THE extreme effect of the depression on the steel industry is well illustrated by the fact that the amount of iron ore shipped from the Lake Superior district was the lowest in 47 years. Something over 3 1/2 million tons of ore was shipped in 1932, compared with over 65 million tons in 1929. It is not surprising then that practically no advancement in iron ore beneficiation has been made. Improved research and development work, however, was continued at the Michigan College of Mines in the survey of the lean iron ores of Michigan with reference to the possibility of their concentration; at the University of Minnesota in its large-scale jigging studies of Lake :Superior ores; and at Battelle Memorial Institute in the development of improved jigging of iron ores. The successful operation of the new Hadsel mill at a gold property in California gave such low grinding costs on a quartz ore as to give much encouragement in the iron ore industry for a cheapening of the cost of grinding lean ores for concentration.

THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.

Important economic planning by industries, companies, financial firms and governments is predicated on estimates of future growth potential. Prior to the passage of the Taconite Amendment by the people of the State in November 1964, various admittedly conservative forecasts were made of the future of Minnesota's iron ore industry. Since that date, 3 new taconite plants are under construction, 2 are being expanded, one has just gone "on stream," and a seventh is in the design stage. These plants have a total capacity of about 35 million tons of pellets annually. The pessimism of 1964 today is being replaced by unbounded optimism. In the light of such recent developments, it becomes essential to update forecasts related to production, employment and capital investments. New projections show 50 to 58 million tons of pellet production from Minnesota by 1975. This tonnage, together with some 6 to 8 million of natural ores, should provide an annual full-time employment of 15,000 by the mining companies, plus 700 in related railroad and power producing activities and 1000 in plant construction. Total capital investment in new plants should reach $1.5 billion by 1975 and $2 billion by 1990. These current estimates indicate that the conservative goals as set in 1964 for the year 1990 should actually be achieved by 1975 or 1980. BACKGROUND Various forecasts1,2,3 have been made of the future consumption and production of iron ores within the United States. The most recent of these is by Harrison,1 delivered at the American Mining Congress meeting in Las Vegas in October. His estimates reflect the latest iron ore developments on a world wide front as well as the accelerating trend toward pellets. As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

The Phosphate Recovery Corporation operates three flotation plants, Nos. 1 and 2 concentrators about three miles northeast of Mulberry, Florida, and No. 3 plant at Wales, Tennessee. These plants represent the first commercial phosphate flotation operation and are also believed to be the largest nonmetallic flotation operation in the world at the present time. The details of this paper will be confined to plant No. 2, this being the newest and largest concentrator in Florida, and the flow sheet being practically the same as at plant No. 1. The No. 3 plant has been operated but a short time and has been shut down since December, 1932, on account of the decrease in phosphate rock production. The phosphate washers usually are located centrally on a known deposit so that about two hundred acres of ground can be mined economically to each washer location. The washers are moved to new areas when the distance becomes too great for economical pumping. The flotation plants are built either adjacent to a washer, so that current debris may be utilized, or on the site of a former washer where there is sufficient accumulated debris available for mining, and the flotation plants must also be moved from time to time. Most of the water used in the Florida flotation plants is recovered after passing through a circulating system where most of the fine suspended matter is settled out, but some make-up water is obtained from deep wells near the plant. Power is obtained from the Tampa Electric Co. through the distribution facilities of the International Agricultural Corporation. Flotation concentrate is hauled from the plant by trolley over the International Agricultural Corporation's trolley system, to the drying plant at Prairie, one mile northwest of Mulberry. M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

