The stability of waste dumps depends to a great extent on the physical properties of the underlying foundation. These physical properties are evaluated through surface geotechnical surveys, subsurface exploration, and field and laboratory testing. Sufficient information must be obtained to define and assess the strength, consolidation, distribution, topographic and hydrogeologic properties for these materials. Important foundation data collected in the field include: surface infiltration rates, downhole hydraulic conductivities, ground water levels, bedrock structural parameters, soil types and soil thickness. Laboratory testing should identify the classification, strength, moisture content, hydraulic conductivity, attenuation and consolidation characteristics. Summarized in this paper are procedures and typical results of porphyry copper leach dump foundation investigations. Laboratory properties and design recommendations for potenia1 foundation liner materials are described. Back analysis and laboratory foundation strengths are compared. The topographic effect of the foundation on dump behavior is discussed and a foundation pore pressure monitoring experiment at the toe of an active waste dump is described.

THE Ducktown district is in the extreme southeastern corner of Tennessee, its principal railroad point being Copperhill, on the Blue Ridge division of the Louisville &Nashville Railroad, midway between Knoxville, Tenn., and Atlanta, Ga. The ore deposits were discovered about 1849 and development work was begun in the early fifties. Only the "black copper? ores, products of secondary enrichment, from beneath the gossan outcrops and overlying the massive sulphide deposits, were then mined and smelted for their copper content. Upon their exhaustion, attention was directed to the treatment of the pyritic ore remaining, resulting in the devising of a, process consisting of open-heap roasting, followed by blast-furnace smelting, which was practised until 1903, when semi-pyritic smelting was-adopted. In 1908, the companies operating in the district; on account of litigation brought about by alleged smoke damage to forests and vegetation in the adjoining counties of Georgia, were compelled to erect enormous acid plants to prevent the escape of the sulphur dioxide produced in the smelting operations. The utilization of this sulphur dioxide in the, manufacture of sulphuric acid as a byproduct has added to the revenues of the companies, and at the same time has furnished a valuable source of supply of sulphuric acid to the fertilizer trade of the South, and more recently to the manufacturers of explosives for use in the production of war munitions. The steadily increasing demand for sulphuric acid for the manufacture of fertilizers and explosives, together with the decreasing imports of pyrites, from which the acid is generally produced, now makes it imperative that greatly extended resources of pyrite be developed. While the Ducktown deposits do not predominate in pyrite, they do contain an inexhaustible supply of pyrrhotite, admixed with pyrite, which can be satisfactorily employed to supplement or substitute for pyrite in acid making.

THE Institute assembled on Tuesday evening, October 24th, in the hall of the Franklin Institute, Mr. Frank Firmstone, Vice-President, in the chair. Mr.. J. Price Wetherill, of Tremont, Pa., read a paper on An Outline of Anthracite Coal Mining in Schuylkill County, Pa. The paper was discussed by Messrs. Coxe, Rothwell, Heinrich, Harden, and Symons. The second session was held on Thursday evening. Mr. A. L. Holley, Chairman of the International Committee, appointed by the Institute to consider the nomenclature of iron and steel, offered the following report of the committee, signed by all the members: WHEREAS, The recent production of soft, cast, malleable compounds of iron by the Bessemer, the Siemens-Martin, and the crucible steel processes appears to demand a new nomenclature of iron compounds, for the following reasons : 1st. The term "steel," by which these soft products are commercially and professionally designated in England and in the United States, does not completely distinguish them from previously existing "steel" which would harden and temper. 2d. A nomenclature recognized in all languages seems desirable, as well for commercial as for scientific purposes, especially as lawsuits, already commenced, depend on the meaning of the term "steel." 3d. Although homogeneity, due to fusion, is usually recognized, and is by this committee recognized as the most definite characteristic of both bard and soft steel, this quality may be equally well expressed in other terms, thus leaving the old term, "steel," to define the malleable compounds of iron, which will harden and temper. Therefore, resolved, That this committee recommends the following nomenclature : 1. That all malleable compounds of iron with its ordinary ingredients, which are aggregated from pasty masses, or from piles, or from any forms of iron not in a fluid state, and which will not sensibly harden and temper, and which generally resemble what is called " wrought iron," shall be called WELD IRON (German, Sehweisseisen; French, fer soudé) 2. That such compounds, when they will from any cause harden and temper, and which resemble what is now called "puddled steel," shall be called WELD STEEL (German, Schweiss stahl; French, acier soudé).

