The petroleum industry of western Pennsylvania and southwestern New York lias been one of phenomenal development. Greater and more sudden flucuations hare occurred in the price* of crude oil, and in all the collateral interests dependent upon its production, than in the case of any other mineral product which has been extensively exploited in the United States. This was more particularly so from the commencement of drilling for oil in 1859 down to the end of 1877. The experience gained during these early years has enabled the oil men to operate more intelligently since; the business is not now attended with the hazardous risks with which it is generally credited. The most important questions connected with the oil industry are those of (a) the oil-supply, and (6) the possible ultimate exhaustion of the field. Since 1876 my attention has been directed to the study of the statistics of the product of the oil regions. In January, 1880, in order to slow some interesting points connected with these questions, I prepared a graphic chart which was used to illustrate a lecture on petroleum delivered before the Franklin Institute. This chart was afterwards reconstructed in two distinct forms for publication in the census report. on Petroleum and its Products. These latter I have redrawn in a condensed form, and have extended them to include the statistics up to 1885, for publication in the Transac tions of the Institute, in conjuction with a map of the oil-re&'~IOIIS prepared by Mr. John F. CarII and myself. It is hoped that these illustrations will be found interesting to the members of the Institute, and of practical utility to oil-men, without any extended discussion, since it is my desire to make only such brief references to them and give such additional detailed facts as may serve to make the prominent features understood.

PRODUCTION AND MARINE TRANSPORTATION OF MEXICAN PETROLEUMS ALTHOUGH the work on which this paper is based was carried on, by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, .the first dealing with the production and marine transportation of Mexican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes, to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical, work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been; to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue.

Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. In fact, the economic integration of Europe following the end of the war was considered so essential that, in 1949, the administrator of the European Cooperation Administration, Paul Hoffman, spoke of the economic integration of Western Europe as an objective of American policy embodied in the Marshall Plan.

The usefulness of the electrical resistivity log in determining reservoir characteristics is governed largely by: (I) the accuracy with which the true resistivity of the formation can be determined; (2) the scope of detailed data concerning the relation of resistivity measurements to formation characteristics; (3) the available information concerning the conductivity of connate or formation waters; (4) the extent of geologic knowledge regarding probable changes in facies within given horizons, both vertically and laterally, particularly in relation to the resultant effect on the electrical properties of the reservoir. Simple examples are given in the following pages to illustrate the use of resistivity logs in the solution of some problems dealing with oil and gas reservoirs. From the available information, it is apparent that much care must be exercised in applying to more complicated cases the methods suggested. It should be remembered that the equations given are not precise and represent only approximate relationships. It is believed, however, that under favorable conditions their application falls within useful limits of accuracy. Introduction The electrical log has been used extensively in a qualitative way to correlate formations penetrated by the drill in the exploitation of oil and gas reservoirs and to provide some indication of reservoir content. However, its use in a quantitative way has been limited because of various factors that tend to obscure the significance of the electrical readings obtained. Some of these factors are the borehole size, . the resistivity of the mud in the borehole, the effect of invasion of the mud filtrate into the formation, the relation of the recorded thickness of beds to electrode spacing, the heterogeneity of geologic formations, the salinity or conductivity of connate water, and, perhaps of greatest importance, the lack of data indicating the relationship of the resistivity of a formation in situ to its character and