The new ship-submersible system with R/V Ka'imikai-o-Kanaloa as a mothership and the PISCES V as the submersible completed its first season of dives. The dives involved deployment of the PISCES V in the Hawaiian Islands between the months of July and October 1996. Submersible deployments up to depths of 2,000 meters in sea states up to a high three were made. The new hook and clasp deployment and retrieval connection for PISCES V to the telearm was shown to be an effective system for handling the PISCES V with the A-frame. The shipboard multibeam survey and seawater sampling capability proved to be especially effective in re-mapping the summit of the submarine volcano Loihi following a major volcano-tectonic event and for following the source and configuration of the new hydrothermal plume. Following the earthquake swarm of July 17 to August 18,1996, major changes in the geological setting of Loihi submarine volcano took place. Prior to the seismic event, the geology and structure of the summit of Loihi was represented by a platform-like area 8,100 meters long and 5,400 meters wide enclosed by the 1,200-meter depth contour. The summit was characterized by the presence of two prominent pit craters and eastern and western crater located at water depths of 1,100 and 1,370 meters, respectively. A hydrothermally active volcanic cone, named Pele's Vents, was located at a depth of 960 at the southern edge of the summit. The floor of the summit of Loihi was largely covered by prismatic talus, with interstitial hydrothermal clays. Pillow and tube lavas with volcanic cones 5 to 50 meters high were exposed along the axes of the southern and northern rift zones. The inner margin of the summit displayed fissures and normal faults with the downthrown component towards the center of the summit. The pre-earthquake structural data suggest a pre-caldera structural stage for Loihi. Maximum sustained hydrothermal activity observed on Loihi over the past 10 years existed at Pele's Vents with other sporadic venting occurs along the summit platform and along the south rift. Following the earthquake swarm, the hydrothermally saturated Pele's Vents cone gave way and slid into the inner pit crater. Subsequently, the observed above- bottom hydrothermal plume source deepened from 960 to 1,160 meters, possibly emanating from the same intrusive heat source as Pele's Vents. The observed inward collapse of the summit structures and subsequent opening of fissures gave rise to diffuse venting from the newly formed caldera-like depression with the bottom-hugging hydrothermal pool located at depth between 1,250 and 1,220 meters at the sites of the pit craters.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. A thorough appreciation of the origin, formation, preservation and geometry of marine sand and gravel deposits is central in demonstrating that their extraction by dredging does not affect coastal processes or marine life. Geological evaluation underpins wave, tidal and sediment transport modeling and assists in predicting the nature and extent of seabed change during and after dredging. Marine sand and gravel deposits in the English Channel, southern North Sea and parts of the Irish Sea are of predominantly periglacial fluvial origin and record long histories of valley and floodplain cut and fill associated with Quaternary climatic and sea level oscillations. In the Bristol Channel, the influence of marine transgression and tidal dominance in sorting proglacial outwash deposits is evident in the distribution of sandbanks, scoured channels and gravel lags of this region. These deposits are relict and are unrelated to coastal sediment dynamics. Their extraction leaves seabed depressions which monitoring shows remain unfilled. The resultant offshore bathymetric changes and sediment removal in over 10 m water depth are not transmitted to the coastal zone as beach drawdown, wave height increases or sediment starvation. Applications for new aggregate dredging permissions in UK waters must be accompanied by an EIA and need to make a convincing case that the dredging will not affect rare or declining species and communities of marine life. Seabed recovery rates post dredging are now investigated and understood with reference to geological setting and the uniqueness of the sediment/biological character (biotope). Investigation of the continental shelf by the Industry and others reveals the large extent of gravel-dominated biotopes relative to commercially viable deposits.

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

Mineral zonation studies were conducted on hydrothermal vents of two hot spot volcanoes. One study site is located within the Axial Caldera of the axial hot spot volcano of the Juan de Fuca Ridge. The young high-temperature hydrothermal vent field consisting of two polymetallic sulfide chimneys, five meters high, located at 130°01.5'W, 45°56.5'N, along a fault complex at the base of the southwestern wall of Axial Caldera was sampled during four ALVIN dives in 1983. Temperatures of up to 270°C were measured within the orifice of one of the chimneys, which was then broken off and recovered with the submersible. Both black and white "smoke" was observed to be emanating from the one chimney sampled. The high-temperature chimney extends directly from a field of broken lobate lavas which are located at a water depth of 1,550 meters, about 200 meters east of the caldera wall. The chimney makes one of the shallowest active high-temperature vents studied to date. The vent is surrounded by clumps of vestimentiferan worms and is located within an elongate field of red-colored iron smectite blankets and chimneys. The low-temperature field forms a ribbon 150 meters wide, extending for about 1,300 meters at the base of the wall. Chemical analyses of the hydrothermal deposits ranging from the polymetallic sulfides of the chimney to the outer zones of the low-temperature field show a range of elemental assemblages consistent with temperature zonation around the vent. The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speed (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion. AUV control system (CS) has tri-level structure to allow a motion in a rugged seabed terrain. According to the generally accepted categorizations, CS includes execution, coordination and strategic levels. The strategic level contains the goals of AUV mission. Obstacles avoiding and route choice are realized by means of simultaneous maneuver in vertical and horizontal planes. Sonar system is used for data acquisition about obstacles. It consists of a few echo-sounders with fixed directivity pattern. The route choice algorithm operates at two lower levels of CS. Basic (?reflex?) functions of spatial motion are realized within the execution level and considered in the paper. The choice of motion modes is carried out at the coordination level of system. All accessible navigating information (the data from flight sensors and from multichannel echo-sounder systems) is used for this purpose. In addition the bypass of characteristic types of obstacles is carried out with the help of basic motion modes combination. The modeling results of bypass of various typical obstacles, and also their combinations are described in the paper.