SUPERFLUOUS varieties and standards which are meriting the critical scrutiny of the manufactur-ing industry have a special significance in the non-metallic mining industries, where, many of the final or intermediate products are manufactured at the mine or quarry. Such processes of manufacture must be considered an integral part of mining in its broader sense. Improvements may be either elimination or standardization. - The chief requirement of elimi-nation is an agreement between consumers and pro-ducers based on facts deduced from: statistical data. Standardization is much, more complex. Standards .may be established only when a very; thorough knowledge has been gained of the physical and chemical properties of the products, and the requirements of consumers. The activities of the Bureau of Standards are. largely directed toward such determinations. Paving-brick manufacturers, together with highway engineers, representatives of certain engineering socie-ties, and Government bureaus, have agreed that of the 66 styles of paving brick on the market 11 only are, essential and 55 are superfluous. Steps have been taken to reduce the output of -all but the 11 standard types. It is customary for manufacturers of structural slate to prepare it in sizes specified by builders and architects. Thus the material cannot be manufactured in advance and the result is irregular activity of mills, delays in filling orders, etc. To improve this condition, the Structural Slate Co. has issued a series of pamphlets giving complete specifications of structural slate for various purposes. Architects find it so much easier .to, order slate from these sheets that standard sizes are specified in preparing plans for new structures. Slate switchboards are usually manufactured after. the order has been received. One manufacturer claims that 80 per cent. of all switchboards are of standard sizes, and he keeps such sizes in stock. The facility with which orders may be filled from stock, and the improved quality of seasoned switchboards, will undoubtedly influence electrical, companies toward a more uniform standardization in size. Simplicity, could be further attained by the elimination of minor irregularities in .style; for example, in the beveled. edges.

A REFERENCE to the geological map of Alabama shows the coal- measures of that State to form three distinct fields. The Coosu, or most easterly, contains about one hundred square miles ; the Cahaba, or middle field, which is also the most southern true coal in the United States, contains about 230 square miles ; and the Warrior field, which contains in the State of Alabama some 5000 square miles, is the southern extremity of the great carboniferous deposit, which extends through Pennsylvania, West Virginia, Kentucky, Tennessee, and Georgia. But very little has yet been done towards developing those coal- fields, partly owing to the absence of all commercial manufacturing enterprise in the South under slavery, and partly owing to the want of capital and the disturbed condition of the South since the war. IN VIEW of the frequent occurrence of petroleum in other parts of the world, it seems odd that so large an area as is contained within the borders of Brazil should be without this product. This apparent deficiency may be due, however, to our ignorance of the regions in which-it, may exist. In some places, indications point to the probable existence of petroleum in ages gone by; and while the presence of petroleum pools may be problematic, in several regions conditions not unfavorable to their occurrence exist. Yet, Brazil has enormous oil resources in the rich oil-shales in different parts of the country. Many of these shales are very rich and only suitable processes for the extraction of the oil are lacking. At the present time, only a few small experimental plants are producing oil by distillation from these shales. These plants have been the subject of recent investigations by the Geological and Mineralogical Survey, a. pre-liminary report of which is in the hands of the printer. The only regions where studies have not been made are the upper Amazon, the Acre, the Rio Negro, and the Peruvian frontier, which really seems to be the most promising field for, explorations of any in the country. In the vast plateau region of the interior north of the 20th parallel of latitude, granites, gneiss, mica schists, and, very old metamorphosed sedimentaries predominate. Later, sedimentaries occupy a minor position and, where found in the interior, represent a thin veneering resting on the older rocks. At several places near the coast they have a greater development and contain considerable beds of oil-shale and may, in some cases, offer conditions favorable for the occurrence of oil. Such deposits are found in the Permian rocks of central-and southern Maranhão; in the Tertiary and Cretaceous beds along the coast of Alagôas Sergipe, Bahia, and perhaps farther south in Espirito Santo; and in the Parahyba embayment north of Cape Frio and in the interior Tertiary basin of eastern Sao Paulo.