fluid content. On the Gulf Coast it is found that the effects of the size of the borehole and the mud resistivity are generally of little importance, except when dealing with high formational resistivities or extremely low mud resistivities. Fortunately, little practical significance need be attached to the exact values of the higher resistivities recorded. Low mud resistivities are not common, but when this condition is encountered it may be corrected by replacing the mud column. With the present advanced knowledge of mud control, invasion of mud filtrate into sands can be minimized, thereby increasing the dependability of the electrical log. The effect of electrode spacing on the recorded thickness of a bed is often subject to compensation or can be sufficiently accounted for to provide an acceptable approximation of the true resistivity of the formation. As development of a field or area progressively enhances the knowledge of the lithologic section, the resistivity values of the electrical log take on greater significance, ultimately affording acceptable interpretations. The process of' spheroidization, or more properly coarsening, of Al-CuAl,eutectic alloy specimens with various initial microstructures was studied by quantitative metallographic and X-ray diffraction techniques. By measuring the rale at which specimens with a very fine dispersion of phases (produced by quenching molten droplets of the alloy in water) coarsened it uias determined that the rate-controlling mechanism for coarsening was diffusion, probably of aluminum in the aluminum-rich phase. The lamellae in specimens with a high degree of microstructural and cr-ystallog/uphic anisotropy (produced hy unidirectional solidification of ingots) thickened during heat treatment by recession of the CuAl, platelets from jaulted regzons, yet the specinlens retained a very high degree of. anisotropy after prolonged heat treatments at a temperature within 8°C of the eutectic temperature. In such specimens the crystallographic orientation relationship between the phases remained constant and no change in the crystallographic substructure occurred. Based on these observations a model was developed for the coarsening—or rate of' thicken-ing—oj- the lamellar structures which predicts that the rate of decrease of interface area is proportional to the square of lamellar interface area. Experiments with degenerate and very coarse lamellar microstruc -tures preduced by extremely slow unidirectional solidification) indicate that initial microstructure is a most important factor governing the final micro-structure after heat treatment. The particle size and shape of dispersed phases are important parameters affecting the properties of a wide variety of two-phase materials. As is well-known, varietythe dispersed-phase particles tend to coarsen at appropriately high temperatures because the interface energy of the system is reduced by the concomitant reduction in interface area. ARRIVING at Davis Junction, after leaving Portland, we expected to wait for an hour and a half, but found the superintendent of motive power of the Southern Pacific, Mr. Williams, waiting for us with a car, and were immediately taken aboard this and whisked off to Sacramento. After dinner, we were taken to the railroad shops to see their work in reclaiming scrap steel. We saw them draw off the slag from the electric furnace, and later make a casting. At about 11 o'clock, we took the train for Reno. A delegation of the Nevada Section, with Mr. Kirchen and Mr. Rives at its head, met us at the station. Immediately after breakfast, we started for the property of the Comstock Mines Co., where General Bulkeley Wells was to be our host. We had a de-lightful ride out to the mines and through the old city of Virginia, or through what was left of that old city, reaching General Wells' camp at about 10:30. This contains the newest thing in cyanidation and a remarkably fine iron and concrete mill building. After a trip underground, we were called to luncheon, where about 250 sat down. The afternoon was spent in the mill, and we were taken to Gold Hill, which is a part of Virginia City, for dinner, again as the guests of General Wells, who made a consummate toastmaster. Governor Emmet Boyle was the first speaker; he was followed by President Dwight, and then came President William Sproule of the Southern Pacific. A song, "The Engineer," was followed by Senator Key Pittman, Professor Jones of the State University, Mayor Stuart of Reno, and ex-Senator Charles Hend-erson. The president of the Western Pacific and the president of the Pacific Coast Line were there, also many notable operators of Nevada and California.

