State ownership of mineral in the ground is not newthe Regalian Right is an ancient concept. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. White Pine Mine section designated for exhaust emissions studies. The MTU Mine Air Monitoring Laboratory was used to gather temperature and C02 concentration data at 10 locations. The data substantiate the presence of strong buoyant forces of the hot exhaust gases which result in stratification in dead end headings. Diesel mine-vehicle tailpipe emissions were monitored in the laboratory by a portable tailpipe emissions measurement apparatus (EMA) assembled for in-mine use. The results were compared with simultaneous measurements by standard laboratory exhaust monitoring instruments. These results indicate that accurate field source quality control measurements can be obtained for CO2, CO and NO but NO2 results were low for all engine conditions. Diesel pollutant concentration data from the Orchard Valley Mine were analyzed and compared with data collected earlier in the White Pine and Brushy Creek mines. Lognormal frequency distributions and CO2-based concentration ratios and correlations were calculated. In the three mines compared, pollutant concentrations were distributed similarly, and concentrations appear to be controlled to present standards.

This report is volume 7 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design. Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation," and ventilation. This volume of the final report describes the Rail Haulage subsystem of the Master Design Simulator. This subsystem can be used as a free standing model or can be linked to the Production subsystem to provide rail haulage capability. Complex rail haulage systems can be realistically simulated with this model. This report includes complete instructions for operating the subsystem as well as a program listing. In addition, a case study is included which illustrates the application of the subsystem when linked to the production subsystem.

"The Jewell tunnel property, situated 3/miles north of Garfield, Chaffee County, Colo., was examined by an engineer3 of the Bureau of Mines in June 1943. Field work began September 16, 1944, but was recessed from December 26, 1944, to gay 15, 1945, because of heavy snows, and was suspended July 12, 1945, when rehabilitation of the New York tunnel workings was completed to the point desired.In its program of exploration of Mineral deposits, the Bureau of Lines has as its promary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as seen .as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.For their supervision of the project and their help in revising the report, particular acknowledgment is due Wm. P. Huleatt, district engineer, Denver, Colo., and Paul T. The graphitic carbon content of soils may be used to detect and delimit subsurface graphitic zones. Spectrographic measurement of carbon in C horizon soils from several areas in the northeastern United States shows good correlation with known graphitic bodies. Bodies of graphite and sulfides are readily located by electromagnetic prospecting methods, but these methods cannot generally discriminate between them. Usual practice, therefore, requires follow-up work on electrically anomalous areas by trenching, drilling, or soil sampling in order to determine the mineralogical nature of the conductor. The efficiency and cost of such follow-up is consequently an important factor in prospecting. The presence of buried sulfide deposits is often reflected in concentrations of metals in the superincumbent soil. Simple chemical tests for such metal concentrations have been developed and applied with considerable success. Bodies of graphite or mixtures of graphite and sulfides are, however, very common and a means whereby buried graphite could be detected by soil testing should provide valuable additional information in the search for ore sulfide and graphite deposits. Graphite is a notably stable substance and should persist in soil above graphite-rich horizons. Microscopic examination of soil samples high in carbon, however, failed to reveal any recognizable graphite fragments indicating a grain size in the clay range. Presumably such small particles would have some mobility in a soil by a translocation mechanism similar to that proposed for the movement of clay particles in a soil profile. Experimental data supports this idea since the boundary between background and anomalous soils carbon values is quite sharp, but the anomalous zone is slightly broader than the graphitic source rock. A simple spectrochemical technique for the determination of carbon in geological materials has been described by Dennen,1 and may be directly applied to soils. A modification of this technique which employs an arcing chamber through which nitrogen is passed is recommended to decrease contributions from atmospheric carbon dioxide. Tests indicate that soils over graphitic zones may be strongly enriched in carbon. The spectrochemical determination of carbon depends upon the formation of the cyanogen molecule (CN) from carbon in a sample and atmospheric nitrogen, under the high temperatures associated with a dc arc. Samples for analysis are dried, lumps broken, and screened. A small portion of the -100 mesh fraction is packed into a copper electrode and excited as the cathode of a dc arc. The band spectra of cyanogen are recorded photographically and the density of the bandhead CN 3883A is measured. The limit of detection of the method is about 0.01 pct C and its coefficient of variation is about 15 pct. Soils, of course, contain carbon in other forms than graphite, and the amount of interference from such sources was examined. The C horizon of several soils from Massachusetts, Maine, and Pennsylvania were found to have a carbon content of 0.3 to 0.5 pct by weight. This content is chiefly due to the presence of carbonates and vegetable matter in the sample and may be readily eliminated, or at least

Heap leaching of copper sulphide and oxide ores' has been conducted at Rum Jungle since the end of 1965.A review of operations was made and this led to an examination of some theoretical aspects of copper sulphide heap leaching. Ox,ygen diffusion was indicated to be the factor controlling copper leaching rate at Rum Jungle and in other similar operations. Suggestions are made for measuring the heap leaching rate. Prediction of full scale operational results from pilot scale testwork are discussed.

