"One of the disadvantages of the federal government's idea of ""taxation by consultation"" is that it seems to take longer to enact new legislation. The proposed new rules for taxing automobile benefits is one example. Here is a ball which has been batted around between government and the public several times and still has not come down to earth. Fasten your seatbelts, there may be more to come. IntroductionThe draft legislation released on April 13 contains the details of the government's current proposals on car expenses and benefits. They differ significantly from the last announced position. Finance Minister Wilson has indicated that the release in draft form will provide an opportunity for the Commons Standing Committee on Finance and Economic Affairs (the Blenkarn committee) and other interested persons to comment before the legislation is introduced in Parliament. Accordingly, there may yet be revisions.Notwithstanding the prospect of further changes, the proposed rules generally come into force in 1988. While taxpayers may welcome some of these changes, particularly the increase in the tax-exempt allowance, many must be frustrated that, at this late date, the rules for the current taxation year are not yet finalized."

Electrorefining at higher current density is desirable due to the increase in productivity attained without expanding the plant size. However, increasing the current density in common commercial practice causes problems such as anode passivation, dendritic deposition, cathode impurities and energy consumption. In general, agitation of the electrolyte is effective in suppressing these problems. To apply the agitation to commercial practice effectively, the method of agitation is important. One possible method is agitation by gas injection. In this study, fluid motion characteristics with gas injection between electrodes were investigated using a water model. Flow patterns were observed and fluid velocity was measured using a particle tracking method. It was found that the time-averaged velocity near the electrode walls was of the order of 0.1 m/s in the conditions. The flow was highly turbulent. The turbulent component of velocity was the same order as the time-averaged velocity. The mass transfer coefficient between the wall and fluid doubled when the effect of turbulent intensity was taken into account. The effects of gas injection on the electrolysis behaviour at high current density were discussed in terms of the mass transfer. It is suggested that gas injection could suppress the problems at high current density.

"This paper describes a methodical approach to the estimation of the orientation and the magnitude of in-situ stresses. The study was performed at the Ruttan Mine, Sherritt Gordon Mines Ltd. , a 6,000 T.P.D. underground operation, located in northern Manitoba, Canada. It involves an initial estimate to be made based upon: structural interpretation • virgin stress measurements conducted in other areas (world wide, regional)The verification of the prevailing stress regime was made by conducting CSIRO hollow inclusion(1) overcoring measurements. The current cost for a virgin stress determination is about $7000 per measurement(2) and the difficulty encountered in attaining a good reading is high. This paper will describe the analytical procedures employed at Ruttan in evaluating the in-situ stress magnitude and orientation based on three overcore tests. It is proposed to perform an additional six measurements in order to verify the following results:Vertical stress = av (MPa) = 0.027 by depth (m)Major principal stress = o! Kahama Mining Corporation Limited (KMCL), a wholly owned subsidiary of Barrick Gold Corporation, operates the Bulyanhulu gold mine. The operation has been in commercial production since April 2001 and is the first modern underground mine to be developed on the Lake Victoria goldfield in Tanzania. Bulyanhulu is located in a major mineralised system along an emerging gold trend. This area, the Lake Victoria Greenstone belt, has been the focus of significant exploration and development programs since 1994, with over 34 million ounces of gold having been discovered and four new mines commissioned. The Bulyanhulu project has accounted for just over a third of the gold resources discovered during this period. From an initial exploration program, which outlined a resource of 1.37 million ounces of gold, Bulyanhulu now hosts a reserve of some 12 million ounces in a resource base, the limits of which are, as yet, undefined. The Bulyanhulu property is located approximately 56 km south of Lake Victoria, in northwestern Tanzania, eastern Africa. A Mining Licence issued by the Government of Tanzania on July 23, 1999 grants to KMCL the exclusive right to mine a concession area covering 51.48 km2. The property is reached via a 75-km road from the main road to Dar es Salaam. The nearest towns are Mwanza to the north on Lake Victoria, 155 km by road and ferry, Kahama, 86 km by road to the south and Isaka, 126 km by road. Isaka is on the rail line between Mwanza and Dar es Salaam and has facilities to receive heavy equipment, and a fuel depot. A gravel airstrip, 1,700 m long has been constructed at the property.