It has been stated, by Sir James M. Barrie, that "the man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it". The friendly jibe of the novelist contains enough exaggeration to make it humorous to the followers of Huxley and Spencer; but could any litterateur poke similar fun at the exponents of the avowedly utilitarian branches of science-the men of technology-without suggesting an unpleasant truth? Indeed the engineer does bungle language deplorably. He makes a fetish of efficiency, yet he shows no regard for the effective use of one of his most important tools-the pen; he believes devoutly in accuracy, yet he employs an instrument of precision as carelessly as a small boy handles a gun. This inconsistency may be due to causes such as were indicated by the Academic Senate when it undertook to explain the defective writing of the; students in this university.* The Senate suggested that the student is "constantly subjected by his environment to the unedifying influence of myriad examples of poor English", and that he is also affected by "a certain public prejudice against correctness of expression ". With these statements most of us will agree. Our local newspapers, for instance, tend to spoil the student's taste for good English; later in life, as an engineer, his daily contact with illiterate men inclines him to careless speech and slovenly writing. For bituminous and lignite coals the economic picture continued to improve as it has each year since the low of 1961, with production at 480 mil- lion tons in 1964 compared with 1963's 459 million tons. The anthracite industry produced 16.3 million tons in 1964 and 18.3 million tons in 1963. The industry is looking toward a further expansion; among the new developments will be a mining wheel producing 3 million tons of lignite per year in South Dakota. It is expected that electric power generation will continue to provide the market for most of the increase in consumption, with exports second in importance in the expansion. Improvements in methods of mining and transporting coal underground and in strip mines, and the cooperation of carriers in finding ways to reduce transportation costs to distant markets, have made possible these expansions. Research continues to reduce costs of mining, transportation, steam generation of electric power and production of steam for space heating and manufacturing processes, to retain some markets and expand others. Other research seeks to expand markets by developing fuel from coal which will be more attractive than competing fuels, by reducing sulfur and other sources of air pollution. Public relations efforts of the industry are bearing fruit in a greater acceptance of coal as a modern fuel.

Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. The amount of vertical subsidence occurring over a longwall operation is a function of the thickness of material removed, the quantity and quality of any fill material, the width of the extraction, and the depth. The relationship between these variables is empirically determined, and subsidence can be predicted using only a few easily established constants which are subject to local conditions, such as the angle of draw. Associated with the vertical subsidence are both tensional and compressional horizontal strains. The component of strain in the direction of face advance is temporary, while the component perpendicular to the direction of working is permanently retained by the ground. It is these horizontal strains and the vertical strain (tilt) which result in damage to surface structures. It is possible to ameliorate the consequences of mining subsidence by utilizing the well-proved techniques described in this paper in the underground operations and on the surface. INTRODUCTION In the past, American mining practice in stratified deposits has been mostly restricted to production by the room-and-pillar system where a sizable percentage of the salable product is left in place as pillars. These pillars are usually regularly spaced and provide a permanent support for the roof of the mine and the surface above. The longwall system employs an advancing face which may be as much as several hundred yards long and some sort of breaking and loading machine which moves back and forth along the length of the face. The roof is supported behind the face only to a distance required to provide working space for the production machine. The supports are then withdrawn and the roof is allowed to cave. The longwall system therefore possesses the various advantages of complete extraction, thus effectively increasing reserves, while at the same time eliminating the necessity and cost of installing artificial supports such as roof bolts and heavy steel girders over large areas. Longwall mining has long been practiced in Europe, where it has undergone an involved development, culminating in the recent perfection of powered-loading machines and automatic self-propelled supports, offering high productivity. THIS paper is a discussion of the extremely valuable one of Mathewson and Phillips, The Recrystallization of Cold-Worked Alpha Brass on Annealing,1 which not only gives us a wealth of important data reached with great intelligence, but also shows both uncommon powers of imagination and a perfectly fair spirit. Let me try to analyze some of their results, and to enunciate some of the laws to which these results point. For brevity I refer to them as "The Authors." The page numbers in parentheses refer to their paper. 