Total world energy consumption is projected to continue its strong growth of recent years. Because coal is the most abundant fossil fuel, it will likely remain an important energy source, particularly for power generation, into at least the early years of the next millennium. Clean coal technologies are available today that can economically reduce air pollution, primarily SO2 NOx and particulates, and for the higher efficiency technologies, CO2, from power generation. U.S. Department of Energy analyses show that the adoption of clean coal technologies could decrease carbon emissions worldwide while creating a strong export market with attendant creation of jobs in the U.S.

Mining represents the first industry in the United States to have federally mandated training for its workers. Although the topics to be covered are specified in 30 CFR 48, course content is left to the discretion of the individual mine operators. Unfortunately, certain topics to be covered, such as prevention of accidents, are usually mine specific, making it very difficult to use the same course content in every mine. Further, training requirements may change from one mine to another, due to changes in the demographic characteristics of the workers, or changes in job and organizational characteristics. Therefore, if the intention of safety training is to modify the behavior of workers, it is expected that there should be some changes in the content of safety training programs in order to address the specific requirements of individual mines, or at least mines of similar worker and job characteristics. This study has been directed towards the development of a systems-based procedure for conducting a needs analysis. A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

Until not so long ago most ring geared mills were operated with fix speed motors only. By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The sophisticated operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore utmost availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives. Now this paper is focusing on the experiences gained with this kind of sophisticated ring geared mill drive system rather than only show and explains the operational benefit of the different functions. Several measurements of different operating conditions, starting, frozen charge remover, controlled roll back, backlash, etc., made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. The accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.

The Natural Gas Act, of 1938, which put interstate pipelines under the jurisdiction of the Federal Power Commission, did not place a protective competitive shield around such companies - nor does any provision of the act guarantee them a profit. Natural-gas pipelines are competitive with each other and also with the coal and oil industries. Gas distributing companies must compete not only with the coal and oil industries, but also with the electric industry. Natural gas has captured markets from oil, which had taken them from coal. Oil men contend that gas prices have: been, held to an artifically low level by regulation. The electric industry is moving into the space-heating market, which pleases the coal people because the coal industry's largest customer since losing the railroads to dieselization has been the electric companies. The coal industry is attempting to monopolize the industrial and electric generating market through government intervention, and this is being done under the guise of concern for the national welfare through advocation of a "National Fuels Policy purporting to, further the cause of fuel conservation. Such a policy is contrary to American principles and would result in the individual's loss of freedom of choice and ultimately, in less reserves of preferred fuels because of diminished exploration efforts.

To accommodate larger double-stack rail cars through a tunnel, the existing active tracks were to be lowered. The tunnel is an elliptical, horseshoe-shape with concrete base support, removal of which would jeopardize the tunnel integrity, particularly since the soils beneath part of the tunnel floor included soft, saturated silt overlying rock. Grouted bar anchors combined with a SuperJet soilcrete strut replaced the existing support in situ prior to floor lowering. Close cooperation and detailed timely engineering support provided a quality project. Project design and construction, ground improvement methods, and the performance of the work are described.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. The Waste Isolation Pilot Plant (WIPP) is a United States Department of Energy facility located in southeastern New Mexico. It is designed for the safe disposal of transuranic radioactive waste in deep geologic salt beds. Westinghouse TRU Solutions, LLC, the managing and operating contractor, undertook a project to simulate the processes at WIPP in order to identify bottlenecks and optimize available resources. The activities simulated in the model included the receipt, processing and disposal of radioactive waste underground, the mining of new areas for future waste disposal and the transportation of salt out of the mine. The complexity of the processes and the interactive requirements between processes required the use of advanced modeling techniques. The simulation model includes a huge number of locations and path network node points, with movement to and from the locations controlled using parameters rather than explicit routing. Information for the timing and sequence of the mining and nuclear waste emplacement operations is brought into the model via spreadsheets. Arrays in the simulation model keep track of past and future events that occur. Routing to the multiple possible positions in the underground mine is done using attributes, and system functions within ProModel in order to allow for a highly flexible sequence of planned events and to reduce the level of effort in creating the ProModel processing. Considerable use of subroutines in the simulation model is utilized for parametric decision-making that is repetitive. This presentation describes the modeling techniques used to accurately simulate the surface and underground operations. The surface and underground operations are considerably different, thus they will be treated in their own sections.

Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend towards mega-projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What’s it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible, conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions, however, companies who do not adequately plan for these future expenditures when there is no off-setting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

Numerous Colorado mountain tunnels that date to the late 1800s convey water to the farming and urban communities of the eastern Front Range. Repairs to these remote facilities, often located in public lands at altitudes of 11,000 feet or more, require detailed planning, close coordination with multiple agencies, and creative execution. Issues and solutions discussed include designing repairs in undocumented ground and support conditions, logistical challenges, work in a short summer construction window, stabilization of historically signicant structures, and proect delivery strategies. xamples that illustrate early contractor involvement, exibility in design, and construction solutions are presented.

