"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

Tunnel sealing experiment (TSX) was conducted between 1997 and 2004 in the Canadian URL located in Manitoba. In the experiment, a tunnel was excavated parallel to the maximum principal stress direction, filled with sand and sealed with bulkheads at both ends. It was then pressurized and heated by injecting hot water. The rock mass response was monitored with seismic methods. The main interest in the numerical simulation was the damage formed during the heating phase. The large-scale PFC2D models replicated a central plane- strain section of the TSX chamber. The models captured the first-order phenomena observed in-situ displaying the difference in the damage in the roof and floor regions, respectively. This difference was due to the filling material confinement of about 100 kPa on the tunnel floor, which occurred in the course of the heated experiment.

Over the past three years, Ring of Fire chromite ores have been tested extensively at both the bench scale and pilot scale at XPS Consulting and Testwork Services. Following bench scale testwork, two smelting campaigns were completed using a 300 kW DC arc furnace on different chromite deposits from the Ring of Fire. A ChemSheet model was developed to aid in the design and optimization of the recipes, and its predictions were confirmed with both the bench scale and pilot scale tests. A total of 7.5 tonnes of chromite ore was smelted at XPS. The results of the testwork demonstrate excellent reducibility for the ores tested with good reduction kinetics when compared with South African chromites.

A series of laboratory tests were conducted to study stress-induced spalling on medium to coarse-grained granite specimens. The specimens made from cylinders had two manufactured notches on opposite sides aimed to represent the tangential loading around a circular opening. Specimens of three different sizes were tested with notch radii, 98.5, 225 and 375 mm, representing 197, 450 and 750 mm diameter holes, to study the effect of notch radius on the spalling initiation stress. The cracking was monitored by acoustic emission sampling. The fracture patterns were investigated visually on polished slabs and by microscopy on thin sections. The crack analysis describes how the cracks propagate in relation to the grain structure in the rock and to the macroscopic stress field.

"Modular Mining's computerized LHD position monitoring and dispatching system commenced operation at the De Beers Finsch Mine in mid- J99J. A sophisticated blend of proven and new technologies links the dispatcher at the workstation console on the surface with the LHD operators several hundred metres below. The dispatcher allocates each LHD to a priority tip and loading drive based on instructions provided by the miners and shift bosses underground. LHD operators receive tip and loading drive allocations on the vehicle computer console which communicates data via a Leaky Feeder radio network. The operators interact with the console to notify the dispatcher of delays, breakdowns, and changes in tip and tunnel status. The underground terminal displays allow shift bosses to monitor the progress of the LHDs as they pass infrared beacons (IRs) located in the tips loading drives and rim tunnel main haulage ways. The terminals also provide on-line statistics for the current and previous shifts. Future enhancements include optimized dispatching and interfacing to a PLC system controlling ventilation. Further, token ring-based loop UHF radios are being investigated as an alternative to the Leaky Feeder data radio network. IntroductionFinsch first contacted Modular about an LHD monitoring and dispatching system in late 1988. At that time, Modular declined a request for a formal quotation but agreed to perform an engineering feasibility study. The study was issued in mid-1989 and confirmed Finsch's belief that an underground system could be developed with technology available at that time. A contract for the system was signed the following year and, in May of 1991, the system began operation. By the end of 1991, LHDs on both production levels of the mine were under the control of the system."

"Environmental concerns have recently been growing over the disposal of reactive desulphurizing slag. Consequently, increased pressure has been placed on the foundry industry to reduce the reactivity of this slag.To address this problem, Cyanamid has developed a new product which significantly reduces the calcium carbide content of the desulphurizing slag. Testing equipment and procedures have also been developed to evaluate both the existing levels of carbide in the slag and the decreased levels which are achieved with this new material.The development and use of this engineered carbide desulphurizer has made possible significant environmental and efficiency improvements in the field of calcium carbide desulphurizing. Consequently, the lifespan of calcium carbide in ductile iron desulphurization has been increased, as have the benefits of its use in the foundry industry. IntroductionIn the production of ductile iron, calcium carbide has long been used for hot metal desulphurization external to the cupola. Its cost effectiveness, reliability and ease of use have traditionally made it the desulphurizer of choice for a great majority of ductile operations. Recently however, environmental concerns have been raised regarding the quantity of calcium carbide remaining in the slag after desulphurizing. Analysis has shown that as much as 25070 of the weight of the slag may contain active carbide. Acid mine drainage (AMD) research under the MEND program has been ongoing since 1988 at the Heath Steele Mines waste rock piles including sulphide material, outside Newcastle, NB. In 1989 approximately 10,000 mt of waste rock was placed on a prepared sand base with an underlying impermeable membrane. The waste rock pile was heavily instrumented for measuring oxygen concentrations and temperatures. In September 1991, a composite soil cover designed for the Heath Steele climatic conditions, using local soils, was placed over the pile, creating a totally enclosed system. Moisture content and oxygen probes were installed within the composite soil cover to monitor changes within the soils over time, while two large-size lysimeters were installed below the cover to monitor the hydraulic conductivity of the cover. The waste rock site has been monitored on a monthly basis since installation of the cover, for performance of both cover and waste rock. The monitoring shows very clearly that the placement of the composite soil cover has had a major impact on the generation of AMD. Major reductions in temperature and oxygen concentrations within the waste rock pile indicate that the cover has significantly inhibited the oxidation reaction that generates the AMD. Performance data have shown that the cover has maintained its integrity under the climatic conditions of the area.