Some years ago, in the manufacture of seamless tubing from an alloy steel containing 0.07 per cent maximum carbon, 18 per cent chromium and 8 per cent nickel, at the plant of The Babcock & Wilcox Tube Co., a peculiar type of piercing defect was noticed. This defect was definitely associated with certain heats of the alloy and was independent of any of the variables of mill operation and billet-heating condition. A thorough analysis of the defective material yielded but one clue to the reason for its abnormal behavior in piercing and that was its oxygen content as determined by the vacuum fusion method. The oxygen content of the defective 18-8 alloy was found to be from two to three times that of the material that had pierced satisfactorily, and this incited an active interest in the vacuum fusion method for the analysis of alloy steels. After a critical survey of the literature on this subject, and considerable experimentation, an apparatus and technique were evolved that gave a fairly rapid, simple and reliable method of analysis. Samples selected from six years of tube production of 18-8 and other corrosion-resistant alloys were analyzed by this method. This paper describes the procedure and gives a correlation of the oxygen, hydrogen and nitrogen contents of a number of alloy steel samples representative of good and bad tube-piercing quality. The Apparatus Basically the apparatus used in this work was that of Jordan and Eckman,' employing a high-frequency induction furnace and the gravimetric method of analyzing the evolved gases, nitrogen being excluded from the determination. A comparative study has been made of the ex-tractability of several of the transitim metals from thiocyanate sohtions using methyl isobutyl ketone as the organic solvent. Extractions were made of scandium (III), chromium (III), manganese (II), iron (III), and cobalt (II), of which only the scandium , iron, and cobalt were readily extracted. All extractions were made at pH 2 and at 25.5 °C. A series of extraction experiments was made on scandium, iron, and cobalt to determine the effect of thiocyanate cmcentration added as the ammonium and also as the calcium salt. Also determined was the effect of metal ion concentratim and ionic strength on the distribution ratio. Analyses of the organic extracts indicated the scandium and iron were extracted principally in the uncharged trithiocyanate form, while the extractable form of the cobalt contained the cobaltotetrathiocyanate anion. THE chemical separation of metal complexes in solution by solvent extraction has in recent years been developed for large scale separation as well as bench scale work in the laboratory. It has also found increased application in analytical chemistry. Its extension to extractive metallurgy as a unit operation is best illustrated in the recovery of uranium and vanadium from their leached liquor.5-8 The extractability of some thiocyanate systems have been extensively investigated. The rate earths have been separated from one another using butanol as a olvent. Scandium was effectively extracted in ethyl ether using ammonium thiocyanate as the com-plexing agent.'' Similarly, the separation of hafnium from zirconium has been reported using ether""' or hexone13 as the organic solvent. The extractability of various metal thiocyanates in ethyl ether is given by 0ck.l Sharp and Wilkinson15 prepared nickel-free cobalt slats by thiocyanate extraction. The mechanism of extraction of titanium (IV) thiocyanate with methyl isobutyl ketone was determined by elafosse.''" The characterization of cobalt (TI) thiocyanate complex using methyl isobutyl ketone as the solvent at near neutral aqueous solution and the spectrometric studies of the ex-tractable cobalt complex has been made by Hard." It is noteworthy to mention at this point that the fundamental characteristic of ketone (oxonium) solvent extraction is that the extractable species are uncharged ion pairs solvated by the ketone molecules, but probably still partially hydrated.

In most published discussions and theories of in situ combustion, the combustion fronts are assumed to be vertical. However, evidence from field tests leaves no doubt that combustion fronts often advance more rapidly along the top than near the bottom of a formation as a result of difference in density between injected air and formation liquids. The approximation proposed in this paper to determine the movement of the resultant tilted combustion surfaces states that the vertical rate of movement of combustion surfaces is proportional to the horizontal oxygen flux. Where self-ignition is possible, the proposed method demands that a secondary combustion surface exist around production wells which produce some oxygen. These secondary combustion surfaces may be formed long before the primary combustion surface can advance from injection to production wells. Heat liberated near production wells at these secondary combustion surfaces can contribute to an early increase in production rate. Results indicate that significant oil recoveries cannot be obtained from the usual flood patterns (five-spots, seven-spots, etc.) without producing large volumes of unused oxygen. Ideally, to increase oxygen- consumption efficiency, well patterns should allow oil production from