An international research team working through the Hawai?i Undersea Research Laboratory (HURL) undertook a bold challenge to explore the chemistry, geology, mineral formation and superheated hydrothermal vents of the Kermadec Island Arc. With the mothership, R/V Ka?imikai-o-Kanaloa, scientists from six research institutions explored the active submarine volcanoes stretching over a line of volcanoes 1,000 miles long between Samoa and New Zealand. The expedition left Hawaii on the 18th of March 2005 and returned on the 5th of August having covered a distance of 10,000 miles between Hawaii and New Zealand. Scientists from the USA, New Zealand and Germany used the HURL submersibles, Pisces IV and Pisces V, as well as the remotely-operated vehicle RCV-150, aboard the R/V Ka?imikai-o-Kanaloa to dive into active volcanoes to water depths of 2,000 meters. Scientists from New Zealand, the USA and Germany conducted 41 dives on the previously unexplored (from manned submersibles) submarine volcanoes. Ten active volcanoes were explored during this time. Hundreds of specimens of new and unusual marine life, water chemistry, extremophile microorganisms, mineral formations and volcanic rocks were collected during this expedition with the two submersibles and the ROV. Bizarre natural events, such as the oozing of hot liquid sulfur from the ocean floor onto the skids of the submersible were observed. Carbon dioxide gas was observed profusely streaming into the seawater from the volcanoes, making these one of the greatest contributions to hot house gasses entering the atmosphere.

KIGAM (Korea Institute of Geoscience and Mineral Resources) has been doing various kinds of research works in marine minerals and energy resources exploration and utilization since early 1990s in Korea. In the presentation, the authors will introduce the recent research and development activities mainly focusing on the rare earth metals of the Pacific deep seabed Mn-nodules and gas hydrates which occur from Korean deep waters. KIGAM has been participating in the polymetallic manganese nodule exploration, mining and metal-extraction project, which is modulated by KIOST (Korea Institute of Ocean Sciences and Technology, formerly KORDI). Now KIGAM puts more focus on extracting precious and rare earth metals from the Mn-nodule as well as underlying sediments. The rare earth elements (REE) from seabed mineral deposits also draw attention to those countries including Korea which are lack in natural resources. KIGAM is doing several kinds of leaching experiments using various kinds of reagents under the different experimental parameters. Extraction of rare earth metals from deep sea nodule using H2SO4 and HCl solution showed good leaching effect. As the gas hydrates are to be evaluated as a new future energy resource globally, Korean government has initiated national R/D program covering fundamental exploration survey for resources assessment in Korean deep waters and production technology development. The age of mineralization, its mode of formation, the time elapsed to amass an economic deposit, its capacity for sustainable extraction and, ultimately, its grade and tonnage, are key aspects in the economic viability of volcanic massive sulphide (VMS) deposits (Ditchburn et al, 2004). Radiometric dating methods applied at GNS Science have been recently refined with the purpose of efficiently determining the ages of seafloor VMS mineralization along active intraoceanic arcs. These developments include: determining the longevity of seafloor hydrothermal systems, details of individual chimney and massive sulfide mound growth, and insights into deep-seated processes, such as the transfer of elements from magmas to their overlying hydrothermal systems. In our pursuit to better understand seafloor hydrothermal systems along intraoceanic arcs, we have thus far compiled age information for three volcanic centres of the Kermadec arc (South Pacific) and one of the Mariana arc (NW Pacific).

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

The survey of the cobalt-rich crust of the Republic of the Marshall Islands was carried out in 1996 and 1998, as the cooperative study project between Japan and SOPAC member countries, and at the thirteen seamounts, seafloor topographic maps and acoustic reflection intensity distribution images by MBES were obtained, and the collection of samples by dredging was conducted. On the basis of the previous results, three seamounts, MS01, MS11 and MS12 were selected for the 2002 year survey, and drilling by BMS (deep sea boring system) was conducted there, to understand the occurrence of cobalt-rich crust. At the same time, environmental survey was carried out to make clear the environmental characteristics of the area. The summary of the survey will be reported.

Technological development in the last two decades has provided access to the deep seabed and opened a new frontier for exploration. Interest in Canada has focused mainly on study of metallic mineral occurrences and the development of a scientific data base and technology for identification and appraisal of potential mineral resources. Canadian industry and government have played an active part in the assessment of manganese nodule resource potential and the possible impact that development of these resources might have in the world mineral markets.

The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina's inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.