"In the present paper, the optimization of a tilt poured permanent mold will be carried out using filling and solidification modeling. This exercise resulted in 3 modifications of the initial mold design which was based on the foundry experience. The optimization provided a 20% improvement in the yield while increasing the output from 10 to 15 castings per hour.In a subsequent study, the value of the critical fraction solid of AlSi7Mg (A356) alloy was verified by radiographic analysis of the castings produced in the first 5 cycles of a run, which are necessary to bring the mold to a dynamic thermal equilibrium."

Abstract - Traditional mine planning based on block models built with interpolation techniques such as kriging does not take into account the uncertainty associated with the estimates. These models are inadequate for short-range mine planning. In contrast, conditionally simulated models reproduce the actual variability (histogram) and spatial continuity (variogram) of the attributes of interest. Conditional simulation can be used to address the problem of measuring the uncertainty associated with an estimate. This paper outlines how the sequential Gaussian conditional simulation algorithm can be used to assess uncertainty of grade estimates and also illustrates how simulated models can be incorporated into mine planning and scheduling. A case study demonstrates the efficiency of the method in assessing risk associated with geological and engineering variables.

In this paper we examine, through pilot-scale testing, the possibility of operating a circuit comprised of two stages of HPGR comminution, followed by grinding through a horizontal stirred mill. In order to assess whether the novel circuit design could achieve the reduced energy requirements indicated in the literature, two more-established circuits, a cone crusher / ball mill and an HPGR / ball mill, were examined using a combination of testing and flowsheet simulation. The results showed that, based solely on the specific energy requirements for comminution, the HPGR / stirred mill circuit achieved a reduction of 9.2% and 16.7% over the HPGR / ball mill and cone crusher / ball mill circuits, respectively.

"In May 1936, Pamour started producing gold by cyanidation of flotation concentrates, and in 1939 was milling about 1, 600 tons per day.Refining records dating from 1939 show two oil-fired furnaces in use, (Rockwell type 46 11 x 29 11 inside oval shell).Refining time averaged 7. 83 hours during the year 1939, indicating a complete refining shift of about 9. 33 hours. That year appears to be characteristic of the period with regard to time required and results obtained.For that year total fineness (gold + silver) of the bars averaged 940 (approx.), but it frequently dropped below this figure, sometimes far below.Furnace lining life varied widely from three to seven or more months. Sillimanite was the standard lining but Mullfrax 41 was frequently used.For many years refining practice remained practically unchanged, and in 1960 procedure still consisted essentially of mixing a flux(% Composition Borax 41, Silica 11, Soda-Ash 11, Nitre 15, Mn02 22) with cyanidation precipitate in the ratio of l. 2 to l and heating to a medium heat (yellowishred, 2000° F) with a low flame for a long time. Time required was about 10. 5 hours per refining. Results were still much as detailed above.At this time it was decided to revise refining procedure, in an effort to shorten refining time and obtain consistently good bullion fineness."

"In March 1993, Ram Raising Limited was faced with a challenge. Placer Dome Incorporated, Dome Mine Division requested from Ram Raising that they design station excavation into the existing No. 8 shaft from No. 3 mine levels. This work had to be done without loss of production time in the underground department.Due to the time frame of the project, every detail had to be carefully considered, with extra care that all pros and cons had been worked out.Ram Raising submitted a work Plan that had been worked out with the Redpath Group which included the infrastructure requirements; the engineering design; the scheduling and sequence of work; and the excavation design and blasting procedures.A proposal was' put together by both Ram Raising and Placer Dome outlining the infrastructure requirements, including the engineering design, scheduling and sequence of the work, excavation design and blasting procedures. The proposal accepted by Placer Dome and, on July 3D, 1993 work commenced to breakthrough eight stations. Work continued until December 1993 with the completion off our stations. The project was then stopped to allow the station access drifts from No.3 mine to be completed. The second phase of the project began on May 27 and was completed on September 15, 1994.This paper shows how, through innovative design and the full cooperation between client and contractor, a project of this nature can be completed successfully."
