Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

The Study concerns the estimation of fair market value (FMV) of non-producing mineral rights. Two approaches to value are used and the values determined by each are compared. The Study area environment is unusual. The tectonics is visible on surface rocks throughout much of the study area. The effect on mineral values in the exposed areas has been compared to areas where the tectonics is not visible.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. The traditional impeller system for aeration and suspension of slurries, e.g., in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The VELMIX bio-reactor development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have poten­tial for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior charc­teristics to the VFBT impeller and to air­ agitated pachucas, with lower energy input. The geometry of the sparge _ring was found to be very important in optimizing the system.

Discussion by E.S. Cheney Minter (1990) has provided an excellent summary of the sedimentology and theories of origin of the Witwatersrand paleoplacer Au/U deposits. However, recent stratigraphic, metamorphic and structural -tectonic research is radically changing the concepts about the Witwatersrand that now occur in most textbooks, review articles and North American minds. Presently, these concepts are biased by the past sedimentological research so well described by Minter. Specifically, the Witwatersrand Supergroup is Archean, does not occupy a depositional basin and is significantly metamorphosed and deformed. Thus, many of its sedimentary features, including the mineralogy of its ores, have been modified. The importance of the Witwatersrand ores cannot be overestimated. Sustainable development is a principle for the way we should act in the present. It ensures also options for the future to achieve a balance between social, economic and ecology development. The efficiency of raw material utilisation is being enhanced through technological developments, starting from extraction through all the following stages of the value creation chain. The use of domestically produced resources helps to assure the technological know-how. Additional indicators being collected and published by individual companies are questionable in countries with a tightly regulated legal framework such as in Germany, but make sense in developing and threshold countries. Sustainability in terms of efficient use of raw materials will manifest itself at the next stages of the value creation chain. Examples for efficiency improvement can be found in the steel, the power generation and agriculture industries. The approval procedures for German mining operations entail an internationally extremely strict assessment of the potential impact on the environment. All the mining activities include remediation and recultivation where the practise in Germany has become model character by international levels.

The effect of the feed size distribution on the kinetic parameters in pyrite flotation was studied. The kinetic parameters of the particular sizes were determined as a function of whether other particle sizes were present. From the data, a relation between the pyrite flotation rate and the particle size distributions was obtained. It was shown that the flotation rate constant (k) is a function of the size modulus (dt) of the Gates-Gaudin-Schuhmann distribution, and its variation may be expressed as k = a • exp(b . d,) for either individual size fractions or composite feed. Parameters a and b are dependent on the particle size distribution of the feed. Specifically, parameter a increases linearly as the distribution becomes coarser. The above relationship was also tested under conditions in which the collector (KAX) dosage was varied from 130 to 278 g/t. It was shown that the established relation was not dependent on the collector dosage.

Over the past decade mined unlined rock cavern storage for crude oil and refined products has become economically more attractive. This trend is likely to continue, primarily due to advances in excavation methods, rising steel costs for above ground tanks and larger capacity requirements. The construction experience related in this paper comprises the excavation of more than 80 storage facilities (total capacity 90 million bbl) for crude and refined products ranging from propane to heavy fuel oil. This paper also deals with the experience gained as well as the problems derived from the utilization of these oil storage facilities.

The Mt Todd Gold Project is located 300km to the south of Darwin in the Northern Territory of Australia. The identified resource comprises 46 million tonnes at 1. 65g/t using a 1. 0g/t cut-off ( 50 million short tonnes at 0.05oz/st). The resource is open to the north and at depth. Mineralisation comprises easterly dipping sheeted quartz/sulphide veins, typically 10 to 20 millimetres in thickness, hosted by hornsfelled greywackes. The majority of the ore body is primary ore with only 10% classified as oxide ore. Early testwork showed that the ore was not suitable for heap leaching, giving only 50% recovery at a -3mm crush size. Acceptable recoveries were obtained at a P80 of 75 micron. However, the ore is extremely hard.

Tunnels and other underground structures are typically designed using ground-structure interaction models instead of traditional structural analysis programs. This allows for the degree of load sharing etween the two odies to e calculated allowing for a more efcient design. hile modern codes outline the use of limit states with factors on applied actions, limit states are not typically compatible with ground-structure interaction models. Consequently, the engineer is left to develop rational methods for incorporating load factors into their analyses. Several methods can be considered, including the Largest Factor Method, Averaging Method, Subtraction Method, and Split Factor Method. This paper discusses the approaches, compares their effects using a case example, and provides a recommendation for designers.

