This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.

A 9-month study of the uses of wire rope associated with U. S. underground coal mining is reported. Rope applications are broken down into hoisting and nonhoisting applications where "hoisting" refers to transport in vertical and inclined shafts. The former receives the greatest emphasis since it represents the most critical rope application from the stand-point of production and safety. The discussion of hoisting practice includes aspects related to the mine operators as well as those related to the equipment builders and wire rope manufacturers. U. S. state and Federal laws regulating hoisting and wire rope use are also presented and discussed. Canadian and other foreign hoisting practice and laws are included. The state of the art in electromagnetic nondestructive inspection of hoist ropes is presented. Capabilities and use of one Canadian electromagnetic device are discussed in great detail. Conclusions are drawn regarding the present state of wire rope and hoisting technology in U. S. coal mines. Recommendations are made for improving rope practice, in general, and hoisting, in particular, consistent with greater safety.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

With IIT research institute as a cosponsor, this seventh mineral waste Utilization Symposium was funded by the Bureau of Mines through its Division of Mineral Resources Technology. Environmental scientists and engineers from five countries (Canada, Netherlands, Austria, England, Guatemala) besides the United States participated in the symposium, which was held Oct. 20-21, 1980, at the Chicago campus of IIT Research Institute. Of the 25 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial waste, and scrap metal, 21 are summarized herein.

Until the end of 1918 Boulder County ranked as one of the foremost tungsten-producing districts of the world, but in August, 1919, there was practically no production in the district. The operators there could not compete with tungsten ores from foreign sources, particularly China, Burma, and South America. As a. result there · has been a strong movement for placing a protective tariff on all imported tungsten ores and products; and it seems to be the general belief of tungsten producers that some form of protection is necessary to the maintenance of the industry in this country. The stimulus, due to the great demand for · tungsten alloys in the manufacture of munitions during the war, was felt in all the productive localities of the world. The ores of Boulder County were especially in demand on account of their comparative. freedom from • harmful impurities, and this demand greatly extended mining operations in the district and increased the efficiency of the gen~ral milling practice there.

In this bulletin the same general plan of classification of references has been followed, but several additions have been made. This report summarizes the results of a research project entitled "Fatal Accident Data Base Development." This project is the last project under Contract No. S0110601. Volumes I and 1I, "Industrial Engineering Study of Hazards Associated with Underground Coat Mine Production," summarize the original industrial engineering project and the Fatal Accident Report Analysis project. These projects were completed and accepted by the U.S. Bureau of Mines on December 10, 1971. Both volumes of the report have been made available by the Bureau to the public through the U. S. Department of Commerce technical information service. Another project under the same con tract, entitled "Equipment Operations Safety Study, ' was completed in January 1972 and the report was accepted by the U. S. B. M. at that time. The analysis in this Natal Accident. Data Lose Development report is closely related to analysis in both of the earlier reports. The original project involved an industrial engineering and safety of production operations for a representative sample of underground bituminous coal mines. The contactor was required to make recommendations 'in work practices, mining methods, equipment, and safety practices which can effectively reduce the fatality rate from rib and roof falls.' (Longwall mining methods were excluded from the study.) Time study and work element analyses were performed in over 50 mines as part of the field data gathering effort. Another requirement of the study was to develop sets of multiflow. Process charts, which are diagrammatic illustrations of the time-related interaction of mining, cycle job elements.

This report presents the findings of an investigation into the characteristics of a number of techniques for cleaning ambient air with special emphasis on their applicability to the removal of the short-lived radioactive decay products of 222-radon, the so-called " radon daughters" that have been identified with the induction of lung cancer in underground uranium miners. The purpose of the study was to review the requirements for control of radon daughter concentrations in mine air, and to examine all techniques whose feasibility has been demonstrated in principle and which in our judgment would be capable of meeting those requirements. The study has included a review of all pertinent literature, both technical and proprietary, on the subject of the control of miner exposure to the radon daughters and in the area of potentially applicable air cleaning technology. Information about the nature of the problem and about the experience of the uranium mining industry in applying air cleaning methods to its solution was obtained by visiting mines where such methods are in use, and by written correspondence and telephone conversations with other industry sources. Information on performance characteristics and costs of applicable air cleaning methods and equipment was obtained from the experience of our own engineering staff and by visits, interviews, and correspondence with manufacturers of industrial air cleaning equipment.

