The main electrophysical properties, i.e., dielectric constant and electrical conductivity, of pure calcite, quartz and wollastonite mineral samples were measured and their triboelectric charge attributes were investigated by contacting minerals particles with different tribochargers made from different materials. In addition the energetic work function values for mineral samples were estimated due to their acquisition charge. Besides, the behaviour of triboelectrically charged of different particle size fractions of mineral samples were inferred. Finally an attempt were made to translate the findings from single mineral systems to a real carbonate ore. The results exposed good prospects to beneficate the examined minerals by triboelectric separation.

Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture re-absorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid fuel.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. The present study has been conducted in surface limestone mine to select the controllable blasting design parameters affecting the peak particle velocity (PPV) for assessment of ground vibration. The study aims at using two prominent statistical tools, namely, principal component analysis (PCA) and stepwise selection and elimination (SSE) techniques for identifying the key controllable parameters affecting the PPV. For determining the correlation coefficient between blasting design parameters and PPV from 44 field scale trial blasts, multi-variate linear regression (MLR) technique was done. It was found that the PCA and SSE eliminated a huge number of controllable parameters to identify the most important parameters, affecting the PPV. The PCA eliminated 6 number of parameters while SSE eliminated 5 number of parameters, and the coefficients of determination (R2) obtained were 0.616 and 0.584 for PCA and SSE respectively. The predictor equations were evolved, and these equations were used to validate the PPV results for another set of 21 field scale trial blasts. The predictor equations have been found to be fairly accurate in predicting the PPV values. Further, the PCA technique provides very near prediction of PPV with high degree of correlation in comparison to SSE technique. The paper highlights the role of state-of-art statistical tools in selecting the blasting design parameters affecting the PPV in field-scale blasting.

Careful consideration is given to the type of cleaning equipment and control sys- teas to be used when selecting circuits for wash-ing fine coal (28M x 0 size fraction). However, the desliming, declaying and sizing procedures required to ensure efficient operation normally are not evaluated in sufficient detail resulting in disappointing system performance. This paper details desliming and dewatering circuit design which is extremely effective based on recent test data. The circuit maintains control of the 28M x 0 (declayed) size fraction with minimal misplaced material and maximized circuit efficiency. A discussion of circuit design parameters and control systems, as well as results from the testing program, are included in this text.

To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. The purpose of the Upper Rouge Tunnel system (URT) is to capture and significantly reduce the uncontrolled CSO from these 17 outfalls in Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township. The “China & East Asia Mineral and Energy Re-sources Symposium — CEAR 2000” was held Jan. 23-26, 2000 in Denver, CO. Conference sponsors included Resources and Technology Symposia of Colorado and the Asian Journal of Mining. The meeting was attended by representatives from China, Japan, Mongolia, Korea, eastern Russia (Siberia) and the United States. The US attendees consisted of interested parties from mining and energy companies, financial institutions, consultants and government agencies. In his opening statements, L. Maness, Jr., president of Resources and Technology Symposia of Colorado, said that the “goal of the conference was to make jobs and friendships and to introduce people to each other.” The conference provided an opportunity for Western mining interests, including mining companies and investors, to meet with government agencies from both sides of the Pacific.

In recent years exploration and development of low-grade sulfide precious metal ore deposits has increased. Low- grade ores are usually processed using conventional heap leach cyanidation methods. The potential for acid mine drainage from spent sulfide ore heap leached residues remains a concern even though the processed residue is stacked on an impervious liner system. It is therefore of critical importance to evaluate methods for long term prevention of acid mine drainage from sulfide heap leachable ores during the precious metal recovery process rather than mitigation during the closure and reclamation phase. This paper discusses two simple AMD prevention options for the recovery process phase. Laboratory evaluations were made using a modified humidity cell kinetic AMD test method on two low-grade sulfide ores without addition of an alkaline component and on the same ores with natural limestone or acid neutralizing oxide ore blended with the feeds before kinetic testing. Laboratory results are discussed in detail and demonstrate that blending an acid neutralizing component with sulfide ore effectively prevents the production of acid from the processed residue.

