The plant of the Electrolytic Zinc Company of Australasia Limited, situated at Risdon on the estuary of the River Derwent, near Hobart, was designed and erected primarily to produce high-grade zinc from zinc concentrates produced by the mines of Broken Hill, N. S. W. Consequently the metallurgy of the process has been influenced in its development by the peculiar characteristics of the Broken Hill concentrate, which on treatment gives into solution relatively large amounts of cobalt, manganese and silica. The Risdon works (Fig. 1) produces high-grade electrolytic zinc, leaded electrolytic zinc, zinc dust, cadmium, sulphuric acid and superphosphate. This paper, however, is concerned only with the zinc plant and process. Roasting The roasting of raw concentrate is not a major feature of Risdon's process, and in this respect practice is unlike that of most zinc plants. The roasting is mostly done on the Australian mainland at centers where the sulphuric acid made from the roaster gases can be used for superphosphate manufacture. A small amount, approximately 40 tons per day, is roasted at Risdon, acid being manufactured from the gases. The amount that can be roasted there is limited by the acid requirements of the zinc plant and of the superphosphate plant. Roasting is not carried to completion at the mainland plants, and the product, known as preroast calcine, largely constitutes the raw material for the Risdon zinc plant. It contains about 6 per cent of sulphur as sulphide. Roasting is completed at Risdon for reasons that are set out later in this paper. The zinc plant proper is divided into four main divisions: (1) final roasting division, (2) leaching and purification division, (3) electrolytic division, (4) melting and casting division. There are two subsidiary divisions—the cadmium division and the preroast, acid and superphosphate division.

This paper gives a brief description of an investigation made several years ago on the diffusion of zinc into copper. The material for that study was furnished in the form of thin copper strips coated with zinc. The result was required rather quickly and at not too great an expense, and especially information was desired as to the rate at which zinc would diffuse from the zinc coating into the copper and the temperature at which the operation should be carried out. A study of the requirements of this problem indicated that the solution might be secured by means of six determinations. This is the smallest number that will give the information desired and, at the same time, furnish checks on the accuracy of the determinations which justify an abbreviated experimental program. This does not count a preliminary test which was designed to give some idea of the correct temperature to use. The minimum number of temperatures that can be used is two. Knowing the rates of diffusion of zinc into copper at two properly chosen temperatures, it is possible to calculate the rate for any other temperature, and also to check the accuracy of the determination by means of the heat of diffusion, which is calculated from the effect of temperature on the rate of diffusion. The minimum number of determinations at any one temperature is three. The amount of diffusion which occurs at a fixed temperature is definitely related to the time of diffusion, so that by determining the amount of diffusion for three different time intervals, this relationship may be established and possibly a check on the accuracy may be secured. This accounts for the six determinations or experiments, and suggests the logical plan of the work. The check used here is not generally applicable to diffusion phenomena, but it seems to hold closely enough for the limited amount of diffusion in this investigation to justify its use. The samples used were 5 to 6 mils thick and about 1 in. square. The principle of electrostatic separation is discussed and elaborated on by dividing into the three main mechanisms of electrification as applied to separation of solid substances, i.e., (1) contact electrification, (2) electrification by conductive induction, (3) electrification by ion bombardment. Types of equipment used for electrostatic processing are described and the effects of humidity mentioned. Processing of iron ore, titanium minerals, rare earths and cassiterite is discussed and some existing plants are described.

