Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

"BHP-Billiton’s Cannington mine in Northwest Queensland produces a silver-rich lead concentrate and a zinc concentrate. The plant has the capacity to treat 3.1 mta and for the year to June 2006 mean feed grade was 10.3% Pb, 461 g/t Ag and 3.7% Zn. Recovery losses of lead and silver are primarily in the fine fractions. In 2001, the plant was modified when it was determined that splitting the lead feed into two size fractions, and floating the two fractions separately increased fine lead and silver recovery. The fine lead fraction (called the split float) is 80% <16µm and about a quarter of the lead and silver is in the finest fractions. In 2006 to further improve lead and silver recovery a statistical plant trial of magnetic aggregation conditioning of the split float feed was undertaken. While pure galena is diamagnetic the Cannington galena contains iron within the galena mineral resulting in the galena having a paramagnetic, magnetic susceptibility. The trial demonstrated to greater than 98% statistical significance an increase in lead recovery, and to 99% statistical significance an increase in silver recovery, and to greater than 97% significance an increase in the lead in concentrate in the split float circuit. These economic recovery benefits with magnetic aggregation of the split float feed, has led to the incorporation of this technology in the plant.INTRODUCTIONThe BHP-Billiton owned Cannington silver, lead and zinc mine is located in the Australian state of Queensland about 800 kilometres west of the coastal city of Townsville. This is a pastoral area characterised by large cattle farms, low population density and very little infrastructure. The area has two seasons, a wet, hot summer and a dry, mild winter. Because of its isolation and lack of infrastructure the mine has always operated on a fly in fly out basis.Geological drilling defined the resource as 43.8 million tonnes grading 11.6% lead, 4.4% zinc and 538 ppm silver (Walters and Bailey, 1998). At times during its history Cannington has held the crown as the single largest lead and silver mine in the world (Torrisi and Smith 2003). Another unique characteristic of the operation’s history is the rapid progress from discovery to operation. The first drill to intersect the ore body was in 1990 and the mine and plant was commissioned in 1997."

The primary objective of this paper is to discuss the hazards and furnish a list of recommendations for the safe operation of quarries and related works. They have been compiled from Bureau of Mines publications covering the safety experience of engineers before and during the year in the mineral industry,5 from a publication of the National Safety Council, Inc.,6 from explosives recommendations made by various explosives manufacturers,7 and from suggestions obtained from quarries visited. The second objective is to describe and illustrate safety devices, practices, and quarrying methods. The quarrying and related industries of the United States had a lower accident-frequency rate than either the metal- or coal-mining industry as reported for 1942.8 However, the quarry industry ranked eleventh in 15 major industries during 1942 in lost-time accident fre¬quency; metal mining ranked fourteenth and coal mining fifteenth.

Despite the fact that mined minerals and gemstones have allowed human beings to continuously improve their standard of living throughout the ages, mining has also been implicated in violent conflict for two principle reasons. The first is that mineral resources have been used or traded to conduct or finance violent conflict from small to large scales. The second is the substantial social, economic and environmental changes that occur in a community or a region as a result of mining activity which can either precipitate or re-awaken latent conflict. A modern complication of mining-related violent conflict is the trend for activists, international NGOs and intergovernmental organisations (e.g. the United Nations) to regard any human consequences of resource extraction in terms of Human Rights violations. Acknowledging but not labouring the Human Rights implications of mining-related violent conflict, this paper explores whether or not there is a relationship between the actual or perceived value of mineral resources and the level of violence that occurs in mining-related conflicts. Key to the investigation is a mapping exercise of mining related conflict from 2005 ? 2012: to see where mining related conflict is happening; to identify precipitant causes of mining related conflict; and, to discover what correlation ? if any ? there might be in the degree of violence and the value of the mineral(s) implicated. Findings of the analysis are presented in this conference paper.

