This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

Introduction Diesel-powered vehicles are used extensively in underground mines throughout North America. The bulk of the diesel vehicles found in underground mining operations are used for loading and ore haulage, as well as for transportation of personnel and supplies. Along with the advantages of using diesels underground is the disadvantage associated with diesel-tailpipe particulate-matter emissions (DPM). The concentration of DPM in the ambient air of US underground metal mines is not now regulated by the Federal Mine Safety and Health Administration (MSHA). However, recent studies have shown DPM to be mutagenic (National Institute of Occupational Safety and Health, 1988), and the American Conference of Governmental Industrial Hygienists (ACGIH) has recommended that the exposures of per¬sonnel to DPM be limited to an 8-hr time-weighted average concentration (threshold limit value or TLV) of 0.15 mg/m3 (Anon., 1995). The authors, while making measurements in a number of US underground mines that use diesel haulage equipment, found mine air DPM concentrations ranging from 0.2 to 2.36 Mg/M3 (McCawley and Cocalis, 1986; Watts et al., 1989; Cantrell et al., 1991; Haney, 1992; US Bureau of Mines, 1992; Watts, 1992; Watts et al., 1995). If the proposed DPM TLV were to be adopted as a permissible exposure limit (PEL) for US underground mines, the proposed limit of 0.15 mg/m3 PEL would be lower than any of the concentrations measured in the earlier studies and would represent more than a 15-fold reduction from the maximum 2.36 mg/m3 concentration. A 0.15 mg/m3 PEL would also represent a 4.5-fold reduction from the average 0.68 mg/m3 measured mine ambient air DPM concentration reported in this paper. Other diesel tailpipe emissions that are now regulated underground include carbon monoxide (CO), with a PEL of 50 ppm; nitrogen dioxide (NO,), with a PEL of 5 ppm; nitric oxide (NO), with a PEL of 25 ppm; and sulfur dioxide (SO,) with a PEL of 5 ppm. Because the concentrations of these gaseous pollutants and DPM are affected by the state-of-maintenance (Waytulonis,1992), it is important that a means be developed to measure emissions from engines that are now in service to determine when maintenance is needed. The current study was the result of an inquiry by mine¬maintenance personnel who had been receiving complaints about high concentrations of diesel soot (DPM) in mine headings from load-haul-dump (LHD) vehicle operators. Mine-maintenance personnel were searching for an objective test to determine if the diesel tailpipe particulate emitted was excessive. The mine was also evaluating electronically controlled, two-cycle, naturally aspirated, direct-injection diesel engines on some of their JCI (John-Clark Inc.) load-haul-dump (LHD) vehicles. These LHD vehicles were used to haul freshly blasted ore from mine headings to a feeder breaker. The feeder breaker breaks down the larger chunks and feeds the broken ore onto a conveyor. Michigan Technological University, in past studies, developed an emissions-measurement apparatus (EMA) ca¬pable of measuring diesel vehicle tailpipe pollutant concentrations (Chan et al., 1992; Chan et al., 1993; Carlson et al., 1994). At the time of the study reported here, most of the mine's LHD vehicles used a 12-cylinder, four-cycle, naturally aspirated prechamber diesel engine. The study was undertaken in cooperation with mine maintenance supervisors from late 1992 through July 1993. The objectives were to compare diesel exhaust emissions between the 6-cylinder, two-cycle, electronically controlled, direct-injected diesel engine and the 12-cylinder, four-cycle, prechamber diesel engine and to, then, use the data collected, in conjunction with mine ambient air measurements, to demonstrate the application of the "deterioration factor" (Chan et al., 1992), which is a measure of the state-of-maintenance of mine-vehicle engines that are now in service. The information would be used to identify vehicles that need maintenance to reduce emissions. Since the 1981 record of 54 mm tons of US fertilizer consumption, grain surpluses in the US have brought about massive acreage reduction programs, decreased fertilizer consumption, and resulting price pressures caused by excess capacity. The strong US dollar that reduced export sales of both grain and fertilizer, and new offshore manufacturing capacity using US engineering/contracting know-how have combined to put US producers of phosphate fertilizers in uncompetitive postures. While recent events suggest the industry may be growing out of this capacity problem, the cost of US phosphates will continue to be disadvantaged by such external factors as taxes, environ- mental regulations, and high power costs. There is no reason to expect help from the government in the form of reduced environmental regulation and taxation. In order to survive, phosphate fertilizer producers will have to develop technologies and adopt strategies that result in world competitive production costs. Current responses to the need to reduce costs include reduced energy costs through cogeneration, innovative reclamation techniques that create valuable land, and in- creased raw material recovery achieved by operator proficiency. While new technology offers long-term benefits for the producer, present efforts are concentrated on more mundane management efforts to reduce costs. Major attention is being given to the problems of labor utilization and productivity. Raw materials suppliers are being asked to renegotiate contracts which more appropriately reflect conditions in an industry operating at about 50% of capacity. Achievements in these and other areas will allow the producers to continue operating until longer term benefits materialize. `