Two particles in mutual contact form a system which is not in thermo-dynamical equilibrium, because its total surface free energy is not a minimum. If such a system is left for a certain period of time, the bonding of the two particles will take place in order to decrease the total surface area, even though the temperature is lower than the melting point. This phenomenon of bonding of two or more particles with the application of heat only and at temperatures below melting point of any component of the system will be called sintering, although the powder metallurgists use this term in a broader sense, including the presence of molten phase and pressure. It is the objective of this paper to study this process and the mechanisms involved in it. This problem is of utmost importance to powder metallurgy and powder ceramics, and its technological aspects have been studied for a good many years. However, the powder metallurgical operations are too complex and include too many superimposing mechanisms, and too many variables for a direct study. It was therefore advisable for the purposes of this study to reduce the variables to a minimum. In this work the radius of the interface formed during bonding in a simple system composed of a spherical particle and a large block of the same metal was studied as a function of time and temperature. It is believed that the mechanism involved in this simple process is fundamental to any sintering operations. Previous Work J. Frenkell was the first to make a serious attempt to develop a theory of sintering. He assumed that the process consists of a slow deformation of crystalline particles under the influence of surface tension which reduces to a viscous flow where the coefficient of viscosity n is related to the self-diffusion coefficient D by the following equation 1 _ D D6kT [1] where 6 is interatomic distance, k the Boltzman constant, and T the absolute temperature. This type of viscous flow of a crystalline substance is essentially different from the ordinary plastic flow. The latter is a specific propcrty of crystals and cannot take place in amorphous bodies. According to Frenkel this viscous type of flow is due to the diffusion of the holes or vacancies arising in the lattice. He was able to derive an equation relating the growth of the interface between two spherical crystalline particles or between a particle and a semi-infinite crystal (Fig 1) to time t at constant temperature. This relationship can be written as follows: x²— 3/2 a/nt [2] where x is the radius of the interface assumed to be circular, a the original radius of the sphere and a surface tension of the material. The other assump- x tions are that x is less than 0.3 and that during the period 1 the original radius, a, of the metallic particle did not change appreciably. A. J. Shaler and J. Wulff2 followed closely the ideas of Frenkel in their theory of sintering of a mass of metallic powder. AGGREGATE With an annual domestic production of over 1.6 billion tons at a value of over $2 billion (see Table 15.1.1), the production of aggregate (crushed rock, sand, and gravel) is a basic industry of utmost economic importance. Because of the role of aggregate materials as essential ingredients of concrete, asphalt surfacing, and plaster, their delivered prices are major factors in determining the cost of construction. The annual domestic production comes from nearly 10,000 plants. About 15% of these plants account for over one-half the production. In a rapidly inflating economy, the average mine sales price of aggregate has remained relatively stable. The actual mine sales prices, however, vary greatly depending on quarrying costs in various parts of the country. Of much more importance in construction costs, however, is the delivered price of aggregate. This varies for each job, depending on the distance from the quarry and resulting transportation costs, as well as the initial cost at the mine. Because of a proliferation of regulations limiting new quarries in the vicinity of the encroaching urban sprawl, the average distance which aggregate must be transported has been increasing rapidly. Although it is impossible to derive an average delivered cost for aggregate, it should be noted that even an increase of only $1 per ton in average delivered cost over the last decade (probably a minimal assumption) would mean an annual cost $1.5 billion higher than ten years ago. In recent years, structural engineering considerations, as well as an increasing use of lightweight concrete blocks, have resulted in a rapidly increasing demand for lightweight concrete and plaster, the essential ingredient of which is lightweight aggregate. Principal lightweight aggregates are: pumice, slag, perlite (thermally expanded hydrous volcanic glass), vermiculite, and expanded shale, formed by the thermal expansion of shale and slate. The United States now has the capacity to expand, annually, over 13 million tons of shale and slate and to expand over 600,000 tons of perlite. In locating a site for aggregate production. the following factors must be considered: (1) tonnage available; (2) quality of aggregate (including local variations); (3) distance from major use areas; (4) transportation costs, including those resulting from present and possible future haulage restrictions; (5) zoning regulations; (6) operating costs, including the cost effects of compliance with local regulations governing blasting, air pollution, water pollution and drainage, noise levels, and operating periods. At one time, locating a suitable site for the production of crushed rock, sand, or gravel, in most areas, was regarded as an extremely simple task. OF all the military services, the Signal Corps is the most concerned with piezoelectric minerals because of its function as a supply service to the strategic and tactical military forces. Consequently this paper is written from the point of view of one associated with that organization. The Signal Corps is responsible for the research, development, and supply of communications, radar, and components to the using services of the Department of the Army and to some extent the other branches of the National Defense Department. Their work therefore includes the study of the sources, characteristics, and application of quartz and other piezoelectric materials. These materials have become a vital consideration in strategic planning and are essential for efficient tactical operation by all the Armed Forces. The Signal Corps at the beginning of World War II was responsible for both Army Ground and Air Force electronic equipment. Since that time this Army service organization has probably done more in the development of frequency control devices using piezoelectric materials than any other group.