"In 2001, the Catholic University of Chile undertook a maintenance benchmarking study of six open pit copper mines having mill capacities varying between 18,000 t/d and 156,000 t/d, and collectively responsible for 58% of Chilean copper production. This paper describes the methodology used to conduct the study, as well as the overall results. Key performance indices were selected to measure the effectiveness, efficiency, and development of the maintenance process. Using a balanced scorecard philosophy, these indicators were divided into client satisfaction, financial, internal process, and learning and growth indices.Maintenance was found, on average, to be responsible for 44% of mine production costs. Percentage planned maintenance of equipment fleets was found to be low by world standards, averaging 35%, 56%, and 44%, respectively, for blasthole drill, shovel, and haul truck fleets. Fleet availabilities were found to be significantly influenced by the percentage of planned maintenance achieved, while maintenance cost per equipment was found to decrease non-linearly with increases in percentage planned maintenance. Investment in technical training (including planned maintenance practice) was found to be low by global standards. The paper concludes that fleet availability and maintenance costs in Chilean open pit operations could be considerably improved by improving and/or developing maintenance planning standards, and investing in training personnel in planned maintenance techniques"

A post-detonation debris collection project was led in conjunction with a large ammonium nitrate (AN) railcar detonation conducted by the Department of Homeland Security-Transportation Security Administration, Department of Defense-Combating Terrorism Technical Support Office, Sandia National Laboratories, and the U.S. Army Dugway Proving Grounds. This important work will aid in underpinning algorithms used in a Quantitative Risk Assessment (QRA) tool.

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."

The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

Realizing the great importance and wide application of petroleum and its products for fuel,lighting and lubrication, and the absence of authentic and comprehensive information in the literature on the commercial value of American petroleums, the United States Geological Survey has for a number of years' been making analyses and other examinations of these oils and their products. In 1907 the technologic branch of the Survey began a study of certain economic problems having to do with the natural mineral oils. The prime object of the investigations was to determine the economic value of the petroleums and natural gases in the United States with special reference to the supplies in the public lands, and to ascertain how these resources could be utilized in the industries withleast waste and greatest efficiency. This work, which is now being conducted by the petroleum section of the Bureau of Mines under authority of the act of May 16, 1910, will include the collection at the wells and refineries of information as to the following details: Facilities for handling and storage at the wells. Facilities for transportation, whether by pipe line, rail, or water. Distance to the nearest port or center of industry and time necessary for delivery. Facilities for storage at such point of delivery. Suitability of the crude oil for fuel, or the treatment necessary to convert itmost economically into the best fuel. Best processes of refining or of converting the crude oil into its many products. The examination of these products. The utilization of the by-products and residues of the refineries. The collection of adequate and reliable samples, and the complete chemical and physical examination ofthese samples in the laboratory.

"SUMMARYWaste management in general, and the water treatment of mine and mill effluents, has become an ever increasing burden for mining operations. A reduction in these expenditures would undoubtedly be desirable if this could in fact be achieved within effluent guidelines and monitoring requirements.A brief summary is presented of the research which has as its aim the development of methods which would reduce such costs and lead to solutions for environmentally acceptable close-out conditions for acid generating mine waters. The basic concepts of Ecological Engineering and Biological Polishing are presented, together with an indication of the present state of these research efforts. Details are provided of the progress of various experiments which aim to promote reducing conditions, organic matter production and the establishment of biological filters which remove metals from the water which are then retained within the waste management areas. These conditions should lead to a curtailment of acid drainage and an improvement in effluent quality.A description is provided of the first pilot demonstration using this approach to achieve a walk-away condition for the close-out of a massive sulphide tailings resulting from 10 years of operating a copper/zinc concentrator in Northern Ontario.1.0 INTRODUCTION1.1 Waste management and close-outIt is recognized that the achievement of a cost-effective and competitive mining operation, from the commencement of exploration for ore bodies through to the day-to-day efficient operation of the mine, requires a certain expertise and sophistication. A senior design project is required by all accredited mining engineering degree programs. Often referred to as the capstone of a student’s education, this project is expected to include all the important components of the preliminary economic assessment of a mineral prospect, including orebody modeling, grade and reserve estimation, selection of mining and processing methods, preliminary mine design, access and utilities, environmental compliance and reclamation, and financial analysis. Two of the authors (Campbell and Holdsworth) completed a senior project in 2021. They analyzed the Akie zinc deposit located in Canada. This paper summarizes the economic analysis portion of that project. The two primary objectives of this economic analysis were risk reduction and integration of economics and engineering. Addressing risk is important as risk is one of the primary concerns in mining investments. Risk reduction was the primary concern through the entirety of this economic analysis. Integration of financial analysis and engineering design was the first component of a risk reduction design. This allowed for financial and engineering design to be optimized in conjunction with one another. This produced benefits from both a financial and an engineering prospective. From a market, economic, and financial risk perspective, risk was reduced by forecasting multiple metal price scenarios, and then addressing the Akie project’s economic viability at each price point. Lastly, risk was address through consideration of nontraditional financing options. The project also sought to minimize financial and human capital risk, by proposing mutually beneficial cooperative social relationships and favorable work, schedules. Description of that work is not included in this paper.