This work presents and discusses the influence of the surface tension (gLV) of methanol/water mixtures on the flotation response of apatite versus gangue minerals conditioned with flotation reagents (75 g/t cornstarch and 100 g/t Berol 867) at pH 10.6. Berol 867 is a collector composed of sodium alkyl sarcosinate plus nonionic surfactant. The highest Schulz efficiency of separation (recovery of apatite minus recovery of gangue) was achieved at ?51.0 mN/m. The critical surface tension of wettability (gC) of apatite was found to occur at 34.7 mN/m when determined by means of gamma flotation experiments, and it was 33.9 mN/m when determined by Zisman?s approach.

The geotechnical design, construction, and monitoring aspects of a tied back excavation 85 feet deep in Seattle, Washington are presented. The excavation was completed in overconsolidated deposits of sand, silt, and clay. Lateral soil pressures used in shoring wall design were the lowest to date for an excavation of this size in Seattle. Instrumentation data collected from hydraulic load cells and inclinometers were analyzed and are discussed. The data suggest the actual soil pressures felt by the wall were lower than the design values. Recommendations for future study, as well as future design modifications are given.

Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;l-9 in labor periodicals,10,11 in popular journals and periodicals,l2, 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council,9, 14-15 the American Mining Congress,l.l6 the American Institute of Mining and Metallurgical Engineers,2,4 the Mine Inspectors&apos; Institute of Amerthe Coal Mining Institute of America,5 19 the American Standards Association, and others.20.21 Mining safety is a joint problem of management and the individual workman. Safety is not attained and will not be attained solely by laws, decrees, and commands because, if it could be done in this manner, acceptable mining safety would have been achieved long ago by the individual states in our Nation and by the nations abroad. The best safety performance is found at plants where management provides a safe environment for the workers; where supervision is efficient and super- visors, others concerned with promoting safety, and the individual worker know through training, experience, and personal contact the safe and unsafe practices of their field; and where the trained individual worker has become safety-minded by experience, quiet influence, unconscious suggestion, and personal guidance. Despite what may be said to the contrary, progress has been and is being made in mining safety. This is shown in Fig 1 to 4. It is beyond the scope of this paper to give possible reasons for the valleys and peaks in the fatal-injury rates. Some recent factors that appear to be contributing to the improvement in these rates are briefly discussed. Aside from mining equipment, "what&apos;s new in mining safety" for some mines has been in effect or was tried by others long ago. A safety pro- gram is a living thing; as such, it must be vitalized and continuously fed with enthusiasm, constructive action, and improvements. Because safety is concerned with human conduct, it is necessary to practice safety at all times; if not, it is soon forgotten, and accidents occur. Mining-safety Records The large employment and production concerned with anthracite contribute much to the mining-safety records of the mineral industry. Approximately 81,000 persons are. employed in this industry having mines concentrated in an area of 480 square miles in northeastern Pennsylvania. Because of the achievement of the anthracite industry in safety during 1948, the other branches of the mineral industry can profit by a study of what has been done to achieve that record. Where one mineral is produced by other large groups having methods of mining that are similar in many respects to the anthracite-mining methods, an achievement in such a large industry is important. Salient factors concerned with safetye in the anthracite industry are: no radical change has occurred in the mining-safety regulations pertaining to anthracite mines. The study investigated the potential use of low activity circulating fluidized bed combustion (CFBC) ash and phosphate tailings for the production of a filling material based on the cement. The phosphate tailings were used as aggregate and consolidated by cement and CFBC ash. The results showed that the bleeding rate and fluidity of all mixtures decreased with the increasing the amount of CFBC ash. The fluidity of filling slurry is highly related to the experimental factors such as the content of sulfur solid ash, B/A ratio, and mass concentration. The replacement of CFBC ash ranging from 20 to 40% led to a significant decrease in setting time and an obvious increase in compressive strength, but the above effect was obviously weakened when reducing the mass concentration and B/A ratio. The hydrated calcium silicate gel and ettringite generated from the hydration of cement and CFBC ash were the main sources of strength for the filling materials. When the recommended proportion was 1/6 binder/phosphorus tailings ratio, 76% solid content, and 40% CFBC ash replacement, the filling material still met demands on working and mechanical properties; at the same time, the utilization of CFBC ash and phosphorus tailings was maximized.

