Gentlemen:-I herewith present a report on some of the more important activities of the Institute for the year 1921. The present incumbent took. over the active management of the Secretary's office on the first of July and his, work was facilitated, while becoming acquainted with the routine of the office, by the constant and., kindly assistance of the former, Secretary, Mr. Stoughton, during the following three months, and that no interruption occurred inn its regular and smooth operation is due to him and to the Assistant Secretary, who has always been ready to give the benefit of his experience and assistance. MINING AND METALLURGY Through the efforts of President Ludlow and the generous assistance of one of our members, coupled with the excellent work of Major Barbour, MINING AND METALLURGY has, during recent months, shown constant improvement, which could not have taken place, however, had it not been, for the support given by a number of our contributing members. We have every reason to feel encouraged with respect to the quality of the publication and its cost of production. For the year 1921, the net cost of MINING AND METALLURGY was about fifty cents per member, per annum. Occasional letters are received criticizing the Board for producing this publication, but they are more than offset by letters of approval. When the, full purpose of the publication is appreciated, criticism ceases. The elimination of MINING AND METALLURGY and reversion to free distribution of all papers to all members, whether desired or not, would mean such a heavy additional expense that the number of papers would have to be much curtailed. The generous cooperation of members in sending for only such papers as they particularly desired has saved, the Institute thousands of dollars. A plan is being worked out that will materially assist in securing a prompt distribution to members of all pamphlets dealing with subjects in which they are especially interested.

THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and work- men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. HISTORY The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish- American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

When silver chloride deforms by pencil glide at temperatures of 26ºand 72°C, grain size has no effect upon the proportional limit and the material necks down to a knife edge under tension. At -196ºC, deformation takes place on fewer slip systems to produce straight slip traces, the flow stress becomes sensitive to grain size and fracture occurs by cleavage from an intergranular source without any reduction in area. THERE are significant differences between the appearance of the slip bands formed in silver chloride and in the alkali halides at room temperature. The bands in sodium chloride, e.g., are fine and geometrically straight, whereas in silver chloride they are coarse and wavy.' Such differences in the slip behavior prompted us to inquire what the effects of grain boundaries might be on the mechanical properties of these solids. As an introduction to a general study of ionic poly-crystal behavior, we have investigated the effect of grain size on the stress-strain relationships in silver chloride at different temperatures. We have chosen silver chloride chiefly because polycrystals can be easily prepared free from cracks and macroscopic voids by conventional techniques. Moreover, as we shall see, the slip behavior can be readily modified by changing the temperature. It will be shown that the effect of grain size on the yield stress of silver chloride is strikingly dependent upon the temperature of deformation and that this temperature effect comes about through a change in the number of slip systems which operate at the onset of plastic flow. EXPERIMENTAL PROCEDURES Polycrystalline tensile specimens were made by recrystallizing cold-rolled AgCl sheet. Thirty-gram quantities of AR grade silver chloride powder were melted in a low heat capacity furnace, cast into cylindrical forms 3/4 in. in dim and approximately 1 in. in length and then extruded with a 16:l reduction ratio into rods 3/16 in. in dim. Extrusion temperatures were varied from room temperature to 350°C. In order to impart various degrees of cold'work to the extruded rod. All extrusions were then cross rolled to sheet 0.040 in. in thickness at room temperature and machined to form tensile specimens having a gage length of 0.750 in. with a width of either 0.250 or 0.145 in.* Annealing was carried out in an air oven at 200°C for periods up to 20 hr. specimens having average grain diameters ranging from 0.024 to 0.40 mm were prepared by varying the extrusion temperature and annealing time in the conventional manner. To obtain specimens with grain sizes larger than 0.40mm, lightly deformed thin prisims of silver chloride single crystals (supplied by Harshaw Chemical Co.) were recrystallized. Grain size determinations were made by an intercept method and revealed that the grains were equi-axed. Laue back-reflection X-ray patterns showed little tendency to form a preferred orientation texture. Specimens which were to be used for the slip band studies were polished by immersion in fresh boiling concentrated NH,OH for 60 sec. They were then etch polished for 10 sec on each side by hand lapping on a stationary velveteen lap wetted with a dilute Hypo solution (5 g of Kodak Acid Fixer in 100 cc H20). Finally the specimens were rinsed in warm water and alcohol, blown dry and carefully mounted in the tensile machine for testing. Tensile tests were performed at three temperatures, namely, 26º, -72º, and -196°C. A screw-driven hard tensile machine was used at a constant strain rate of 0.006 in. per in. per min. Loads were determined with a light- proof ring fitted with A-18 strain gages and extensions were measured with a 0.0001 in. dial gage. Constant level baths of alcohol with dry ice and liquid nitrogen were used to maintain the two lower test temperatures. EXPERIMENTAL RESULTS Reproducibility—In view of the light sensitivity and reactive nature of silver chloride, it was necessary to determine whether reproducibility depended upon either exposure to light or to the condition of the surface. The mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. .About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts and are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various typcs are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and cnable the men at the tops of the shafts to sort out the required sizes and to hare them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

