Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

This publication contains four papers presented at a seminar on mine subsidence control held in Pittsburgh, PA, on September 19, 1985. The seminar was designed to keep the mineral industry informed of new technology developed by the Bureau of Mines that permits reliable and accurate prediction of mine subsidence. The papers describe actual field studies undertaken by the Bureau to monitor surface subsidence over longwall panels. Topics discussed include the efects of subsidence on water table levels, the development of subsidence pre calculation methodology suitable for use with the specific lithological conditions of the Pittsburgh coalbed, an engineering comparison of technologies used in surveying for longwall mine subsidence, and a comparison of the process of subsidence over two different longwall panels.

The interface between precious metal miners and gold refiners has been an uneasy interface over the years. The reasons for this interface and its apparent uneasiness and lack of trust include technical factors, economies of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates and sponge produced at the mine site are notoriously difficult to sample and a non-representative sample can be the cause of misunderstanding and distrust. Dore, however, is homogeneous and can be correctly sampled and analyzed. Second, the technology and chemistry of fine gold and silver production is complex and quite different from that of dore production. Most mining companies are content not to be involved with additional processing steps.

The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

Post-tertiary training programmes have been designed and produced for geologists at different levels of understanding and expertise in the relationship between gold mineralization and shear zones. A workshop format was used as it allowed both clients and facilitators to participate in the learning process. Evaluation by facilitators and participants refined the workshop programme as an effective skills oriented learning process. The general observation is that post-tertiary training in small, interactive, practical, learning oriented groups is far better than lecture oriented short courses for developing skills based learning. The evaluation indicates that the process in post-tertiary training must include aspects which are both useful and used.

The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are some- times large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy Bureau of Mines- sponsored subsidence study at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County) , West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar re- treat mining. Findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water levels at shallower depths. Post-mining values of hydraulic conductivity were typically somewhat higher than pre-mining values. Changes in water chemistry associated with mining were not sufficient to render the water unfit for human consumption.

Experimental results are presented that test the hypothesis that the descaling behaviour of stainless steel slabs following reheating is controlled by interfacial roughening at the scale-steel interface. In this investigation, two stainless steels were considered: type 304 (austenitic, with 18% Cr and 8% Ni) and type 412 (ferritic/martensitic, with 11.6% Cr). It was found that the entanglement that arises at the scale-steel interface was in fact effective in maintaining scale-steel adhesion, under the mechanical descaling conditions used. In the case of type 304, descaling proceeded by fracture along chromite layers, which formed (by internal oxidation) on the austenite grain boundaries; for this steel, the extent of descaling depends most strongly on austenite grain structure, and not primarily on the conditions in the reheating furnace. In contrast, type 412 samples descaled only at the edge of the entangled zone, and showed a greater sensitivity to the reheating conditions; specifically, higher free oxygen in the reheating gas and longer reheating times were found to increase the residual scale thickness. Abstract A discussion of the difficulties involved in the production of a clean molybdenite concentrate introduces the paper. There is a brief description of the various methods for producing molybdenite that will fit marketing specifications, and it is shown how these methods are nor suited to the milling of ores containing small quantities of bismuth and copper. A process that was developed in the ore testing laboratories of the Bureau of Mines at Ottawa for the La Corne mill of the Molybdenite Corporation of Canada is described in derail and some results from pilot plant operation of this milling scheme are tabulated. A description of the La Corne mill, where the writer supervised the introduction of the process on a commercial scale, adds to the interest of the paper. In conclusion, there is a review of the conditions necessary for proper operation of the flowsheet. An attempt is made to show how the process might be satisfactory in other problems similar to that at the La Corne mill. Introduction The production of a molybdenite concentrate, free from impurities and high in grade, has been a difficult task when milling some types of ore. Whereas ordinary flotation techniques will produce acceptable concentrates of the baser sulphides, in many cases they will not serve in the treatment of molybdenite, for this mineral must be of optimum grade and purity to bring the best prices, or to find a market at all . Faced with the necessity of meeting stringent specifications, the mill operator has been forced to employ expensive processing methods, and to be satisfied with low recoveries, in order to make grade with his product. The most objectionable and common impurities found with molybdenite are: (a) gangue minerals and iron sulphides, which lower the grade; and (b) copper, bismuth, or antimony, which are deleterious in the final uses of the molybdenite products. It is difficult, and sometimes impossible, to market a concentrate with over 0.5 per cent of any of the latter impurities, or with a grade much below 90 per cent MoS2. Various methods, which have been highly successful in specific applications, have been developed to meet the problem of producing a suitable concentrate. All of them, however, have certain defects precluding their use when treating ores of a nature different from the one for which they ? were designed. The writer has developed a process for molybdenite ores having an objectionable impurity content. A description of the procedure involved, and of the La Corne mill of the Molybdenite Corporation of Canada, where the process has been adopted, should be of interest to flotation operators.