WHEN the writer resided at Zeehan, qn the West Coast of Tasmania, some years ago, he took a keen interest in the geology of the district and availed himself of the opportunity to investigate occurrences, of the varied minerals in which the field abounds. The following notes were compiled as a result of one of his periodical visits to the outlying mining districts, when an examination was made of the bindsay Reward tin mining property, which has an area of 140 acres. This is most easily reached from Renison Bell, the centre of the North Dundas tin-fields, on the Emu Bay railway, &apos;about&apos; eight miles north east of Zeehan. Thence a pack track some 14 -miles long connects with the mine, crossing the Piemah River by a fine suspension bridge.The mine itself is situated on the main south leading spot of the Parson&apos;s Hood Range, at an altitude of some 1600 ft. above sea level. The Parson&apos;s Hood Range is composed of granite and is an extension of the rugged Meredith Range. A remarkable feature is the uniform topography of the surrounding country when viewed from the peaks. Except where dissected by the rivers and creeks, the surface is practically level and, indeed, affords a striking illustration of an ancient uplifted peneplain.The mine has been opened by means of trenches and adits, and the ore-body proved to extend for a length of 30 chains, with an average width of about 100 ft. Its general trend is west-north-west, and its dip, which is steep, corresponds to that of the country-rocks. These latter, which are of sedimentary origin and generally regarded as of pre-Silurian age, have been tilted at high angles, consequent, no doubt, on the crustal movements produced by the intrusion of the huge granitic masses which now form the high ranges in the vicinity.It may be here remarked that it is not Within the scope of this paper to deal with the sequence of events leading to the geological structure...

"Precious metals are currently associated with refractory minerals such as telluride (Calaverite, Sylvanite, etc.) and selenium (Naumannite Ag2Se), which are difficult to dissolve through traditional methods, therefore it is necessary to perform a pretreatment (oxidative or roasting) preceding the process of leaching by cyanidation. In this preliminary work the aim was to study the use of solvent extraction to remove tellurium and selenium ions from a synthetic cyanidation effluent, with the purpose of recycling the cyanide back to the process. For the extraction of these anions, TeO32- and SeO42-, tallow trimethyl ammonium chloride (Quatarmina TPR) and hexadecyl trimethyl ammonium chloride (Amine F) were studied as extractants, using nonylphenol as a modifier in the organic phase (trimethylpentane). The results show that it is possible to recover 82% of selenium and 10% of tellurium from synthetic solutions containing either 20 mg/L Se or 20 mg/L of Te, respectively The Se or Te mole ratio to cyanide was 1:4.INTRODUCTION In relation to extraction of precious metals, the cyanidation process has been in use for over a century and despite environmental and toxicological problems it remains the most widely used and economical process available. In the late 90s, there were great efforts to recover gold and silver from refractory ores, which is difficult to do by simple cyanidation. To improve gold recovery from tellurides and selenides that occurs in some new mines, the ores are pretreated by roasting. This is one of the most effective ways of rendering refractory gold ores leachable as well as being a fast pretreatment process compared with bio-oxidation or pressure leaching (Aylmore, 2001). The most important tellurides minerals are Calaverite (AuTe2) and, Silvanite (Au, Ag)2Te4). In the case of selenides, minerals include Naumannite (Ag2Se) and Aguilarite (Ag4SeS) (Ostroumov et al., 1989). Examples of deposits containing telluride include La Bambolla Mine (Sonora, Mexico), Cripple Greek (Colorado, USA), and Kalgoorlie (Western Australia) (Aguayo et al., 1996). The main purpose of this work was to explore the feasibility of using quaternary ammonium salts such as: tallow trimethyl ammonium chloride (Quatarmina TPR) and hexadecyl trimethyl ammonium chloride (amine F) to extract tellurium and selenium anions from aqueous synthetic cyanidation effluents, so that the cyanide solution could be recycled back to leaching process. The tests were performed on synthetic solutions similar to those found in a mine: 20 mg/L Te as TeO32-, 20 mg/L Se as SeO42- and mole ratio to cyanide was 1:4. using an alkaline medium with pH ranging from 8 to 12. ABSTRACT Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage organizations to work together, executing such risk assessments comes with challenges. This paper focuses on one trona mine’s experience in the development and implementation of a field level risk assessment program to help its entire organization understand and manage risk to an acceptable level. Through a transformational process of ongoing support and communication, Solvay Green River fostered a culture of trust and safety grounded in risk assessment, safety interactions, and hazard correction. The application of consistent risk assessment (RA) tools was critical to create a participatory workforce that not only talks about safety, but actively identifies energies that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s process of RA implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks. As discussed, consistent efforts to establish a participatory risk management program are worth the initial struggle to ultimately reduce incidents. INTRODUCTION Work-related health and safety (H&S) incidents often account for lost days on the job, contributing to organizational/financial and personal/social burdens [1-2]. Accompanying research demonstrates that risk and ambiguity around risk contribute to almost every decision that individuals make throughout the day [3-4]. In response, understanding individual attitudes toward risk has been unquestionably linked to predicting H&S behavior [5]. Although an obvious need exists to identify more comprehensive methods to assess and mitigate potential hazards, some argue that risk management is not given adequate attention in occupational H&S [6]. Additionally, research suggests that a current lack of knowledge, skills, and motivation are primary barriers to mitigating workplace risks [3-6]. Therefore, enhancing knowledge and awareness around risk-based decisions, including individuals’ abilities to understand, measure, and assign levels of risk to determine an appropriate response, is increasingly important in hazardous environments to predict and prevent incidents. This paper focuses on tailored approaches to field level risk assessment (FLRA), measurement, and common barriers to participating in such activities. The authors use a trona mine in Green River, Wyoming, as a case study to illustrate how the organization overcame widespread and site-specific challenges to implement a proactive risk management program. By discussing the mine’s tailored FLRA program, this case study contributes to the literature by first, providing examples of critical components that need to be in place to ensure successful risk management and second, context for continuous quality improvement that can foster a higher level of trust and empowerment on site."