Summary INTRODUCTION The Chem-Seps Continuous Countercurrent Ion Exchange (CCIX) contactor was first conceived of in 1951 at the Oak Ridge National Laboratory. In the 27 years that have passed, there has been a steady stream of pilot plant process development studies on a variety of processes far too numerous to mention. These have been in the area of water and waste treatment, chemical processing, ore leach treatment, and many others. Many successful production systems have been installed and operated in a variety of applications. A few of these are described herein together with a description of the system and its operational characteristics. SYSTEM DESCRIPTION Chem-Seps Continuous Countercurrent Ion Exchange* is a single loop in which various sections are separated by valves to isolate the sections performing different functions simultaneously. (Refer to Figure 1). To explain the working of a typical unit, let us use a simple configuration used in water softening or demineralization. The resin is moved in small increments by the hydraulic ram action. All solution flows are countercurrent to the flow of resin. The contaminants are removed in the process cycle and the resin is moved in the pulse cycle. A controller in the effluent stream from the treatment section senses the proper limit permissible in the effluent. In the process cycle, the influent enters through a set of distributors, moves downward and leaves through a set of collectors. Simultaneously the regenerant enters through valve RE and leaves through valve WA. The rinse enters through valve RI and its duration is controlled by an interface controller. In the process cycle, valves B, C, and D are closed, isolating all the sections. The duration of the process cycle is 4-10 minutes depending on the contaminants to be removed and is controlled either by a timer if the contaminants are fixed, or a controller in the effluent stream, if the contaminants fluctuate at short intervals. Valve A is open and resin is dropped to the pulse section simultaneously with the removal of contaminants in the treatment section, regeneration of loaded resin in the strip section, and rinsing of regenerated resin in the rinse section. As the resin drops through the valve A, it is backwashed to remove the suspended solids or resin fines. Removal of these fine particles is important to avoid the unnecessary pressure drop in the bed and plugging of the distributors. At the end of process cycle, all flows going into the unit and out of unit are automatically shut off. The valve A closes and valves B, C, and D open in proper sequence. A slug of water enters through valve PU, a predetermined incremental volume of resin moves into the regeneration section, an equal volume of regenerated and rinsed resin enters the bottom of the treatment section, and an equal volume of the loaded resin leaves the top of the treatment section and goes into the resin reservoir section. (The resin movement is plug flow with the Reynold's number being in the laminar region of the curve, and no fluidization occurs during the pulse cycle.) The total time required for proper sequencing of valves and the movement of resin is 20-30 seconds. At the end of this period, the valves B, C, and D close and valve A opens. The solution valves open and normal steady state operation begins. All valves are interlocked and properly sequenced. The resin movement is precisely controlled by sonic devices. Special Features of Chem-Seps CIIX "Downflow"*: The raw feed in the treatment section moves downward and the resin moves upward in the treatment section. The "downflow" of feed overcomes the handicap encountered in "upflow" systems. The "upflow" of feed requires a certain minimum flux during process cycle to lift the bed and keep it