Two optoelectronic detectors were developed by CONSOL R&D for fine coal processing applications. One sensing device is used to estimate the amount of fine coal in the solids fraction of the froth flotation tailings slurry. The other probe, based on similar technology, is capable of measuring sol ids concentrations as high as 10 weight percent in fine coal slurry streams. These patented optoelectronic sensors are installed in several CONSOL coal preparation plants and are an integral part of the fine-coal control systems.

Before coal can be extracted from surface or underground mines, approval must be obtained from state and federal authorities. Permitting is the application process through which such approval is sought. The application includes en environmental impact statement Which focuses on Such topics as subsidence, toxicity of acid mine drainage, pollution levels of rivers and streams, post mining reclamation, and the effect on the hydrological balance of the area. The permitting procedure is extremely time and labor intensive, and requires extensive interdisciplinary knowledge. This paper examines a LISP based permitting procedure which will help to reduce the time taken to prepare and review a permit application.

The West Side CSO Tunnel, Pump Station & Pipeline Project is currently beginning construction along the downtown waterfront of Portland, Oregon. This4.3 meter diameter, 5,500 meter-long soft ground tunnel will be driven along the westbank of the Willamette River adjacent to buildings and utilities and several major pile-supported bridges. High groundwater pressure, extended lengths of gravel to cobble-size alluvium, and the need to control ground loss and surface settlements were key considerations in the selection of slurry tunnel boring machines for the project This paper presents an overview of the numerical modeling that was performed during design to estimate the strains and additional loads in the pile-supported structures and to assess the efficiency of proposed mitigation measures.

Four Ca-bentonitic clays from Alabama were evaluated for use in Diammonium Phosphate (DAP) or Urea Ammonium Nitrate (UAN) fertilizer suspensions. The viscosity and gel strength of suspensions prepared with different proportions of a Western bentonite clay and sodium exchanged Alabama clays, were measured as a function of clay content and dispersant concentration. The results obtained suggested that three of the Alabama Ca-bentonites would replace about 40% of the more expensive Western bentonite in UAN and DAP fertilizer suspensions. The performance of the Na-modified clays, prepared according to the TVA soda ash method, was as good or even better than those observed for the Mg-, Na/Mg-or K-modified clays. The TVA clay modification procedure appears to be reliable and cost effective.

Electrowinning is a key process for copper production contributing roughly twenty percent globally and thirty to forty percent of production in the Americas1. Copper grade is assessed largely on deposit smoothness and on level of impurities in the metal. Smoothing aids are essential to create dense, low porosity deposits and guar has long been the material of choice for this purpose. Guar is, however, poorly stable under the strongly acidic electrowinning conditions, underlying ongoing research to identify an effective, acid-tolerant replacement. Current efficiency is also a critical factor in controlling copper production costs and chemical additives should ideally improve current efficiency as well as improving deposit smoothness.

