It is the purpose of this paper to present a limited amount of experimental data obtained on the Charpy impact machine. Several concrete examples will be given showing the relation existing between the results obtained upon the Charpy impact machine and the behavior of the parts tested when in service. Although it is pointed out by G. Charpy and A. Cornu-Thenard1 that it is first necessary to determine a satisfactory working process before studying the correlation between the results of these tests and the behavior of the parts tested in service, this ideal course cannot be strictly adhered to. If a certain part repeatedly fails in service and the available tests give no indication of its cause, advantage must be taken of any possible means that will solve the problem; therefore, even though the reliability of the results obtained by the Charpy impact machine have been questioned by many, it was necessary to use this instrument without giving careful consideration to its possible sources of error. It would seem that the conclusions arrived at by Charpy -and Cornu-Thenard justify the assumption that the precision obtained by this machine is comparable to that obtained by the other more common forms of testing. The second general conclusion arrived at by them, namely, that the impact test upon notching does not offer any direct correlation to the ordinary tests, is also borne out by many hundred determinations made in the laboratories at Watertown Arsenal. This statement, however, should be qualified as follows: Other ordinary tests include the static tensile test from bars taken in a longitudinal direction and the Brinell hardness. The author agrees that no law is yet known for the computation of the energy absorbed in the rupture of bars of the same material but of different dimensions. Although Charpy and Cofnu-Thenard do not refer in their valuable article to the use of the Charpy machine in industrial practice, it should be stated that this instrument has been in constant use in the laboratory at Watertown Arsenal for several years, and is now employed for both routine and experimental testing.

The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. FOUR general methods have been used in the study of the decomposition of coal. The first has been directed toward the processes of coal formation, the second has been by means of microscopic studies, the third from the data of destructive distillation, and the fourth has made use of various solvents. Applying these methods to the sulfur of coal, it has been found that the organic sulfur of plant and animal life enters into the formation of coal and remains in organic combination in the final product. The inorganic sulfur is almost entirely combined as iron pyrites and marcasite. The infiltration of hydrogen-sulfide waters is doubtless a large factor in these combinations. Sulfates are found in very small quantities except where free oxygen has entered the coal strata. The mechanical mixing of detritus with the early coal material is another source of sulfur. In this case the sulfur is distributed in microscopic particles throughout the mass. In destructive distillation, a part of the sulfur comes off as hydrogen sulfide and various thiophen compounds, but this furnishes little information as to the nature of the sulfur compounds in the coal itself. The use of solvents has given valuable data concerning the sulfur compounds in coal. Fremyl and later E. Guignet2 noted the action of alkaline solutions on coal after treatment with nitric acid and Anderson and Roberts3 showed the presence of large quantities of organic sulfur in the extract so obtained. In a study of the phenol extract of coal, Parr and Hadley4 found organic sulfur in the soluble organic material. These investigations proved the presence of organic sulfur in coal in addition to the inorganic forms, such as iron pyrites and sulfates. T. M. With the gradual depletion of the natural-gas pools of the Kansas district, together with the uncertainty of further cheap fuel developments, some of the western zinc companies turned to the coal fields, attracted by their permanency and the success of the Matthiessen & Hegeler Co. and the lllinois Zinc Co. Being then confronted with the problem of using a relatively high-priced fuel, although the ultimate supply was very great, the fuel economies of the kilns and furnaces became of far more importance, and the more modern equipments, as a result, embodied distinct gaias in this phase of the business. In addition, there have been some pronounced advances in the actual making of gas from these coals. Increased efficiency in gas making has contributed its hare to lowering costs and those plants located in the higher priced fuel districts have probably been obliged to study these economies somewhat more closely. Naturally, many beneficial changes have resulted in both practice and apparatus in these sections. On certain western coals, for instance, the actual saving in fuel consumption has been 50 per cent. By this is meant that, where about 1.75 tons were burned to smelt 1 ton of oxidized ore, 0.7 to 0.9 ton is now required. While comparisons by T. R. Ingalls1 of fuel economies in smelting in this country and Germany before the war may, in general, be correct, they do not appear to do justice to the more progressive American practice. It is doubtful whether German plants were substantially bettering these fuel ratios. Data furnished by Bender and Frams do not afford records averaging less than 0.9 ton coal per ton ore on materials from 40 per cent. to 50 per cent. zinc. Fuels As producer fuel, Illinois, Indiana, and Kansas coah offer a wide range of material, although varying much in their amenability to gasscation. The rules laid down by Peter von Rittinger in his classic Lehrbuch der Aufbereitungskunde (Berlin, 1867, p. 513) concerning the designing of dressing-works still possess authority for such works and their operation. Nevertheless, some