or less. Dr. Handy's raw materials were deposited in a natural "cement rock" found in the Hudson, New York and Lehigh, Pennsylvania valleys. At first the natural rock was pulverized (not ground fine) and interlayed with wood for "baking" at about 1,800° F in a batch process vertical shaft kiln or beehive oven; then the calcined pozzalonic (lime and silica) product was cooled and ground fine for shipment in wooden barrels. Later, in 1871, true portland cement was made. The same natural rock was ground fine to make briquettes; interlaced with wood or coal in the "Beehives"; and baked at a clinkering temperature of about 2,6000 F to produce clinker (calcium silicates) which was ground fine for sale. In those days, the crude cements dropped in price from over 1 cent to 1/2 cent per pound. In 1895 the rotary kiln introduced-continuous instead of batch processing. The countercurrent process allowed the same raw materials (now finely ground to about 80% minus 200 mesh like face powder) to be fed at one end of the rotary kiln. Heat from a coal burner was introduced with combustion air at the other end to produce the requisite clinkering temperature. The clinker product was discharged for atmospheric cooling, mixed with gypsum, and again ground fine as face powder. The cement was sold primarily in barrels, later in jute or cloth bags, then paper bags, and now primarily in bulk truck and barge carriers. The price dropped to a 1/4 cent per pound by 1910, but with recent inflation it now sells for 2 cents per pound.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. "A 2003 paper discussed the idea that as gold mining companies grow larger it becomes more difficult for them to discover or acquire new gold deposits large enough to replace extracted reserves on an annual basis. Deposits of the size required to replace annual production of very large gold producers (VLGPs) are statistically few. An update in 2005 reviewed VLGPs with respect to production, reserves, and reserve life and observed recent changes in the gold mining industry. Now, more than 12 years later, this paper explores how those VLGPs have fared and how the gold mining industry has changed. A field project to develop and demonstrate a method for alleviating problems of highly-mineralized ground water where they occur as isolated zones or pockets in fresh-water aquifers is being conducted in the Ogallala Aquifer of eastern New Mexico by the Robert S. Kerr Water Research Center. Removal of contaminated water is by a large-capacity well and the pumped poor-quality water is used locally for secondary recovery of oil, Benefits of the operation are threefold in that the aquifer is being reclaimed for future fresh water production, contaminated water is being used beneficially, and fresh water which otherwise would have been used for waterflooding is available for other purposes. Ground-water quality in the site has improved markedly after 21 months of operation. Water quality in 15 specially-drilled monitoring wells has returned to the original quality level of the aquifer, and chloride concen¬trations in the pumping well have dropped to half the maximum level recorded thus far. Project results are very favorable and provide guidelines for initiation of similar undertakings in localities where needed.

"INTRODUCTION Limestone (which consists essentially of calcium carbonate) and dolomite (calcium magnesium carbonate) occur widely in the United States. Their presence is of vast economic importance, because they are used much more extensively than any other form of rock. In 1945, limestone (which, broadly, includes dolomite) was quarried in every State except Delaware, New Hampshire, North Dakota, and Rhode Island, and also in Hawaii and Puerto Rico. Total production (including that used in cement and lime manufacture) exceeded 151,700,000 tons, or 79 percent of the quantity of all kinds of stone sold or used during that year.Important well-known uses of limestone are as concrete aggregate, road material, railroad ballast, for liming the land, for cement manufacture, as riprap for shore protection, harbor work, and spillways at dams, and as building stone.. None of these uses, however, are considered herein. The purpose of this paper is to discuss the industrial and chemical uses that are less widely known and yet are of tremendous importance in a great variety of processing industries. Important examples are dolomite as a refractory furnace lining and limestone as a fluxing agent in blast furnaces, and as a raw material employed in sugar, paper, glass, and alkali manufacture.PRIOR REPORTIn May 1941, the Bureau issued a report 4/ that described these uses in some detail. As new and important developments have taken place during the ensuing years, a revision and representation of the salient features of these uses seem desirable. Asphalt filler and mineral wool uses included in the earlier report are omitted from this paper because they are identified more closely with the highway and building industries, respectively, than with the industrial applications."

Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

In recent years over 100,000 persons have been killed annually in the United. States by accidents; about one-fifth of these have been workers in some of our industries; about one-third have been killed by motor vehicles; about another third have mot death in home accidents, chiefly falls, burns, scalds, explosions, poisons, asphyxiations, suffocations, cuts, scratches, and so forth; and the rest have been killed in public accidents, excluding those caused by vehicles but including accidents on railroads or electric cars, drowning, and deaths by firearms and. other means. Definite statistics on nonfatal accidents are not readily available, but at least 10,000,000 fairly serious accidents probably occur in the United States annually. The latest industrial-accident statistics are obtainable from 1935 National Safety Council publications, in which annual industrial fatalities are divided about as follows (in round numbers): Agriculture, 4,500; trade and service, 4,500; construction, 3,100; transportation and public utilities, 2,900; manufacturing, 2,600; mining, quarrying, petroleum, etc., 1,900.

"Atlas Copco is introducing a new patented method for full-face boring. This paper presents the basic principles of the boring action and discusses the present experience regarding performance and costs. The Atlas Copco ""Full-facers"" are designed for hard-rock applications, although they are successfully boring in soft ground without major changes. The unique patented boring principle referred to as the 'Undercutting Method' permits these machines to bore, economically, in harder ground than machines based on the 'crushing principle'. This is mainly due to considerably lower cutting-tool costs, as the tungsten carbide tips only are in contact with one-third of the bored volume. The remaining rock is 'undercut' and peels off from a slight back pressure.The undercutting method also permits boring of non-circular headings and Atlas Copco has already manufactured two machines for rectangular drifts. This concept could revolutionize development work in mines employing trackless equipment."

"Demonstrations of Automatic Coal Burning EquipmentAT THE 1951 and 1952 Annual Coal Research Conferences sponsored by the Dominion Coal Board and attended by delegates from the Dominion and Provincial governments as well as industry, the importance ,of encouraging the co-operative interest of Canadian coal and equipment industries in •promoting the use of equipment types best suited to burn given Canadian coals was emphasized. It. was suggested that this idea •be enlarged upon at forthcoming C.I.M. meetings that would be .attended largely by coal mining engineers.With this in view, a Domestic Heating Forum (1) was featured in the Coal Division programme at the 1951 Annual Western Meeting of the Institute in Calgary, and a much more ambitious programme, highlighted by live demonstrations, was •staged at the combined Annual Western Meeting and Fourth Meeting of District 4 held in Winnipeg in October 1952.With the excellent co-operation of a number of equipment manufacturers and coal companies, and with facilities kindly provided •by the University •of Manitoba authorities, burning demonstrations were• arranged in the Agricultural Engineering Building, on October l 7th. These demonstrations were a fitting sequel to the Coal Division sessions held in the Royal Alexandra Hotel on October 16th, at which the combustion of coal was specially featured in a series of papers by prominent Canadian and United States specialists.The primary purpose of the demonstrations was to •show that all coal, regardless •of rank, can be satisfactorily used provided that proper application is made with equipment suited to its purpose."

In the short period of one mans? career we have seen specifications for bulk material handling systems and equipment grow from two or three pages to as much as two or three volumes for a single contract. The old 'short form' described what the purchaser expected the equipment to do. The long form does the same but also includes nut, bolt, and lockwasher depth of detail. What are the events that led to this proliferation of verbiage, and does it benefit the buyer in the final analysis? Is there a better way to purchase complex equipment while ensuring the highest quality for the dollar spent?

The purpose of the present study was to develop and test improved Type V workvests for use on dredge operations. The goal was to design workvests that would be more comfortable to wear, would interfere less with task performance, and would better meet the needs of dredge workers. It was hypothesized that by attaining these goals, the resulting vests would be worn more often and would be kept buckled more of the time than traditional vests. The study involved three major phases. In Phase I, visits were made to dredge operations and a definition of the problem was developed. Problems with current vests were identified and working conditions and tasks surveyed In Phase II, prototype vests were developed and laboratory tests were per-formed to assess comfort and interference. In Phase III, the prototypes were modified and field tested with actual dredge operators and workers.