(written-discussion-? ).--The advantages of the incline-slicing system have' been ably pointed out by Mr. Scott in his paper in the November, 1917, Bulletin, and also by Mr. P. B. Scotland in the Engineering & Mining Journal, Apr. 7, 1917. From the standpoint of efficiency and economy this method is far superior to the top-slice system as generally practised. However, as regards ventilation, and the danger of mine fires, it is just as necessary to use a mechanical ventilating system in mines worked by this method as it is in those worked by the horizontal top-slice system. Mechanical ventilation not only improves working conditions in top-slice stopes but, if properly designed for the particular mine in question, permits an immediate attack to he made in the event of a mine fire with a greater degree of safety to the men. In the course of time, incline top-slicing will probably take the place of the horizontal top-slicing system just as the incline cut-and-fill has superseded the horizontal cut-and-fill stoping method. While incline top-slicing has been tried in several districts on a very limited scale with inconclusive results, the Coronado is the-only large mine at which it has yet been thoroughly tested, and there it proved to be a complete success. As Mr. Scott's figures show, the tonnage has been more than doubled, with a simultaneous reduction in costs. As has been the history with all other innovations in mining, considerable hesitation will probably be shown in introducing this method in other mines. For example, when the incline cut-and-fill system was put forward as a substitute for the horizontal cut-and-fill stoping method many mining men of good repute were doubtful of its success and post-poned its introduction as long as possible, giving as their reason certain geologic conditions which would make the incline cut-and-fill impracticable. At the present time, most of the mining companies in the South-west, who in the past had used the horizontal cut-and-fill system, have already changed over, or are in the process of changing, and have proved that in the majority of cases horizontal cut-and-fill stopes can be successfully operated under the incline cut-and-fill system. Oil is found in commercial quantities in the islands of Sumatra, Java, Borneo, Tarakan and Ceram. The oil deposits of the Dutch East Indies and Sarawak are with one exception of Tertiary origin and as a rule are bound to anticlinal structures. The number of layers varies in most fields and in some of them asmuch as 14 oil-producing levels have been established. The crude oil varies rather much in composition. Some of it, particularly from North and South Sumatra, has a gasoline content up to 50 Per cent. Borneo produces mainly wax oil, while the Tarakan oil can be used directly as liquid fuel. In Java both wax and wax-free oil are produced. ' In all important fields installations have been erected to treat the wet gas. The lean gas is used for gas-lift purposes, Marietta process, and as fuel for boilers and motors, either in the fields or in the refineries. Formerly only percussion systems (Canadian, Californian and a drilling system devised especially for the purposes of the Royal Dutch Petroleum Concern) were applied in the Dutch East Indies, but in recent years the rotary system has been predominant and good results have been obtained with it. The deepest producer has recently been struck in South Sumatra at a depth of 1624 m. (5328 ft.), with a daily production of about 350 cu. m. crude oil. The crude is brought by an extensive system of trunk lines to the refineries, of which one is in North Sumatra (Pangkalan Brandan), two arc in South Sumatra near the town of Palembang, two in East ,Java (Tjepoe and Wonokromo), one in East Borneo (Balik Papan) and one in Sarawak (Miri). 2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