modifications and additions suggested by practice may be of value at the present time. Rittinger says: "I. Choose the apparatus and machines which can be, under the existing con-' ditions, easily constructed and kept in running order!' This rule contemplates the construction of apparatus (mostly of wood) on the spot, with the command of good sbops and especially of good workmen in wood. But in many cases, particularly for the sake of a prompt supply, the construction of apparatus is now left to special manufactories, which pay more attention in the choice of materials to durability and strength than to easy manipulation and erection. The first paper which appears in the published Transactions of our Institute is that read by our respected Secretary at its first meeting in Wilkes-Barre in May, 1871. It is entitled " The Geographical Distribution of Mining Districts in the United States," and presents a brief but masterly review of what was known of the distribution of our deposits of useful minerals, particularly the metals, not only from a geographical but from a geological stand-point. At the request of Dr. Raymond I agreed, somewhat hastily, perhaps, to write for this occasion a brief sketch of the geological distribution of the deposits of the useful metals in this country, in the light of the increased knowledge of the present day. The Pilares mine of the Moctezuma Copper Co. is situated at Los Pilares de Nacozari, Sonora, Mexico, about 75 mi. (120.7 km.) south of the international boundary and about 7 mi. (11.26 km.) east of the town of Nacozari de Garcia. It is situated at an elevation of 5000 ft. (1524 m.) in one of the northward trending ridges that form part of the mountain mass that culminates in the Sierra Madre de Mexico. To the east, south, and west, the topography is rugged and diversified; to the north less diversity exists, ranges of mountains rise sharply out of almost level ground and give the basin range structure characteristic of the Southwest. The climate is dry, the average rainfall of 15 in. (38 cm.) being confined almost entirely to the months of June, July, and August. The winter consists of a few days of disagreeable weather when a little snow may fall; the remainder of the year is thoroughly delightful. Vegetation is typical of a semi-arid region. In the canons near the mine, where water flows intermittently, willows thrive; on the northern slopes of some of the mountains and in some of the broader canons pines may even become abundant. The dominant rocks are flows and pyroclastics which are cut by dykes, stocks, and batholiths. The mountain just west of Nacozari is, in part, composed of limestone of an unknown age which occurs as a syncline and is undoubtedly a part of a prevolcanic land surface. Overlying the limestone and faulted against it, are the volcanics; cutting the limestone is a coarse biotite granite. Whether the granite is older or younger than the volcanics has not been definitely established. No attempt has been made to differentiate the rock types of the volcanic~, of which there are exposed 3000 ft. (914 m.) in thickness of basic and acid flows (andesites, latites, and rhyolites) and andesite and latite tuffs and breccias. The latite breccias, the youngest of these volcanic~, cover the highest mountains in the immediate vicinity. The

The graphic methods and records described in this article have been developed, with satisfactory results, for the use of executives of the Chino Copper Co., in Hurley, N. Mex. Particular attention is directed to the use of large wall-charts, the quick reference display of large charts, the scale notation of metallurgical charts shown in Pig. 3, and the inclusion of mesh extraction on screen analysis diagrams. To properly comprehend the operation and metallurgical results from a concentrating plant, a daily record of essential data is kept, usually involving the dry weight of ore milled or treated, dry weight of concentrate or metal produced, assay values of heading, assay values of tailing, assay values of concentrate, and percentage of extraction or recovery. In addition it is often necessary to record moisture, pulp density, or dilution, percentage of weight of oils and reagents employed; screen analyses of grinding conditions, oversize, etc.; assay values of non-valuable or interfering substances; cost data; and such special information as may be required. GRaphic Presentation . Close analysis is necessary of a daily operation involving such a number of factors, the relation and influence of which may be of great importance in the treatment scheme. When the analysis is made from a numerical tabulation, the chance for one or more obscure, but perhaps important, factors to escape notice is considerable, therefore the need for an accurate, readily digestible presentation of metallurgical data is obvious.. Graphic records of milling operations are frequently used, but owing to the wide range of magnitude and values, and the number of factors involved, the customary practice of assigning different values to the same ordinates, as in Fig. 1, results in a complex and intricate record which makes little appeal to a busy operating official. The methods shown in Figs. 2 and 3 are devised to display such data in a clear and legible manner, without confusion.

In connection with other investigations on the properties and characteristics of chilled-iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the trcad and inside of the flange will show white iron to a depth of from 5/8 to in. (15 to 22 mm.), the remainder of the wheel becoming graph itized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the formation of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in whitc iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfie1d.l Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gay upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below. 2. The more rapid the rate of cooling, the less is the extent of graphitization.

