Third World countries have lately taken a variety of actions to improve their revenues from the development of their mineral resources. Increasingly, their governments seek to negotiate production agreements on the basis of feasibility studies and discounted cash flow projections. Developing countries are now more selective in giving incentives to encourage investment in the mining sector. They recognize the value of their contributions to mining projects by way of guarantees and the provision of infrastructure. Third World governments now seek to participate in the basic decision making which determines profitability, such as loan-equity ratios, plant capacity, and processing and sales arrangements. They are alert to the benefits of large-scale development and appreciate their risks. They seek to increase their benefits from foreign exchange earnings and the multiplier effect of mining projects. New forms of arrangements are being used to insure that the mining sector is developed in harmony with the national objectives of the Third World.

IN addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of em-ployees, with a consequent decrease in labor turnover rates. One progressive mining company estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination de-creases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor. Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flow-sheet. Exhaust ventilating systems are now afforded equal care in design and mainte-nance to that given other machinery more closely related to the process,

Garth Crosby has written an excellent geologic description of the deposits surrounding the Gem stocks in the Coeur d'Alene district. The ore deposits in the area of the Gem stocks may hold the key to the age and mineralization history of the entire Coeur d'Alene district. A recent isotopic study10 of the Coeur d'Alene district in this laboratory illustrates that a classical geologic interpretation of these deposits, with its implications for the whole district, may lead to erroneous conclusions. For this reason it seems pertinent to submit a summary of these results and an interpretation of the mineralizing history of the Coeur d'Alene districts. Pitchblende from the Sunshine mine has been dated as 1100-1200 million years (m.y.) by Kerr and Kulp,11 and Eckelmann and Kulp.12 This pitchblende is known to predate the major sulphide introduction in the Sunshine mine, but it clearly follows the metamorphism and folding of the Belt Series. Recently, Goldich (personal communication) dated sericite from the Belt rocks as 1200 m.y. by the potassium-argon method. This date establishes a minimum Belt age if the sericite is of metamorphic origin and a maximum age if detrital. The Belt Series, therefore, is not latest Precambrian. Lead isotope ratios of galenas have been measured and model ages calculated by Bate, et all3 for the Sunshine mine, Farquhar and Cummingl4 or the Bunker Hill and Sullivan mine, and Cannonl6,18 for a few other deposits in the district. Galenas from similar deposits in Southern British Columbia have been measured by Bate, et al,23 Farquhar and Gumming,11 and Wanless and Leech." The new work in this laboratory includes leads from ten widely scattered mines north and south of the Osburn fault, and through a vertical distance of over 5000 ft (Star mine). Included in this group are the Hercules, Sunset, and Mountain Goat mines, which are adjacent to the Gem stocks. In addition, galenas from stringers which cut the Gem stocks in the Success and Sunrise mines and the Hercules hanging wall dike in the lower western portion of the Hercules mine, were included in the study. All of the above leads, except one, give model ages of 1300-1400 m.y. for the time of segregation from the parent material. The concordance of the common lead and U-Pb ages, the great horizontal and vertical uniformity of the lead ratios, the sulphur ratios of two Sunshine mine galenas and three galenas from the Edith, Page, and Hercules mines indicating average crustal sulphur, and the U23/Pb204 ratio inferred for the original lead environment, indicate that the entire mineralization of the Coeur d'Alene-British Columbia base metal belt was derived from a deep source and emplaced in the Precambrian. One sample of galena from sulphide stringers cutting the North Gem stock at the Sunrise Prospect mine gave a modern (i.e., Tertiary) lead ratio. This mine is located at the northern tip of the stock. The presence of modern lead suggests mobilization of some rock lead during the intrusion of the Gem stocks and their outliers. Detailed analysis by conventional techniques and by the General Image Processing System (GIPSY) has revealed that the conmunution of base metal-containing, complex, fine-grained sulfide ores results in the selective concentration of some ore minerals as a function of size fraction. The ores studied are massive, metamorphically recrystallized, pyrrhotite-rich masses with 10-30 percent pyrite and several percent each of sphalerite, chalcopyrite, and magnetite; gangue minerals - amphibole, mica, and quartz - constitute approximately 10 percent of the ore mass. Examination of samples from laboratory grinding experiments, - from +35 to -250 mesh - produced by both Impact and attrition grinding, reveals that there are significant differences in the mineralogical content of the various size fractions. No single fraction is representative of the bulk mineralogy of the sample. Pyrite is highly enriched in coarser fractions, whereas chalcopyrite, sphalerite, magnetite, and gangue minerals are concentrated in the finer size fractions. Concentration of the ore minerals in the finer fractions is attributed to their common presence as interstitial, grains along the grain boundaries of the more dominant pyrrhotite and pyrite. As such, they tend to be somewhat preferentially liberated as small fragments during the initial stages of crushing and grinding. The relatively coarse-grained pyrite, up to 1 cm cubes, is brittle and readily fractures into coarse fragments which are seen in larger size fractions.

