Friction stir processing (FSP) is used to produce wrought microstructures at the surface of sand-cast aerospace grade magnesium alloy ZE41A-T5. It is found that the microstructure is significantly refined in the stir zone and the flow arm. The stir zone is largely comprised of equiaxed magnesium grains of approximately 4.5 pm compared with about 50 µm in the base cast material. In the stir zone, however, abnormal growth of some grains is also observed. Vickers microindentation hardness tests indicated that the stir zone experiences some increases in hardness. Single surface passes with low distortion, lack of pores and cracks were successfully obtained indicating the great potential of the FSP technique for modifying, improving and repairing magnesium alloy castings. This will probably open new opportunities to apply magnesium alloys in aerospace industry.

Since Sept. 11, 2001, the author has been asked by several mining companies and mining publications to share some of his insights on how the terrorist attacks on the World Trade Center (WTC) and Pentagon might affect the mining industry globally. Until now, the author has been reluctant to express his thoughts in a publication that could possibly fall into the hands of terrorists and give them some ideas that they may not have been previously considering. However, the author discussed the contents of this article with several friends and acquaintances in the international intelligence community. They said that nothing commented on here is new to the terrorists. Potential terrorist targets Sources within the worldwide intelligence gathering community have told the author that current intelligence data indicates that it is likely that the Islamic fundamentalist groups responsible for the attacks on Sept. 11, 2001will likely be directing their effort at foreign business entities. Any overseas or any domestic businesses of highly visible companies that are part of the anti-terrorism alliance should consider themselves a potential target.

Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

"The extraction of molten products and wastes through smelting furnace tap-holes during the tapping process is a complex procedure involving many coupled thermophysical effects. Insight into the fluid flow behaviour in such systems can be gained by using computational mechanics tools to build highfidelity models of the fluid flow and other relevant physics. Previous work using such models indicates that the nature of the flow in the tap-hole, as well as operational parameters such as the tapping flow rate, depends strongly on the properties of the material being tapped and the geometry of the tap-hole channel. Additional complications arise when multiple fluid phases (for example, slag and metal) are present simultaneously, when porous coke beds hinder flow to the tap-hole entrance, and when the geometry of the tap-hole changes over time due to cycles of wear and repair. In the present work, challenges with the coupling of phenomena such as multiphase flow and porosity into computational fluid dynamics methods for tap-hole modelling are discussed in the context of electric furnaces used for ferromanganese production. Qualitative and quantitative results of computational models of flow through tap-holes are presented and compared as a function of material parameters to determine sensitivity effects, and in response to operational parameters to determine typical process behaviour over the duration of a tap. IntroductionPyrometallurgical production using electric furnaces accounts for substantial portion of the world supply of ferroalloys and other strategic materials (Degel et al., 2015). A range of different furnace designs may be used depending on the metallurgical process, with circular three-electrode submerged arc furnaces (SAFs) powered by alternating current being the most common for commodities such as ferromanganese and silicomanganese (Olsen, Tangstad, and Lindstad, 2007).As shown in Figure 1, manganese furnaces typically operate with a deep charge consisting of an upper layer of loose burden (onto the upper surface of which is fed solid raw material), a molten slag layer partially or completely filled with unreacted carbonaceous reductant (generally metallurgical coke), and a molten metal layer which settles to the bottom of the furnace due to its high density. The solid particles present in the slag and burden layers form porous beds which hinder the fluid flow of molten process material and gases inside the furnace (Olsen, Tangstad, and Lindstad, 2007).In order to remove material from the furnace during normal operations, a single tap-hole is built into the sidewall of the vessel near to the level of the hearth. Tapping involves removing both slag and metal phases through the same tap-hole channel, which makes tap-hole design, operation, and maintenance particularly complex. In the case of processes such as ferromanganese, which operate with no external gas injection or open arcs present at the furnace electrodes, flow of material out of the tap-hole is driven primarily by the hydrostatic pressure generated by the weight of the solid and liquid phases above the tap-hole."

The objective of this study was to evaluate the potential health risk associated with exposure of dozer operators to whole-body vibration. Measurements were made on 31 dozers used in different surface mines in Turkey. Predictions of adverse health effects of vibration were based on the standards BS 6841:1987, ISO 2631–1:1997, ISO 2631–5:2004, and the EU Vibration Directive:2002. Operators experienced high and comparable levels of vibration acceleration and dose during all dozer tasks: pushing the material (DOZE), moving forward (FORWARD), moving backward (REVERSE), and ripping (RIP). Specifically, DOZE, FORWARD, REVERSE, and RIP showed high potential of adverse health effects in terms of vibration dose according to the worst-case axis and vector sum criteria and a moderate adverse health effect for acceleration according to the worst-case axis criterion. Operators of large dozers were exposed to lower levels of vibration. However, no statistically significant relationship between vibration exposure levels and the propelling mechanism and the service time of dozers, operator experience, operator age, and ground type was found.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. They comprise superficial deposits of blown sand, and raised beaches, composed of marine sands...