The National Uranium Resource Evaluation (NURE) program since 1974 has been designed to accomplish a comprehensive coverage of the 48 conterminous States and Alaska to evaluate the total uranium resources of the USA. This resource base includes both ore reserves and potential resources. Techniques include airborne radiometric and magnetic surveys, by hydrogeochemical surveys, surface and subsurface geologic studies, and the application of improved geochemical exploration and resource assessment methods (Table 1). In brief review, the current status of each of the five basic NURE elements is as follows: In the Aerial Surveys, in the conterminous 48 states, the flying has been completed in 89 of the NTMS 10 x 2° NURE quadrangles, and is in progress in 39 more (Figure 1). Complete quadrangle data have already been open filed for 46 additional quadrangles, for a total of 174 for which data gathering is either complete or in progress. In Alaska, the flying is complete in 42 quadrangles, and quadrangle data have been open filed for 34 more, for a total of 76 (Figure 2).

I consider it an honour to be the opening speaker in this afternoon's session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

Deep coal mines with strong roof and floor rock frequently encounter face and rib bursts. The burst problem is becoming more severe as mining depth increases, prompting efforts to relieve high stress areas ahead of mining. Successful stress relief reduces the occurrence of uncontrolled coal bursts. This report by the Bureau of Mines, U.S. Department of the Interior, presents a review of the most widely used methods to detect and destress high stress zones along coal faces. Stress-related burst problems and destressing efforts at a cooperating mine were investigated. Laboratory tests of the drilling yield method for high stress detection were conducted to determine the correlation between the volume of cuttings obtained and the magnitude of the applied stress at various confining pressures. A three- dimensional, multiple-seam computer modeling program, "MULSIM?, was used to evaluate the effectiveness of stress relief methods. Modeling results and guidelines for destressing are presented. Results indicate that dangerously high stress areas can be controlled by either proper planning or destressing. Proper mine planning guidelines and destressing methods such as volley firing, hydraulic fracturing, and auger drilling are discussed.

The Upgraded Coal Interest Group (UCIG), focuses on clean, low-cost options for coal-based power generation via pre-combustion, co-firing and reburn options. Its mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired. Two great forces are reshaping the power generation industry, the Clean Air Act Amendment and deregulation of generation. The Clean Air Act Amendment is forcing change by making it necessary for power producers to plan for reducing emissions of sulfur and nitrogen oxides and possibly trace elements. At the same time, deregulation of generation is forcing utilities to focus their attention closely on the short term impact of any change on cost of power. Fuel is a utility's largest cost element; maximum fuel flexibility will be a utility's best weapon in an environment of rapid change. In a regulated environment, a utility was limited in how involved he might get into fuel supply, in a purely deregulated environment he need only be guided by the impact on the bottom line. It is clear that these two forces will promote a close look at factors such as coal upgrading which can have an impact on the availability of low sulfur coal or emission of NOX and trace elements.

"Mining companies want to be in a position to move quickly and seize a favorable market or to keep their key staff productively busy. One of the problems for these companies is the time required to compensate for unavoidable impacts that the mine will have on the natural environment and to gain environmental permits. All too often, circumstances that were favorable when the project was proposed have become less favorable by the time all the hurdles have been cleared.Accordingly, many mining companies are interested in ways they can inject more predictability into their timelines for gaining environmental permits, shorten those timelines, and be more certain of getting the permits they need to carry out their next project.One increasingly popular way to do this is through a relatively new kind of service — the mitigation bank.Mitigation banks purchase property or easements through property that has been impacted by agricultural, industrial or resource activity. They then turn it around from an environmental point of view. This might include restoring streams and wetlands so that fish and aquatic organisms can survive, and animals have habitat and food to flourish.Appropriate native species of plants including trees and shrubs are planted, and steps may be taken to introduce wildlife to the new habitat. In some cases, a special focus is placed on creating habitat for rare and endangered species of plants or animals.The property is inspected by regulatory authorities, coordinated through an interagency review team (IRT). If the property is determined to be effective as natural habitat, the mitigation bank is then issued credits that it can then sell to development projects that are creating an unavoidable permitted environmental impact elsewhere. A mining company, for example, would buy credits to offset the aquatic impacts due to construction of a mine, access roads and other infrastructure — as required by the Section 404 Clean Water Act permit that governs those unavoidable aquatic impacts. The mitigation bank used for offset must have an IRT-approved service area that includes the location of the impacts."