To maintain a competitive position in the world market in spite of higher domestic labor costs, the U.S. has been forced to the forefront in developing labor saving devices. This has resulted in automation in our factories, mechanization in our mines, and development of faster and more economical methods of transportation. Since World War II the domestic mining industry has suffered perhaps more than any other sector of our economy. When we assisted our allies-and our enemies-to get back on their feet following the ravages of war we were perhaps overly generous in providing funds and technical assistance to develop foreign mining industries that have since become thorns in the side of our own industry. It has become imperative that domestic industry exert its vigor to meet the challenge of foreign competition. While the domestic industry can meet this challenge of foreign competition in part by protective tariffs, quotas and governmental aid, the most effective way is to maintain technological superiority that will reduce manpower requirements and costs and increase productivity. There is this opportunity both in mineral processing and in mining.

Manganese dioxide reacts with sulfur dioxide solution in the absence of oxygen to form manganous ion and dithionate ion, together with a small amount of sulfate ion. The effects of SO, concentration, hydrogen ion concentration, stirring speed, and temperature on the rate of the reaction were studied. If it is assumed that undissociated SO2 molecules react rapidly with MnO, at active surface sites and that bisulfite ions react slowly, an equation can be derived that satisfactorily represents the observed reaction rates. For solutions in which the reaction with undissociated SO2 predominates, reaction rates and activation energies estimated from diffusion theory agree well with those found experimentally. Manganese dioxide dissolves readily in aqueous solutions of sulfur dioxide. The nature of the dissolution reaction was first investigated by Gay-Lussac and welter1 in 1819; they identified a new oxysulfur radical, the dithionate ion, S2O6, as one of the reaction products. Since then, the reaction has become a standard method of preparing dithionates in the laboratory and one of the more promising methods of leaching manganese from low-grade ores. In the "dithionate process" developed by the U.S. Bureau of Mines2,3, manganese-dioxide ore is suspended in a solution of calcium dithionate and leached with gas containing sulfur dioxide. The manganese is dissolved and the sulfur dioxide is oxidized according to the reactions:

INTRODUCTION Most works on flotation of ions and precipitates from solutions have been summarized recently (1-3). Flotation is more desirable than thickening or centrifuging because of higher recovery, productivity, simplicity of apparatus and better economics in general. Electrolytic flotation that utilizes gases is more favorable than other flotation processes because of the following: higher dispersity of gas bubbles, low coalescence of the bubbles, possibility of gradual regulation of the dispersity and other parameters of flotation (4-5). Flotation from solutions is mostly based on the use of alkaline reagents as precipitants (5). Flotation from acid solutions is less common. We used multicomponent solutions with more than 2-3 components, unlike previous research methods. Acidic flotation allows recirculation of solutions to previous operations such as leaching, etc. REAGENTS FOR PRECIPITATION Electroflotation was studied over a wide range of pH with the addition of ferrocyanide, oxyquinoline, hydroxide and carbonate precipitants. In recent works (1,2,6,7) on flotation of Ni, Cu, Zn from alkaline solutions, mostly ferrocyanides were applied. Our choice was oxyquinoline because of the following: 8-oxyquinoline is a nonspecific reagent for many metals, it is readily soluble in acids and alkalis, oxyquinolates of the studied metals are in soluble compounds, the reagent works over a wide range of pH, it is widely available, oxyquinolate precipitates are stable when exposed to air, are readily floatable, and are easily converted to oxides of the metals by sintering.

During World War II the Pocos de Caldas bauxite deposits of Minas Gerais in Brazil yielded some 60,000 tons. Since then they have maintained a small but almost continuous production. Known for many years, the deposits have been reconnoitered by a number of geologists,1-4 but no dimensional study has been possible because there have not been enough exposures to show clearly the depth, bedrock, and habit of occurrence. The deposits are somewhat unorthodox in their occurrence mainly on steep slopes of mountainous terrain. Although the parent rocks are a sequence of alkalic intrusions that bauxitize readily under the proper conditions, bauxitization has not been the dominant weathering process in the area. It is limited to certain localities where important volumes of bauxite have formed by laterization of several rock types, each yielding a distinctive type of bauxite. Bauxitization may be observed in several stages and in both direct and indirect cycles of formation. The deposits are unique in being of demonstrably recent age, so that the conditions under which the bauxite formed are essentially those of the present time. The bauxitization sequence is postulated in Fig. 1.

Locked-cycle grinding experiments on mineral mixtures provide a means to study circuit performance in simulated continuous grinding systems. Such experiments with calcite/quartz mixtures revealed that approximately twenty-five 2-minute cycles are required before the composition of the circuit product and the recycle material attain steady state. The circulating load, after steadily increasing during the first 15 cycles, continued to fluctuate over a narrow range. Previous batch ball mill grinding of mineral mixtures has shown that breakage rate functions of minerals are time- independent but composition-dependent. In the closed-circuit grinding of ores with constituents having different grindabilities, the grinding rate parameters for the components also would therefore change during the transient period. With fluctuations in feed composition occurring randomly every half to one hour in processing plants, it is quite likely that the grinding circuit can be in unsteady state perpetually. The significance of these observations is discussed in this paper in the con- text of the models used in control schemes for the grinding circuits