A full-length paper was not prepared for this presentation.Low-sulfidation epithermal gold mineralisation at Ridge Mountain occurs within the Oligocene to Miocene volcanic rocks comprising andesite, porphyritic dacite and diatreme breccia. A diatreme breccia complex with a NE–SW elongated orientation covers an area of 3.0 × 1.7 km. Four main stages of mineralisation were identified, comprising: E–W- to NW–SE-trending quartz-chalcedony veins with disseminated pyrite, chalcopyrite and gold. N–S- to NNE–SSW-trending breccia veins with quartz matrix and disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. NE–SW-trending quartz and calcite veins with disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. ESE–WNW- to ENE–WSW-trending quartz veins with disseminated pyrite. This stage is only mineralisation that is hosted by diatreme breccia and clearly postdates.Quartz veins of the first, third and fourth stage are less than 2 m wide. Only breccia veins of the second stage are up to 10 m wide. Gold is present in all stages as microscopic inclusions in quartz and sporadically in pyrite. Macroscopic gold can be seen in the first and second mineralisation stages. Jet grouting has increasingly become a ground improvement technology used to address seepage concerns and provide strength improvement to soils underlying dams. The technique of jet grouting uses high pressure/volume jet fluids to erode existing soil, evacuate some or most of the soil, and mix the remaining cuttings with cement slurry to form soilcrete. While considered a useful technology, this paper discusses some of the problems that can develop while jet grouting in or below a dam with an operational reservoir and seepage condition. Jet grouting experience at Tuttle Creek Dam indicates concerns with respect to ground fracture; spoil return, column diameter consistency, and homogeneity of resulting soilcrete. Recommendations are presented to increase monitoring of downhole parameters during jet grouting to better understand the downhole pressures and soil response during jet grouting.

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) endeavors to provide national and world leadership in the prevention of work-related illness, injury, and death. This is accomplished by using a scientific approach to gather information, assemble and create knowledge, then translate the knowledge and results into products and services. These products and services are then delivered to all personnel who can effect prevention. Obviously, the development and use of instruments to monitor mine roof conditions provides an opportunity to execute that mission. In the late 1990’s, based on observations at a number of underground limestone mines, only a few used roof monitors. Subsequently, NIOSH introduced the Roof Monitoring Safety System (RMSS) as an aid to roof inspection beyond traditional visual and sounding techniques. Initial expectations were that by gaining roof movement information, ultimately roof sag rates could provide indications of eventual failure. During this investigation, RMSSs were installed in 13 underground limestone mines in six states and this paper analyzes the data obtained at three of these mines. This paper also provides an overview of the system, data, analysis, and applications relevant to the RMSS.

In washability, the objective is to establish the set of maximum possible separation performance criteria for a given mineral feed. The method of choice for this has been the conventional sink–?float analysis. Using traditional sink–float method it is not possible to sample and automatically measure. This fact, as well as time, cost and safety aspects, as well as required and manageable sample size of the sink–float method have prompted the search for a new approach for establishing separation performance criteria. This is especially important as performance levels of separator plants can be maximised if reliable information based on an analysis of washability in conjunction with particle size distribution, elemental constituency becomes available in time. The new method to establish washability and associated performance information utilises at least two measurement technologies concurrently: single energy X-ray transmission and image processing. For porous or very inhomogeneous materials the results can be refined further by using dual energy X-ray transmission and image processing.If used as a standard laboratory device the continuous build-up of the washability curve allows to evaluate the statistical significance of the sample size during measurement.The measuring method can even be improved if it is combined with an automatic sampling system that feeds a continuous and representative particle stream to the analyser. Then the value of the collected data increases considerably since the washability data are additionally available in time to be considered in the control of the process plant. The washability curve can be derived and is continuously updated based on the particles measured during the past time interval. Older curves and results are stored in a database and can be retrieved for later reference. This technology now enables automated sampling and integrated automated measurement, which was previously not possible.This incorporation of an automated washability monitor at a representative sample gives near real-time data that would impinge positively on the profitability of the plant operation. During the fiscal year 1935-36, the Ore-Testing Section has been active in carrying out a program designed to attain the objectives that have been set up for it. For the Purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of Procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. The Bureau of Mines conducted laboratory tests to evaluate the production of high-purity H3P04 by HCl digestion and solvent extraction. Both batch and bench-scale continuous tests were made. Western phosphate rock concentrates were acidulated with HCI, and the digestion liquors were processed by solvent extraction. Phosphoric acid was extracted with isoamyl alcohol and recovered from the organic extract by contact with an NH4F solution. This solution was fractionally distilled to yield high-purity H3P04. The raffinate from solvent extraction was treated with lime to precipitate CaF2, which was subjected to steam pyrolysis to generate HF. This method was successful in recovering 95 pet of the phosphate and 80 pct of the fluoride contained in the concentrates.