Lead and zinc have been mined for over 90 years in parts of the Lower Benue rift in southeastern Nigeria. However, there has been little interest in the sustainability of the environment and the inhabitants of the host communities. Adverse effects include soil and food crop contamination, lack of education, poor healthcare, unemployment, and no access to potable water. This work suggests practicable mitigation strategies to ameliorate these negative effects and promote environmental sustainability.

Dimension stone is a natural stone (granite, marble, limestone, sandstone and slate) that can be quarried, cut and shaped to conform to acceptable industry standards for size, consistency and durability. There are numerous outlets for the finished product in exterior and interior architectural and design applications. A continued growth market is with residential usage— particularly in new, upscale construction. This has become a competitive market between domestic producers and lower cost imported products. These imported products have become available at many of the building supply retail outlets and have increased the use of stone in residential construction and renovation. The traditional architectural application of dimension stone is tied to commercial and institutional building construction trends and market. There has been a noticeable increased usage of stone in the Sun Belt. This stone is usually supplied by local fabricating shops. It is used in the exterior and interior of shopping malls. This market generally uses local stone sources. It has increased the demand for sandstone, limestone and quartzite in this region of the country.

The Iron Hill (Powderhorn) carbonatite complex is a 31 km2 alkalic intrusion located about 35 km south-southwest of Gunnison, Colorado. The intrusion has been well studied and described because of its classic petrology and architecture of a carbonatite-alkalic complex. The complex is also noteworthy because it contains enrichments of titanium, rare earth elements, thorium, niobium (columbium), vanadium, and deposits of vermiculite and nepheline syenite. In particular, the complex is thought to host the largest titanium and niobium resources in the United States, although neither has been developed. It may be economic to extract multiple resources from this complex with a well coordinated mine and mill plan.

Mineral development in South Dakota is aggressively encouraged by both state statute and county ordinances. Yet, an increasingly conservative philosophy is taking hold, resulting in expanded regulatory controls and concomitant increases in direct and indirect costs to permit and operate a mining operation. This paper examines the hidden costs associated with protracted permitting timeframes, land buy-outs, attorney's fees, etc., associated with the increasing emphasis for stiff controls on mineral development in South Dakota.

Some of the members will probably ask themselves what close relationship exists between hydro-metallurgy and a wet scrubber, but we are sure that as soon as deeper thought is given to the matter it will be realised how vital scrubbing, operations are in metallurgical plants. In ordinary metallurgical installations or pyro-metallurgical processes ore concentrates are first of all shifted from place to place and dust is created. In other cases the ores or concentrates are crushed or dried or roasted, and in each one of these operations dust and fumes, are created. All suspended particles and fumes originating from the abovementioned conditions not only, in many instances, provide health hazards which disrupt production and endanger the personnel in the plant, but also are the source of economic losses through extra maintenance and wear to moving machinery due to abrasion and corrosion. Further losses are incurred by the waste of fine, very often valuable, components. The Party who once said that in several metallurgical plants the bulk of the profits was discharged into the atmosphere by the stack wasn't stretching the truth. There is a place in Africa where a gold producing concern used to lose over 5 oz. of fine gold per day out of a total production of 3000 oz. per month. In another instance, copper concentrate going as high as 80% Cu was discharged into the atmosphere at the rate of 4 tons per day. Realising the value of removing and collecting solids and fumes created in metallurgical plants, a thorough study was made of the available plant and equipment offered on the market. Some units were found very efficient, but very expensive; some others also very efficient but with temperature and maintenance limitations. Some others were also efficient but prohibitive from the point of running costs.

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.