Paradoxically, the increased emphasis on water treatment in mining has generated a new problem û hypersaline brines. Currently brines are either disposed of into ash systems, lined evaporation ponds or hazardous waste sites. Evaporative crystallisation (EC) is an alternative, but the energy requirements can be prohibitive and the salt product is still a waste that must be disposed of. Eutectic freeze crystallisation (EFC) is an alternative technology that is capable of separating aqueous solutions into pure water (as ice) and pure, solidified solutes. It is highly energy efficient and does not depend on the introduction of any solvents. In addition, the simultaneous production of pure ice and potentially saleable pure salt(s) is a major advantage. Although EFC has been shown to be effective in separating a single salt and water, it is still in the early stages of being applied to the multi-component hypersaline brines that are typical of reverse osmosis retentates generated by mining and extractive metallurgy.This paper presents an EFC brine treatment protocol developed by the Crystallisation and Precipitation Unit at the University of Cape Town. The protocol incorporates brine analysis, thermodynamic modelling to establish which salts will freeze out and at which temperatures, followed by experimental studies to determine the kinetic parameters, such as nucleation temperatures, salt yields and crystal purity.Case studies showing the application of EFC for the purification of typical brines containing high levels of sodium, chlorine, sulfate and ammonia (Brine 1) and a mixture of sodium and magnesium sulfate (Brine 2) are covered. Modelling tools were applied to describe the phase behaviour of the multi-component saline systems under different process conditions. Experimental validation was carried out using synthetic brines of different (and increasingly complex) compositions. The results showed that EFC could be used to selectively recover the sodium as a sodium sulfate salt from both different brines. The simulation tools were useful in the analysis and understanding of the process.A preliminary economic analysis showed that the operating costs for EC were approximately nine times those for EFC, but the capital costs were much less- equipment for EC cost about half that of EFC. However, it is important to note that the capital cost calculations for EC are based on a technology that is already well established and with only relatively marginal future equipment cost savings expected. In contrast, EFC is a new technology, with significant future technology improvements expected.