ON the headwaters of the Hudson Riser, in a sparsely populated area of the north woods at Tahawus, N. Y., thirty miles from the nearest railroad, is the Maclntyre property of National Lead Co. Operations involve the mining and processing of titaniferous iron ore to produce ilmenite concentrate, and magnetite concentrate containing vanadium, for use in the production of iron, titanium, and vanadium in the war program. Accordingly, Maclntyre at present is classed as a war plant. More than 3000 long tons of ore is ruined daily by opencut methods and treated in an ore concentrating plant.

GOLD was discovered in Alder Gulch, Virginia. City, Mont., on May 26, 1863. In a short time some 6000 people flocked to the new discovery, and on the banks of Alder Gulch six settlements sprang into existence, the principal one, Virginia City, alone surviving. This town today has a population of 800, and is the county seat of Madison County. It is estimated that between forty and fifty million dollars in gold was produced up to 1904. Virginia City is situated at the mouth of Alder Creek where that stream leaves the narrow canyon that cuts the steep foothills flanking Old Baldy Mountain, elevation 9572 ft., 12 mi. south. Virginia City itself is 5700 ft. above sea level.

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."

Several years ago, it was decided to experiment with the use of high-pressure water to bring in finger hangups and reduce the amount of secondary blasting necessary. It was argued that the velocity effect of the high-pressure water would bring down hangups without unduly wetting the ore. Water under a head of about 550 ft. was installed in certain slusher drifts. Ordinary ¾ in. water hose, with a nozzle opening of % in., was used, and water was impinged on the fines under a hangup. Results were excellent. About half the total number of hangups were brought in with high-pressure water without blasting and the cost of this part of the slushing operation was reduced about 50 per cent. Operations were speeded up, dust counts and safety hazards were reduced, and a more desirable working place was secured. The additional water added to the ore was under one per cent and caused no inconvenience in slushing, haulage, or crushing operations. Usually the ore would absorb all of the water, so that none of it would enter the loading drifts. The entire mine, developed by slusher drifts, is being equipped with high-pressure water. Heating Mine by Compressor Cooling Water Several years ago, the problem of heating certain sections of the mine during freezing weather became important. It was calculated that there was sufficient heat in the compressor cooling water to heat the incoming ventilating air current to above freezing, if such heat could be transferred from the water to the air. All schemes of radiation from pipe were rejected as too cumbersome, costly and impractical. It was thought that by spraying the heated water from the compressor cooling system into the incoming air, a satisfactory heat exchange could be accomplished. The only objection was that the sprayed water would freeze and might fill the air-intake drift. However, when water at about 75° to 80°F. was sprayed at the rate of 200 gal. per minute through a bank of sprays into the incoming and freezing air current, this air was thereby heated to above freezing; and although some ice was built up in the air drift, the amount was not objectionable. Occasionally the built-up ice was picked down into the outgoing water stream, which removed it. The entire south and westerly parts of the mine were prevented from freezing. Concreting for Hangups Considerable trouble was experienced in securing hangups of fine ore in slusher fingers that needed repairing. Regular methods of timbering were unsatisfactory. Now, a slab of concrete is poured over the top of the muck by Pumperete machine, almost filling a finger, which gives a satisfactory slab to work under for making the needed repairs. Permian salt measures carry extensive lenses of soluble potash salts in north central Germany. Potash deposits of Oligocene age are found in the Upper Rhine Graben of Alsace (France), and in the Catalonian Basin of Spain. These deposits are found in a wide range of structural settings. Reserves are large, and the production of potash salts is an important phase in the economy of each of these countries.

