The problem of determining oxygen levels in liquid steel to aid in deoxidation control has received general attention for a number of years. Work in this direction started at the B.H.P. Central Research Laboratories early in 1967 with an evaluation of sampling techniques followed by vacuum fusion analysis to determine the oxygen content of the samples (1). It was found that these techniques had a number of drawbacks if they were to be used for deoxidation control. The method of analysis was rather too slow to allow effective control and measured total oxygen level rather than dissolved oxygen. Furthermore, the results were found to be very variable due to slag entrainment in the samples. Attention therefore turned to the galvanic cell method using a solid oxygen ion conductive electrolyte such as cubic stabilised zirconia. The ionic conductivity properties of electrolytes such as (ZrO2) 85 (CaO).15 had been studied by a number of investigators and had already been applied to the measurement of oxygen activity in gases, in lower melting metals such as copper, lead, tin, silver, alkali metals and indeed the first studies in steel had been made (2,3). Since then the results of a number of studies in the development of an expendable oxygen probe for steel have been reported (4-9).

The relation between permeability and the size parameters of unconsolidated sand is approached by considering sands as logarithmic frequency distributions having the basic parameters mean size and standard deviation. Sieve separates were mixed in accordance with the normal logarithmic probability law, so that the mean and standard deviation could be varied at will. Experiments were conducted in which one parameter was kept fixed and the other varied; in this manner the dependence of permeability on the individual parameters was evaluated. It was found that permeability can he expressed as the product of a power function of the mean size and an exponential function of the standard deviation. Earlier studies of the effect of size of particles on the permeability of uncon-solidated sand have shown that the permeability varies with the square of some average diameter. This was first pointed out by Hazenl in 1892 and verified by Slichter2 in 1898. Hazen's mean size was defined as the 10 percentile of the cumulative curve (i.e., size that is smaller than 90 pel cent of the distribution and larger than 10 per cent). Slichter's effective size, on the other hand, was found by Wilsey3,4 to agree with the 31 percentile. Fair and Hatch6 found that the geometric mean size of sieve separates yielded the same power function; Hulbert and Feben6 found that the permeability of sieve separates varied as the 1.89 power of the median diameter (i.e., the size associated with the 50 percentile of the cumulative curve). Relatively few studies included the effect of the "sorting" of the sediment on the permeability. It was recognized that the nature of the size distribution, in terms of the spread of the particles about the mean, affects the permeability, but no systematic investigations of this effect are known to the writers. Cloud7 demonstrated that the effect of the grain-size distribution on permeability is definitely measurable. In the present paper the authors investigate this relation analytically, and show that the effects of the size parameters on permeability may be predicted for at least a restricted set of conditions. Properties OF Sediments Recent investigations have shown that essentially all the geologically important characteristics of sediments may be expressed in terms of six measurable quanti-tities possessed by each clastic sedimentary particle. These attributes are: (I) size, (2) shape (sphericity), (3) roundness (angularity) , (4) mineralogical composition (density), (5) surface texture, (6) orientation. Each of these characteristics may be defined in several manners. Size may be expressed in terms of sieve mesh, settling velocity, volume, etc. Sphericity is a shape concept introduced by Wadell;8 it is essentially a measure of the ratio of the surface area of an equivalent sphere to the surface area of the particle. THE Tennessee Coal, Iron & Railroad Co.'s ore mines began experimental tests with trackless mining units early in 1947. The units had many weaknesses to overcome, but are now well beyond the experimental stage and are becoming a necessity to ore seams that are amenable to this type of equipment. The development of this type of mining with the problems of increased underground supervision, maintenance, and training personnel, along with the benefits derived, are discussed.

"The mountains of Utah contain one of the largest deposits of high grade bituminous coal in the world. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as compared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams.Coal at Wales, in Sanpete County, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it ""rock that would burn."" In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the Old Spanish Trail from Santa Fe, New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.After the completion of the Union Pacific railroad in 1869, mining on a commercial scale was attempted. In 1876 the Utah and Pleasant Valley railroad commenced operations between Scofield, in Carbon county, and Springville, Utah county, and following the year 1878, when the Rio Grande Western railway began construction through the Carbon county field, development increased until in 1900, when large smelters commenced operations in Salt Lake valley and gave coal mining in Utah an impetus that first carried it to an annual output of a million tons. During the past fifteen years many new mines have been opened, and with the construction of the Utah railway, an exclusive coal road, from the properties of the United States Fuel company in Carbon and Emery counties to connect with the Union Pacific system at Provo, the state reached a maximum production of 6,005, l 99 tons in 1920."

