"The history of Duluth commences with Daniel de Greysolon du Lhut, one of the explorers of the Upper Mississippi who came to the head of the lakes in the summer of 1679. Radisson and Groseillier, and Claude Allouez, a Jesuit priest, are supposed to have visited the head of the lakes, -but there is no authentic record previous to that of du Lhut.In 1792, the fur traders established a fort at Fond du Lac, fifteen miles up the St. Louis River from Lake Superior, but within the limits of the present city •of Duluth. In the early 50's, there were a few scattering settlers at Oneota and around the George Stuntz trading post on Minnesota point. In 1855-6, the settlement on Minnesota point was called Duluth, commemorating the name du Lhut, and organized as a town in 1857. The first board of trustees and town council consisted of -William Nettleton, J. B. Culver; Robert E. Jefferson, Grin W. Rice and William Old: In 1870, the city of Duluth was incorporated, and five years later a portion of the same territory was incorporated as the village of Duluth, and the two municipal corporations were still in existence on March 1, 1887, when the city and the village of Duluth were incorporated as the present city.The first saw mill in Duluth was erected in 1856-57, on the present site of the ship canal. It cut logs from a virgin forest at the upper end of Minnesota point.The first railroad was built to the head of the lakes in 1870. The charter for this road had been granted in 1861 to the Lake Superior and Mississippi Railroad Company, afterward called the St. Paul and Duluth, and which is now a part of the Northern Pacific Railroad."

"In the mining industry, high-level commitments to adopt sustainability have been made at the corporate levels of mining companies, but there continue to be problems when attempts are made to adopt these high-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into day-to-day minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies. A proposed methodology to achieve integration of sustainability at the operational level will direct the systematic and rigorous identification and characterisation of sustainability issues in an operation. The methodology allows different approach strategies for assessment, comprehensive accounting of sustainability indicators and has the ability to identify sustainability issues which may have significant business implications that cannot be identified using traditional analysis processes."

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. Based on standard population balance models for agglomeration and size reduction processes, a simplified model has been developed to describe simultaneous growth and breakage in the flocculation of agitated suspensions. The results of semi-batch flocculation tests have been used for estimation of the model parameters and empirical relationships have been obtained to describe the effects of process variables and to establish scale-up criteria. Application of the model to the design, operation and control of continuous flocculation processes is discussed.

Surface enhanced Raman Spectroscopy carried out in real time has been applied to identify surface species formed during gold leaching in chloride and thiosulfate media. Chloride ion is adsorbed prior to the gold dissolution potential, but its coverage is significantly diminished at the beginning of leaching. A gold chloride band is again observed when dissolution is rapid, together with bands characteristic of AuC14- ions in solution. With thiosulfate, a thin gold sulfide layer is formed slowly in the potential region where leaching occurs. At higher potentials, thiosulfate is oxidized to sulfur and sulfate, both products being identified by Raman spectroscopy.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

In the time period from the early 1980's to the present, longwall roof support technology has evolved tremendously. Chock supports and caliper shields were replaced by 2-leg or 4-leg lemniscate shields. The lemniscate linkage for which the support is named offers numerous advantages to the sup-port both as a fabricated structure and to its performance in the mining application. The hydraulic system, which is the dynamic element of the roof support, was essentially unchanged in early lemniscate shields with the exception of the complexity of additional hydraulic circuits to power a canopy tilt cylinder and canopy side-seals. The control of these fluid-powered functions was provided by direct manual control of valves energizing individual functions onboard the roof-support or the adjacent roof-support. This control valve-gear was comprised of multiple individual valves arranged in a "bank" or integrated into a single hydraulic distribution block with a single operating handle to select any independent function.

The development of roasting technology for the oxidation of sulfides in refractory gold ores is discussed. Case studies covering operations dating from the mid-1930's to the present day are used to illustrate this development. The roasting of ores and concentrates is reviewed and various gas cleaning flowsheets are discussed with particular reference to environmental requirements. A sequence chart is provided to show the development path of a potential roasting project.

The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles) northeast of Winnemucca, Nevada. The deposit is owned by First Miss Gold Inc. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 m (1 400 ft.) to 671 m (2 200 ft.), along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate within the beds has been replaced with silica, pyrite and arsenic sulfides.