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

Sishen Iron Ore Mine is situated 280 km north-west of Kimberley in the Northern Cape Province of South Africa. The mine produces and sells high quality iron ore of various specifications to various national and international clients. The saleable product is derived from the blending and beneficiation of different types and qualities of hematite iron ore. This paper documents the new developments which were implemented (or are in the process of being implemented) on the mine in the long-term planning, medium-term planning, grade control and material tracking in the beneficiation plant with special attention being paid to the quality of the final, saleable product. The process starts with the long-term planning where the pit shell and pit optimization is determined by Whittle 4X. New developments include the introduction of a linear programming based scheduling system to enhance the long-term schedule generated by Whittle 4X. The LP route was decided on in order to take into account all the constraining factors of the final product that could not be configured in Whittle. To complement this the XPAC Auto Scheduler scheduling package was introduced to do the medium-term mine scheduling. This 18-month rolling plan includes cost parameters to enable the planner to extract a detailed operational budget from the scheduling while ensuring that production standards are maintained and grade constraints are met. The existing grade control system was enhanced with GPS capabilities and a computer system to do material tracking. The high precision GPS system introduced on the shovels allows for the accurate control of the loading procedures at the mining face. Because of the complicated geology and grade composition of blasting blocks it is imperative to accurately differentiate between different materials in the same blasting block and being able to excavate that with the loading equipment. The GPS system on the trucks allows for accurate location monitoring of dumping in order to keep track of specific material types. The state-of-the-art material tracking system developed for Sishen will enable the grade control officer to keep track and record various parameters of the material from its in situ position in the blasting blocks, through the crusher and onto different stockpiles, in various stages of the beneficiation process and onto the blending beds, into the dispatching trains and eventually into the ships for international distribution. These developments elevate the Sishen planning and grade control systems to a new level of service excellence from which management can obtain accurate and timely information on product status. It also enables Sishen to maximize resource utilization while still complying with the tough market constraints.

Risk quantification in grade-tonnage curves is critical for capital investment in mining projects and can be obtained through geostatistical simulations of orebodies. A practical difficulty may arise in multi-element deposits, as the joint modelling of the related attributes using the traditional co-simulation approaches is computationally intensive and may be impractical for use in the industrial environment. This paper presents the construction of risk-integrating grade-tonnage curves for a complex copper deposit in northern Brazil, by jointly simulating its key geochemical attributes of interest: Cu, Fe and K. The joint conditional simulation of these elements is based on Minimum/Maximum Autocorrelation Factors (MAF). MAF is an approach, based on principal components, that spatially decorrelates the variables involved to non-correlated factors. MAF’sspatial decorrelation at any lag distance is the main and critical difference of this approach from the principal component approach attempted in the past. In the MAF approach, the independent factors are individually simulated and back-transformed to the conditional simulations of the correlated deposit attributes that reproduce the cross-correlations of the original variables. Introduction The recent uranium discovery at Theano point, lake Superior, is probably a rediscovery of the first reported Canadian uranium occurrence. A description of material from the original discovery was published in 1847 by J. L. LeConte, and many attempts have been made to relocate the deposit. Such attempts have in the past been unsuccessful because of vagueness in the original description of the locality. Besides being a prospect that seems to merit development work, the Camray discovery is important because it reaffirms the occurrence of pitchblende in the eastern part of the Precambrian shield. Much staking followed the announcement of the discovery, and some additional finds have been reported. Location The Camray discovery is at the shore of Theano point, lake Superior, about seventy miles north of Sault Ste. Marie (see Figure 1). It is in township 29, range XIV, district of Algoma. The showing is two miles from Highway No. 17, and is reached by a rough trail that leaves the highway at mileage 72.9 from Sault Ste. Marie. There are no towns of any size nearer than Sault Ste. Marie.

World mineral production is dominated by six countries - the U.S., the U.S.S.R , Canada, South Africa, Australia and China - which also hold most of the reserves of the world?s minerals. For the developed and centrally planned countries, there is a strong positive correlation between the mineral production of a country and its land area: there is no correlation between mineral production and land area for the less developed countries. These facts imply that, after taking due account of geological controlling factors, a country may expect to produce minerals in approximate proportion to its land are a provided that political, economic, and historical factors are conducive to mineral exploration and mining. Contrary to popular political belief in many parts of the world, the developed countries are the major source of mineral imports for the industrialized countries. Moreover, exports of ores and minerals account for a relatively small par t of world trade, and are an important factor in the export picture of only a few of the less-developed countries. The looming resource confrontation between the developed and the less-developed countries is based largely on the false premise that the industrialized countries of the world are minerals-poor and owe their wealth to cheap minerals from the less-developed countries. The data presented refute this. Geological controls are relatively minor in the present distribution of world mineral production; political and economic factors are dominant. It is argued that an expansion of world trade in minerals - based on increased exploration and new forms of finance for mining ventures - rather than cartels, price-fixing and trade restrictions is by far the preferable solution to the problem of redressing the legitimate grievances of the poor countries of the world.

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

The rapidly growing demand for titanium pigments has aroused new interest in actual and potential sources of supply of titanium- bearing ores , which only a comparatively few years ago were almost unmarketable . This paper , which supplements a general circular entitled " Titanium" ( Information Circular 6365 ) , represents a summary of current trade literature and Government reports , together with some hitherto unpublished material that has accumulated in the files of the Bureau of Mines . The purpose of this pamphlet is simply to indicate the commercial possibilities of the deposits , and the discussion is confined almost entirely to the three commercial ores , ilmenite , rutile , and magnetite ( titaniferous iron ore ) .

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

This report provides background information and experimental data validating the use of this kit with confidence to ? 10 percent accuracy.