"Paramount to sound aggregate resource management is an awareness of what resources exist. For the past six years, New Brunswick has been conducting granular aggregate resource inventories in and around urban centres as a means of documenting, both qualitatively and quantitatively, these resources.These aggregate studies require extensive ground truthing due to the often small nature of the surficial feature s as well as extensive foliage. Approximately 35% of the province's land mass has been mapped at a 1:50,000 scale as part of this on-going program. Reports are published annually and include data on size analysis, lithology soundness, abrasion and absorption.Aggregate deposits in New Brunswick frequently reflect the local bedrock lithology and, whereas much of New Brunswick is underlain by soft, friable sandstone of Pennsylvanian age, it is necessary to transport aggregate for higher-specification use considerable distances. Alternatively, the construction industry must turn to crushed stone as a source of asphaltic or concrete aggregate.Over 40% of New Brunswick's land mass is owned by the Crown, and aggregate resources are managed under the Quarriable Substances Act. Under this legislation, permit applications are reviewed by a Land Management Advisory Committee which consists of representatives from the various government departments involved.IntroductionSurficial materials either directly or indirectly form the basis of much of our economic activity, whether it is the field of agriculture, forestry, manufacturing, construction or other. "The Candego property is in Boisbuisson and Christie Townships, Quebec, about 13 miles south of Marsoui, a village on the north coast of the Gaspe peninsula, 80 miles east of the railhead at Matane. It was the first producing mine in the peninsula. Production to October 1954, when operations were suspended, totalled 68,497 tons of ore, which yielded concentrates containing 8,706,535 lb. lead, 5,870,272 lb. zinc, 355,526 oz. silver, and about 1,000 oz. gold. The property was acquired by the present company in the summer of 1955.The mine has been developed by seven adits, driven into the west slope of the valley of the Marsoui River. The river here is at an elevation of about 1,600 feet, and is roughly 1,500 feet below the level of the adjacent upland. Adit elevations range from 1,760 to 2,330 feet. Five of them are in one vertical zone, on what was originally believed to be a single vein. Past production has come from Nos. l to 5; the chief present high-grade ore reserves are in No. 7.The author's observations were made in adits Nos. 3 to 6, in several of the old pits, in the surface trenches, and on drill core, at various times between December 1952 and September 1953. Much of the surrounding area has been mapped by Jones (I) and McGerrigle (2) for the Quebec Department of Mines. H. M. Kingsbury served as consulting geologist to the mining company for several years.General GeologyThe Candego veins occur in Lower ( ?) Ordovician sedimentary rocks which form a strip about 15 miles wide along the north coast of the Gaspé peninsula. The series includes limestones, shales, and sandstones, mildly metamorphosed in places. Three miles south of the mine is the north contact of the granitic intrusive, regarded as Lower or Middle Devonian, which underlies the Tabletop Mountains area. This batholith is about 10 miles long, in a north-south direction, and about 4 miles wide. At Mount Albert, about 5 miles west of the Tabletop intrusion, is a group of basic rocks, amphibolites and serpentinized peridotites, thought to have been intruded at the close of the Ordovician."

A detailed mineralogical study was carried out to characterize the products generated in a conventional copper refinery anode slimes treatment circuit. The anode slimes, which are first leached in sulphuric acid media under an oxygen pressure to dissolve the copper and much of the tellurium, were found to contain various Ag-Cu selenides, PbSO4, Ag, Au and BaSO4. The resulting Ag2Se, Ag3AuSe2, Se, Au, PbSO4, BaSO4, SnO2 and silicate-rich leach residue is dried and pelletized. It is subsequently roasted to convert the selenium to Ag2SeO3, volatile SeO2 and water soluble Na2SeO4. The roasted product, which was found to consist of Ag2Se, PbSe, PbSO4, BaSO4, Ag3AuSe2, Au and Sn02, is smelted and refined in a Dore furnace to produce a Dore metal that contains a (Ag,Au,Pd,Cu,Pt) alloy together with traces of CuO and a Cu-Pb oxide phase. Parting plant mud shown to contain AgC1, Ag, Au, (Au,Ag,Pd), Ag2Cu2O3 and Ag20, and scrubber mud containing PbSO4 and AgC1 are also fed to the Dore furnace. The Dore furnace sequentially separates a silica slag which was found to consist of Ag, Sn02, BaSO4, Pb-Sb oxide, Fe-Sb-Ni-Cr oxide and a Pb-rich silicate phase, a soda-rich slag containing Na2CO3.H2O and Na2(Se,Te)03, and a niter slag containing Na2TeO3, Na2(Se,Te)03 and a Na-Te-Se-Pb-Ba-Cu oxide phase. The Dore metal is electrorefined in Moebius cells to yield high-purity silver and a gold mud which was shown to consist of a (Au,Ag,Pd,Cu,Pt) alloy and traces of CuO. Silver is leached from the gold mud and the resulting gold sand is cast into anodes and electrorefined in Wohlwill cells to produce pure gold.