A study has been made of the relationships between grinding selection functions and physical properties of rocks, particularly the failure loads of irregular particles and the compressive and tensile strengths of large regular specimens. The rocks used were limestones of various structures and impurity contents, a carbonatite, and a high-purity crystallized calcite. The selection functions were obtained from carefully performed grinding experiments on selected narrow size ranges in various grinding machines-a laboratory batch ball mill, a Hard grove grindability machine, and a mill of the type suggested by Yang, Mempel, and Fuerstenau. The specific rates of breakage during milling and the failure loads of irregular specimens correlated well for the rocks studied. The testing of irregular particles is suggested as a means of predicting the behavior of commercial mills.

The role of calcium, phosphate, and fluoride species in determining the zeta potential of apatite in aqueous solutions was investigated in this study. The zeta potential of apatite was determined by streaming potential measurements over a wide range of concentrations of potassium nitrate, calcium nitrate, potassium dihydrogen phosphate, and potassium fluoride solutions at various pH values. While the addition of phosphate made the apatite surface more negative at all pH values, calcium caused a significant increase of the zeta potential only when the zeta potential was negative. Fluoride addition had only a minor effect on the zeta potential, but both negative and positive values were increased.

Burrell and Gauger is of special interest to me as, through the courtesy of the management, I had an opportunity of visiting the Portland mine, Cripple Creek, in 1911, in connection with the investigations on acclimatization to high altitudes, carried out on Pike's Peak, near Cripple Creek, by Professors Yandell, Henderson and Schneider, Dr. Douglas and myself.1 The analyses of one or two samples of the vitiated air were entirely confirmatory of those of the authors. A fatal accident owing to two men being lowered down a shaft filled with the gas had occurred in a neighboring mine just before our visit.

THE application of aviation to mining and petroleum operations, on the basis of economy and attainment, has become a demonstrated fact. According to Dominion Government records, 30. Canadian companies engaged in air transportation with northland mining camps, carried 13,000 tons of freight in 1935, and in 1936 carried 16,000 tons. In addition, many mining companies used planes to transport prospectors with canoes, outboard motors, gasoline drums and supplies to remote locations, and one company maintained a plane to take radium-bearing ore from its mine on Great Bear Lake nearly 1000 miles south to the rail-way at Waterways, Alberta. Heavy pieces of mining machinery weighing 2 tons are being carried by Ford trimotor planes over the Andes, at an altitude of not less than 15,000 feet. At Bulolo, New Guinea, 17,500 tons of disassembled gold-dredging equipment has been flown over inaccessible terrain, while supplies and building materials for a, community of 1000 whites have been transported by airplane. A 3 1/2-ton shaft was carried on one notable trip, while at another time an automobile, 2 tons of rice and a large safe went over the mountains in one plane. Fig. 1 shows an electric generator that was carried by plane to Bulolo.