a first line of production wells and gas production from more distant lines of producers. However, it may be desirable to produce some gas at all wells to support (and benefit from) active secondary combustion surfaces. Results indicate that the well spacing through which combustion can be advanced is larger than that predicted by other methods. A large number of production wells may still be desirable to take quick advantage of gravity drainage. From a comparison with results at South Belridge field, California, it appears that this method adequately describes oxygen concentration and temperature histories and combustion-front shapes. However, this method does not accurately locate the most advanced point of the combustion surface. There is some field evidence to substantiate the actual presence of secondary combustion surfaces at South Belridge. Use of the proposed method appears warranted at this time when lay-over of the combustion surface can be anticipated. INTRODUCTION The assumption of vertical combustion fronts has been embodied in all previous publicationsl-6 which use the movement of combustion fronts away from injection wells to determine the temperature and fluid distributions in the reservoir. The only paper concerned with a mathematical model of the combustion process in which a nonvertical combustion front is used was written by Gottfried.11 Actually, nonvertical combustion fronts have been observed in most in situ combustion field tests for which adequate data are available.7, 8, 6 In practice, the typical vertical extent of the burned zone decreases with distance from the injection well, and this burned zone is at or near the top of the sand body. In some cases, such as at South Belridge field near Taft, Calif., the combustion surface is almost horizontal over a very large area.8 Thus, for some years an obvious and serious gap has existed between theory (vertical fronts) and practice (tilted fronts). This is indicated in Fig. 1. Tilted combustion fronts such as observed at South Belridge8 sometimes result from the natural tendency of injected gases to rise to the top of an oil sand. An initially present gas cap, even if thin, would make apparent the effect of gravity segregation from the first, particularly since formations considered for in situ combustion field operations are generally selected for their

The Secretary of the Treasury, in a recent ruling, allows 18 months from date of discharge within which former service men may reinstate their Government insurance policies lapsed f or non-payment of premiums. The point just now confronting the Bureau of War Risk Insurance and all those who are interested in the immediate and the future welfare of the young men who offered their lives for the flag and the country is that they be kept mindful that the provisions of the War Risk Act were not solely war measures, but that the framers of the Act provided insurance protection for all time to come for the boys in uniform and all dear to them. Under this ruling those making application for reinstatement will be required to pay only the premium on the amount of insurance to be reinstated for the month of grace during which they were protected, and for the current month. When the men are mustered out of the service, the insurance continues in force for one month and they are fully protected during that period even if their premium has remained unpaid. In reinstating, that month's premium will be required as well as the premium for the month in which reinstatement is effected. The ruling also stipulates that when applying for reinstatement the man must be in as good health as at the date of discharge, and so state in his application. After complying with these simple requirements, a Government insurance policy may be made as sound as on the day it was written. The Bureau of War Risk Insurance is now searching out its delinquent policy holders and offering them this renewal of Government protection. It needs the assistance of public spirited, patriotic, business and professional men everywhere, for the sake of our former service men, who must be given the information about its privileges to which they are entitled.

PRELIMINARY experiments in these laboratories showed that whereas pyrite1 produced only sul-fate the action of aqueous chlorine solutions on most other sulfide ores resulted in the formation of a mixture of sulfate and elemental sulfur, the production of the latter being favored by a very dilute solution of oxidant. The reactions taking place were obviously complex and only a detailed kinetic study could be expected to clarify the position and enable a prediction to be made of conditions leading to the rapid formation of metal salt and the economically desirable elemental form of sulfur. Galena was chosen for the first investigation as it is of widespread occurrence and is representative of a simple cubic lattice sulfide containing the monosulfide unit, S2-. Experimental Procedure The apparatus and general technique used in this work have already been described.' Analyses for chlorine and sulfate were carried out by the same methods as those used for pyrite. The lead in 1 ml aliquots of solution was determined polarographi-cally, after destroying chlorine with hydrazine hy-drochloride and making