This paper proposes to build on my previous research (Dashwood 2012), which analyzed how and why the norm of sustainable development became institutionalized in the global collaborative corporate social responsibility (CSR) initiatives of major mining companies. Since the late 1990s, the majority of major global mining companies have employed the norm of sustainable development to frame their individual CSR policies and to inform industry collaboration at the global level through the International Council on Mining and Metals (ICMM). This paper proposal seeks to address lingering questions from that research, by developing an explanation for how the normative frame of sustainable development has translated into specific CSR standards adopted by the mining industry. Preliminary findings suggest that, although the global mining industry has reached broad consensus on the meaning of sustainable development in the context of mining, there remains considerable variation between mining companies in terms of which specific global standards they adopt. As members of the ICMM, major mining companies are required to report according to the Global Reporting Initiative (GRI) indicators relevant to mining, and there has been wide-spread up-take of the ISO 14,001 environmental management system standard. However, other global standards, such as the International Finance Corporation (IFC) Performance Standards and the Extractive Industry Transparency Initiative, have not been uniformly adopted by the mining industry. What explains this variation? The paper employs a three-level institutional framework (rational choice institutionalism, historical institutionalism and the ?new? institutionalism in organization theory) to explain the influences on the adoption of CSR standards in the global mining sector. Existing research confirms that institutional context is an important factor in explaining CSR adoption in the mining sector (Dashwood 2012). Are similar forces at work in explaining the variation in adoption of specific CSR standards? A three-level institutional analysis lends itself to uncovering influences both external to mining companies (such as pressures from stakeholders), as well as internal company dynamics (such as managerial discretion). Furthermore, the framework can incorporate dynamics operating at the global level (such as isomorphism), the national level (such as the regulatory regime) and the local level (such as community needs and environmental challenges). The theoretical significance of this framework is that the influences on CSR adoption are more complex than can be explained in a single approach (such as narrow rational choice/cost benefit explanations). On a practical level, insights into how global standards get interpreted and acted upon by individual companies could lead to the development of more appropriate and effective global standards.

Construction of Flaming Gorge Dam in northeastern Utah necessitated the construction of a new state highway, Utah-260, to provide access to the dam and the town of Dutch John. A 550-foot arch structure was designed to span Cart Creek, about one mile southwest of the dam. The rock exposed at the site is highly fractured quartzitic sandstone with interbedded shale of the Precambrian Uinta Mountain Group. Eight exploratory holes were drilled, four in each abutment area, to determine rock types, the extent of fracturing at depth and rock strength. Drill cores in the west abutment revealed blocks of quartzitic sandstone loosened by the weathering and partial removal of underlying shale beds. The rock in the east abutment area was found to be highly fractured to depths of 70 feet and as far east as 50 feet from the footing locations. Selected core sections were tested for unconfined compressive strength but the values were not considered-representative of the in-situ fractured rock. To prevent movement along or, perpendicular to open fractures, four drilled-in columns were provided at the base of each footing. These extended 50, feet beyond the base of the footing, along the bearing and inclination of the thrust reaction.

Dimension stone is a natural stone (granite, marble, limestone, sandstone and slate) that can be quarried, cut and shaped to conform to acceptable industry standards for size, consistency and durability. There are numerous outlets for the finished product in exterior and interior architectural and design applications. A continued growth market is with residential usage— particularly in new, upscale construction. This has become a competitive market between domestic producers and lower cost imported products. These imported products have become available at many of the building supply retail outlets and have increased the use of stone in residential construction and renovation. The traditional architectural application of dimension stone is tied to commercial and institutional building construction trends and market. There has been a noticeable increased usage of stone in the Sun Belt. This stone is usually supplied by local fabricating shops. It is used in the exterior and interior of shopping malls. This market generally uses local stone sources. It has increased the demand for sandstone, limestone and quartzite in this region of the country.