Some months ago one of the authors was asked to write a paper on the heat treatment of steel castings that would be more comprehensive than other matter he had published; this is an attempt to present in condensed form the results of experimental work and actual practice carried out for the most part in 1907, 1908, and 1909. It is not a laboratory research and the work done was carried out for the express purpose of putting in practice the processes discovered as fast as possible. Most of the tests are the result of commercial practice and not of bars annealed in our laboratory; most of the micrographs were made for our own records and not for publication. Certain of the micrographs, therefore, are not as clear as we may wish but they were good enough for our purpose at the time they were made. The tests and micrographs are selected from several thousands in our files. All of these micrographs are magnified 60 diameters. These experiments were conducted almost entirely on steel made in a 3-ton bottom-blown converter, and most of the steel illustrated analyzes about 0.05 in phosphorus and sulfur. Unfortunately, a certain number of specimens are shown of which we do not have the complete analysis, but in most cases in which the phosphorus and sulfur vary much from the figure just given that fact is noted. For purposes of comparison, we have included a certain number of micrographs and tests of steel made in the electric furnace, some of which were from specimens made in other shops and some in our own shop, and some tests of acid open-hearth and tropenas steel. A brief examination of the tests in Table 1 shows that certain treatments of, for instance, 0.30 per cent, carbon steel are not represented by any test data. Had this been a laboratory research, this information would undoubtedly have been furnished, but as this work was done for commercial purposes the omissions are due to the fact that, at the time the work was done, we saw no advantage in trying every composition of steel with each treatment discussed in the paper.

The safety lamp is the most common and convenient apparatus for detecting inflammable gases in mines, the presence of gas being shown by a blue flame, called the cap, if the wick has been lowered to suppress the luminous flame. The height of the cap increases with the proportion of gas and with the temperature of the lamp flame. Lamps of the Wolf type, the fuel of which is benzine, have a hotter flame than lamps in which vegetable oils are used, such as the Davy, and the Clanny, and are more sensitive than the latter and their many modifications. The Piehler alcohol lamp gives a still higher cap while the Clowes hydrogen lamp is most sensitive of all. While the effect of the temperature of the source of ignition is well known, the writer knows of no previous attempt to correlate the change of this temperature with change of the height of the cap produced, In order to determine the height of the cap at various temperatures, it was necessary to have a source of ignition the temperature of which could be accurately controlled over a considerable range. This condition was met by a coil of wire of high fusing point heated by an electric current controlled by a variable resistance. The use of a coil offered the further advantage of freedom from complications due to the flame of a burning fuel. Such a flame, being itself of variable height, would to some extent raise or lower the elevation of the base of the cap and therefore add to the difficulty of determining the height of the cap. Besides this, the presence of a small cap from the lamp fuel, commonly known as the "fuel cap," would interfere with the observation of small gas caps. After some experiment, a coil was made of platinum wire, No. 26, diameter 0.016 in. The coil was 17/64 in. (6.746 mm.) in outside diameter and had eight full turns in a length of 1/2 in. (12.69 mm.). This was connected to an electric circuit through an adjustable resistance, as shown in Fig. 1. In order to measure the temperature, a thermocouple was inserted in the center of the coil; the leads passed out at the ends and were ccnducted to a millivoltmeter. In the course of the persistent and rapid advance of our country towards the goal she has set for herself, of commercial and manufacturing supremacy, there stand out certain periods or cycles of prosperity or depression, succeeding one another with a comparative regularity as to their ultimate trend, but of varying lengths and intensities. I might compare this course to that of a railroad between two points at different levels, with intervening mountain ranges and valleys, the up-grades climbing towards the final upper terminal of prosperity, while the down-grades retard the ascent, and tend to return to the valleys below. Just at the present time we are evidently at the bottom of one of these valleys, and, before starting to climb the next divide, it may be prudent for us to look into the condition of our rolling-stock, and especially into that of our brakes, and see what the experience of our downward journey has taught us, and whether we are properly equipped for the new upward advance which now lies before us. Sampling of the fluid from oil wells for percentages of oil, emulsified oil, and water during the last two years has brought out some interesting facts concerning oil-water emulsion. This result led to a laboratory investigation of emulsion, which substantiated the conclusions made from the field observations. The purpose of this paper is to present the information collected, the laboratory experiments, and our interpretation of the same. In order to define emulsified .oil exactly, give its