A surfactant waterflood, using a block copolymer of ethylene and propylene oxide (PLURONIC L64*), wa., started in 1956 in Kansas to determine the commercial feasibility of such a process. The production formation was the Bartlesville sand at a depth of 1,400 ft. Leares in the test area had attained both primary and secondary production peaks, and were on a normal decline when the tests were initiated. The injection wells were taking water at a reasonable pressure and none of the operating conditions were particularly unusual. The leases were selected primarily because of normal operating conditions, and not because of any serious problems demanding remedie>,. Oil production and water injection data were recorded during the 10-year test period, and their compilation indicates that the surfactant resulted in an increase of about 9 percent in secondary oil production. Other benefits derived from the surfactant injection were lower injection pressure that resulted in reduced power consumption and reduced erosion of the pumps; and lower calcium scale buildup. These fringe benefits more than offset the cost of the surfactant used. Introduction During the past several decades, considerable research has been carried out on secondary recovery of crude oil that remains in the producing formation despite the most efficient, current primary production practices. Methods are constantly sought of increasing recovery of oil, while at the same time improving the economic efficiency of operations. One method that has received intensive study over the years is the use of a surfactant as a waterflood additive. Laboratory tests show conclusively that dilute solutions of surfactants remove considerably more oil from uncon-solidated sand cores than does water alone.'- The loss of surfactant by adsorption at solid-liquid interfaces has caused serious doubt that surfactants can be used economically as waterflooding additives. This is especially true with anionic and cationic surfactants, and to a lesser extent with nonionic surfactants. This work was undertaken to determine the effectiveness in increasing oil production by injecting water containing small quantities of a nonionic surfactant. The surfactant selected was PLURONIC L64*, a block copolymer based on ethylene and propylene oxide, having the following structure The selection of the test site, a typical shoe-string sandstone type of field located at Batesville pool, Toronto District of Woodson County, Kans., was made because of its normal primary and secondary recovery operating conditions, and not because of any serious operating problems. When the tests were begun, the field was experiencing the customary post-peak production decline of a waterflood. Using for the tests a field that was on a normal production decline, while maintaining constant all variables other than the addition of the surfactant. was of varamount importance if success or failure was to be attributed to a particular cause. It was reasoned that if a surfactant was added to the injection waters and nothing else was done to influence the oil production or injection of water, the effects of the surfactant on the flood could be determined precisely. Production History The first well in the tested field was drilled in 1935. Gas repressurization began immediately, but it was not until Aug., 1938, that the major portion of the field was developed. During the period of repressurization, 1,700 MMcf of gas was injected. As can be seen from the curves of Fig. 1, the production peak from gas injection was attained in 1937 and a normal production decline followed. Early in 1942, water injection wells were drilled and injection of water Was initiated. Three new members of the Committee have been added, as follows : J. Esrey Johnson, Jr., William Kelly, William R. Walker. The death of Dr. F. WV. C. Schniewind is a severe personal blow to the members of the Committee, as well as a loss on the technical side that will be hard to fill. During the absence of Mr. Kirchhoff in Europe the activities of the Committee will be under the charge of Professor Sauveur.