The Allen Park Sanitary Sewer Overflow (SSO) Tunnel and relief sewer project, located in the city of Allen Park, MI, is a long-term corrective action designed to bring Sanitary District One?s sanitary system into compliance with its 2005 consent order and service contract with the Detroit Water and Sewerage Department (DWSD). The $20 million project is intended to reduce Allen Park?s wet weather discharges to DWSD, reduce bypass pumping to the Ecorse Creek and limit the future risk of basement flooding by providing storage during wet weather events and eliminating hydraulic bottlenecks in the sanitary sewer system.

MANY investigations of the rate of the sulfur transfer reaction between carbon-saturated iron and blast furnace type slags have been made." It is evident that the reaction is complex, the rate being affected by the presence of elements dissolved in the metal that are readily oxidized and therefore capable of existing in the slag phase. Thus Goldman, Derge, and Philbrook- have shown that carbon, silicon, manganese, and aluminum, in order of increasing effectiveness, accelerate sulfur transfer from iron containing these elements to blast furnace type slags. Quantitative information is still, however, not available on the relation between what have been termed side reactions, such as silicon transfer and CO evolution, and the sulfur transfer reaction itself. In other words, the stoichiometry of the reaction has not been investigated. In the present investigation, the transfer of all reacting elements and the evolution of CO have been measured simultaneously in order to establish the mechanism of the reaction which occurs in practice. Information of this nature cannot be deduced from equilibrium studies. It should be pointed out that in kinetic studies of this type quantitative conclusions are applicable only to the system studied. This restriction should be borne in mind when attempts are made to compare results from different investigations. Apparatus The apparatus used enables slag and metal samples to be taken at frequent intervals and also provides a continuous record of the amount of gas evolved. A sketch of the apparatus is given in Fig. 1. It may be considered in three sections: 1) furnace section, 2) blank volume section, and 3) pressure measuring section. Economic solutions of problems of mine-ventilation improvement can be found by mathematical analyses of alternative methods of procedure, but, in the case of our older bituminous-coal mines, the airway network is usually so complex that mathematical solutions are too tedious to be practical. Recourse usually is made to extremely costly and uncertain trial-and-error procedures with the existing layout and equipment. The resulting errors often prove costly and sometimes create hazardous conditions. Both the economic and safely aspects of alternative methods of ventilation improvement may be rapidly and cheaply investigation with analogue computers. An electrical analogue computer, designed and built especially for analyzing mine-ventilation-distribution problems, has been placed in service by the Bureau of Mines at its Pittsburgh, Pa., Experiment Station. It is a nonlinear, low-voltage, fluid network analyzer of a type developed by Malcolm S. Mcllroy, professor of electrical engineering at Cornell University. It was designed in close coopera¬tion with Professor Mcllroy and built by the Standard Electric Time Co., Springfield, Mass. It is the seventh unit of this type to be placed in service and the first designed for mine airflow problems. The other six were designed for either water- or gas-distribution analyses. Three are much larger and more expensive units. The largest unit has a capacity of 20 sources, 576 mains, and 180 loads, or regulated-flow paths. The Bureau unit has a capacity of 5 sources, 128 mains, and 48 loads.

The treatment plant at Martha Mine was upgraded from a nominal throughput of 110tph (O.93mtpa) to 150tph (1.25mtpa) late 1999. Post-upgrade performance did not meet expectations when treating either the competent primary ore or the clay-rich oxide ore.   ò Plant throughput is constrained by milling capacity when treating the competent primary ore. This is not an issue at present as current plant feed is oxide ore from the top of the open-pit, but will become so in future years as the pit deepens. To counter this future threat, ball mill power has been restored to 1100kW through modifications to the drive train. The addition of a crushing circuit may also be necessary.   ò Plant throughput was originally constrained by thickener and leach/adsorption tank issues when treating the oxide are. Changes to plant equipment and operations has seen the removal of these constraints and throughput on this material is no longer a problem.   The most significant issue facing plant staff at present is the high silver grade and its impact on gold recovery. These high grades impact upon recovery through losses caused by insufficient leach and adsorption capacity. To counter this, the geology, mining, and milling teams are working together to blend the high grade silver zones with lower grade ores - this is seen to be the quickest and most cost effective way to deal with the issue. The plant design has also been evaluated with a view to modifying it to cope with the higher silver grades. The viability of these modifications will depend on cost and time (that is, the length of time to implement any modifications versus the length of time to mine out the high silver zones).

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

"In 1957, an asbestos orebody was discovered in the northern sector of the Ungava Peninsula of the Province of Quebec, an area now identified as Asbestos Hill. The deposit is situated on a plateau 1700 feet above sea level and 42 miles inland from Hudson Strait. It is a bleak, iso. lated location of typical arctic environment. Fifteen years were to pass before the first shipment of ungraded fibre was made in 1972. These years we1•e occupied with field surveys and investigations, diamond drilling, engineering design, evaluation of investment and operating costs, and construction. The problems normally associated with mine development were further complicated by location, isolation, and the extreme cold and permanently frozen ground of the arctic regions. During the fiscal year 1935-36, the Ore-Testing Section has been active in carrying out a program designed to attain the objectives that have been set up for it. For the purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.
