This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

The following report is a summary of the commercial results which 'Were obtained from 2,000 tests conducted by the technologic branch of the United States Geological Survey at St. Louis, Mo., and Norfolk, Va., in 1907 and 1908, under the technical supervision of R. H. Fernald, engineer in charge of the producer-gas section. The tests dealt primarily with gasoline, forming part of the investigation of mineral fuels provided for by acts of Congress. To determine the relative economy and efficiency of gasoline it was compared with denatured alcohol. The tests, many of which were undertaken in connection with work for the Navy Department, supplemented, to a certain extent, the work of previous investigations, but only so far as was necessary to emphasize some of the more important points and to lead up to the defining of conditions required for the economical use of gasoline and alcohol. In order to determine and eliminate the affecting engine conditions as far as possible, the investigation was commenced by making comparative gasoline and alcohol tests on the same engines. These tests were repeated on other engines of approxiElately the same size and speed, having different degrees of comFression, different methods of governing, and different carburetors. The final report will include much material that may be of use in engine design, but that side of the investigation was not pursued any further than was necessary to obtain the best possible results, for alcohol and for gasoline with the engines at hand, and to prove that the minimum fu·el-consumption rate for each could be obtained in approximately the same manner. The effects of engine and of operating conditions both have a bearing on the commercial deductions but will be discussed only in a general way at this time.

This Bureau of Mines manual is intended to provide a better understanding of ground movement and the technology available for measuring it, The manual deals with convergence, strata separation, lateral roof movement, stress, and support load in underground mines. The instruments that measure these ground control parameters are described in detail. Step-by-step procedures for selecting the appropriate instrument are presented, which consider such factors as approximate cost, installation procedures, data collection, and data interpretation; and an instrument selection worksheet is provided to facilitate the instrument selection process. Actual instrument case studies and a list of instrument suppliers are presented in the appendixes.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

U.S. scientists attempting to maintain continuous surveillance of scientific information are confronted with two acute problems: The steady, even spectacular; increase in the volume of such information and the fact that much of it is published in unfamiliar foreign languages, According to the National Science Foundation, almost one-third of the world's scientific literature is published in languages that are read by less than 5 percent of U.S. scientists. Most scientists in the United States must rely on abstract journals and translations to obtain information on developments in research and investigations conducted in the non-English-speaking countries. However, there are problems involved in procuring suitable abstracts and translations and in obtaining such information as cheaply and rapidly as possible.

The Bureau of Mines investigated energy-efficient methods for recovering potash values from process and waste brines. Laboratory pan evaporation of four chloride brines produced crude salts containing predominantly sylvite, halite, and carnallite. Six sulfate-chloride brines produced crude salts containing primarily schoenite, kainite, leonite, sylvite, carnallite, and halite. Potash grades ranged from 7.2 to 22.2 pct K20, and recoveries from 84 to 99 pct. Sylvite flotation from chloride evaporites, with amine collector, recovered 90 to 97 pct of the potash in a concentrate containing 54.3 to 60.3 pct K20. Fatty acid flotation of the high-sulfate evaporite recovered 78 pct of the sulfate minerals in a 27.8-pct-K20 concentrate. Flotation of the chloride minerals with amine collector recovered 80 pct of the potash in a 59.7-pct-K20 concentrate. Solar evaporation of 10,000 gal of brine recovered 99 pct of the potash in a crude evaporite containing 24.5 pct schoenite and 20 pct sylvite. Continuous flotation in a 100-lb/h process research unit recovered over 95 pct of the potash in schoenite and sylvite concentrates containing 28.0 and 62.3 pct K20, respectively. An economic evaluation suggested a rate of return of 3 pct for a new facility and 9 pct if. the process is adapted to fit an existing plant.

The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

The Multiple Unit Continuous Haulage (MUCH) System was designed to provide the capacity to continuously convey coal from the mining machine to the main haulage belt. The MUCH System has an operator who steers the lead vehicle, ever following the mining machine. All the remaining vehicles follow the path of the lead vehicle, with their conveyors automatically lining up between the lead vehicle and mine section panel belt. This is accomplished by mechanical linkages on the vehicles which are interconnected by steering bars between vehicles (patent pending). The MUCH System has an operator who steers the discharge vehicle when outby travel is required. Outby travel is just like inby, with each vehicle following the path of the preceding vehicle. Surface tests overwhelmingly indicate the "UCH System should track/retrack successfully in square pillar underground room and pillar coal mines with 18 ft. wide entries and slopes up to 10 percent. For 60 degree pillar plans the minimum entry width required is 15 ft. Surface tests also indicate the MUCH System will convey over 8 TPM of coal around 90 degree corners without excessive spillage.

