?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. The biggest single fine was $440, about 0.0004 percent of the $110 million net profit reported last year by the mine?s current owner.? -Washington Post, January 8, 2006

The morning session opened at 9:00 a.m. and was presided over by Carlyle F. Gronning, Chairman, Industrial Commission, State of Utah, Salt Lake City, Utah. The first speaker was John A. Fagnant, Vice President-Sales, Kemmerer Coal Company, Frontier, Wyoming. Subject - "Open Pit Coal Mining, Western States." Mr. Fagnant is a graduate of Colorado School of Mines, 1937 Degree, Metalurgical Engineer His career in the mineral industry began at the Arthur Mill of Kennecott Copper Company. For nine years he was with Allis Chalmer Company in Milwaukee, Wisconsin as a Sales Engineer in the Mining Machinery Division. Following five years in private business, he joined The Kemmerer Coal Company as a special projects engineer specializing in coal carbonization. He was assigned the job of Sales Manager in 1968 and promoted to Vice President of Sales in 1970. Member of A.I.M.M.E.

Zatek, Product Specialist, Portable Instruments; Mine Safety Appliances Company, Pitts¬burgh, Pennsylvania. His presentation was illustrated by slides and subject, "Problems of Noise as Applied to Coal Mining." (See Index for printed text of Mr. Zatek's paper.) Mr. Zatek has been with Mine Safety Appliances Company for the, past 14 years) Prior to going with M.S.A. he was Indus!, trial Hygienist for Pennsylvania Department of Health, a position he held for 10 years He attended the University of Pittsburgh, Pittsburgh, Pennsylvania, and graduated with a B.S. degree in Chemical Engineering. He is a member of Air Pollution Control Association, American Society of Safety Engineers, Instrument Society of America and the American Industrial Hygiene Association. He is certified by the American,' Board of Industrial Hygiene in Compre¬hensive Practice of Industrial Hygiene and also by the Bureau of Mines to be an Instructor in Noise Measurement and Control.

Chairman Doc, distinguished guests, and fellow members of the Rocky Mountain Coal Mining Institute: It's a genuine pleasure to meet with you again at the 54th regular meeting. I might add that it is always pleasant to be at the top of the batting order. The field is wide open since there is no danger of repeating something already said. At the same time, I am aware that the lead-off speaker has a responsibility to avoid stepping on the toes of subsequent speakers. I promise to confine my remarks to areas other than those to be covered by the well qualified speakers that follow. During our meetings at this convention, many fine papers will be presented. Our thanks are due Bob Williams and his hard working program committee for the superior selling that brought so many eminent speakers to our meeting. And, of course, our special thanks go to Doc Schloss, general chairman of this meeting. Doc and his able colleague, Stan Shubart, have been the spark plugs that fired up all of the arrangements we are enjoying here in Glenwood Springs. I'm sure all of us are appreciative of the many hours Doc has devoted to seeing that our meetings will be pleasant and profitable. When we mention arrangements, we always think of that master arranger, Fred Whiteside, who, as a charter member and secretary-treasurer of the Rocky Mountain Coal Mining Institute, has had more to do with more matters around these parts than just about anyone I can think of.

President Robert M. von Storch called the meeting to order at 9:00 A.M., and introduced the first speaker of the MANUFACTURERS' HOUR. D. M. Stromquist, Technical Representative, Coal Chemical Sales Division, United States Steel Corporation, Salt Lake City, Utah, presented a paper, "Ammonium Nitrate and Its Use as a Blasting Agent," which was illustrated with a number of slides. (See Index.) President von Storch introduced Kenneth J. MacLeod, Socony Mobil Oil Company, Denver, Colorado, who gave a short paper on "New Greases." Following are excerpts from Mr. MacLeod's talk: The recent advances in machinery, and their continuing development present a never ending challenge to the oil companies to develop new and better oils. Over the years, industry's machinery has been pressed to meet higher production rates, which has subjected the machinery to increased speeds, temperatures and pressures. Lubrications have had to be designed for a wider range of use. The entire industry has attempted to produce a good product for this extra-duty need. Most greases have contained lead in the past, and especially the food industry has had to be most careful in the use of this around food products.