In 1981, North American Degerstrom Contracting began gold mining on the Little Rocky Mountain Range, near Zortman, MT. In the past four years, the price of gold has fluctuated from a high of $16/g ($500 per oz) to a low of $9.60/g ($300 per oz). With that kind of a moving target, profitability presents a management challenge. Based in Spokane, WA, Degerstrom employs 85 people at the mine. It is one of the largest heap leach operations in the nation. Last year, 8 Mt (9 million st) of low-grade ore was moved to the leach pads in a two-shift, five-day operation. The current pit being worked produces 218 kt/m (240,000 stpm) of leaching ore. Ore fragmentation critical The gold bearing ore has no defined patterns or seams. It is an igneous intrusion resulting from volcanic activity. It occurs spontaneously throughout the range. To recover the gold, areas are staked out and core samples are taken and analyzed. These data determine if the ore is rich enough to mine. Once mining begins, an average of 150 holes are drilled and blasted on a two-day rotation. Five Ingersoll-Rand T4s drill on a 4- x 4.5-m (14- x 15-ft) spacing to a 7.6-m (25-ft) depth. "When we first came to this site, we drilled on a 3.6- x 3.6-m (12- x 12-ft) pattern," said Paul Baker, superintendent for N.A. Degerstrom Contracting. "We did some experimenting using a high density emulsion in the bottom of the hole and filling the rest with regular Anfo." The high density emulsion saved the company on overall drilling and blasting costs since the holes could be spaced on a wider pattern and still achieve the high degree of fragmentation needed for leaching. Blasting is important because the gold lays in the natural strata of the rock. Also, the ore is not crushed before it goes to the leach pads. So complete fragmentation is critical. Terrain dictates loading/hauling system The shot ore is worked in 6 m (20 ft) benches by two Caterpillar 245 front shovels equipped with 3 m3 (4 cu yd) buckets, a 992C wheel loader with a 12.6-m3 (16.5-cu yd) bucket, and a 988E high lift fed by a D9H. A Caterpillar D10 tractor trap dozes to the loader. According to Baker, the 6 m (20 ft) bench is an efficient lift for the front shovel and the wheel loader. In tight quarters or in a pocket of ore, Degerstrom uses the 245s. For high production areas, the wheel loader is used. The hauling fleet includes 28 Cat 773 off highway trucks. The 45 t (50 st) trucks are seven pass loaded by the 245s with a 25-second cycle time per bucket load. The 992C loads the trucks in two passes in less than 30 seconds. The cycle time is four to five minutes for a 1.2-km (4000-ft) haul on grades that average 10%. Grades, in some places, exceed 16%. "We use the 773s because they have a low weight-to-horsepower ratio - that's what you need in steep country," Baker said. The trucks haul the shot ore to the leach pad. Currently, Degerstrom is working a pad that has a capacity for 5 Mt (5.5 million st) of ore. Building the leach pads The base of the pads resemble a large drainage basin. They take about one month to construct. A 0.3-m (1-ft) layer of impervious bentonite clay is hauled in and leveled by a Cat D9H tractor. A 30-mm (1.2-in.) PVC liner is then laid in place on top of the clay base. It, in turn, is covered with tailings from an old on-site mill. Degerstrom uses the tailings to protect the liner from tears when the ore is dumped. The ore is leveled and built up in 9 m (30 ft) lifts by the D9H. The tractor rips the top layer. Then, a network of plastic irrigation pipe is put in place to distribute a cyanide solution over the surface. The leaching solution percolates through the ore and dissolves the gold. The solution drains from the pads and is pumped to a 22.7-ML (6-million gal) pregnant solution holding pond. The liquid then goes through two separate filtration units. One unit removes entrained solids and the other side adds a zinc dust to precipitate the gold. This is collected on filters. The affluent then returns to a solution holding pond for redistribution through the pipeline network. Typically, 80% of the pad's potential recovery takes place in the first 30 days of leaching. The process stops when the ambient temperature falls below the cyanide's freezing level. And each pad has a leach cycle of four to five years before recovery values decline to a point where further leaching becomes uneconomical. At Zortman, it takes 9 t (10 st) of ore to produce 31 g (1 oz) of gold. It is therefore critical to keep total production costs down and efficiency high.

"Environmental audit" is a phrase that can raise the blood pressure of otherwise cool and calm corporate personnel. There is widespread concern that any organized effort to find environmental problems will do so and may result in the imposition of substantial liability against the business that engages in such activities. However, such audits can reduce rather than enhance possible liability. Relevant issues include: the role of the attorney in the process, liability risks associated with environmental audits, steps to maximize confidentiality of audit results, reporting requirements and use of audit results in a proactive manner.