solutions 0.5 molar with hydrochloric acid. A large sample of Kansas galena, assaying at better than 98 pet PbS, was crushed and wet sieved to give fractions of —10 + 14, —20 + 28, —28 + 35, and —48 + 65 Tyler screen. The particles were almost perfect cubes and the apparent surface Per gram was calculated assuming each particle a cube Of side equal to the mean mesh opening. A volume shape factor, calculated as for pyrite, was exactly unity. The main apparatus was unsuitable for direct visual examination of the ore particles during the reaction. For this purpose a small cell from a Spekker Absorptiometer optical flats 1 cm apart) was l by a greased microscope slide after filling with oxidant solution. One or two ore particles were placed in the cell and the solution was stirred by a glass covered speck of iron wire activated by an external rotating magnet. The surface of an ore particle was examined under a binocular microscope at between 10 and 40 magnifications. Results Experiments were made under a wide variety of conditions, the form of presentation of the data being illustrated by Fig. 1, where the concentrations of chlorine, sulfate, and sulfur are plotted against time. The fictitious concentration of solid sulfur is used for convenience and is the molarity of sulfur which would be recorded if the elementary sulfur formed during the reaction were dissolved in the liquid iii the reaction vessel. The little stamp-mill in the mining laboratory of the Massachusetts Institute of Technology and the work done by it have been well described by Prof. R. H. Richards and E. E. Bugbee in a paper read at the Albany meeting of the American Institute of Mining Engineers, February, 1903.' As run for student class-work the mill contains a feeder, stamps, plate, and vanner. Results in the past indicate that the work of these machines is just as efficient as that of a regular mill handling the same class of ore. It has been the custom to obtain ore principally from Nova Scotia, mainly because it is the nearest source of supply, and also because there is a considerable saving in freight-cost as compared with other districts. The gold in Nova Scotia ores is notoriously coarse, and for this reason it is almost impossible to obtain satisfactory results by sampling and fire-assay, unless an extremely large lot of ore is crushed and all of the contained gold pellets are saved. A very interesting and most extraordinary example of this fact has been presented by a recent run in the Technology stamp-mill. Since the capacity of the mill is about 60 kg. per hr., and since in about 5-hr. run the students in any one section have an opportunity to make the necessary study of machines, it usually happens that several runs are made from one lot of ore. When the shipment is received it is first dried and weighed, put through the Blake breaker, set at 1 or 1.5 in., and the crushed product is piled in a cone on the sampling-floor. On the basis of data obtained from microscopic examination, melting observations, cooling curves, X-ray analyses, and resistance measurements, phase diagrams have been proposed for the Th-Cb and Th-Ti alloy systems. Both are simple eutectic systems and have no terminal solid solubility or intermediate phases. The eutectic between thorium and columbium occurs at a composition of about 8 wt pct Cb and a temperature of 1435°C. The Th-Ti eutectic occurs at 1190°C at the composition 12 wt pct Ti. No change was observed in the transformation temperature of thorium in either system or in the titanium transformation. RECENT study of thorium and its alloys has been promoted because of the possibility of employing this metal in nuclear reactors. Their corrosion resistant properties, nuclear characteristics, and high melting points put columbium and titanium among the many metals being employed in the study of thorium alloys. Since a knowledge of the phase relationships would be important in the application of such an alloy, investigations were undertaken to propose phase diagrams for the Th-Cb and Th-Ti systems. Experimental Procedures Thorium metal sponge was specially prepared for use in this investigation. Carbon in a quantity less than 0.04 wt pct was the principal impurity. There was also less than 0.01 pct each of iron, calcium, zinc, aluminum, and nitrogen in the thorium. Columbium, both as a powder and sheet metal, was obtained from the Fansteel Metallurgical Corp. The manufacturer's specifications indicated that the metal contains less than 1 wt pct total impurities. An analysis of the metal showed approximately 0.18 pct C in the powder and less than 0.05 pct C in the sheet. The titanium used was commercial sponge, reported to be 99.5 pct Ti. An analysis showed that this metal contained 0.2 pct Fe. Preparation of Alloys—Since the metals used in this investigation are reactive and might become contaminated on melting in a refractory crucible, the alloys were prepared by arc melting. The titanium sponge was employed in the form of small lumps while the columbium additions were made either as pressed pellets of powder or as clippings from sheet. The alloying material and the thorium sponge were melted together under argon in conventional arc melting equipment employing a tungsten electrode and a water cooled copper crucible.