synthesis and origin, and to show how and when it is formed in the wells, the work was necessarily divided into two separate lines—laboratory work and field observations. It is hoped that this study may lead to a discussion of such points so that the petroleum engineer, geologist, or technologist may be benefited by its practical bearing on oil-field management. Special credit is due Mr. Everett Carpenter, chief geologist of the Empire Gas & Fuel Co., for his assistance and cooperation in this work. Labobatory Investigations on Emulsified Oil Laboratory investigations were conducted in an attempt to learn the composition and some of the properties of emulsified oil, or B. S., as it is more commonly called, also to demonstrate, by laboratory methods, how B. 5. may be formed under conditions similar to those existing at the time a well is being pumped, and how it may be broken down. Literature bearing on this subject is widely scattered and very limited in scope. Bacon and Hamor define B. S., or bottom settlings, as "earthy matter, inert organic matter, or, in the case of Pennsylvanian petroleum, an emulsion of paraffin wax and water, which accompanies crude oil." In this discussion we will limit the term B. S. to that heavy, dark-brown emulsion, composed of a physical mixture of water, oil, and air with some included inert matter, either organic or inorganic. In view of the great interest shown in the oil possibilities of Kentucky, one is impressed with the paucity of reliable literature on the oil fields of the state. A few brief reports by the Federal and State Geological Surveys are about the only reliable data available. When the estimated production figures, for 1918, are published by the U. S. Geological Survey, they will show a revival of the oil industry in the Blue Grass State during the past half decade. There will also be an increase in the production for 1919 and 1920, at least. Although as an oil-producing state Kentucky is small, compared with some of the other oil states, the present production and the area of undrilled proved territory is large enough to classify it as one of the important oil states of the Union. This paper will be confined to the Irvine District and the immediately adjoining areas which have been prospected with varying success. The Corniferous limestone or Irvine sand is the oil-producing formation in the area discussed. In my divisional nomenclature, the Irvine District includes the Irvine field, which extends from the town of Irvine eastward toward Campton; the Big Sinking area, which joins and lies to the south of the eastern part of the Irvine field; the Beattyville area, which lies to the north and northeast of the town of that name and joins the Big Sinking area; and the Ross Creek pool, which lies to the southwest of the big production and across the Kentucky River. Except for the Ross Creek pool, the main producing area is bounded on the east by the L. & E. R. R. and on the west and south by the Irvine Branch of the L. & N. R. R. Winchester and Lexington form the gateways and Torrent on the east, Irvine on the west, and Beattyville on the south are the principle entrances to the main fields. Evelyn, on the L. & N. R. R., south of Irvine, is the point of entrance to the Ross Creek area. Geology The geology of the Irvine District is very simple. The rock formations with which the oil man should acquaint himself lie between the lower measures of the Pennsylvanian sandstones and shales and the Devonian or Corniferous limestone, or Irvine formation. Only a very brief description of these formations will be given, as they have been described fully by E. W. Shaw.'

Extensive sampling of coal in Illinois during the past 10 or 12 yegrs by the State Geological Survey, in cooperation with various organizations, such as the U. S. The $fur content is less than 1.25 per cent., so that, if otherwise suitable, these coals can be employed for metallurgical uses and for the manufacture of water-gas and retort gas. One of these areas is small and lies in Jackson County, near Murphysboro, the other is much larger and includes a large part of the famous Franklin County field. A small area of No. 2, or Murphysboro, coal has been worked for many years near the town of Murphysboro, Jackson County, Ill. In two mines, at least, the coal has a sulfur content of less than 1.25 per cent. It is doubtful, however, whether this field will ever be a source of large tonnage as the total area underlain by low-sulfur coal in workable thickness is probably less than 15 sq. mi. (24.14 sq. km.), and a large part of it has already been worked out.. The location of the area of low-sulfur coal in the Franklin County field is shown in the accompanying map. The small area underlain by the Murphysboro low-sulfur coal is shown near the town of that name in the central part of Jackson County. The larger area lies in the west side of Franklin County, extending also about 6 mi. (9.65 km.) south into Williamson County, about 4 mi. (6.43 km.) west into northern Jackson and western Perry County, and northward an undetermined distance into Jefferson County. All but the northern limit of the area is fairly well defined by sampling in numerous mines. The inner cross-lined area is underlain by coal having less than 1 per cent. sulfur, the outer boundary surrounding the area underlain by coal having less than 1.25 per cent. sulfur. The coal mined in the district is No. 6 or Herrin coal, commonly known as the Carterville or Franklin County coal. The bed has a thickness varying from about 8 ft. (2.4 m.) on the border of the low-sulfur area up to more than 10 ft. (3 m.) in the central portion, locally having a thick-