Prof. Edward Orton, in his Report on the Occurrence of Petroleum, Natural Gas and Asphalt Rock in Western Kentucky, thus clearly states his ideas of the universal dissemination and rare accumulations of the bitumens:I "We need to bear in mind that the various members 'of the bituminous series are abundantly and almost universally distributed among the unaltered sedimentary rocks of the earth's crust. The valuable accumulations of these substances are rare, it is true, but one can scarcely go amiss' of petroleum, asphalt or gas, at least in small quantities, among the stratified rocks that retain their original structure." Speaking of the Ohio valley, he adds: "A fifth of one per cent. of petroleum, if distributed through a thousand feet of rock, would make a total to the acre, or square mile far beyond any production that has ever been realized from the richest oil field, and -percentages of this amount are not only not rare to find, but are even hard to miss." Dr. F. W Clarke in his Data of Geochemistry (Bulletin No. 491, U. S. Geological Survey, 1911), discussing these views of Orton with similar views of T. Sterry Hunt and Szajnocha, says that they "lead to the conviction that the formation of bitumens is a general process and by no means exceptional. Wherever sediments are laid down, inclosing either animal or vegetable matter, there bitumens may be produced." The organic origin of the bitumens, including petroleum, Gas long been an accepted fact with nearly all geologists, but the method, place, and time of the transformation into petroleum or other bitumen is still under 'discussion. L-D gold mine is 3 miles south of Wenatchee, central Washington. Recognition of locally mappable conglomerates, sandstones, and shales within the Paleocene (?) Swauk formation led to the discovery that the known epithermal gold mineraliza¬tion is limited to a previously unknown imbricate thrust zone of unknown displace¬ment cutting the open folds o f the area. Hypabyssal intrusions also are most nu¬merous along the trace of the thrust faults. Yakima basalt of Miocene age uncon¬formably overlies the Swauk formation, thrust faults, and the intrusions. The L-D mine is in a northwesterly trending imbricate fault block of nearly vertical strata. Microscopic native gold, electrum, and naumannite occur in quartz veins and as low¬grade disseminations in the well-silicified portions of arkosic sandstones. Fault gouge on the "footwall fissure" limits ore to the hanging-wall block of the fault. Epithermal mineralization and alteration are spatially related to the nearby intrusions. Right lateral north-south faults offset the ore a maximum of 300-400 ft along any one fault. From 1949 until January 1967, when the L-D mine closed, 1,036,572 dry tons of ore valued at $14,962,305 and averaging 0.396 oz Au per ton and 0.607 oz Ag per ton were mined. Recognition of the structural control of the mineralization and altera¬tion within the Swauk formation suggests several areas within and outside of the mine that warrant further exploration. For example, the high-angle faults, imbricate thrusts, and the intrusions of this area are on strike with similar features along the major Entiat fault zone 10 miles to the northwest. The L-D gold mine (previously called Squilchuck, Wenatchee, Golden King, Gold King, and Lovitt) is located in Squilchuck Canyon about three miles south of Wenatchee, Chelan County, Wash. (Fig. 1) on the eastern edge of the Cascade Mountains. The major stratigraphic unit in the area is the nonmarine early Tertiary Swauk formation, which is predominantly com¬posed of arkosic sandstone. The lack of laterally per¬sistent units and the paucity of outcrops heretofore have precluded all but the grossest subdivision of the Swauk.' As a result, the true significance of the open folds in the Wenatchee area was not recognized, and although the geology within the mine was known, the structural setting of the mine was virtually unknown. During the present investigation, several locally map¬pable units were discovered within the Swauk which, in conjunction with mine maps, indicate an imbricate thrust zone. The epithermal gold mineralization, most of the hypabyssal intrusions, and the zones of hydrother¬mal alteration are located within or near this thrust zone. The purpose of this paper is to: (1) to describe this structural setting, rather than the detailed mine geology already presented by Lovitt and Skerl,2 and (2) to sug¬gest that from an exploration standpoint, this struc¬tural setting may be repeated in areas inside and outside of the mine area. Stratigraphy and Structure of the Swauk Formation General: The Swauk formation contains three distinct lithologies. Typical Swauk sandstone is gray on fresh surfaces, poorly sorted, weathers tan, and is cross¬bedded; it consists of 40-60% quartz, 20-40% feldspar, and up to 10% muscovite and biotite 9 The typical shale is gray to dark brown, very soft, and interbedded with silty sandstones; sharp contacts exist between the