THE discussion of production control at the Insti-tute's annual meeting was profitable in that it started some thinking. One pertinent question there raised was how the opening of new mines, whose now unneeded output would inevitably react on prices, could be postponed until the market was ready to ab-sorb their output. In transportation some restraint is being exercised on building new and unneeded fa-cilities, but in production no general solution of the problem has been offered. Yet in a special field of new development of increasing importance a quick and easy solution has been suggested. I refer to the leasing of mineral deposits on the public domain. The report of the United States Coal Commission says: "In its possession of approximately 60,000,000 acres of public coal lands the Federal Government has its own responsibility in restraining overdevelopment. The Department of the Interior, which has control of these lands under the leasing law, construes the law as giving the department no discretionary right to refuse applications for leases regularly made by qualified citizens or corporations for coal deposits on the pub-lic domain. It presumes, that the applicant believes there is a need for an additional coal mine in his local-ity and expects to find a market for the coal produced. Overdevelopment, however, is a fact in the West as well as in the East, and wherever present involves needless investment and excessive costs of operation. Plainly, the leasing law should be so amended as to give the executive department full discretion in its approval of the opening of a new coal mine on the, public domain, making that approval contingent on the showing that the new mine would serve the in-terest of the consuming public." A similar view of the Federal Government's re-sponsibility in restraining overdevelopment of its oil lands has been presented by the Federal Oil Conser-vation Board. The leasing law vests little or no dis-cretion in the Secretary of the Interior, who must grant a lease to a qualified applicant regardless of any obvious country-wide condition of surplus produc-tion. This wide-open invitation to exploit and dissi-pate the people's own oil resources could be restricted by simple legislation, although as remarked by the board, such a legislative remedy for a plain economic ailment "does not evoke popular support when its purpose is avowedly to put the brakes on development of natural resources."

The outstanding features of 1926 in the petroleum industry included the following: 1. Stocks of all oils (crude and refined) were reduced, making the first annual decline since 1918. 2. Domestic crude oil production increased steadily during the last 11 months of the year, accelerating during the fourth quarter, and ending the year at the highest level ever attained. 3. Three new major oil fields were developed—Panhandle, Spindle-top and Seminole. 4. Important advances were registered in production technique, tending to retard the declines of old wells and to maintain the flush periods of new wells. 5. The problem of gaining greater economic control of production through unit operations and gas conservation received growing recognition by the industry and the Federal Oil Conservation Board. 6. The rate of drilling was sharply increased during the second quarter of the year and suffered only a very slight retardation during the closing months. 7. The runs of crude oil to stills were maintained above normal throughout the year and underwent acceleration during the fourth quarter. 8. The gasoline situation was marked by a continuous and substantial increase in the rate of production of cracked gasoline, and by an improvement in the statistical position of the commodity. 9. Prices of both crude petroleum and its principal derivatives were characterized by more profitable levels and greater stability than for a number of years past; and, while showing declines during the fourth quarter, prices did not recede sufficiently to slow down materially either drilling or refinery operations. The selection of the proper type of flotation machine involves the consideration of a wide variety of factors. Under any condition, all types of machines will promote some kind of separation. Obviously, the correct way of deciding which type of machine is best suited for a particular problem would be to set up all types of machines and test them out in a competitive manner, but the vast number of small concentrating plants are unable to make such complete and exhaustive tests. The experience of the authors of this paper indicates that if all the factors involved in any particular problem can be determined, and if all the flotation-machine characteristics are understood, some basis for selection could be arrived at other than actual comparison. This paper is presented to show how the process factors and machine characteristics have been combined at the mills of the Tennessee Copper Co. from studies of several types of flotation machines. At the two mills of the Tennessee Copper Co. in the Ducktown Basin of Tennessee, four distinct flotation separations are made on the complex sulphide ore. Three different concentrates are produced from the ore—in the order of their importance: iron concentrate, copper concentrate, and zinc concentrate. Four different types of flotation machines are used. The selection of these four machines, for the plant operation, was based upon the study and operating experience of the machine units shown in the following list: Fagergren machine; square cell, size 56 inches Fagergren machine; level type, size 56 inches Denver machine; conical disk impeller, size 24 inches Denver machine; receded disk impeller, size 24 inches Minerals Separation Sub-A, size 24 inches Munro-Pearse deep cell, pneumatic Southwestern air machine, Hunt principle To date the study of flotation machines has been confined almost entirely to the rougher circuits. The various cleaning operations, being relatively a much simpler matter, have not been investigated so thoroughly. Table I shows a typical analysis of the two ores as well as of the mineral content.