The wire-line tubing perforator is a mechanically operated tool that is run on an ordinary steel measuring line into the tubing of a well, under pressure, to drive into the wall of the tubing, and securely lock in place, a tapered, cylindrical insert containing an orifice. Use of the perforator obviates the necessity of pulling and rerunning the tubing to install jet collars or flow valves, reduces the cost, and simplifies the task, of placing an oil well on gas-lift operation. More important, however, is the use of the tool with a removable check valve and stop, to provide a means of washing drilling mud from the annulus between the tubing and casing, and to complete the well for gas lift operation without exposing the producing formation to the mud column and without moving the tubing string. This paper discusses the origin, development, and mechanics of the wire-line perforator, the various purposes for which the tool was designed, and the method of selecting orifice sizes for any depth, and gives the results obtained thus far in practical application. Origin and Development Several years ago, a tool that could be lowered on an ordinary steel measuring line into the tubing of a well under pressure was designed and constructed for the purpose of punching a hole in the tubing walls above a shale bridge that had completely plugged the tubing of a well in the Long Lake field, East Texas. The well was in a low, swampy area, which excessive rainfall had caused to be in- accessible by car or truck for about four months. The only equipment at the well site consisted of an ordinary steel wire line that had been carried there to measure the depth of the bridge. Since a pulling unit could not be moved to the well site, and as the pressure on the casing was 2100 lb. per sq. in., it became apparent that the only way out of the predicament was to make a perforating tool that could be lowered into the tubing on a measuring line and operated under Pressure. Thus, the first wire-line tubing perforator was designed and built as an expedient, and was not used extensively until it had been redesigned to meet more frequent and increasingly urgent needs. Until recently, it was necessary to pull the tubing to install jet collars or flow the when a well was to be placed On gas lift. Because most companies either maintained or had access to pulling units and crews for this work, little or no thought had been given to eliminating or even simplifying this task. When the manpower and steel shortage became so acute, however, many operators suddenly found themselves without facilities to equip their wells for gas lifting. The wireline tubing perforator already had been tried and proved successful, therefore operators immediately requested its use to punch gas-jet holes in the tubing, to eliminate the pulling and running of tubing strings. The first deficiency revealed by more general use of the perforator lay in the inability to regulate the size of the hole punched through the tubing. The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