IT is often desirable to obtain one or more accurate horizontal sections of a blast furnace after blowing out. Wishing to do this, last April, in the case of No. 4 furnace at Glendon, which had worn in a very remarkable manner, the method described below was employed, with very good results. A scaffold was fixed in the furnace, and on it was placed a drawing- board, covered with paper, the top of which was made level at exactly the height at which the section was to he taken. (Fig. 8.) The centre of the furnace (which had previously been found, and marked on a plank across the top) was laid off on it by dropping a plumb-bob from above, and a strong needle was driven into the board in the centre. INTRODUCTION Activated charcoal has been used for several centuries in many capacities including the recovery, isolation and purification of various materials (1). The first use of charcoal in a gold metallurgical system was in the extraction of gold after chlorination (2, 3,4). The gold was dissolved in a chlorine system and subsequently filtered through charcoal. The application of charcoal with cyanide extraction was patented by Johnston (5) in 1894 and adopted commercially in Australia in 1897. The process consisted of dissolving the gold and silver in a potassium cyanide solution and passing it through a series of charcoal filters. The charcoal was subsequently smelted to recover the gold and silver. The interest in the use of charcoal diminished in the first part of the twentieth century as the practice of the use of zinc as a precipitating agent increased. However, in 1916, the Yuanmi Mine in Australia replaced their zinc precipitation plant with a charcoal adsorption plant. In 1926, Scott and Gross (7) of the U. S. Bureau of Mines con- ducted extensive research on the adsorption of gold and silver from cyanide leach solutions. Among their findings was the result that the most important factor in improving the adsorptive power of charcoal was heat treatment with oxidation by air or steam. The work of Zadra (8) in 1952 stimulated renewed interest in the use of activated charcoal in gold and silver recovery with the development of a method of recovery of the gold and silver from the charcoal other than its destruction by burning. ATHOUGH the open-hearth charge contributes CO, CO2, and water vapor to the combustion gases and absorbs oxygen from them, in the main the thermal effects in the melting charge and molten bath can be considered independently of those in fuel combustion, the latter being regarded simply as the source of any extra heat required to finish a heat of steel. First of all, it should be remembered that a large percentage of the heat supplied to the bath is furnished by oxidation of the various elements in the charge itself. If this charge consisted of 80 to 100 per cent of hot metal and the oxidation were obtained by blowing in air or oxygen, as is the case in the Bessemer converter, then the net heat absorption would be negative, that is, the bath would contribute part of the heat required to keep the melting chamber hot, in addition to that contained in the finished steel and slag. In actual open-hearth practices, probably the nearest approach to this is in the duplex furnace, charged with Bessemer-blown metal and some hot metal, where very little heat is required to complete the refining and nearly all the heat energy from fuel combustion is used to keep the roof and walls of the melting chamber up to around 2900 to 3000°F. (1600 to 1650°C.) so that the bath will not cool off during the refining. The other extreme is with all-cold charges containing around 80 per cent steel scrap and 20 per cent cast iron or cold pig iron, in which case a very large proportion of the heat in the bath at tap is supplied from the fuel combustion. THERMAL EFFECTS IN MELTTNG In the previous chapter it was pointed out that in a typical heat, the fuel furnishes about four million B.t.u. per ton of steel produced. The heat required for the metallurgical processes is not easily defined in useful manner (as is shown later), but it ranges downward from about one million B.t.u., depending not only on the charge but on the manner of calculation. Following investigations by the Denver Bureau of Mines on drying fine coal in the entrained state, Texas Power & Light Co. employed the fluidized technique to upgrade Texas lignite for use in power plants. Because of the rapidly rising cost of natural gas in Texas the company agreed to cooperate with the Bureau of Mines in studying further the upgrading of lignite by low-temperature carbonization, since potential value of the tar would help off- set the cost of fuel. Considerable interest was aroused, therefore, when Aluminum Co. of America decided to use dried lignite in its 240,000-kw power plant at Rockdale, Texas, operated by Texas Power & Light. Carbonization of coal before burning in a power plant is not new. Plants in Germany have been operated for many years on carbonized brown coal and lignite briquets produced in large integrated plants. Large-scale experiments in carbonizing pulverized coal with hot flue gases were made 30 years ago at Milwaukee, and many inventors have proposed other processes. In the U. S., technical and economic problems have prevented successful operation of large plants on carbonized coal, but new techniques of handling solids in fluidized beds may overcome these difficulties, particularly if the higher volatile noncoking coals are used.

THE Cartersville mining district, 35 miles northwest of Atlanta, Ga., has been of varying but continuous importance in the southern mineral industry during the past century. Noted chiefly for its production of brown iron ore, manganese oxide ores, barite, sienna, and magnesian limestone, the district and its environs have produced brick and tile clays, slate, gold, bauxite, and graphitic schist. Minor deposits of serpentine, sericite schist, copper ore, and red iron oxide have been prospected. The obvious deposits of brown iron ore, together with some associated specular hematite, were mined out years ago, although a little ore was left in the workings. Moderately steady production of sienna reached a peak about 1930, then declined rapidly. Manganese mining passed through a relatively active period from the World War to 1931, but has subsided to a small but rather constant output for the Birmingham market. However, the White Manganese Corporation has prepared for possible increased production by constructing a new washer capable of handling about 300 tons of ore per day. Principal activity in the district proper has centered for some years in the production of barite and magnesian limestone. GENERAL GEOLOGY Geologic relations of the ore deposits of this district are more or less similar to those of many Appalachian districts. The lowermost Cambrian formation, heretofore called Weisner1 in this region, supposedly partly or wholly equivalent to the Erwin and Hesse quartzites as recognized to the northeast, is overlain conformably by the Shady [+] formation, also of Lower Cambrian age. In the Cartersville district, the sedimentary rocks of these formations were folded with increasing intensity eastward, and were recrystallized.

A discussion of the paper published in Bi-Monthly Bulletin, No. 20, March, 1908, pp. 227 to 237, and No. 22, July, 1908, pp. 615 to 620. PROF. HENRY M. HOWE, New York, N. Y. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.