Part of the U.S. Bureau of Mines mission is to supply the U.S. mineral industries with information that is useful in planning to meet the Nation's critical and strategic mineral needs if a national emergency occurs. The Bureau conducted laboratory research including operating a nominal 100 lblh pilot plant to demonstrate the recovery and concentration of chromite by gravity and flotation operations from three northern California mineral deposits. Gravity beneficiation test results show that concentrates contained as much as 52 pet chromic oxide (CrZ03) with recoveries of about 80 pet. Results from the bench-scale unit operations of mineral liberation, tabling, vanning, spiraling, pinch sluice, work index, and thickener area determination tests are presented in this report.

This Bureau of Mines report evaluates audio dosimeters, 3 sample units from each of 10 currently marketed brands. Each dosimeter was treated as a "black box" with the acoustic stimulus as the input and the accumulated dosage as the output. The dosimeter microphones were exposed to a sound field gener¬ated in an anechoic chamber. Characteristics evaluated include frequency response (100 to 8,000 Hz), level-time trade-off rate (88 to 117 db), status of calibration, crest-handling capability, and power consumption rate. Experi¬mental errors revealed by replication of the tests were found to be generally much smaller than variations in performance among the samples of any brand, and possibilities of further reducing the magnitude of these errors are discussed.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. Approximately 30 million pounds of tungsten trioxide in the form of ferberite concentrates have been shipped from Boulder County. Since 1940, the production has varied considerably, being affected by the emergency needs of World War II and the Korean conflict. During World War II, attempts to stimulate production were made by the Metals Reserve Company by stabilizing the price for a specified period, the Reconstruction Finance Corporation by small mining development loans, and the Bureau of Mines and the Geological Survey, who cooperatively explored some of the district by surface and underground core drilling. During the Korean conflict and continuing through the first half of 1954) tungsten production was being stimulated by a Government-gauranteed price and by financial assistance loans under the Defense Production Act of 1950 to qualified operators of properties that have merited exploration. This combined program has increased production in Boulder County from about 1,900 pounds in 1949 to an estimated 383,000 pounds of tungsten trioxide in 1953. The 1953 production came from 67 properties. One of the problems confronting producers is the need for improved beneficiaton methods. Ores from the area have not been amenable to flotation concentration and gravity methods have resulted in poor recovery, often less than 70 percent.

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

This Investigation of the preparation characteristics of the coals in Armstrong County, Pa., is the third in a series of Bureau publications by counties appraising the practicability of upgrading marginal deposits to metallurgical standards. Earlier investigations covered the washing characteristics of the coals occurring in Cambria County, and the principal reserves remaining in Indiana County. In Armstrong County, the Upper Freeport bed is the major source of production, the Lower Kittanning bed being of secondary importance. The Lower Freeport bed is mined to some degree, but it is usually too thin and spotty in occurrence to support large-scale operations. The remaining production is taken from the Pittsburgh, Middle Kittanning, and Upper Kittanning beds, but the quantities are insignificant. Table 1 shows the county's coal production) by beds, during 1948. The coals of Armstrong County are not generally considered to be of metallurgical quality because of the high sulfur content. The raw coals usually analyze more than 2 percent sulfur, and more than 4 percent sulfur is not uncommon, especially in the Lower Kittanning bed.

"Terrestrial photogrammetry has been used for many years to build three-dimensional pictures for analytical purposes. Photographs can include images from open pit mine walls, ground topography, mine buildings infrastructure or accident scenes. Analysis and co-ordinate estimation in early photogrammetric systems demanded the use of specialized and costly optical-mechanical stereocomparators. Few of these instruments could be interfaced with computers to provide databases, and all required trained personnel with good perspective vision to collect data.Digital photogrammetric software has replaced these older systems, and the digital video plotter (DVP) is a simple computerized system utilizing readily available PCs to quickly produce a stereoscopic model of any scene where an area of overlap exists in photographs taken from two different locations. Specialized cameras providing reference marks or grids on the photographs are still necessary for detailed analysis in three dimensions.This paper describes the application of DVP to the three-dimensional analysis of strike, dip and location of dominant fracture planes visible on an open pit wall slope, and the intersection of planar features which might reduce wall stability. Where reference survey points cannot be provided because access by personnel to the photographic scene is impossible for safety reasons, normal case terrestrial photogrammetry can provide the necessary control points for more complex aerial photogrammetry geometries.DVP recreates the geometry existing at the moment photographs are taken, providing the user with the ability to safely recreate, compare and analyze the structures determining the stability of open pit wall slopes."