"Biological leaching can be used to enhance the recovery of gold and silver from refractory ores, concentrates and tailings. The method liberates precious metals associated with sulphide minerals such as pyrite and arsenopyrite making them amenable to cyanidation. The chemistry and features of biological preoxidation leaching is discussed. A summary of the results obtained on various ores, concentrates and tailings is presented.INTRODUCTIONRefractory precious metal ores in which gold and silver are finely disseminated in sulphide minerals such as pyrite and arsenopyrite are becoming more important to the mining industry. This is due both to a depletion of simpler, free-milling ores and to a significant increase in the price of gold in recent years. Whereas many ores can be directly cyanided with gold solubilizations over 90% obtained, the refractory ores respond poorly to direct cyanidation and require decomposition of the precious metal-bearing sulphide minerals to increase recoveries.Decomposition of sulphides by oxidation prior to cyanidation can be carried out by several means. The oldest method is roasting which removes unwanted ore constituents by high temperature oxidation and volatilization. In Canada, for example, roasting is used at Giant Yellowknife (Connell and Cross, 1981). Another method gaining increasing acceptance is pressure hydrometallurgy which uses aqueous oxidation conducted at high temperature and pressure. Homestake Mining Company have recently completed construction of a plant incorporating pressure oxidation at their Mclaughlin property in California (Guinivire, 1984)."

This report presents a complete qualitative picture of knowledge of the composition of petroleum as of April 1965. The material is presented in detail on two imaginative maps--one, the Hydrocarbon Hemisphere, depicts the hydrocarbons that have been identified in petroleum; the other, the Heterogeneous Hemisphere, shows the sulfur, nitrogen, and oxygen compounds that have been found. All compounds are placed on the maps according to boiling point. The accompanying text illustrates by structural formulas the several types of hydrocarbon and nonhydrocarbon compounds identified, presents some quantitative data, and points out the possible geochemical significance of a number of the compounds. Much attention and publicity has been given, during recent years, to grinding, classification, flotation, and thickening. The various technical papers, and symposiums held to discuss these important phases of milling, have contributed to a better under- standing of the fundamental principles and operating variables involved. Another important part of milling- to the flotation operator-is a treatment step to which frequently too little attention is given-" conditioning," or the treatment the ground mineral pulp receives before it enters the flotation machines. Conditioning" is a hackneyed and frequently misused term, commonly employed to describe the pretreatment of surfaces of minerals in ore pulps or mill pr6ducts prior to froth flotation. In general, such pretreatment is for the purpose of changing the flotation characteristics of these mineral surfaces to enable them to respond in some desired predetermined manner when subjected to flotation. Taggartl states that the function of conditioning is "either to insure selective collector coating of one mineral species while another species is not; or to take such steps as will compensate for departure there from."

"SynopsisAccording to the overlying rock strength and thickness of 10 shallow coal seams in China, the strata are classified into four types: weak and laminated strata (hereinafter referred to as WL), weak and massive strata (WM), strong and laminated strata (SL), and strong and massive strata (SM). The four types of strata, together with longwall panel height (M), panel length (L), and seam depth (H) are factors that influence the loads on hydraulic power supports. Principal component analysis was used to study the seven influencing factors. It turns out that seam depth (H) is multicollinear with WL, WM, SL, and SM. Thus the enumerated seven factors are divided into two models. In Model 1, six factors; panel height, panel length, and layer thickness of the four type strata are involved. In Model 2, three factors; panel height, panel length, and seam depth are included. Using multivariate regression analysis, two equations to calculate loads on supports are obtained for each model. The equations were applied to shallow coal seams. The equation of Model 1 is more accurate than that of Model 2, but Model 2 could be further used in deep coal seams. The equations were coded through VB programming to simplify the calculation.IntroductionTo ensure coal production in the long term, the focus of coal mining has been gradually shifted to the western areas of China in recent years due to rich coal resources in this region. Most of the coal seams in this area are shallow but the support loads are abnormally high. In these circumstances, the chock loads estimating methods used in the past do not work. If the rated working resistance of a support is larger than needed, the shield is unable to fully perform, while a lower working resistance would lead to accidents like shield crushing or even casualties. This problem is frequently found in shallow coal seams such as Shenfu-Dongsheng, Yulin, Tuha, Lingwu etc. (Zhang, 2011). Thus, to ensure safety and efficiency during mining, the estimation of support loads and selection of supports are of great significance."

A paper identifying anticipated challenges in the extraction of the N3500 Orebody at Glencore Xstrata Copper’s Mount Isa Copper Operations was written in 2007. The paper identified the depth of the deposit, the anticipated high stresses, talc alteration and issues with ground support as factors that may affect production. A number of strategies were planned to cope with these issues. After six years of extraction those strategies are evaluated and additional measures taken are outlined.