Copper and nickel are extracted from their elemental state, complex sulfides, ores, and other materials such as scrap by leaching them with a solution containing halogen salts - bromine/bromide, and/or iodide/iodine, oxygen and sodium or potassium nitrate. This US patented process is extremely effective yielding 98% recovery in15 minutes for the treatment of chalcopyrite and pentlandite in an autoclave at a temperature of 100°C - 150°C.

Through the early stages of metamorphism, when diffusion is the predominant mineral forming process. there is a tendency toward homogenization of rock units; but there is also zoning resulting from differing primary lithology and structure. Later stages of metamorphism, when infiltration occurs, tend to intensify zoning within the rock mass. The above concepts have been borne out in exploration of talc deposits and skarns. Initially, geologic mapping and soil sampling are directed to understanding mineralogy and petrology. Later, seismic methods are employed to further define lithology in the subsurface. Magnetometer surveys can also define some metamorphic units efficiently. Then, drilling must ensue to confirm lithology and determine extent of mineralization.

Falconbridge, Ltd. operates six mines (the strathcona, Fraser, Lockerby, Onaping, East and Kidd Creek) in the Sudbury and Timmins districts of northern Ontario (Fig. 1). These mines vary in depth to approximately 1500m and experience a wide variety of ground conditions. Problems of greatest concern include rockbursting, backfill pillar stability, wall and pillar stability, and the use of cable anchors. A study was initiated approximately two years ago to identify how numerical models could aid in the examination and possible understanding or solution of these problems. This paper discusses the use of numerical models at Falconbridge and describes a case history of their use in examination of rockbursting at the Strathcona Mine.

A computer model, which quantitatively utilizes the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation, is presented. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation, and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasification on the ventilation system in a longwall panel.

The paper applies the principles of the incompressible viscous fluid-flow to studying the movement of particles on shaking table and examines the separating process of tabling according to Bagnold's shearing theory. It is shown that, in addition to the periodic movement, the particles possess the uniform movement on the asymmetrical reciprocating table; the dilation of the particle layers on the table is periodically obtained; on the backward stroke, the particles in the bed are kept loose because the shearing dispersive pressure is of maximum: the differences between the light and heavy particles become greater when the length and frequency of the stroke are greater and the deck motion is more asymmetrical.

In coal-bearing formations, seams are often bounded by sedimentary layers of mudstone, claystone or shale. When the electrical conductivity of the surrounding sediment layers is greater than the conductivity of the seam, a natural parallel plate waveguide forms in the strata. For frequencies below the AM broadcast band, the waveguide can be used for the transmission of electromagnetic (EM) waves. In a uniform seam, the primary wave travels in the coal layer along paths between a radiating antenna and a distant receiving antenna. The travel distance increases with seam height and the conductivity of the surrounding sediment layers. The distance decreases with increased coal conductivity. In Cretaceous western bituminous coal, the distance may exceed 549 m (1800 ft). Anomalous geologic disturbance zones such as faults, shear zones, paleochannels, sills and dikes significantly alter the values of EM wave propagation constants (attenuation and phase) expected in a uniform seam. In the neighborhood of an anomaly, EM wave energy is scattered (reflected and diffracted). Scattering creates secondary waves in the seam wave guide. A receiving antenna at a remote location in the coal seam can be used to measure the magnitude and phase of the EM wave at the end of the path. The measured data can be processed to determine the average value of the propagation constants along each path. Paths with anomalous propagation constants are used to locate and image geologic disturbance zones. Radio Imaging Method (RIM) instrumentation, survey procedures and data processing (tomography) algorithms have been developed to image geologic structure in advance of mining. The survey is conducted between gate roads of a longwall panel. Data processing constructs contours of constant attenuation rate (phase constant) across the plan view of the panel. In anomalous zones, the contours rapidly change with distance. The shape of the contour lines generates a visual image of the anomaly and suggests the type of anomalous condition to be expected in the coal seam. This paper briefly discusses the depositional environment and the formation of the imperfect waveguide in coal-bearing strata. The linkage between sedimentary geology and EM wave theory establishes an understanding of how the propagation constants depend on the anomalous geologic conditions. A case study compares in-mine geologic mapping with the tomographic image of a longwall panel.