As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

A steadily growing body of evidence indicates that earthquake ground motions can cause failure of rock slopes that are otherwise stable under static loading conditions. As a result, the economic optimum working slope angle is reduced when earthquake shaking is considered in surface mine design, especially in regions of high seismicity. When designing surface mine slopes to withstand seismic motion it is as important to consider the probability of experiencing various levels of ground shaking as it is to consider the characteristics of the ground motion. For most slope designs, simple probabilistic techniques such as extreme value or maximum likelihood techniques are appropriate. These techniques, however, should be applied in such a way that a probability value is assigned to characteristic ground motion parameters at the mine rather than to nearby earthquake magnitudes. Several techniques have been developed to analyze rock slopes subjected to dynamic loads. Most of these techniques do not adequately account for the ground motion parameters of concern. The best technique appears to be one that utilizes actual earthquake time histories. A simple technique that calculates block displacement for any input accelerogram, using a linear acceleration approximation between time steps, has been developed that accurately accounts for rock block response. Results using this technique indicate that the following factors are important for assessing rock slope stability in earthquake regions:

AS an evidence of the fact that mines safety is not being neglected even in the remote district of the Philippines, a short account is appended of the organization and activities of the Mambulao-Paracale District First Aid and Mine, Rescue Association, whose headquarters are at Jose Panganiban Cam, Norte P. I. The second annual miner?s safety celebration which is sponsored by the Association was held in Paracale on Sept. 2, 1940. The event is the big occasion of the year when the thousands of employees of the mines in the district meet to compete for prizes and has become a great social function as well.=

Iron oxides are unique in that they are the only significant colored mineral found in a natural state suitable for use as a pigment after it has been pulverized to pigmentary size. The current world production of iron oxide pig¬ments is estimated by the author to be between 450,000 and 550,000 tons based on 1969 data. The fact that highly colored natural deposits of iron ore are found throughout the world ac¬counts for its use in prehistoric man's artistic cave paintings. These early artists did not realize that they had established man's first paint test fence which now has some 20,000 years of exposure. In addition to abundance, constituting about 7 % of the earth's crust, iron oxides have the advantages of low cost, permanency, and are not toxic. Through the centuries, succeeding civilizations have utilized iron oxides as a major source for decoration and protection when coloring was desired. In the last century the chemical industry has improved on nature by developing a complete range of synthetic iron oxide pigments which surpass the pigments pro¬duced from natural iron ores in uniformity, color quality, and chemical purity. In the United States alone, the combined production of natural and synthetic iron oxides produced sales of over $28,000,000 in 1970 (Stipp, 1970). Nomenclature With the increasing importance of the syn¬thetic iron oxides it is necessary to make a distinction between the natural or mineral pig¬ments and the synthetic pigments. Natural pigments are those products which are derived from selected ores and should not be confused with iron ores mined for steel production. Iron ores that are mined for steel must be capable of being mined and reduced to iron on a com¬mercial basis. These ores are selected on the basis of iron content and processing economics. It is therefore unusual when iron ores for steel production are suitable for use as mineral pig¬ments. Natural pigment ore sources are se¬lected for their special physical-chemical prop¬erties and can command a premium price. Synthetic pigments, and in this instance iron oxides, are those pigments produced from basic chemicals. Through chemical synthesis pig¬mentary sized particles are produced as opposed to comminution, the major procedure common to all natural iron oxide pigments.

The experience of the Committee in connection with securing papers for the Butte meeting in August has shown that authors should begin early on papers contemplated for the New York meeting next February. So many papers come in at the last moment that it becomes exceedingly difficult to have them all read, indorsed, and delivered to the printer in time. Authors should remember that those serving on this Committee are doing so without pecuniary compensation, and it is hardly fair to expect them to devote so much of their time at the last moment from their private affairs. So many papers have to be sent back for corrections of one kind or another, that it is desirable that they be sent to the Committee at least three months previous to the date of the meeting. The Committee desires to be kept informed of contemplated papers on metallurgical subjects particularly. It is hoped that the Institute Transactions can be made an up-to-date record of metallurgical advance of all kinds. For the present, at least, the activities of the Committee include the refining and preparation of the non-metallic products such as phosphate rock, precious stones, cement, lime, gypsum, building stones, etc. Papers covering any of these subjects are desired. General papers covering geological, mining and metallurgical phases of an ore deposit can be sent either to this Committee or to one of the other Committees on Mining Geology or Mining Methods. C. W.