Dispatch systems have been used for open pit mining since the early 1980?s but similar systems do not widely exist for underground mining. There is a need for developing dispatch systems for underground mines, particularly highly automated operations such as block caving. An innovative method, Agent Based Modeling (ABM) for a dispatch system for a block caving operation, is proposed in this paper. The model is based on a particular behaviour observed in social insects. The focus of the ABM dispatch system is adaptability with respect to changing operational conditions and effective integration of maintenance modules with the operation. The paper will show the advantages of this innovative method compared to existing similar systems. Furthermore, the preliminary approaches for developing an agent based modeling system for block caving operations are highlighted and discussed in this paper. 1. Introduction In social

"Technology exists today to blind drill a mine shaft 20 feet in diameter, unlined, over 3,000 feet deep. These shafts must be lined in the most economical, safe and expedient manner possible. A new technique of stacking precast concrete cylindrical sections in the unlined shaft has been developed to yield a dry and hydrostatically lined shaft .These sections must withstand an external radial pressure of 3,000 feet of water yet take up as little room as possible in the shaft . Using high-strength concrete, wall thicknesses may be kept at 2 feet. The outside diameter of the sections has been chosen to be 18 feet to allow for some annular space between the liner and shaft wall. The concrete sections are produced in segments 10 feet long weighing 75 tons each. During drilling operations, the concrete sections are cast and cured. After drilling operations are complete, a headframe is situated over the shaft. The unlined shaft remains full of fluid. A special liner running tool is mated with the section in three steel ports at the bottom of the section. The section and running tool are lowered into the hole, and the tool is disconnected and returned to the surface. Subsequent sections are lowered and stacked using the same operation. Grout is placed behind the liner to result in a dry shaft."

THIS article describes the origin and details of a hydraulically operated switch to control the operation of an automatic underground pumping system. This system was installed in December, 1939, on the 2,350-foot level at No. 5 shaft of the Buffalo Ankerite mine. The pumping unit consists of an 8-stage centrifugal pump direct-connected to a 150 h .p., 2,200 volt motor. Pumping capacity is 200 gallons per minute under a 1,315-foot head and with a flooded suction. The control consists of a 200 amp., 2,200 volt oil-immersed starter with thermal overload protection, thermal protection on the pump, and a flow switch that is bypassed for 30 seconds after the pump starts. The 30-second time lag is operated by a relay mounted on the panel. There is a swing check valve in the discharge line of the pump which originally operated the flow switch by means of a connected outside lever which closed the switch as the check valve opened.

"Falconbridge Mine has a history of significant microseismic activity dating back to 1955. Since mid-1981, a microseismic monitoring system has been operating in the area around the No .9 Shaft hoist room located 25 m from the are zone at a depth of 1200m. Several mine wide faults dissect this area and have been shown to be microseismic-active due to mining. The microseismic monitor has been interfaced with a small dedicated personal computer and a communications device to perform routine data evaluation and to produce graphical output. The programs are described and selected result s from the monitoring program are presented.IntroductionFalconbridge Mine is located on the southeast rim of the Sudbury Basin. The nickel-copper sulphide ore zone is essentially a tabular orebody striking approximately east-west and dipping at 80 degrees north near surface and rolling to 75 degrees to 80 degree s south by the 1000 level. (Mine level number s represent the approximate depth in feet below ground surface .) This dip is maintained down to the 6000 level. The north wall is comprised of jointed norite and a faulted contact up to 1 m thick exists between the ore zone and the norite. The south wall rock is a greenstone with highly siliceous lenses and often has a faulted contact with the ore zone. No less than five mine wide faults exist, as shown in Fig. I.Mining ha s been carried out from virtually the bedrock contact to depths of 1830 m although the majority of current activity is between 900 and 1500 m below surface. A winze provides access below the 4025 level and the cage hoist room is located on the 3850 level in the north wall 25 m from the contact. Because of concern for the stability of this hoist room, there has been no mining activity within 60 m of the hoist room and by 1980 this block of ore was one of the major blocks of high-grade ore remaining in the mine . Mining of this block was originally scheduled for very late in the decade.Prior to a six-month shutdown in 1982, this mine produced approximately 450,000 tonnes of ore annually, mainly by cut and- fill techniques. Following the shutdown, annual production has been reduced to approximately 200,000 tonnes and production is now mainly by undercut and fill techniques .Mining-induced seismicity has occurred at Falconbridge Mine since at least 1955 and reviews of the microseismic problems for the periods from 1965 - 1970 and from 1971 to 1979 were made by Singh (1971) and Vongpaisal et al. (1980), respectively. The need for instrumentation was addressed by these authors. Following several large events during the spring of 1980, a decision was made to investigate existing microseismic monitors and to apply micro seismic monitoring techniques in Falconbridge Mine. Application of microseismic monitoring to Falconbridge Mine was to concentrate on the No . 9 Shaft hoist room area of the mine, particularly around the 4025 level where a large mechanized cut-and- fill stope was approaching this level. By mid - 1981, the microseismic monitor was fully installed and with in a year , a short-period seismograph and a personal computer had been added to the system."