1. The Visible Aspects of Recrystallization.-Plastic deformation in a single direction, as in cold-rolling, draws the grains out in that direction, that is, inequiaxes them, without destroying their apparent individuality. Each grain seems to endure the drawing out without changing either its volume or its orientation materially, for the etching tint of each grain seems to be as uniform after as before the drawing out, save for the "etch bands,"2 shown in Figs. A to D of the Authors' Plate I. As the drawn-out metal is heated progressively, on reaching a certain "disintegration temperature" these old grains seem to break up, probably into submicroscopic fragments, and this apparent disintegration is followed by a coalescence of these fragments, so that their number decreases and their size increases, till they may become very much coarser than before the drawing out. Ruder3 coarsened the grains of silicon steel in this way till single grains reached an area of 50 cm. (7.75 sq. in.). The deformation itself probably breaks each grain up into many very small fragments, but the fact that each grain continues to have a uniform etching tint different from that of its neighbors indicates that these fragments retain the initial common orientation of the grain. The apparent disintegration which we observe, then, is rather an abandonment of community of orientation for individuality of orientation, by the fragments formed earlier during the deformation. MINE models have three distinct uses: 1. As exhibits in expositions and museums. 2. As exhibits in law suits. 3. As illustrations in teaching mining engineering. All three uses are in a sense educational. The third, or distinctively teaching function, has not been extensively developed in America as it has been abroad, chiefly because of the cost of the models and the scarcity of model makers. In connection with expositions, such as the Columbian, the Louisiana Purchase, and the Panama-Pacific, a number of very good mine and metallurgical models were prepared with funds furnished by State commissions, by mining organizations or mining companies. At the close of these, expositions, some of these models have been deposited in National or State museums or in educational institutions, but too many of them have been lost, or have been stored, away in some mining company's office or in the basement of some State building, where they have been lost sight of and have gradually fallen to pieces. A visitor to a German mining school is impressed by two facts: 1. The mining laboratories are in general inferior to those in America. 2. The mining museums are infinitely superior -to ours, particularly in models exhibited. One may reply to this comparison by saying that a museum is necessarily a work of time. From the historical standpoint this is, of course, true, but it is not necessarily true in connection with a working museum intended to illustrate current practice. For instance, the oldest mining school in Germany, that at Freiberg, has much excellent historical material, but very little on modern practice, while Berlin, one of the youngest German mining schools, has a most extensive and valuable collection of modern appliances and models. This is true in spite of the fact that one of the best-known model shops is at Freiberg, from which many of, the models to be seen in America have come. THE Charleston Section of the A. I. M. E. held a joint meeting with the National Coal Association and the American Society of Mechanical Engineers on May 6 and 7, at which 94 members and guests were registered. Mechanical operation of coal mines was the subject discussed. First on the program was a paper entitled "Rock Dusting in the Coal Mines of West Virginia," by R. M. Lambie, chief of the Department of Mines, and Gordon MacVean. It appears in full in the current issue of MINING AND METALLURGY, p. 290. J. E. Jones of the Old Ben Coal Corp. opened this discussion by describing the method of rock dusting employed in the mines of that company, giving many interesting details, incidentally referring to the use of rock dust in fighting mine fires. He described one case where a number of troughs was brought to within 150 ft. of the fire, and rock dust had been thrown in its direction. After each trough had been thrown the party advanced a few feet, where another trough was discharged. About 10 ft. were gained on each advance, until the party found they had advanced completely over the fire.