This experimental study was done to determine pathological feature of vibration injury to the peripheral nerves in the hind limbs of rats exposed to 7 days of vibration. Materials and Methods Animals: Twenty four male Sprague-Dawley rats weighing 350-400 grams were randomly divided into two groups: sham control group and vibrated group. To document vibration-induced changes in the experimental model, the sciatic nerve was used because it contains both motor and sensory fibers and is relatively superficial in the posterior thigh. Customized Vibrating Platform: The hind limbs of the rats in the vibrated group were exposed to vibration in a custom-built vibrating apparatus consisting of two platforms: a smaller vibrating platform on which the hind limbs of the rat are secured, and a larger platform on which the remainder of the body rests. The vibration parameters (frequency 43.5 Hz, amplitude 1.5mm, acceleration 4.75G, velocity 6cm/sec., and displacement of 3.0mm) of this model were measured. Methods: Rats were anesthetized with 35mg/kg of intraperitoneal Nembutal (phenobarbital) and their hind limbs fixed to the vibrating platform by Velcro loops. Both hind limbs rest on the vibrating platform while the remainder of the body rests on the larger platform. The rats were vibrated 4 hours a day, for 7 days, with close monitoring of the vibration parameters. The 4-hour duration of hazardous vibration was based on recommendations from the British Standards Institution. The sciatic nerve of rats not exposed to vibration, but similarly anesthetized and secured to the vibrating platform, acted as controls. At the end of seven days of exposure to vibration, nerves from both the vibrated rats and the control rats were harvested after perfusion of the lower half of the body using glutaraldehyde as described below. Neural Fixation: The aorta was cannulated, and the inferior vena cava was nicked and the animal was initially perfused with 0.9% buffered sodium chloride. This was followed by perfusion of a filtered mixture of 3% glutaraldehyde and 3% paraformaldehyde fixation solution, The tissue was subjected to post fixation by routine. The neural tissue was then submitted for light and electron microscopy. Results While light microscopy showed minimal histological differences between vibrated (n=12) and control nerves (n=12), the changes revealed by electron microscopy were dramatic. These included thickening of the epineurium, as well as thickening of the myelin sheath as compared with normal nerve. Also, the axon plasma was detached from the myelin sheaths, and many vacuoles were seen between the myelin laminae(Fig.1); These changes were found in all vibrated animals, and in the whole segment of each vibrated nerve. The purpose of the work reported herein was to investigate whether available telephone multiplexing equipment offered a means to rapidly upgrade the traffic-handling capacity of present mine telephone systems and provide for selective calling for safer and more efficient mine operation. Common sense was used to decide whether or not an item could be termed "available." Since conventional telephone gear is not designed to interface pager phones for example, existing shelf items would require adapters to compatibly interface these two types of gear for independent operation over the present single twisted pair used in mines. These and similar small items were allowed, but if a system required any extensive design work to adapt it for the mines, we ruled it "not available."

This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. [For almost 2 decades the Bureau of Mines has been Interested in converting solid fuels to liquid fuels. Small-scale laboratory investigations were carried on for a number of years.4/ This work wad expanded substantially under authority of Public Law 290, approved by the 78th Congress on May 5, 1945. As part of the. broadened program, coal-hydrogenation demonstration plant was designed and erected at Louisiana, Mo., where: hydrogen-manufacturing and compression equipment, shoes, electric power, and other utilities and facilities were available from a discontinued wartime ammonia works . The plant uses the direct -hydrogenation or Bergius process, but the process differs from prewar European practices in many respects. Many noteworthy improvements h eve bean made, particularly by substituting automatic instruments for manual control of process variable's, in line with modern American processing practices. The over-all objective of the demonstration plant is to bridge the gap between laboratory end commercial-scale operation by furnishing cost and engineering data to develop a synthetic liquid-fuels industry when it proves technically and economically justified. Fitting into the over-all program, specific objectives o early runs were to (1) train personnel who had no experience with this type of operation, (2) break in the installed equipment, (3) obtain successfully integrated operation of the entire plant, and (4) work towards obtaining data on the hydrogenation of coal-tar oil and a typical low-ash coal. In beginning fan integrated operation, it is common practice to operate and obtain reaonably smooth performance of each unit before the over-all operation is undertaken. The first part of the plant completed was the refinery, consisting of several fractionating systems, a stabilizer, and a chemical treater.]

The possible utility of selected compositions in the systems SrO-ZrO2-MgO and SrO-ZrO2-Dolomite for commercial refractory products was confirmed in this study. Specifically the compositions of interest are located in the sub-systems SrZrO3-ZrO2-MgO and SrZrO3-ZrO2-Dolomite. Both sub-systems have regions that are not affected by hydration, but the sub-system SrZrO3-ZrO2-MgO has a larger candidate compositional region. Solid state phase relations were determined for the subject systems over the temperature range 1600°C to 1300°C, with compatibility diagrams presented for each. The systems appear to show good refractory character with no apparent low melting compositions. As the compositions of commercial interest lie mostly in the higher ZrO2 portion of each system, information is presented regarding the firing treatment required to develop stabilized cubic ZrO2. A list of suggestions for further study of these systems, to further delineate the characteristics required for possible commercial utilization, is presented.
