Resource based companies have been inundated with changes in government tax legislation during the past few years. To cope, capital investment planning analysts have turned almost completely to computer simulation modeling to react quickly enough to determine the effect on their companies' major investment projects and on the projected financial picture of the companies. This paper will examine various royalty and tax structures as applied to coal, oil and gas, and minerals in the U.S. and Canada with particular emphasis on recent changes in the Canadian tax scene and their implications to capital project economic evaluation in other parts of the world.

The amendment' to the By-Laws providing for the increase of the Executive Committee from five to seven members, having been formally presented at the annual meeting of June 18, 1915, and duly announced for consideration at this meeting, was voted on and unanimously adopted. Prof. Robert H. Richards of the Massachusetts Institute of Technology; made a short address on the subject of ore concentration. The paper on the Geology and Ore Deposits of Mojave, County, Arizona, prepared by F. C. Shrader, was presented to the meeting by the Secretary and was discussed by Allen Burris and Dr. L. D. In 1944, in the Texas Panhandle, 245 oil wells were drilled with a total daily initial production of 32,886 bbl., representing an average initial production of 134 bbl, per well. This was an increase over 1943 of 121 wells drilled, and an increased initial production of 13,861 barrels. On Dec. 31, 1944, the field was operating on an allowable of 113,567 bbl. per day, but actually was producing 85,539 bbl. per day from the 5901 oil wells. The tota1 production for the year was 33,439,436 bbl., bringing the cumulative total to 5.04,537,048 barrels. Gas Sixty-three gas wells with a combined open flow of 992 million cu. ft., were drilled during 1944. Book Review MEXICO UNDER CARRANZA. By Thomas E. Gibbon, Los Angeles, California. Doubleday Page and Co., New York, 1919, 270 pp., 711/2 X 5 in. $1.50. A vivid, accurate, convincing summing up of the Mexican problem as it confronts us today, devoid of sensationalism or bigotry. A compelling narrative of the relations of the Carranza Government and our own from Oct. 15, 1915, when it was recognized as the de facto government of Mexico, to the present time. It shows the absolute lack of promises kept or lived up to either with its own people or the United States. This is not done by invective or the indiscriminate use of adjectives but by quoting from the instruments on record on both sides of the case. The driving of the Red Cross out of Mexico, which condemned many of the native peons to starvation, and the interference with the Pershing Punitive Expedition are merely mentioned, but the crying crime against the Mexican people, who have sunk to unbelievable depths of misery obscured, but not exceeded, by the sufferings in Europe, is held up in a clarified light. Two illuminating chapters are devoted to the character and treatment of foreign investments in Mexico, Which are a complete refutation of the common statement that Mexico has been exploited remorselessly by the foreign investor. The conces-sions given by Diaz in the days of his regime most condemned are nowise as large nor the land grants as extensive nor the title so absolute as those granted to the railroad builders of our own transcontinental systems and other of our nationally subsidized works. This is not left to further argument but is settled by quoting the various official instruments and not at all in a tedious way. The author's concluding chapter is a picture of the Mexican people from Aztec times, when they had reached a civilization which gave them a better calendar than the Roman Empire ever had until modern times, to their present unhappy and pitiful condition. He concludes, basing his findings on parallel historical downfalls of a once proud people, that present conditions are the natural result of the absolute domination of an alien minority. He grants, of course, that there are many estimable Latin-Mexicans of integrity, ability and charm, but maintains that the dominant minority has continually degraded in fulfillment of the sociological law that the sure revenge of the servile class is found in the corruption of the master class. The book is replete with historical and literary allusions which, added to the pleasing style of the accomplished author, make fascinating the account of one of the world's great tragedies. Mr. Gibbon is a lawyer who has spent much time in Mexico and shows an understanding of the native people not shared by all writers on the Mexican problem. Fourteen dry holes were drilled in the Texas Panhandle in 1942, of which five were wildcats, resulting in four failures and one gas-field discovery in Sherman County; the latter being Hazy-Herrington-Marsh No. I Bivins completed for 5,600,000 cu. it. ol gas from 2989 to 3226 feet. The iron formation of the Iron River, Crystal Falls, and Florence districts probably is not of one geologic age only but of at least two ages. The ores, therefore, are of different characteristics. But in general the geologic conditions that occasioned the development of the orebodies have been essentially the same throughout the district and the types and structures of the orebodies are very similar in different parts of the area. In general, the iron formation of this area has been folded into a series of close pitching synclines and anticlines; minor folds of many orders are included in the major folds. The pitching synclines have been particularly favorable places for the circulation of ground waters, which in such troughs have developed orebodies through the familiar process of leaching out the silica in the iron formation, oxidizing and concentrating ferrous iron compounds in the rocks. The iron formation of this area is interbedded with and has interbedded in it certain slate or slaty layers that, in addition to the foot wall of the iron formation proper, act as impervious layers in the pitching troughs, to direct and control the flow of underground waters. In most places, the entire iron formation in a structural trough is not altered into iron ore; the orebody may be lens-shaped and exhibit no folding in its layers, outline, or shape, but almost without exception such bodies have been developed in folds and because of the influence of folds, and structurally they occupy only one limb of a fold. Many orebodies occupy the entire trough of a minor fold and the structure of the fold can be traced throughout the orebody. Many definitely recognizable horizon markers in or associated with the iron formation occur in this district and serve as valuable guides to the engineer or geologist in exploring an orebody whether by drilling or underground mining development. Among such markers are the talc schist (an altered dolomite) and the Traders slate at the base of old Menominee iron formation proper, and the interbedded Brier slates and overlying Hanbury dates; and certain graphitic slates and gray-wackel in the Iron River and Crystal Falls area.

Each problem has a unique set of criteria that require addressing individually and collectively. Ore microscopy has been applied to the complex cobalt-nickel- copper-lead-zinc ores from the Madison Mine in the Fredericktown subdistrict of the Southeast Missouri Lead District to predict potential beneficiation problems. It has been found that in some portions of the ore deposit, textures are present which may result in metal losses. In ores from the Bonneterre Transition Zone the intimate association of siegenite with chalcopyrite may result in cobalt and nickel losses to the copper concentrate and nickel contamination of the copper matte at the smelter. In ores from high stratigraphic horizons, this association is relatively uncommon, and siegenite is commonly associated with bravoite. This latter association will increase the the recovery of cobalt and nickel in the siegenite concentrate. However some cobalt and nickel will be lost to the tails as bravoite-pyrite particles due to the intimate intergrowth of these minerals. Other textures which may result in beneficiation problems include the intimate intergrowth of chalcopyrite and galena and the occurrence of sphalerite as inclusions in galena.