IN the Parkes process of lead refining, after desilverization has been completed by means of the addition of zinc, there remains in the lead from 0.5 to 0.6 pct zinc. At this stage in the refining operations virtually all impurities are reduced to refined lead specifications except zinc and antimony. All excess copper, nickel and cobalt have been removed by the zinc additions. The silver remaining should not exceed 0.1 oz per ton. It then remains only to remove the zinc and antimony in order to produce refined lead. At the Herculaneum plant of the St. Joseph Lead Co., practice formerly was to complete the refining by means of oxidation in a reverberatory furnace. This process consisted of heating the lead to 14000 to 1500°F and allowing it to come in contact with excess air passing over the surface of the lead and periodically agitating the bath of lead with air. This procedure not only resulted in the loss of zinc but of a considerable quantity of lead converted to the oxide in the form of dross and fume. The fume, collected in the baghouse, together with the dross was returned to the blast furnace, thus adding appreciably to the circulating load on the blast furnace and refinery. In addition, operation and maintenance of the reverberatory furnace was expensive and required the performance of disagreeably hot and somewhat hazardous work. The process of dezincing with high vacuum was developed at this plant as a substitute for the oxidation process and finally led to lower operating costs, the practical elimination of dross and fume and the direct production of metallic zinc, which is very suitable for re-use in the desilverization process. Essentially this process consists of subjecting the lead to high vacuum, in a kettle provided with means for heating, a bell-shaped member open at the lower end so constructed that it can be immersed in the molten lead, and means for evacuating the interior of the bell and for sealing an agitator. Metallic zinc is thus produced and collects on the upper cooled part of the bell member. This metallic zinc is periodically removed and re-used in the desilverization process. The process is quite simple. It is conducted at a low temperature, thus permitting the use of iron equipment, and shows a material saving in refining costs over the old method. EQUIPMENT AND ITS USES Dezincing Machine.-The equipment employed in this process consists of a dezincing machine, a steel kettle of 120 tons capacity, a vacuum system and equipment for handling the dezincing machine (Fig I). The dezincing machine consists of a compact assembly, suitable for handling with an overhead crane, consisting of a treating chamber and the agitating mechanism. Practically all underground work on the Minnesota iron ranges is done by miners working on a so-called contract wage system. This system, while it has certain advantages over the straight day's pay or company-account method of wage payment, has serious and vital defects. In view of the scarcity and demands of labor, it is important that employers of labor scrutinize their systems of wage payments carefully, not only to save losses and trouble, due to labor disturbances, but also to secure the greatest efficiency of their workmen and reduce their operating costs. It is admitted that an adequate, just, and equitable wage is the prime factor in bringing about these benefits. The wage of labor and its method of application and payment have been, and always will be, the main factors in the unrest and dissatis. faction of labor. Not only does labor want and need an adequate wage, assuming that work is adequately performed, but it wants and is entitled to a just and equitable wage. Labor must have respect for the fairness of the wage and for the fairness of the management in the application of the wage It is conceded that the Minnesota iron miners are now, and have been, in the main paid adequately, but the inherent defects of the so-called contract system prevent any just or equitable application of this wage to the various units of the labor body. The defects of the contract system, with its obvious inequalities, favoritisms, and injustices, are cancers in the brain of labor. Every thinking miner realizes these defects and knows just what they are; the unthinking do not realize the details of the subject, but each month they are forcibly reminded of these defects through the pay envelope. As practiced on the iron ranges, however, the so-called "contract " system is not a contract and the name is a misnomer. No true contractual obligation exists. As usually practised, the contract system involves the setting of a price per foot in development work, or per foot or per car, usually the latter, in slicing or stoping, by the mining captain, and assumes its acceptance, though often under protest, by the men. A price is set for each working place, in which there are usually two men per shift. This price includes labor and supplies, such as explosives, fuse and caps, shovels, carbide, etc., and the men divide the total earnings less the amount expended for supplies. In view of the good results which have followed the wide discussion of the rail-specifications of the American Section of the International Association for Testing Materials, I now offer for discussion its specifications for steel forgings and steel castings. It is not necessary to emphasize the importance of reaching definite conclusions on these subjects. Engineers, consumers and manufacturers are alike interested in securing good, reliable, uniform steel. In this connection, I would call particular attention to the important paper read by Mr. C. H. Ridsdale, last September, before the Iron and Steel Institute, as bearing on them; and, for convenience of reference in the discussion, I append the Table in Section VI. of his paper, on a Manifestations, Classified mider Heads of Faults of Different Types. appearing after Treatment by the User, for Tracing their Probable Source."* The discussion of these specifications will be practically a continuation of our former discussions on "The Physics of Steel." We have passed through a period in which the chemical composition of steel has received the greatest prominence; but failures of steel forgings and castings of the best chemical composition have shown that we could not control the quality of the finished product by the chemical composition alone. It must be admitted that differences in the physical properties of the steel, greater than those due to small variations in composition,are produced by heat-treatment, both in connection with the mechanical work of forging and otherwise. The present result is a strong tendency to deem the heat-treatment more important than the chemical composition. I think the mean course is the safer. We should give them equal importance; for we know that to produce the best results me must start with a good

EPPELSHEIMER, * Middletown, Ohio.-The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in. a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. TheRe has been, during the past year, a wealth of report data and discussion relating directly or indirectly to various phases of ventilation of metal mines, and many of the data are from foreign sources. The phase of the subject most generously accorded the attention of the technical press is that of cooling mine air, with much less attention to other fairly intimately associated features such as fan performance, friction factors, fires, mine gases, mine lighting, health of miners, and ventilation standards. Cooling Mine Air South Africa, with its very deep mining on the Rand and with fairly high working temperatures, 'contributes the most definite data on the subject of cooling mine air, and undoubtedly the most interesting issued are those from a paper by J. H. Dobson,' in which he gives a comprehensive review of the subject as gleaned largely by analyzing the data in three papers.2 Dr. Dobson's summation is decidedly interesting. In general it is recognized that the introducing into the mine and circulating to the working places of large volumes of pure air is the most effective method of giving deep, hot metal-mine workings reasonably efficient working conditions. A tabulation as to the cost of securing various amounts of cooling by circulating various volumes, from 230,000 to 760,000 cu. ft. per min., indicates that there are cost limits beyond which increase of quantity of air in circulation is impracticable, as the annual cost of circulating 230,000 cu. ft. of air per min. in a certain mine at a depth of