The Round Mountain mining district, Nye County, Ne- vada, was discovered in 1906 on claims owned by Lewis D. Gordon. Initial mining operations uncovered gold veins of spectacular richness, and within a few days of discovery, Gordon sold his controlling interest for some $87,000. From this sale emerged the Round Mountain Mining Co., predecessor of Nevada Porphyry Gold Mines, Inc., the latter destined to become the major property owner in the area. Vein mining in the district continued sporadically into the early 1930s, yielding 9.3 Mg (330,000 oz) of gold plus substantial silver credits from approximately 626 kt (690,000 st) of ore. In addition to the lode deposits, the early miners recognized the placer potential in the alluvial fan material accumulated around the west and north sides of Round Mountain itself. Intermittent placer operations were carried out for a number of years, and in the 1940s and 1950s, Round Mountain Gold Dredging Co. worked the placers under a lease from Nevada Porphyry Gold Mines. The last placer operation terminated in 1959 when it, like some of its predecessors, proved uneconomic. Total placer production for the district is estimated at 3657 km (4 million yd) of gravel containing 59 Mg (210,000 oz) of gold and possibly 2.0 to 2.3 Mg (70,000 to 80,000 oz) of silver. Round Mountain is a small hill situated on the east flank of the Toquima Range in central Nevada. The hill is com- posed of relatively flat-lying Tertiary rhyolitic ash flow tuffs, which overlie Paleozoic metasediments and Cretaceous granites. Throughout the surrounding Round Mountain mining district, most of the known gold ores occur in the tuffs, although the metasediments and granites are also mineralized. Mineralization is structurally controlled, principally by a series of northwest-trending shears and shattered zones. Vein, stockwork, and disseminated ores occur, usually containing simple quartz-pyrite-gold mineral assemblages. The gold itself is electrum, having a silver content of 30% to 40%. In September, 1967, Elwood Dietrich, a prospector and mine promoter, obtained a purchase option on the 4452 ha (1 1,000 acres) of mineral rights held at Round Mountain by Nevada Porphyry Gold Mines. The original option had a buy-out price of $1 million and was established through Dietrich's friendship with officers of Nevada Porphyry. In April, 1968, Dietrich conveyed his option to Ordrich Gold Reserves Co., a partnership created by a group of west coast investors, mostly employees of the airline industry. There- after, Ordrich invested considerable funds in trying to test and develop the property, but soon recognized the need to seek financial and technical support from the mining industry. In December, 1968, Dietrich contacted Wayne Cavender, then Regional Geologist, Southwest, for Copper Range Exploration Company (CRX) in Tucson, Arizona, and made a data presentation. Shortly thereafter, Cavender was appointed Manager of Exploration and Chief Geologist for Copper Range Co. (parent company of CRX), New York City, and he asked C. Phillips Purdy, CRX Regional Geologist, Northwest, to make an initial property examination. Purdy's one-week field study took place in March, 1969, and resulted in a recommendation that CRX pursue its investigation of the property. The presence of low-grade gold mineralization in both the alluvial gravels and in the bedrock was verifiable, but the placer was deemed to have the greater immediate economic mining potential. At that time, gold was in the $1.41/g ($40 per oz) price range. Working from Purdy's information, Cavender decided to attempt acquisition of the property, and the first in a long series of negotiations was initiated with Ordrich. Basically, CRX felt that the placer had a promising potential for several reasons, including (I) past operators had recovered free gold but not the gold contained in the pebble fraction of the gravels; (2) past operations appeared to have been ineffectively designed or managed and not costefficient; and (3) the price of gold appeared to be poised for an upward move. Negotiations with Ordrich were prolonged and difficult, with CRX competing against several ma* mining companies, but finally an agreement was reached, effective June I, 1970. Laboratory and field tests during the past five years indicated considerable variation in the penetrating power of commercially available gun perforators. Many of the guns which achieved inadequate penetration in these tests have since been improved. However, recent productivity tests indicated the possibility of inadequate penetration or, at least, ineffective penetration in some wells. Laboratory experiments under simulated well conditions have demonstrated considerable plugging of the perforations, apparently as a result of factors associated with the shooting process and/or the drilling mud in the well at the time of perforating. The restrictions to flow per unit of hole depth caused by this plugging appears to be greater for jet perforators than for bullet guns of comparable diameter; however, because of the greater depth of penetration obtained with the jet guns, the total flow rates appear to he approximately equal. Limited testing with an experimental shaped charge suggests that less shot hole restriction and greater flow rates may result from larger-diameter perforations or other factors related to charge design. INTRODUCTION Gun perforating has been accepted for a number of years as a routine well completion method which is often preferred since it permits more selective operation of producing zones. Nevertheless, questions have continued to arise as to the effectiveness of the communication paths established between the productive formation and the interior of the casing. The basis for these questions has generally been failure to obtain anticipated fluid production rates through gun perforated completions in specific wells. These low productivities, together with the frequent recovery of bullets from well bores, were considered strong evidence of inadequate penetration. Laboratory investigations of the penetration performance of many of the bullet guns available as late as 1948 gave support to these indications. Subsequent electrical analog studiesl,2,3 indicated that the depth of penetration required to provide productivities equivalent to open hole was beyond the capacity of most bullet perforators evaluated in the early laboratory penetration tests. These results, together with the advent of the shaped charge in the field of oil well perforating, stimulated the interest of both oil operators and service companies in gun development. Improvements in gun design resulted in jet and bullet guns which appeared to be capable of providing sufficient penetration for most perforating jobs. However, some wells failed to yield satisfactory fluid production even after being perforated with the more powerful guns, again raising the question as to the effectiveness of the perforating operation. This fact, together with preliminary shooting into targets prepared with formation cores, indicated that factors associated with the perforating process and/or the fluids in the well bore at the time of shooting may reduce effective formation penetration and thereby decrease well productivity. These laboratory and field data prompted another phase in the investigation of the effectiveness of gun perforating: a program to determine the extent and seriousness of perforation plugging under simulated well conditions.

In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. In such cases, perhaps, for better security, all the ore is reduced in the works established by the creditors, who also handle all silver produced..As the head-men are, for the most part, improvident, and the laws and customs for the collection of' debts are stringent and peculiar, the " officemen" or creditors acquire in time what is practically an ownership of