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

It scarcely 1s possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects seem to follow a fairly consistant pattern; most are large open pit mines, with relatively low grade ore bodies but huge reserves; the total price tag will be in nine significant figures and around half or more of the total cost will be for infrastructure. West1 noted that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures, in the free world. He anticipates that by the year 1975 such investments would reach the $10-11 billion annual figure, and that in the five year period 1972-76 total capital requirements can be expected to aggregate around $45 billion. The proportion of this total investment which will be financed in some manner is difficult to estimate because of the variety of available financing arrangements. West estimated that around 75% of the total capital would come from internally generated funds, with the balance from external sources. Conceivably a substantially higher percentage could be attributable to external financing, especially it the trend of recent mineral development in Canada and Australia is any criterion, and of course, including local sales of equity as a part of the package.

Tennessee is the largest federal program state in the nation, with 62 active surface and underground coal mines. Tennessee's coal resources lie in 22 coal seams in 22 counties. Twelve seams are being mined at this time. Mining in the northern counties is primarily in steep slope areas in the Cumberland Mountains. The relatively flat terrain associated with the Cumberland Plateau makes area-rnining the most common production method in Tennessee's southern counties. The State of Tennessee gained primacy August 10,1982, when its regulatory program was conditionally approved, subject to the correction of certain deficiencies. On May 16,1984, the Tennessee General Assembly repealed most of the Tennessee Coal Surface Mining Law of 1980, effective October 1, 1984. With this action, withdrawal of the state regulatory program was formalized, and on October 1,1984, the Office of Surface Mining's Knoxville Field Office became the regulatory authority. Tennessee is not eligible to receive funds for an abandoned mine reclamation program because it does not have an approved regulatory program. Accordingly, the Tennessee Abandoned Mine Lands Program does not receive federal AML grants. Since 1984, AML projects have been completed under cooperative agreements between OSM and the state; emergency projects are completed by the Office of Surface Mining.

This summary of international mineral exploration activities for the year 2009 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on industry exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2009: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2009 and were compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2009, primarily for base metals (copper, lead, nickel and zinc), diamond and precious metals (gold, platinum-group metals and silver). Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis prior to 2008. The MEG survey methodology was changed in 1999 to include companies with exploration budgets greater than $100,000, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2009 survey is reported by MEG to cover an estimated 95 percent. Companies who chose not to participate in the MEG study, private companies that do not publish data and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 86 more companies in its 2009 survey than it did in 2008.

This paper describes a commercial installation of a sophisticated instrumentation and control system designed to maximize the performance of heavy medium cyclones. Samples of plant feed and its products were collected and analyzed for ash content so that measures of efficiency could be determined for plant operation under (1) manual control and (2) automatic (computer) control. The heavy medium cyclone control strategy and its digital computer implementation are discussed in detail. The sample results are analyzed and the economic benefits of automatic control are discussed. Results from the initial data sets quantify the economic benefits of automatic closed-loop control; viz, increased recovery and reduced clean coal variability have been clearly demonstrated.