Silicon, unfortunately, is not in the same category as some other metals with respect to the absolute value of the highest purity material prepared. Tucker, in England, and Becket, in this country have developed procedures for the purification of silicon, and Becket's process has made industrially available silicon of a purity of 99.8 per cent or better. However, even the term "silicon metal" may be a paradox to some people, although not more so than the term "amorphous" as applied to silicon. These terms come from commerce, and "metal" is used to distinguish industrially high-purity silicon from ferrosilicon, silicon-aluminum, and other high-silicon alloys. Alloys of iron and silicon with 95 per cent Si or less are known as ferrosilicon, with a designation of silicon content where necessary, arid the term "silicon metal" is invariably applied to the grades containing 96 per cent Si and higher. The Becket method of purification was referred to in a monograph on the Alloys of Iron and Silicon, and the Tucker procedure was described in some detail in that publication.' In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve and further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treatment, he does not mention the existence of carbon in the alloy; nevertheless, he reports silicon by difference. Considerable interest has been shown lately in various types of furnaces for the production of high temperatures, both for laboratory purposes and for small industrial uses. Dr. J. A. Harkerl described certain modifications of the Arsem graphite resistance helix for high-temperature work at the National Physical Laboratory. Dr. Northrup also has developed two interesting forms of high-temperature furnaces. In 1911, Messrs. Winne and Dantsizen2 described two forms of resistance furnaces using ductile molybdenum or tungsten as resistors. Since the discovery, by this laboratory, of methods for producing these metals in ductile form, their use as resistance elements in the research laboratory of the General Electric Co. has grown to such an extent that they are now almost indispensable. These furnaces are used here for alloy research, annealing, heat-treating, and practically all of the thermal processes requiring temperatures above 900' C. Various types of furnaces have been developed to meet the general needs of laboratory work, and it is the purpose of this paper briefly to describe some of these furnaces. A tubular furnace wound with a metallic resistor is the simplest type to construct, and almost every laboratory has made such furnaces. The only essential difference between a furnace wound with platinum o base metal and one wound with tungsten or molybdenum is that the coils of the latter must be heated in a neutral or reducing atmosphere It has long been our custom here to build our resistance furnaces with : metallic casing from which the tube could be easily removed for rewind ing. The heat-insulating material—usually calcined magnesia, alumina silica, or silex, depending upon the nature of the resistor-—is used i: powdered form so that it can be readily removed and replaced. FLUXES, in general, may be classified according to their use as soldering, foundry or casting, and metallurgical and the chemistry of their action follows quite closely this division. The term foundry or casting fluxes, as used here, refers to the substances added to molten metals, preparatory to casting into molds or ingots, with the object of removing small amounts of impurities that have been introduced in handling or melting the metal, which was placed in a fair state of purity by the previous refining or metallurgical processes. The sources of these impurities are the oxide coating on the surface of the ingots, material extracted or mechanically removed from the crucible or furnace wall, and those formed by the reaction of the molten metal with the heating gases or furnace atmosphere. As commonly used, the term fluxes is applied to such materials as ammonium chloride, zinc chloride, salt, borax, and boric oxide. A second class of materials, usually called deoxidizers, includes substances, such as metallic phosphides, sub-oxides, carbides, and bo-rides, that reduce the metallic oxides present in the metal. A third class includes various compounds that are molten and non-volatile at the temperature of the molten metal and are used primarily to protect the surface of the metal from the action of the furnace or exterior atmosphere; to this class belong such mixtures as lime and fluorspar, lime and soda ash, various minerals, etc. In some cases these protective layers may act in a manner similar to the metallurgical fluxes and dissolve or unite with the oxide impurities of the metal, but as generally employed this latter action is negligible since there is little opportunity for the coverings to come into contact with more than the surface of the metal, and hence they are without action on the body of the molten mass. The use of fluxes is the result of factory experience and tradition, but an extensive study has not been made of the chemical, and physical actions that occur or the effects of these actions on the properties of the metal. A study of the rate of dissc5lution of chalcopyrite (CuFeS2) in acidic solutions under oxygen overpressures was carried out by measuring the rate of formation of cupric ions in solution. Effects of temperature, oxygen partial pressure, surface area, and concentration of sulfuric acid were evaluated. A sized batch of chalcopyrite was leached in the temperature range of 125° to 175°C and in the pressure range of 75 to 400 psi of oxygen. In 0.5 N H2SO4 all products of reaction went into solution except for trace amounts of elemental sulfur. The dissolution of chalcopyrite followed linear kinetics and was essentially independent of hydrogen ion concentration for H2S04 concentrations between 0.2 and 0.5 N. The oxygen dependence indicated adsorption approaching limiting values with increasing oxygen pressure. The linear mechanism was explained in terms of steady-state adsorption of oxygen at the chalcopyrite surface followed by a surface reaction. The enthalpy of activation for adsorption of oxygen was found to be approximately 33 kcal per mole. An activation enthalpy of approximately 9 kcal per mole was observed for the surface reaction. Charge transfer reactions are not rate controlling in the process.

Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too.