lmenite is a primary ore feed to the DuPont chloride process for the manufacture of titanium diox-ide pigment. We seek to determine ilmenite geochemistry as a function of original source and as-certain which ilmenites have chemistry most amenable to upgrading via iron-leaching (leucoxenization) and that have favorable, with respect to pigment manufacture, trace element content. Ilmenite geochemistry is a function of its primary origin and of subsequent alteration. Heavy mineral sand deposits may contain ilmenite from one or several dominant source rock(s). In addition, ilmenite may alter in the weathering environment, changing the major element compo-sition (iron-leaching) and certain of the minor element content. A primary objective is to classify ilmenites in relation to origin in order to fingerprint source rocks in provenance determination. The changes in trace element chemistry during alteration are also investigated. A “decision tree” is developed to classify ilmenite types and source rock origins. Ultimately, with those methods and by amassing a database of ilmenite types from worldwide locations, it should prove possible to determine ilmenites (and their sources) more susceptible to iron leaching in the weathering en-vironment. Such ilmenites, enhanced in their titanium content, are the preferred ore targets. The method used is electron microprobe analyses at elevated conditions of voltage, cur-rent, and counting time to enable higher precision. In-situ ilmenites from igneous, metamorphic, and altered rocks (saprolites) are analyzed. Initial foci for sedimentary ilmenites are restricted provenance (approaching monogenetic, examples from Spain, Portugal) and polygenetic prove-nance (Denmark). Altered ilmenites, including the DuPont Florida ore, are used to characterize the chemistry of leucoxenization. Trace element concentration, detectability, and cost considera-tion, led to focus on Mn, Mg, V, Cr, and Nb to develop a classification scheme validated by dis-criminant analysis and “classification-regression trees”. Results show a high degree of success for restricted provenance study and an acceptable one for polygenetic provenance.

"History can provide many answers with regard to what today’s mining industry looks like and how we got to where we are today. It has always been self-evident that safety has to be given the highest priority and, throughout history, many mine workers have been injured, become ill and have even sacrificed their lives due to the way in which attempts have been made to extract the ore, often due to ignorance of the dangers being faced. In more recent stages of history we have seen certain dangers being compensated by means of higher wages and bonus systems in order to have the work carried out: one example of this is when the rock heating method was employed and the men who first went underground to put out the fires that were burning, were paid extra. The working conditions, to which these people were exposed, with smoke-filled closed spaces, shortened their life expectancy considerably and today we can ask ourselves whether it is really possible to value these efforts just by higher wages. In all mines worldwide the working environment has been improved and many mining companies have a zero vision where work-related injuries and accidents are concerned. Despite this, incidents of varying severity still occur and a continuous improvement process and ongoing training is necessary in order to constantly minimise risks and improve the working environment. Atlas Copco takes this into account in all its development and we not only review our own production units but also the needs of our customers, with regard to the machinery that is produced in order to cater for customers’ safety and production objectives. Underground mining probably started at the beginning of the 11th century when people with modest tools tried to extract ores that were present in the bedrock. Methodology has developed enormously over the years with a strong focus on increased efficiency and higher production. In different parts of the world the development is driven forwards at different rates depending on which controlling factors are regarded as necessary. Political decisions, profit goals and productivity have partly controlled the development, but the greatest factor where improvement is concerned still remains with increased understanding of the totality. During more than 1000 years since underground mining has been conducted, all individuals at all levels have constantly improved their expertise and the human element has been of great importance with regard to the development that has been made, even though technology often occupies a leading role when we describe the improvements made."

Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

Over the last six years, several new commercial families of sulfide mineral collectors have been developed. This paper summarizes some plant data and use experiences gained with each of these product families. The first is a series of products (F-series) based on a chelation mechanism of attachment. The second of these families is a series of products (S-series) based on an electrochemically controlled mechanism of attachment. The major advantage of the F-series collectors is the very high metal recovery capability in complex ores involving Au, Pt, Zn, Ni, and mixed Cu minerals. The major advantages of the S-series collectors are the very high pyrite rejection capability along with reduced lime requirements in Cu/Mo plants.

The Second Narrows Water Supply Tunnel, Burrard Inlet Crossing project for the Greater Vancouver Water District entails deep shaft construction, subway sized pressurized face tunneling through highly variable ground conditions, installation of three permanent steel water mains and construction of elaborate valve chambers adjacent to either shaft. The paper discusses key elements of the planning and implementation of 6.69 m Ø slurry mixshield tunnel boring machine (TBM) assembly in a small diameter deep shaft including incorporation of a fully pressurized launch lock, preparations for saturation diving, surface support infrastructure and initial mining sequence.

At 6 percent downgrade to a low point beneath California?s Sacramento River, the Lower Northwest Interceptor Sewer was a difficult project from the outset. Project owner Sacramento County Regional Sanitation District (SRC-SD) planned to excavate the V-shaped tunnel in two sections using an earth pressure balance (EPB) machine in soft ground. Muck removal, due to the steep downgrade, was a tricky proposition. ?We did look at muck cars, but determined they were not the best option due to the relatively steep slope of the tunnel alignment. The safety benefits of conveyors on this job were obvious, as there were not the potential hazards associated with muck cars traveling on an incline or derailing,? said Steve Norris, senior civil engineer for SRCSD The successful project represented one of the first instances of a conveyor system being used for a soft ground tunnel boring machine (TBM) application. Several projects in California, including a recent tunnel completed in 2009, have highlighted a growing acceptance of conveyor muck removal in a variety of ground conditions. Conveyors offer higher system availability than more common methods, such as muck cars, as they allow for continual operation of the TBM. The design of conveyor systems must, however, take into account the differences in material between soft ground and hard rock, including belt cleaning features, sealed transfer points and other elements.

Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

Washability analysis determines the maximum separation efficiency that can be achieved in the operation of coal preparation plants. Unfortunately, there are no on-line techniques for determining this most fundamental information. It now appears possible to determine coal washability on-line through the use of x-ray computed tomography (CT) analysis. This paper presents the results for the development of a CT-based, on-line coal washability analyzer. The development of appropriate hardware and software necessary to adapt a CT analyzer for use in determining coal washability is discussed. Testing of the analyzer using well-characterized coal samples is presented.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.