This report summarizes the work performed and results achieved on the above contract from October 18, 1971 through July 14, 1972 under Phase II, Task 1: Detailed Design of Prototype and Task 3: Supporting Experimental Investigation. Operation and Service Manuals resulting from Task 3 are submitted under separate cover as are detailed design drawings and specifications, prepared under Task 1. Both items accompany this report. This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

This report documents efforts to design, develop and test a training approach which would assist front-end loader operators in the acquisition of skills and awareness to reduce the probability of their involvement in accidents in the mining environment. The goal of this project was to prepare and use (on a trial basis) a training method and materials which would be generally applicable to any loader and surface mining operation while at the same time, be adjustable by mine personnel to meet the specific needs of each mining operation. This effort resulted in the Front-End Loader Training System, a structured, performance-based training approach with diverse instructional aids and classroom and on-machine training experiences. Validation of the System at a large western mine demonstrated the utility and flexibility of the training approach and materials.

For more than 10 years coke-oven technologists have been investigating the expanding properties of coal on a scale larger than that afforded by laboratory test tubes. Koppers 4/ was among the first to realize that coals can not be differentiated satisfactorily with respect to expansion in coke ovens by the simpler test-tube methods; in his first method 80 grains of fine coal were coked in a cylinder heated from the bottom, so that the zone of fusion (plastic layer) advanced from the bottom to the top. The scale of test was too small; it has been modified by other investigators, but without significant improvement in practical application of the results. Somewhat later Koppers and Jendne 5/ experimented with a small-scale coke even, one wall of which was movable, in which the layer-coking in a coke oven could be simulated closely. This oven was heated from both sides. Their results with this oven showed a peak in the time-pressure curves near the end of the coking, period when the two plastic layers, advancing from opposite walls, meet. They also found that although the smaller oven was heated from one side only and did not show the Pressure peak characteristic of two-sided heating, it still gave results entirely too high. Russell built an oven similar to the movable-wall oven of Koppers and Jenkner and compared results obtained in it on Beckley expanding coal with these obtained on the some coal in the Altieri 7/ small-scale apparatus. Both tests were conducted at the same constant pressure, but heating was from two sides in Russell's oven and from one side in the Altieri tester. Russell found that the two types of test gave comparable results under constant pressure conditions even though the heating procedures were quite different. He showed later, however, that a "borderline" coal 8/ that contracted in the Altieri tester at constant pressure developed a peak pressure of 4 pounds per square inch in the movable-wall oven heated from both sides at constant volume. He concluded from this that testing at constant volume gave results more accurately indicative of dangerous expansion tendencies than those at constant pressure. He also found that heating from both sides in this oven gave higher pressure than heating from one side only.

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Tin mining on Seward Peninsula, Alaska, has been intermittently active since the early 1900's. Most of the recorded production (over 2,200 short tons of metallic tin) has been obtained from placer deposits, but recent production also has resulted from development of lode deposits associated with intrusive rocks occurring in the western part of the peninsula. Generally, the lode deposits containing tin minerals (principally cassiterite) are found in dikes, in granite masses, and in silicate zones in limestone overlying the granite. Both the placer and lode deposits have been of considerable strategic interest to the Government because of the almost total absence of a domestic supply of tin. The most important tin-lode deposit discovered to date is in the Cassiterite dike at the Lost River mine, on Cassiterite Creek about 85 miles northwest of Nome. This highly altered, rhyolite porphyry dike averages 12 feet in thickness, strikes N. 75° to 85° E., and dips steeply to the south; it can be traced on the surface for about 8,000 feet. Throughout its explored length of about 2,200 feet the dike everywhere contains some tin and tungsten in veinlets and disseminations; economic concentration of the are minerals, however, is confined to definite shoots. The ore minerals include cassiterite, stannite, hulsite, paigeite, wolframite, scheelite, and base-metal sulfides; gangue minerals include fluorite, boron silicates, and lithium-bearing minerals. Some ore minerals also occur in the numerous other dikes and in the granite and intruded limestone in and adjacent to the mine.

In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.