Tellurium is a high-tech and also toxic element. This element shows sufficient contents in Fe-Mn crusts and nodules in the modern ocean to be involved in future industrial processes [Hein et al., 2003]. Tellurium minerals and contents are not well recorded in modern and ancient black smoker systems. Tellurides are rarely found in sulfides from the modern oceans [Iizasa et al. 1992; Maslennikov et al., 2010]. The previous common opinion that tellurium is scarce in active seafloor hydrothermal systems can be revised due to the recent discovery of abundant tellurides in chimneys from Brothers Volcano vent site [Berkenbosch et al., 2012]. We found abundant tellurobismuthite, hessite, and native tellurium in chimneys from Su Su Knoll vents sites (West Pacific). So, tellurides can be found in some chimneys but absent in others. The causes of this are poorly understood. These conflicting data create numerous questions and require an explanation. The problem can be resolved by research at different scales including analysis of relevant genetic features of host sequences, systematic textural and paragenetic studies of different types of chimneys, and their rare mineral assemblages. Paragenetic models, compositional analyses and ranges of tellurium-bearing minerals and the physicochemical interpretation of chimney diversity in different types of VMS deposits are the main subjects of our research. The data on tellurides in chimneys from ancient VMS deposits should also be useful to resolve this problem.

MR. SHUBART: Mr. Miller&apos;s paper mentioned the two processes that seemed to be a success, the Smith process and the Piron process. I suppose the main difference is this, that Smith&apos;s process is to furnish domestic fuel and the by-products while the Piron process that Ford is installing is for fuel for power plants. I would like to ask Mr. Miller something about the commercial cost of the process. With the briquette you must make it cheap enough to sell. What are the commercial possibilities of Smith&apos;s briquette? MR. MILLER: It is pretty hard to say what the cost would be at this time, owing to the fact that slack has advanced double, or even more at the time I was in New York with the plant, but at that time it was costing $1.10 for the operation. You can add to that, of course, the cost of the coke. One dollar and ten cents was the entire cost of plant operation. It takes about one and one-half tons of coal to make a ton of briquettes. One dollar and ten cents takes care of all the material, cost, labor, handling, etc. Labor was much cheaper then. I would say it would cost about $2.20 now. The cost of coal is what you can buy it for on the market. I don&apos;t think, however, that the carbocoal process will ever meet with any great favor for the simple reason that it is really a prepared fancy fuel. It is going to be nice for people in offices where they want a grate or for families where they want a nice clean fuel. It leaves no stain on the fingers, no odor to it. It seems in carbonizing coal we change the carbon molecule. For instance, we are all familiar with the diamond. It is carbon, yet it requires a tremendous heat to burn a common little diamond. But you can set a piece of charcoal afire, which is also carbon, with a match. The molecular form has been changed in carbonizing coal, i. e., it is larger. Carbocoal will fire very readily, it can be started with a piece&apos; of paper. I think the Piron process will be the process, i. e., to simply take out the tars and light oils, then fire direct-have the distillate plants right on the job. CHAIR: Can Mr. Shubart tell us something of the mechanical part of the Piron process? MR. SHUBART: The Piron process is of interest because Mr. Ford is taking it up. He has made so few mechanical mistakes it makes us feel that it is a success. Piron is a chemist of high accomplishment and reputation. The thing about the proces is its simplicity. Mr. Smith&apos;s is a very elaborate process, but Piron has gotten around all that. Piron feeds the raw coal in at about one-half inch mesh or smaller. He feeds it into a retort about 55 feet long, 16 feet wide over all. He has a hearth about 6 feet wide and the length of the retort. The base of the hearth that carries the coal is a conveyor, a flat cast iron conveyor, a very massive affair, very accurately made, so that there is no loss of coal. Between the upper and lower strands of the &apos; conveyor is a bath of molten lead which gives an accurate control of temperature. For best results he must have temperature of not under 800 F., not over 1,300 degrees F., about 1,100 or 1,200 F. seems to be ideal for