The Rosebud district is located in the Kamma Mountains, southeast of the townsite of Sulphur, Nevada. Since discovery in 1989, LAC Minerals, in joint venture with Equinox Resources, has delineated a resource containing approximately 570,000 ounces of gold and 5,500,000 ounces of silver. The deposit is of the volcanic-hosted epithermal quartz-sericite type. Mineralization occurs in tabular zones in and along the hanging wall of the South Ridge fault, and in cross-cutting high-angle structures. Multiple stages of discontinuous stockwork gold-and silver-bearing quartz-calcite-clay veins cut variably clay-altered, silicified, and sericitized rhyolitic Miocene volcanic rocks.

The Barneys Canyon orebody is a sediment-hosted disseminated gold deposit located 8 km (5 miles) north of the Bingham Canyon porphyry copper mine. Mineable oxide reserves are 8.6 million tonnes (9.5 million short tons) grading 1.64 g/tonne (0.048 oz/ton) gold. Host lithologies are carbonates and siliciclastics of the Park City and Kirkman-Diamond Creek Formations of Lower Permian age. Gold distributions are controlled by favorable stratigraphic units and associated alteration, and structures. Dominant alteration is decalcification and bleaching of carbonates, and argillization and bleaching of sandstones. Gold to silver ratios are greater than 1:1. Anomalous trace metals include arsenic, antimony, mercury and thallium. The Melco deposit lies 2.4 km (1.5 miles) southwest of the Barneys Canyon deposit. It is spatially associated with a steeply northwest-dipping siliciclastic breccia in the Kirkman-Diamond Creek Formation at the contact with underlying orthoquartzites of the Freeman Peak Formation. Both gold-bearing oxidized and sulfide lithologies are present, often in sharp contact. Mineable oxide reserves are 2.8 million tonnes (3.1 million short tons) grading 2.40 g/tonne (0.07 oz/ton) gold. Anomolous trace metals include arsenic, antimony, mercury and thallium, which are generally present in concentrations greater than those at Barneys Canyon, particularly in sulfide-bearing material. A spatial, temporal and genetic relationship is proposed between the Melco deposit and late-stage gold mineralization at Bingham Canyon, although both the Melco and Barneys Canyon deposits have many similarities to Carlin-type gold deposits.

Longwall mining is the preferred method for removing underground coal since a larger amount of coal can be removed faster and with less waste when compared to the room-and pillar type mining. Thus, the coal tonnage removed each year by longwall mining methods has increased dramatically. However, a high extraction rate results in surface subsidence which has adverse effects on the environment and on surface structures. Predictions of structural damage are dependent on the magnitude of the expected horizontal strains. Three methods for predicting subsidence characteristics are considered in this paper: the graphical method, the profile method, and the finite element method. All three methods can be used to predict ground movements and horizontal strains. However, the finite element method, which takes into account the structural properties of the stratigraphy and equilibrium of the overburden, is theoretically the more logical choice for use in subsidence prediction.

In ball milling the rates of breakage vary primarily with the size distribution of powder in the mill. Using an approximate solution to the batch-grinding equation, the acceleration and deceleration of breakage rates of all individual size classes are determined when the grinding environment is varied. Experimental results with limestone and copper ore show time-dependent breakage rates under both dry and wet grinding conditions. The effect of grinding additives on breakage rates is also studied. In general, breakage rates increase for coarse sizes and decrease for fine sizes with an increase in the fines present in the mill. Such variations have strong implications in closed-circuit grinding.