The desirability of a uniformly sized abrasive for metallographic polishing has probably been recognized in a general way for a long time. Certainly all metallographers have recognized the damage that can be done to a polished surface by a piece of grit, especially if one of the softer metals, such as zinc or aluminum, is being polished. It is to be doubted, however, whether many metallographers have had any adequate idea of the particle size of the abrasives they were using or of the range of sizes encountered in any given grade of abrasive. At any rate, the descriptions of abrasives for metallographic work found in the literature are generally very meager. It was with the idea of securing an abrasive with a limited range of particle size that a study of this problem was commenced. Commercial abrasives, even when recommended for metallographic work, are made up of particles of varying sizes. One such abrasive contains some particles so fine that they remain in suspension for days and other particles so coarse that they settle at the rate of 3 in. per minute. It is evident that the coarsest particles are over 100 times the diameter of the smallest ones, or over 1,000,000 times the volume. The hopelessness of avoiding scratches under these conditions is evident. Vanderwiltl has described a laboratory method for grading abrasives in which the elutriator is used. Le Chatelier's method, described by Goereq2 also makes use of an elutriator. However, the elutriator is too slow for this purpose and requires too delicate a control for the range of sizes desired. The method of stirring up the abrasive in water, allowing it to settle for a given time, then drawing a measured depth off the top of the suspension, has been finally adopted as the simplest procedure. The largest particle in a given portion is then determined by Stokes' law:3

The Oil Shale Corp. (TOSCO) is investigating the application of its oil shale retorting technology to coal processing in its 25-tpd retorting pilot plant. Low temperature char, with a high heating value, plus tar and gas have been produced from high moisture content, low heating value, subbituminous coal. The process, which has been named the TOSCOAL process, uses heated ceramic balls to provide the heat for retorting the coal. One ton of as-mined, subbituminous coal produces approximately 1/2 ton of char, 1/2 barrel of tar, and 1600 standard cubic feet (scf) of gas when the retorting is conducted at 970°F. Properties and yields of the products are presented and compared with Fischer assay yields.

The study of the relations between gases and metals is one of pcren-nial interest to all who are connected with the production of high-grade metallurgical products. The data reported here are the outcome of work of which the object is to determine the effects of dissolved gases upon the properties of metals and to gain a more detailed knowledge of the reactions between gases and molten metals, particularly iron, under definitely controlled conditions. We have attempted to reduce our margin of error by dealing with relatively large quantities of metal, from 4 to 13 Ih. (2 to 6 kg.), and keeping the ratio of refractories to metal as small as practicable. The ingots produced are large enough to provide adequate material for making determinations of magnetic and other physical properties. In choosing the bell-jar type of furnace we were influenced by the results of considerable experimentation along the same general line which indicated that, for the scale on which we were to work, it was important to have the furnace structure independent of the vacuum enclosure. The use of a bell-jar surrounding the entire furnace accomplishes this and also gives great freedom of observation during operation and ready accessibility for the replacements which are necessary after each run. Our choice of analytical method was made in the light of the results secured by H. M. Ryder, who used a method similar in principle for the analysis of very small quantities of gas extracted from strips of metal heated electrically in high vacuum. We have presented some selected preliminary experirnental data as being illustrative of the quantity and nature of the gases which occur in iron of different origins, but do not urgc any hypothesis at this time. The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. THIS paper is a description of the opera¬tion and results of a Humphreys Spiral Silt Cleaning Plant at the Powderly Colliery of The Hudson Coal Co. during the first nine months of operation and follows a pre¬liminary description given at the Anthracite Institute in May, 1947, in a paper titled "Preparation of Anthracite Sift for Boiler Fuel in a Humphreys Spiral Test Plant" by H. H. Otto, V. H. Wilson and W. L. Dennen. This plant is considered a full size operating test plant and, like all new plants, numerous minor changes in the methods of operation have been made from time to time to secure the results desired. Views of the silt preparation plant and of the screening house are given in Fig 1 and 2. This plant consists of 48 spirals in 8 batteries of 6 spirals each, 36 of which were to be operated as primary spirals and the remaining 12 as secondary spirals. A brief description of the plant and its operation follows. The only material cleaned at the plant during 1947 was that carried in the underflow from the Thickener which handles the Breaker waste water. This underflow, amounting to approximately 2000 gpm of water and containing 12.6 pct of solids, is pumped .to vibrating screens where the plus 316-in. material is removed. (Fig 3).