getting greatest yield of oils and the best tars and other by-products. "INRODUCTIONSedimentary deposits of titaniferrous magnetite occur at various localities in the eastern foothills of the Teton Ranse in Deer Lodge County, Mont. The Choteau deposit was examined by a Bureau of Mines engineer in August 1942. An exploration project was recommended.Core drilling exploration was begun in June 1945; it was concluded in August 1945, Seventy-six holes were drilled. This report presents the data obtained by the Bureau of Mines exploration.ACKNOWLEDGMENTIn its program of exploration of mineral, deposits, the Bureau of Mines has as its primary objective, the more effective utilization of our mineral resources to the end that they make the greatest possible contri¬bution to national security and economy. Moon, Chief, conducts preliminary examination, performs the actual exploratory work, and prepares the final, report. The. Metallurgical Branch, R. G. Knickerbocker, Chief, analyzes samples and performs beneficiation tests. Both of these branches are under the supervision of Dr. R. S. Dean, Assistant-Director. The field work was supervised by Earshel W. Newman, engineer in charge of the Helena Field Office. D. B. "The Xstrata Nickel Raglan Concentrator, located at the northern limit of Quebec’s Nunavik region has been in operation since 1997. Originally designed to process 800,000 tonnes per year of high grade nickel ore, plant capacity is currently approaching 1,200,000 tonnes per year due to an Optimization Project (FAG to SAG conversion) in 2005 and many recent processimprovements.In 2006, the Raglan Metallurgical Group with assistance from the Xstrata Process Support group decided to make SAG control one of its priorities in order to further increase throughput and improve stability. The original primary mill control logic delivered by the Optimisation Project in 2005 consisted of a simple PID loop controlling the mill charge (bearing pressure) through feed rate changes. Due to the multivariable, non-linear and disturbance dominated nature of the SAG circuit it was quickly found that this traditional PID control strategy was not able to adequately control the mill; resulting in poor stability, frequent operator interventions and less than optimum performance.This paper describes the successful integration of advanced field systems such as mill feed image analysis (Wipfrag) and crusher gap controller (ASRi), into a multi-variable fuzzy logic SAG mill controller. The process of how a strategy for control was developed and implemented directly in the existing control system (exploiting standard system capabilities) is discussed. It is also shown how this approach has provided mill automation which is simple, robust (despite erratic feed characteristics), and delivers both an increase in throughput and a reduction of variability.INTRODUCTIONOriginally commissioned as a Fully Autogenous Grinding (FAG) circuit in 1997, preparations to convert the Katinniq Concentrator Mill to SAG had in fact commenced as early as 1999, but were halted owing to alternative process improvements which achieved up to 1Mtpa as early as 2000. This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The largest proportion of injuries overall occurred during powered haulage (28.5%). The

"A test surface Pulse EM(PEM) survey over a plunging massive sulphide lens, located in the Snow Lake area of Manitoba, has shown that it is possible to detect the body to a depth of 300 metres. Another surface survey in the Athabasca basin of Saskatchewan, clearly outlined a large, basement graphitic zone below 450 metres of sandstone cover. Deep detection of these conductive bodies was achieved by energizing large volumes of ground with a strong transmitted EM field. Such large fields also energize all other conductors present in the exploration area. Both of the above survey results indicate that more than one conductor is present. In such cases, detailed field coverage is required for accurate interpretation, and interpretational procedures that assume simple geometrical shapes should be applied with caution. In all cases geological and geophysical information should be coordinated in detail. The first test drill hole still has a high risk of missing the deep conductive body and two or three holes should be budgeted per target.Borehole Pulse EM surveys are now routinely used to help zero in on deep conductive targets. They are also proving effective in development drilling programs by outlining the edges of conductive bodies. The results of surveys from northern Quebec illustrate how they may provide more accurate shape and tonnage estimates."