Epithermal gold deposits occur in and near the marginal fault that circumscribes the Goldfield, Nevada, Tertiary caldera. The gold occurs disseminated in alunite, pyrite, and kaolin- bearing silicified zones that are controlled by the circular faults. Other Tertiary calderas (i.e., Summitville and Red Mountain No. 3) have epithermal disseminated gold deposits located in and near their marginal circular faults in settings that resemble the Goldfield example. These additional caldera- controlled epithermal gold deposits are also characterized by alunite, pyrite, and kaolin-bearing silicified rock that act as hosts for the gold disseminations. The Goldfield District is therefore an exploration model for those seeking disseminated epithermal gold deposits in a caldera setting.

Rehabilitation of sites contaminated by oil products and chlorinated organic compounds is a costly task which affects the planning of urban and infrastructure development. An integrated approach based on the non-invasive geophysical technology is utilized for subsurface characterization of contaminated land. In this approach the localized information, provided by chemical analysis of soil samples collected from bore-holes, is used for the calibration of the geophysical data. This information is subsequently extrapolated to the area under investigation by combining it with the geophysical results, providing thus information about pollution accumulation, contaminants? flow and pollution sources. Two case studies are presented from sites contaminated by heavy metals (Venice, Italy) and oil products (Athens, Greece). Resistivity, electromagnetic and seismic methods were used in this approach. Namely, electrical tomography, electromagnetic mapping, ground penetrating radar (GPR), multichannel analysis of surface waves (MASW) and seismic refraction experiments were conducted. In Italy, the sections from the multichannel analysis of surface waves imaged successfully a buried channel where the pollution is concentrated. Preliminary results are also discussed from the geophysical survey in Greece where the thickness of the oil phase located on top of the water layer is 60 cm.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

The Bullfrog and Montgomery-Shoshone deposits, outside Beatty, Nevada, have a combined drill-indicated reserve of 17.4 M tons of ore with an average grade of 0.103 oz/t Au and 0.240 oz/t Ag. The deposits occur in Miocene volcanic rocks which underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff which experienced brittle deformation during plate movement. Open-space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micron-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults.

Re1iabl e monitoring a1ong an underground mine belt line is of great concern because of combustibles, electrical apparatus, and friction. Belt entries are strategically located where a fire can have rapid and disastrous consequences. This paper reviews conventional distributed temperature sensing systems based on resistive, thermistor, and thermocouple effects. These are shown to provide limited benefits. A new system tested by the U.S. Bureau of Mines based on fiber optics and time domain reflectrometry, promises much better temperature and spatial resolution, faster response, inexpensive cable, longer distance, and comprehensive data analysis. Test results in a small, controlled, in-mine fire are given.

The Coteau Properties Co.'s Freedom mine is a surface operation near Beulah, ND that produces more than 13.6 Mt/a (15 million stpy) of lignite. Coteau, a subsidiary of North American Coal Corp., ranks among the largest mines in North America. In 1994, Coteau ranked eighth in annual coal sales, becoming the largest mine outside the Powder River Basin of northeastern Wyoming. However, for the Freedom mine to stand alongside the Powder River Basin heavyweights, Coteau had to overcome several obstacles. These included a coal seam with three-quarters the heating value and overburden-to-coal ratios three times higher than Powder River Basin mines. Coteau's ability to compete has been built around a program of continuous improvements in productivity, cost efficiency and innovation.

Consideration is given to the deformation characteristics of the roof formation and the coal seam as determined in the laboratory as well as in the field. The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service, port construction, trans-shipment, and environmental control. The major problem is the shipment of coal. Customary methods for bulk transfer must be improved and new systems developed. Slurry unloading has a key role in the new systems. This report reviews progress in slurry transportation research that has been done in Japan since the 1960s, when large-scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are focused on.

The number of spontaneous combustion incidents in the U.S. is expected to increase as the consumption of lower rank coals and the use of longwall mining becomes more prevalent. A spontaneous combustion incident holds the potential for substantial loss of life from a mine fire or explosion if not prevented or controlled at an early stage. Laboratory tests have been developed which are useful in ranking the susceptibility of various coals to spontaneous combustion. Ventilation circuits and mining methods can be designed to minimize the risk of spontaneous combustion. Early detection of spontaneous combustion is possible with the combined use of continuous monitoring, periodic gas sampling, and inspection.