PRESIDENT LITTLEJOHN: We have with us a gentleman from Utah, who is familiarly known -as the "Mudite King," Mr. Reid, of the Lion Coal Company. Here is a letter I would like to read, and probably Mr. Reid will give us an idea of his Mudite machine, or the results he is obtaining. This question was brought up in Rock Springs, Wyoming, but Mr. Reid was not there personally during the discussion, but Mr. Burnell, who is general superintendent of the Lion Coal Com¬pany, as much as he possibly could, described the system and its effects. I believe Mr. Reid will probably be able to give a somewhat clearer statement this afternoon. This letter is from the Coal Mining Inspector of the State of Utah, John Crawford. "February 10, 1925. "The Industrial Commission of Utah, Building. "Statement of John Crawford, Coal Mine Inspector, in regard to Muditing in Coal Mines: "That Muditing used in connection with our present sprinkling system in coal mines is the missing link to the system we have had heretofore, because the water applied by the former system began to dry out, in heavy air currents, the moment it was put on. Consequently the dust that had been humidified by sprinkling, came back to its natural condition, and if anything, the combustible parts of it, in my opinion, were more intensified than previous to being wetted down. "The advantages that Muditing has over the old system of sprinkling are: "1st. The dust that is on the roof, timbers and sides of the entry is washed completely off and rolled up in the Mudite solution which entirely destroys the wings, crudely speaking, of the fine coal dust. "2nd. Sprinkling with the Mudite system, the water and mud is of greater extent than could be applied with a hand hose by a sprinkler. This sprinkling can be done while the mine is in operation, just the same as if water alone was being used. "3rd. The Mudite solution, when dried out, leaves a coating which serves as an armour to the coal, so that in the event of a local explosion, the inflammable matter on the coal is non-combustible; whereas, if that same coal had been sprinkled with water only, and made free of dust, the heat would have the same effect on the coal as it has on a stove when coal is thrown into it-instantaneous combustion. "Therefore, it is my opinion that the Mudite system is the missing link to the perfecting of our sprinkling system here in Utah. "(Signed) JOHN CRAWFORD." Mr. Reid has with him a few sam¬ples of his Mudite, after it has become solidified, taken from the floor, as I understand it. It is interesting. We have a few minutes to spare to good advantage, were we to ask Mr. Reid to give us an idea of his machine, as briefly as he possibly can, and also what he thinks the effect of the Mudite is compared to dry rock dust. Horne, Acting Chairman of that committee. Motion was made by Dock Schloss that the report he accepted; seconded and carried. Oren Bridwell, Chairman of the Resolutions Committee, gave the following report: Resolved: That the members of the Rocky Mountain Coal Mining Institute in convention assembled, hereby ratify and confirm all official actions of the officers, the Executive Committee and other committees of the Institute between June 29, 1960, and the present time.

When the writers were asked to prepare a paper on this subject for this meeting of the Institute there was some question in our minds as to what to say that would be of interest to the members. You all know that Utah has some wonderful seams of good coal, on which have been opened some of the most modern mines in the United States, and that her coal operators have been putting forth many efforts to reduce losses due to accidents as well as disease. While I believe that the physical condition of Utah's mines is as good as in any other state we are not unaware of the fact that a great deal can still be done and we are always willing to frankly discuss the accident situation in the state. Dr. Murray has assembled some interesting figures showing the monetary loss due to accidents and disease which I will will proceed to give you to show the necessity of continued efforts in welfare work regardless of humane considerations.

resident Schloss called the meeting to order at 9:30 a.m. Bob Dean, manager of the Hotel Colorado, gave a brief explanation of hotel policies governing the swimming pool, and also extended an invitation to the Institute to return in 1963, and stated that the dates June 30 through July 3 were available for next year. He also stated that June 28 through July 1 were available for 1964. He felt that holding the convention during the 4th was not good policy, and that dates prior to or following the 4th would make for better attendance. John A. Reeves, chairman of the Resolutions Committee presented the following resolutions: RESOLVED: That the members of the Rocky Mountain Coal Mining Institute in convention assembled, hereby ratify and confirm all official actions of the officers, the Executive Committee and other committees of the Institute between June 28, 1961, and the present time.