EMPLOYING geophysics to find ore was for a long time considered by the Canadian mining fraternity to be a performance of dubious value: in a category somewhere between the practice of sorcery, and using a divining rod to locate underground water. With increasing knowledge, however, and with constantly improving instruments, a solid speaking acquaintance with this adolescent science is becoming an integral part of the mining geologist's stock in trade. And quite properly so: for, in the established mining districts, the ore deposits which could be easily found, by ordinary prospecting methods, have already been located. There remain; however, in almost all of the principal mining camps, areas which are covered to varying depths by glacial debris; and it is here that the obvious opportunities exist for the successful application of geophysical methods. Geophysical results must always be considered in the closest possible relation to the local geology; and, in reality, the 'doodle-bugs' are simply additional tools for the geologist (in the same category with a plane table or a microscope). The Sudbury Basin is a shining example of precisely this state of affairs. Detailed geological mapping has not significantly altered the position of the outer norite contact as placed on Dr. Coleman's original map of the district. What detailed examination has done, of course, has been to reveal the accuracy with which the contact can be placed in different parts of the district, and to show up, in consequence, areas in which further work might reasonably be expected to disclose hitherto unknown or unsuspected ore. Viewed in this light, the proportion of the norite contact which is covered by substantial quantities of overburden is astonishingly large.

"The Kiruna Electric System is a recently developed inclined ore haul age system for underground mining operations. Although an initial investigation was carried out at the Swedish underground iron ore mine LKAB almost three decades ago, it was not until 1981 that the resources of LKAB, ASEA and Kiruna Truck AB were combined to investigate, and subsequently develop an ""all- electric truck"" for the mining industry.It has long been appreciated, that major economical advantages could be realized by a mining operation through an extension of the cost-effective life of the existing ore hoisting system by the use of ramps to haul ore up to the main haulage level. Diesel truck s have been used and are being used for ramp haulage. Their use however, is limited due to ventilation and operating costs restraints.There are numerous instances of orebodies, located within a couple of hundred metre s of surface, or below an existing hoisting facility, being developed by ramp access while the shaft is being sunk. Development of an orebody via ramp access has many advantages to a mining operation where mechanized mining is to be practiced. These advantages are both practical and economical; generally falling within the over-all umbrella of the phrase ""cash flow"" mining.The decision to sink a shaft is a major committment by any mining company, regardless of size and financial reserves. Extensive diamond drilling, both shallow and deep must be carried out before a decision can be executed. This constitutes a major financial expenditure over an extended period of time.The decision to sink a shaft must be weighed against the reliability of geological interpretation of the deep diamond drilling results, the stability of the mineral market and potential fluctuation in ore prices and interest rates."

"It is generally felt that flow-through shares face a bleak future under the set of tax rules proposed in the federal government's tax reform white paper. Industry and government circles are beginning to give thought to alternatives to flow through as a mechanism for facilitating equity financing in the exploration industry. Despite suggestions that grants and tax credits may someday be on the table, industry is sticking to its position that there is no substitute for flow-through. Alternatives toFlow-throughProposals in the federal government's tax reform white paper have cast significant doubt on the ability of the mining industry to raise risk capital after 1989by way of flow-through shares. There is serious concern that introduction of the ""cumulative net investment loss"" (CNIL) rules, the phase-out of the mining explorati0! 1 depletion allowance (MEDA), and the Increased capital gains inclusion (750/0 versus 50%, at present) will make the economics of flow-through so unattractive after 1989 that these shares will hold little appeal to most investors. The question might be raised, then, as to what alternatives exist by way of tax or other government assistance that could help the exploration sector.The purpose of this paper is to survey the types of government incentives that could be of some value to explorationists and to the mining industry in general. For the past several years, flow-through has been in the spotlight insofar as incentives to the exploration industry are concerned. Other potentially useful and attractive incentives have been partially hidden in the shadow of flow-through. These incentives, in certain circumstances, can be of considerable benefit, and should not be ignored."