The Carlin Trend is a 60 km (38 mi) long northwest alignment of epithermal, sediment-hosted, disseminated gold deposits. Collectively, these orebodies contained more than 620 t (20 million troy ounces) of gold. The Carlin deposit, located near the center of the Trend, has become the "type" deposit of this class. There are, however, significant differences between the individual deposits. Six subdistricts can be distinguished, based upon geographic, structural, lithologic, alteration, mineralization style, and geochemical characteristics. They are, from northwest to southeast, the Bootstrap, Bluestar-Goldstrike, Lynn, Maggie Creek, Rain and Bullion (Railroad) subdistricts. Regional Geologic Setting The Carlin District is located centrally within the Great Basin Geologic Province. Host rocks for the deposits include sedimentary units that range in age from Ordovician to Mississippian, as well as a Jurassic-Cretaceous granodiorite stock. During the Early Paleozoic, the area that is now Nevada lay along the western margin of the North American continent. A westward-thickening wedge of sedimentary units was deposited offshore in a eugeoclinal basin; these vary from continental shelf carbonates toward the east to fine-grained siliceous clastic and cherty units to the west. Tectonic activity associated with the Antler Orogeny in Late Devonian to Early Mississippian time resulted in the eugeoclinal Western Assemblage rocks being thrust as much as 140 km (90 mi) eastward over time-equivalent transitional to miogeoclinal Eastern Assemblage rocks along the Roberts Mountains Thrust fault system. The leading edge of the Roberts Mountains Thrust plate formed the emergent Antler highland from which siliceous clastic sediment, eroded from the overriding eugeoclinal rocks, was shed eastward into the adjacent foreland basin. Erosional products derived from the overthrust plate are termed the Overlap Assemblage.

A dynamic programming algorithm is presented that takes a series of nested phases, a fixed mining-rate schedule and a fixed plant-production-capacity schedule, and, from these, finds the mining and cutoff grade sequence that maximizes the net present value. This tool allows the mining engineer to quickly look at project sensitivity to various production capacities, commodity prices and costs. A description of the algorithm is given along with examples of how it has been used at Newmont Gold.

Kaiser Steel Corporation's Eagle Mountain operations are located in Southern California at a distance of about 130 miles east of the Corporation's steel plant at Fontana, California, and at a distance of about 225 miles from the nearest harbors which are located at Long Beach and Los Angeles, California Although the Eagle Mountain ore bodies are strategically located with respect to the steel plant and the harbor facilities, they are not of a very high grade and 'the geologic nature of the deposit makes it very difficult to mine and to concentrate. The iron ores occur as partial replacement of older zones mainly within dolomites and to a lesser extent within quartzites and quartz monzonites. The alteration was extremely variable and generally resulted in the formation of pyritic magnetic which, in part of the ore body, was leached to remove the pyrite and change the magnetite to hematite. Although the overall ore body is large, a major portion of it contains sulfur in the range of 1.0% to 5.0%. Obviously, this is too high a sulfur content for direct use in blast furnace feed.

A longterm overburden removal plan can be realistic and optimum only when the cost and capacity profiles off the equipment assigned to the operation are taken into consideration. Therefore, the planning should involve the proper assignment of equipment capacity by insuring a timely investment and a timely replacement policy throughout the mine life. A dynamic solution algorithm has been developed, by which all possible truck fleet alternatives are evaluated for each year off the operation. Cumulative cost off the operation is carried throughout the analysis. The optimum solution is obtained by selecting the minimum cumulative cost at the last year and tracing backward the best fleet alternative for each year. The solution provides: 1. the optimum amount of overburden to be removed each year; 2. the best fleet to be assigned to the job; and 3. the best equipment replacement policy.

The United States Gypsum Company operation at Plaster City, in Imperial County, California, consists of the largest gypsum quarry in the United States, a company-owned, narrow-gauge railroad and wallboard and plaster manufacturing facilities. A variety of gypsum products, including many types of wallboard, construction plasters, portland cement setting agent, and agricultural gypsum are manufactured. Gypsum is quarried from the Miocene age Fish Creek Gypsum. Evaporite minerals were deposited in a clastic-rich sabkha environment along the margin of a small embayment in the Salton Trough. The Salton Trough is a major regional structure that formed by rifting and transform faulting along the Elsinore, San Jacinto, and San Andreas fault zones. Sedimentary basins were formed between tilted fault blocks. The basins were filled by prograding alluvial fans, basin margin sabkha and marine sediments, and deltaic deposits from the Colorado River. Gypsum is exposed in the quarry on rounded hills with 250-300 feet of relief. The evaporites are up to 200 feet thick and average 125 feet in thickness. Anhydrite commonly occurs in the lower part of the evaporites under the crests of hills and beneath thick alluvial cover.