The Bureau of Mines has been investigating several techniques, including the use of horizontal and vertical boreholes, to remove gas from coal in advance of mining. Horizontal boreholes drilled from underground workings as part of the mining cycle have been shown (Finfinger, 1980; Hagwood, 1983; Perry, 1978; Prosser, 1981; Thakur, 1980; VonSchonfeldt, 1982) to be very effective in providing short-term, immediate relief from high methane emissions. This technique has been widely accepted in the coal mining industry, but it does require close coordination to integrate the drilling and subsequent gas drainage and disposal into the projected mine development plan. Vertical boreholes can be placed several years in advance of mining to predrain gas from coalbeds over relatively large areas (Dunn, 1984; Elder, 1975; Lambert, 1980; Steidl, 1978; Stubbs, 1979). The vertical borehole technique has the additional advantage over horizontal boreholes of allowing work to be performed on the surface instead of in the more restrictive underground environment. However, except for the relatively large scale vertical borehole programs for both mine safety and commercial production in the Black Warrior Basin of Alabama (Dunn, 1984; Lambert, 1980; Stubbs, 1979), the technique has been underutilized. The primary reason for this seems to be a combination of the current economic climate in the coal industry, legal questions as to the ownership of coalbed gas, and potential roof damage from the stimulation treatments required to increase the characteristically low permeability of coalbeds to enhance gas production. The question of potential roof damage is the subject of this paper.

Early experiences The first double shield hard rock tunnel boring machine, manufactured in 1973, belonged to the generation of machines that were equipped with 12" dia. cutters. The experiences made with the 4.3 m diameter prototype ROBBINS mod 144-151 have been reported at the 1976 R.E.T.C. of Las Vegas (1): it might be worth recalling here that, with a specific cutter load not exceeding 10 to 12 metric ton and a 4.8 r.p.m. cutterhead speed, the average advance rate was of 350 meters per month of 21 working days with a peak production of 1,050 m of advance in 40 working days, in widely weathered and fractured granitic rocks of generally precarious stability, where a precast segmental lining was routinely installed as tunnel support. Over the 8.2 km of the Sila Tunnels, several badly crushed or sheared rock zones were bored through without major problems, even with water inflows of up to 30 1/sec. The same machine, with an improved design of the telescopic-and-floating shield area and equipped with flameproof drive motors, was taken to Colombia where, from September, 1979 to March, 1982 it drove 7.5 km of the Rio Negro-Chivor Tunnel in competent siliceous shales of up to 130 MPa at an average rate of 20 m/day.

Since 1958, the Sifto Salt Division of Domtar, Inc., has operated the Goderich (Ontario) salt mine in Michigan basin bedded halite, with shafts located on Lake Huron's eastern bank. Initial mining utilized a conventional room and pi1lar pattern. However, roof deterioration developed. Incidence of progressive upward failure of saltback and over1yings ha1ey-do1omite layers intensified with entry aging. Studies were therefore initiated on new mining patterns utilizing the Serata Stress Control Method. Pursuant thereto, three test areas, indicated in the mine plan of Fig. 1, were designed and excavated. Full conversion to Stress Control mining was effected in January, 1983. This paper focusses on the instrumentation work in the third test area. Test Area 3 was designed to validate the excavation geometry of the new stress-controlled main entry system. The testing of that design was accomplished, in part, by comprehensive in situ stress, property, and deformation measurements on the performance of the model main entry section of Test Area 3. The paper describes: (1) the theoretical background of the SPDR/Stress Control Method; (2) specific problems and objectives addressed by the 1983 program of in situ measurements, (3) measurement results; and (4) conclusions drawn therefrom.

Joy Mining Machinery has developed a new generation of ultra-heavy shields for Anglo Coal Australia?s Moranbah North Mine in the Bowen Basin region of Queensland. These are the largest two-leg longwall shields yet produced by Joy. The longwall at Moranbah North posed a number of challenges, among them a thick, inclined, sometimes undulating seam with increasing depths. The result of this was the need for larger, heavier, more powerful roof supports. Knowing that future longwalls would be going deeper, mine management determined that shield yield ratings of at least 1,750 t (1,930 st) was what would be required.