"Abstract-Grass roots exploration has an emphasis on good precision at low (sub-economic) concentrations of an element, in order to identify "anomalies" which may lead to drilling targets. Although it is wise to have well-defined quality controls in place during early stage sampling, the control procedures at this stage tend to be rudimentary. When a deposit warrants detailed delineation, the need for accurate geological characterization and assaying of ore-grade rock must be supported by appropriate quality control procedures.As a project returns more promising results, and the likelihood of the project warranting a prefeasibility study increases, it is time to tighten quality assurance requirements and quality control protocols. Delays in instituting adequate quality control and verification procedures may lead to costly remedial actions that can also delay completion of the prefeasibility or feasibility study. Sometimes, as a project matures, the quality control and quality assurance aspects fail to keep pace with the changing nature of the work: an increasing emphasis on precise and accurate assaying of oregrade rock.A resource model is like a house of cards. The foundation of the house is the geological observations, the sampling methods and the geological interpretations performed upon those samples. Upon the sampling, which includes all the sub-sampling steps of sample preparation, rest the assay results. The quality of the assays can be no better than the quality of the sampling. Good assaying technique will preserve all biases and imprecisions introduced during sampling and sample preparation; it cannot remove them. If the sub-samples and/or assays are bad and must be redone, all the succeeding levels of the house of cards must also be rebuilt, or at least patched up.From geological observations, a geological interpretation is built, the quality of which is critical to the construction of an acceptable resource model. Geological elements are difficult to assess, and are not discussed here; they are dependent upon the expertise of the geologists involved. Geological knowledge contributes essential quality control elements to resource/reserve determinations (Sinclair and Postolski, 1999; Postolski and Sinclair, 1999).This paper consists of five sections: (1) overview of quality control protocols, (2) maintaining quality control of databases, (3) quality control of drill sampling, (4) optimizing crushing and grinding requirements, and (5) quality control of assay data acquisition."

"ForewordTHE Arctic Archipelago and northern Greenland contain an orogenic region that is as much as 300 miles wide and over 1,400 miles long. It occupies much of what was formerly classified with the Arctic Plains and grouped with other plains and lowlands of Canada as one main geological division. It is proposed that this folded region be designated the Innuitian Region and be recognized as one of the main geological divisions of Canada.Canada's main geological divisions (see Geological Survey of Canada, 1947) have been considered as consisting of a central shield, largely surrounded by plains that separate it from eastern and western mountains. The plains include the Interior Plains, the St. Lawrence Lowlands, the Arctic Plains or Low-lands, and the Hudson Bay Lowland, which is in the central part of the Shield. Plains and mountains are, strictly speaking, physiographic terms, but because mountains are generally folded regions and plains are generally made of undisturbed strata, such terms are useful vehicles to express the fundamental make-up of the land. Nevertheless, it is preferable to use the terms Appalachian and Cordilleran 'Regions' rather than 'Mountains', as those geological divisions are not exclusively made of mountains.Because of the lack of more definite information, the 'Arctic Plains' have included, in the past, regions with plateaux two to four thousand feet above the nearby sea, mountain ranges reaching approximately 10,000 feet above sea level, and regions of folded strata."

Mining-induced seismicity and rockbursting is one of the primary risks in deep mines. Seismic data management software has been created to facilitate analysis of mining-induced seismicity. The Mine Seismicity Risk Analysis Program (MS-RAP) is a purpose built database with mine seismicity analysis tools. One of the primary features of MS-RAP is the creation of seismic hazard maps in quasi-real time. The seismic hazard maps identify areas that are more prone to large seismic events and rockbursts, allowing risk management measures to be focused on the areas of greatest risk. These maps allow mining engineers to be more proactive about identifying and managing seismic related geomechanics risks in mines.

This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters, presents the optimum bench heights under various conditions in terms of minimizing the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m benches through marginal analyses. The observations from these analyses disapprove the previous conflicting assertions that the over-all weighted average haulage distance either increases or decreases directly with bench height. It is concluded that: (1) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open pit mines; (2) the reduction of haulage cost is much limited with the case of increasing bench height to 18 m from 15 m; and (3) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high bench.