On the basis of in situ study of pillar loading at different sites, an attempt is made in this paper to visualize the development of mining induced stress under varying geo-mining conditions. Field study demonstrated interesting interaction between size of pillar and nature of roof rock mass under the influence of increasing dimension of the excavation. Stiffness of pillars/overburden, extraction ratio and depth cover are observed to be the important parameters for the estimation of mining induced stress over the pillar. These parameters influence, both, the value of ultimate induced stress (vertical) and its range of influence ahead of the face line. Further, it is observed that the change in width/height (w/h) ratio of a pillar has got considerable influence over the nature of mining induced stress over it. Impact of highly dynamic nature of mining induced stress over the natural supports is observed to be the most serious factor for the safety of working under a hard and massive roof rock mass. On the basis of these observations, a conceptual model of interaction between the natural support and overlying strata is discussed in the paper. ZUSAMMENFASSUNG: Aufgrund ist in situ Studium von Säule Beladung an verschiedenen Stellen, ein Versuch in diesem Papier gemacht, die Entwicklung des Bergbaus vostellen sich, Spannung unter Änderung von Geo Bergbau von Bedingungen hat veranlaßt. Feld Studium hat interessante Wechselwirkung zwischen Größe von Säule und Natur von Dach Felsen Masse unter dem Einfluß von Vermehrung Dimension des excavation vorgeführt. Steifheit des Säulen Overburden, Herausziehung Verhältnisses und Tiefe sind beobachtet bedeckt, die wichtigen Parameter für die Schätzung des Bergbaus zu sein, Spannung über der Säule hat veranlaßt. Diese Parameter beeinflussen, beide, der Wert allerletzter veranlaßter Spannung (senkrecht) und sein Bereich des Einflusses voraus von der Gesicht Linie. Weiter ist, es beobachtet, daß die Änderung in Breite Höhe (W H) Verhältnis einer Säule beträchtlichen Einfluß über der Natur des Bergbaus erhalten hat, Spannung hat darüber veranlaßt. Schlag sehr dynamischer Natur des Bergbaus ist Spannung über den natürlichen Stützen beobachtet hat veranlaßt, der ernsteste Faktor für die Sicherheit des Arbeitens unter einer harten und massiven Dach Felsen Masse zu sein. Aufgrund dieser Beobachtungen, ein begriffliches Modell der Wechselwirkung zwischen der natürlichen Stütze und der überlagernde strata ist im Papier diskutiert. RESUME: En se basant sur dans l'étude de situ de chargement de pilier aux sites différents, une tentative est faite dans ce papier pour envisager le développement de creuse la tension persuadée sous varier de conditions de geo creuse. L'étude de champs a démontré l'interaction intéressante entre la taille de pilier et la nature de masse de rocher de toit sous l'influence d'augmenter de dimension de l'excavation. La raideur de piliers overburden, la proportion d'extraction et la couverture de profondeur est observée pour être les paramètres importants pour le jugement de creuse la tension persuadée par-dessus le pilier. In the search for possible future sources of petroleum products, the recovery and utilization of bitumens from the large outcropping deposits of bituminous sandstones in the United States have been under study by the Bureau of Mines for the past several years. The results of laboratory research in the adaptation of the hot-water separation process to recovery of bitumen from bituminous sandstones were reported in an earlier publication, on the Edna deposits near San Luis Obispo, Calif. This publication included analytical data on the cracked products and asphalts obtained from the extracted bitumen and on the cracking and distillation of the bitumen. Comparable hot-water separation tests have been run in the San Francisco, Calif., laboratory of the Bureau of Mines on quarry samples from the large deposits of bituminous sandstones near Vernal and Sunnyside, Utah. The bitumens were isolated from the extracts of the separation plant and analyzed at the Petroleum and Oil-Shale Experiment Station of the Bureau of Mines, Laramie, Wyo. Part I of this report summarizes the general characteristics of the Vernal and Sunnyside deposits and discusses the hot-water separation process as applied to those bituminous sandstones and the results obtained. The separation tests showed that these bituminous sandstones also respond to treatment by the hotwater method of separation. The bitumen in the Vernal sandstone was extracted more readily by the action of hot water than was the Edna bitumen, which greatly simplified plant operation. The Vernal sandstone contains no water-soluble iron compounds, such as were found in the Edna sandstone, and, therefore, required no preliminary water washing. Recovery of bitumen from the Vernal sandstone was about 96 percent.

Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.
